1. QUALIFICATIONS AND EXPERIENCE

My name is Grant Ross Calder. I am a Director of Mayo & Calder, a firm that

specialises in managing major sports events. Mayo & Calder is the contracted Delivery Partner to America’s Cup Events Ltd (ACE).

I studied Sports Science and Recreation Management at Auckland University of

Technology and I have over 10 years experience in the event industry. My experience

includes:

a) Marketing Manager, FIFA 2008 Women’s World Cup U19, New Zealand;

b) Commercial Marketing Director, 2010 World Rowing Championships;

c) Commercial Director, Volvo Ocean Race Auckland Stopover 2012;

d) Managing Director, Volvo Ocean Race Auckland Stopover 2015;

e) Managing Director, Volvo Ocean Race Melbourne Stopover 2017;

f) Stopover Director, Volvo Ocean Race Hong Kong Stopover 2018; and

g) Managing Director, Volvo Ocean Race Auckland Stopover 2018.

Overall, Mayo & Calder have delivered six government-funded events within New

Zealand. The hosting of the Auckland stopover of the 2011/2012 Volvo Ocean Race

made a NZ$210,000 surplus, and the 2014/2015 event made a NZ$270,000 surplus.

The 2014/2015 stopover was named Best New Zealand Hosted Major event by the

New Zealand Association of Event Professionals.

I worked with Emirates Team New Zealand (ETNZ), the Crown and Auckland Council

on the procurement and bid process in an endeavour to secure an America’s Cup

World Series event in Auckland for the 34th and 35th edition of the America’s Cup.

2. AMERICA’S CUP EVENT LIMITED

ACE is a legal entity established by ETNZ to manage the 36th America’s Cup (AC36)

event and associated events. Mayo & Calder is the contracted event delivery partner to

ACE and is responsible for the event delivery of the AC36.

In March 2018, ACE signed a host city appointment agreement with Auckland City, the

Crown and the New Zealand Government, collectively known as the Event Partners.

The key challenge facing the Event Partners is ensuring that the wide variety of

stakeholders, organisations and individuals required to make the event a success at a

national and international level are all working towards the same vision for the event.

Mayo & Calder have a long-standing relationship with Auckland Tourism, Events & Economic Development (ATEED) / Panuku Development Limited (Panuku) / Ministry

of Business, Innovation and Employment (MBIE) and is working closely with each

organisation to ensure the AC36 is a successful event.

I am authorised to give this evidence on behalf of Mayo & Calder and ACE.

3. SCOPE OF EVIDENCE

I have been asked by Panuku Development Auckland to provide evidence in relation to

how the AC36 event will be run to provide the Court and parties with further information

as part of the resource consent process.

I attended the three days of Environment Court assisted mediation in July 2018.

This statement of evidence covers the following matters:

a) Status of event preparations for the 36th America’s Cup;

b) Requirements to host a successful event;

c) Draft Event Management Plan; and

d) Response to matters raised by section 274 parties.

4. PREPARATIONS FOR THE 36TH AMERICA’S CUP

I was a member of the team negotiating the host city appointment agreement at the

start of the year, representing ETNZ/ACE. On signing the agreement in March, I began

to work on the event concept and operational planning of the event.

The objective of the event concept was to establish the vision and objectives of the

event through interviewing key stakeholders and commercial operators within the

Viaduct Harbour and Wynyard area. The feedback from all stakeholders was very

positive. In addition, I have also been working on the operational plans for the event,

which include: identifying the event venue requirements, footfall scenarios, traffic

management plan, event schedule and requirements for teams services.

As part of our operational planning we identified three main event scenarios that

anticipate the footfall of spectators that will attend this event. Our experience in hosting

three major events over six years within the Viaduct Harbour/Wynyard area has proved

invaluable due to the footfall data we collected over this time. The event scenarios

identify key event/race days when spectator footfall is high and protection and public

safety are paramount, as well as non-race days when footfall is low and the event can

limit the impact on local business and residents with reduced road closures.

The three event scenarios are:

a) Scenario 3 – Low – Similar to day-to-day activities during the 2018 Volvo

Ocean Race with projected spectators numbering 15,000-35,000 or over for

the entire day.

b) Scenario 2 – Medium – Similar to the busiest day activities during the 2018

Volvo Ocean Race with managed vehicle access (for authorised vehicles) in

certain parts of Wynyard Precinct close to the Event, with projected spectators

numbering 45,000 -65,000 or over for the entire day.

c) Scenario 1 (and 1+) – High – A significant event, involving much larger public

attraction, with projected spectators numbering 65,000-200,000 or over for the

entire day. This will require managed vehicle access (for authorised vehicles)

on several roads (including Quay Street).

The three scenarios aim to ensure the event only implements safety measures when

required and limits the impact on local businesses.

As is standard practice, one year out from the event (approximately November 2019),

local businesses will be provided with a business ready kit produced by ACE. The

business ready kit is a document that will provide local businesses with information on

the event and the measures being put in place over the event period. It will also include

how the event intends to support local businesses' day to day operations while also

accommodating for large spectator numbers and public safety.

ACE has recently confirmed that during the event, spectator numbers will be monitored

as part of the Major Event Operations Centre, a joint operations group involving police,

emergency services, ACE and council services. The group will provide command,

control and coordination, which will enable coordinated, responsive and real time event

management and allow a real time response to the traffic and crowd management. This

in turn allows for flexibility in scenarios implemented and adapting the measures in

place accordingly, to ensure public safety and limit any unneeded impact on local

businesses and residents.

The hub of the Race Village will be between Halsey Wharf and Hobson Wharf,

including Eastern Viaduct, Karanga Plaza and Te Wero Island. Activation will also be

provided in the northern part of Silo Park. A copy of a draft plan showing the area in Event Mode is attached to my evidence (Appendix A to the draft Event Management

Plan which is attached as Attachment A).

The exact schedule of timing and the regattas associated with the event have not been

confirmed, however it is expected that racing will occur in the afternoon and

predominantly on the weekend with some mid-week racing. However, this is dependent

upon wind conditions and the number of competitors. These details are likely to be

confirmed, in conjunction with ETNZ, after 30 November when the entry period closes,

however late entries may still be allowed after this date.

5. REQUIREMENTS TO HOST A SUCCESSFUL EVENT

The Viaduct Harbour has hosted three Volvo Ocean Race events in 2012, 2015 and

2018, with the most recent event being staged over 21 days, with over 500,000

spectators attending the event. The initial planning for the first Volvo Ocean Race event

in 2012 was met with some concern from local businesses. However through a

thorough consultation process with local residents and businesses that included a

public event briefing, meetings with local businesses, creation of the Business Ready

Kit and a numerous letter drops to local residents, the event proved to be a success.

The subsequent Volvo Ocean Races have continued to be a success and been

embraced by those in the Viaduct Harbour. The event has continued to deliver on its

promise to stage a free engaging event for the public, while limiting the impact on local

businesses and residents and adhering to the standards and limits put in place under

the consents and permits.

AC36 will follow the success of the Volvo Ocean Race and will have various similarities

including the layout of the event. Areas used during the Volvo Ocean Race, namely

Karanga Plaza, Eastern Viaduct, Halsey Wharf, Viaduct Events Centre, Hobson Wharf

Extension and Halsey Wharf Extension will again be used by the AC36 event.

However, due to the large number of spectators anticipated through the event

scenarios, the AC36 event venue will extend to include Jellicoe Carpark and Silo Park

in order to provide an adequate safe environment for spectators visiting the event.

The success of the event will be judged on a number of factors including by the

attendance and enjoyment of spectators and number of competing teams.

In terms of the requirements to host a successful event, from ACE’s perspective, it

does not want the consent process to place any unnecessary barriers on prospective

syndicate teams to enter the Cup. For example, restrictions on the availability of bases

(if not enough bases are provided for the event) and undue constraints on the design of

base buildings (making them expensive to build) may ultimately impact those teams

that are not as well funded, as ETNZ has been in past AC events. We need to retain

our base numbers and avoid expensive or rigid designs and be careful not to place

restrictions on not-yet-committed or syndicates identified as possibly late entries (who

will wish to be located at Bases E-G).

6. DRAFT EVENT MANAGEMENT PLAN

In response to matters raised by submitters and section 274 parties and questions in

relation to the event phase of the resource consent applications, ACE has been

working closely with Panuku and its advisors (including Vijay Lala (planning), Craig

Fitzgerald (noise) and Joe Philips (traffic / transport)) to provide further detail in terms

of the event itself. As part of this process we have prepared a draft Event Management

Plan to provide as much information as we can at this point in time around the AC36

event.

Attached to my evidence as Attachment A is a copy of the draft Event Management Plan (EMP). The draft EMP was first circulated to all section 274 parties prior to the

resumed mediation on 30 July 2018. There are further parts of the EMP that are

required before the plan is provided to the Council as required by the conditions of

consent (condition 180). This process will be completed closer to the event itself when

all details have been confirmed.

The goal of an EMP is to deliver a successful major event in Auckland, showcasing

New Zealand to the world and making Aucklanders proud of hosting the event, with

free entertainment and activities for all age groups. As part of this goal, the draft EMP

identifies the key services needed to deliver a successful, safe event for attending

members of the public, international teams and international media, while limiting the

impact on local businesses and residents during the event period.

Process and Approach

The approach in developing the draft EMP was to find a balance between achieving

our goal of delivering a successful event and adhering to public safety, while ensuring

the event had the support from local businesses and residents to ensure its longevity to

operate past the AC36. In doing so, the three event scenarios (discussed above) were

identified to allow the event to operate under an escalation model so measures around

transport, management, opening hours, noise level and light restrictions could be

managed to accommodate the event requirements and fit within in the standards

required in the area to operate an event of this size.

Concept Plan

An Event Concept has been designed using the layout of the previous Volvo Ocean

Race Stopover as a blue print. Due to the projected high number and frequency of

spectators, the concept plan for the venue includes Silo Park and Jellicoe Carpark

which were not used during the 2018 Volvo Ocean Race.

Event Schedule

The event schedule provided outlines the three regattas that will make up the AC36 in Auckland (see Appendix B of the draft EMP). These events are the Christmas Cup,

Prada Cup Challenger series and the America’s Cup Match presented by Prada. The

event dates are indicative and are dependent upon the number of challengers

competing in the event. At this stage three challengers are confirmed with further late

entries yet to be confirmed.

Activation and Entertainment Schedule

A draft events and entertainment plan has been provided in Appendix B to the draft

EMP (attached to my evidence as Attachment A), showing key event and race days.

The goal of the schedule is to provide free entertainment and event activities for

spectators visiting the event while adhering to the noise and light restrictions for the

area.

Event Transport Management Plan

The draft Event Transport Management Plan (TMP) has been prepared by Joe Phillips

and myself. A copy of the draft TMP is attached to the evidence of Joe Phillips as

Appendix 3. The TMP has been aligned to the event scenarios in relation to expected

spectator numbers visiting the event venue.

Event Noise Management Plan

The Event Noise Management Plan has been prepared by Craig Fitzgerald in

consultation with ACE. Fifteen noise events have been identified for Viaduct Harbour

and the Wynyard Quarter in December 2020 and a further fifteen noise events in

January-March in 2021. Within the fifteen noise events, twelve events are restricted to

medium noise levels (72dba) and three are restricted to high noise levels (86dba)

Outside of these noise events, the event will operate within the noise standard levels

for both the Viaduct Harbour and Wynyard Quarter (65 dba).

Emergency Management Plan

The Emergency Management Plan will be prepared in consultation with the Crown and

Auckland Council and will be submitted by ACE at least sixty (60) working days prior to

the commencement of the Event (see Condition 183H).

Event Lighting Management Plan

The Event Lighting Management Plan has been addressed by John McKensey with the

goal of limiting lighting pollution from the event which may or may not impact local

residents. Further work is required as the lighting requirements for the event around

public safety and free public events have not been confirmed. Again, this plan is

required to be submitted to the Council at least sixty (60) working days prior to the

commencement of the Event (see Condition 183K).

7. EVENT PERMIT

As with any major event it will be necessary for ACE to obtain an event permit from

Auckland Council. This process includes comprehensive consultation with neighbours,

finalisation of the event layout, operating conditions and the requirement for a wide

variety of detailed information on event operations including but not limited to; traffic,

noise and lighting measures, emergency measures, infrastructure and venue layout

and food and beverage licenses.

The event permit will be submitted to Council after consultation with Auckland

Transport and ATEED and will require stakeholder/nearby occupant notification and a

feedback process to enable real time resolution of any issues as they arise. The event

permit will have 24/7 contact details of the event manager in order to promptly address

any issues.

In previous events within this location, including the Volvo Ocean Race and the

Auckland Boat Show, there was a well-established process that was followed in order

to ensure the regular activities of the occupants of the locality were not unduly affected

to a point where they were unable to go about their daily business. Given that this

event will occur over a longer period, additional measures, such as earlier notification

of and consultation with a broader group of stakeholders within the Wynyard and

Viaduct Harbour Precincts as well as Princes Wharf residents will be undertaken. This

will enable event related matters to be addressed at an earlier stage, to the satisfaction

of the event organisers, the Auckland Council (including it’s CCO‘s) and wider

stakeholders/occupants of the area.

8. RESPONSE TO MATTERS RAISED BY SECTION 274 PARTIES

As noted above, in response to matters raised by submitters and section 274 parties I

thought it would be useful to prepare the draft EMP (as far as we can) based on the

details that have been confirmed at this point in time to assist parties to understand

how the event phase of AC36 may effect local businesses and residents.

9. CONCLUSION

The Event Partners (including ACE) are working closely to ensure that the 36th

America’s Cup is a successful event. Based on my experience managing previous

major sporting events and specifically Volvo Ocean Race Stopovers, I am confident

that matters of concern to section 274 parties can and will be appropriately managed

through the detailed planning and specifically the EMP process. The goal of an event

management plan is to deliver a successful major event in Auckland. The EMP

identifies key services needed to deliver a successful, safe event for attending

members of the public, international teams and international media, while limiting the

impact on local businesses and residents during the event period.

Relevant consent conditions

Quick reference guide to consent conditions

The consent conditions relevant to this Event Management Plan (EMP) are summarised in

Table 1-1 below. The Event Management Plan incorporates a number of elements that are required to ensure a successful event. These are outline din the conditions below.

The conditions referenced are as per the proposed draft resource consent conditions.

The consent holder shall prepare an Event Management Plan (EMP) in consultation

with the CLG in accordance with Condition 44D. At least sixty (60) working days prior

to the commencement of an Event, the consent holder shall submit the EMP to the

Team Leader Compliance Monitoring – Central for certification that it meets the

matters required by Condition 182.

In addition to the specific matters identified in Conditions 181 and 182, the EMP shall

include an Event Transport Management Plan (as required by Conditions 183 to

183G), an Emergency Management Plan (as required by Condition 183H), a Lighting

Management Plan (as required by Condition 183I) and a Noise Management Plan (as

required by Condition 183J).

181 The objectives of the EMP are to:

a) Enable a successful Event that positively showcases Auckland and New

Zealand to the world;

b) Provide for and manage large numbers of spectators;

c) Provide a safe and secure environment at all times;

d) Provide for a range of event scenarios (with associated management

measures) based on forecast daily visitor numbers;

e) Provide for on and off water sports activities, activation, merchandising,

entertainment and associated activities throughout each Event;

f) Provide for a range of plans and management plans as identified in Condition

183 that address event transport, public transport, pedestrians and people on

cycles, traffic, emergencies, lighting and noise;

g) Ensure maintenance of access for all modes of transport to properties in

Wynyard Precinct and Viaduct Harbour Precinct, except where managed

access is required for safety or operational reasons;

h) Minimise disruption from event related traffic on occupants in Wynyard

Precinct and Viaduct Harbour Precinct;

i) Ensure appropriate emergency egress, lighting and noise measures are

provided;

j) Ensure integration with other construction projects and Auckland Transport

projects; and

182 The EMP shall be in effect at all times during an Event. The EMP shall include the

following:

An indicative event concept plan that identifies structures and activities;

An indicative event schedule;

A range of event scenarios, which may differ according to location, duration,

timing and occupancy;

Provisions made to address risk, safety and security measures (as

appropriate);

Reference and align with the ‘Key Principles for Delivering Events’ from

Auckland Council’s Events Policy;

Measures to ensure access to properties within Wynyard Precinct and Viaduct

Harbour Precinct including any managed access measures;

Procedures for the removal of temporary structures after each Event; and

Processes to provide for feedback and enable the review and amendment of

the EMP and the plans/measures identified in Conditions 183 to 183F.

183 Event Transport Management Plan (ETMP)

The consent holder shall prepare an Event Transport Management Plan (ETMP) in consultation with the CLG in accordance with Condition 44D. At least sixty (60) working days prior to the commencement of an Event, the consent holder shall submit the ETMP to the Team Leader Compliance Monitoring – Central for certification that it meets the matters required by Condition 183A.

183A The objectives of the ETMP are the transport-related objectives included in Condition

181. The ETMP shall include the details/measures/plans identified in Conditions 183

to 183G, including the following matters:

a) Marshalling and management of pedestrian, cycle and vehicle access to the

Eastern Viaduct, Princes Wharf, Hobson Wharf and Halsey Wharf to ensure

safety for all people;

b) On-site marshalling and management of vehicle access and bays on the

Wynyard Point site, implemented also through the Servicing, Delivery and

Guest Transport Plan;

c) An effective communication strategy to guests attending functions at bases to

raise awareness of using active and public modes of transport to and from the

events;

d) Methods to manage public access within Wynyard Point and Wynyard wharf

(including the breakwater) during events;

e) Effective communication strategy to guests attending functions at bases to

raise awareness that no parking will be available in the bases or on the Wharf,

restricted parking on local streets, carparks, location of drop-off and pick-up

locations and existing taxi ranks;

f) Marshalling and management of vehicle access to Brigham and Hamer Streets,

as well as temporary parking restrictions on Hamer and Brigham Streets on

racing days during the Event to ensure safety for all people;

Halsey Streets, as well as temporary parking restrictions in this area to ensure

safety for all people;

h) Identify public bus service routes and stops;

i) Identify of temporary private bus and coach pick-up / drop-off locations, as

well as temporary pick-up / drop-off location/s for taxis and private hire

vehicles including a temporary pick-up drop-off zones;

j) Identify potential management measures, as necessary, to address any

impacts on or in the vicinity of Wynyard Crossing to maintain the safety of

pedestrians and people cycling, which will be informed by more detailed

pedestrian modelling and the Pedestrian and Cycling Management Plan; and

k) The management measures in Conditions 183B to 183G.

183B Event & Public Transport Management Measures (EPTMM). The objectives of the

EPTMM are to:

a) Reduce private vehicle trips to the Event and promote alternative transport

modes;

b) Successfully communicate alternative transport modes to the public;

c) Enable a large number of visitors to the Event via public transport; and

d) Provide for and communicate public transport options to the public.

183C The EPTMM’s shall include the following matters:

a) A Travel Demand Strategy to discourage driving and this will need to be clearly

communicated to the public along with the promotion of sustainable modes

of travel;

b) Any relevant matters from condition 182;

c) A strategy for taxi and coach pick up and drop off;

d) Any changes to the SGDTP SDPs for activities during the significant event;

e) Any changes to the SSTP for activities during the event;

f) Identifying and delivery of additional services for buses, trains and ferries;

g) Identify temporary new and existing park and ride facilities;

h) Any relevant matters from condition 183;

i) Identifying and implementation of temporary bus stops; and

j) Any relevant plans showing the above matters.

183D Pedestrian and Cyclist Management Measures (PCMM). The objectives of the PCMM

are to:

a) Encourage pedestrians and people on cycles to the Event; and

b) Provide positive experiences for pedestrians and people on cycles.

183E The PCMM shall include the following matters:

a) Identify pedestrian routes between the public transport facilities and the

Event (i.e. the “Last Mile” routes);

b) Implement clear wayfinding and signage for visitors to and within the Event;

c) Manage safe pedestrian and cycle access to the wharves and breakwaters;

d) Provide convenient, secure temporary cycle parking for the public;

e) Enable safe movement of pedestrians and cyclists along the shared path

through Silo Park and Karanga Plaza and within areas, to the south and west

of Wynyard Point bases;

Wynyard Precinct and Viaduct Harbour Precinct, except where managed

access is required for safety or operational reasons;

c) Minimise disruption from event related traffic on occupants in Wynyard

Precinct and Viaduct Harbour Precinct;

d) Ensure integration with other construction projects and Auckland Transport

projects.

183G The TPMM shall include the following matters:

Measures to manage the circulation of vehicle and parking movements in

combination with the Event Transport Plan. Implement clear wayfinding and

signage for visitors to and within the Event

Any relevant matters from condition 183;

Site-Specific Traffic Management Plan (SSTMPs), which shall address any

temporary parking restrictions and road closures during the event;

Minimise disruption to access to properties and businesses within Wynyard

and Viaduct Precincts;

Enable access to residents and businesses, where necessary on a restricted

basis to provide for pedestrian / crowd safety, particularly for their servicing

and deliveries;

Enable efficient circulation of vehicle movements around Wynyard Precinct;

Provide clear communication on any changes to the operation of roads and

parking to stakeholders;

Provide for loading and unloading of goods;

Identification of pick up and drop off areas;

Provide appropriate accessible parking options;

Enable the safe operation of Fanshawe Street intersections; and

Any relevant plans showing the above matters.

183H At least sixty (60) working days prior to the commencement of an Event, the consent

holder shall submit an Emergency Management Plan (EmMP) that shall be prepared

in consultation with Auckland Emergency Management to the Team Leader

Compliance Monitoring – Central for certification in terms of the matters in Condition

183J.

183I The objectives of the EmMP are to ensure provision is put in place to deal with

b) Design to comply with the E24.6.1 General Standards in the AUP:OP, including

rule E24.6.1(6)(b);

Introduction

The 36th America’s Cup regatta is scheduled to be held in Auckland in November 2020 to April 2021. The event will be held in and around Freemans Bay, on the Auckland Waterfront. The specific details of the event will be finalised closer to the event, however this plan provides sufficient detail to understand the location of the actual event activities, the event calendar, activation and entertainment schedule as well the potential traffic implications of the event.

Specifically, the event includes:

Race dates for the three regattas that will comprise the event.

Opening and closing dates.

A concept plan that sets out the location of the various activities that comprise the event, including hospitality areas, entertainment areas, media centre, parking, traffic control measures and public activation areas;

Four event scenarios that are to be developed based on the intensity anticipated throughout the event

An event and entertainment schedule for the event period.

An overview of the event locality is shown in Figure 2-1 below.

This Event Management Plan (EMP) includes a variety of associated plans and measures typical for an event of this nature. The associated plans address matters such as traffic management, noise management, emergency management and lighting management.

The Event is being delivered by America’s Cup Event Limited.

This EMP provides the overarching framework for the management of event related effects on the environment. Associated plans are included as appendices to the EMP and detail the specific environmental controls for particular aspects of the event.

Scope and purpose of the EMP

The objectives of the EMP are to:

a) Enable a successful Event that positively showcases Auckland and New Zealand to the world;

b) Provide for and manage large numbers of spectators;

c) Provide a safe and secure environment at all times;

d) Provide for a range of event scenarios (with associated management measures) based on forecast daily visitor numbers;

e) Provide for on and off water sports activities, activation, merchandising, entertainment and associated activities throughout each Event;

f) Provide for a range of plans and management plans as identified in Condition 183 that address event transport, public transport, pedestrians and people on cycles, traffic, emergencies, lighting and noise;

g) Ensure maintenance of access for all modes of transport to properties in Wynyard Precinct and Viaduct Harbour Precinct, except where managed access is required for safety or operational reasons;

h) Minimise disruption from event related traffic on occupants in Wynyard Precinct and Viaduct Harbour Precinct;

i) Ensure appropriate emergency egress, lighting and noise measures are provided;

j) Ensure integration with other construction projects and Auckland Transport projects; and

k) Provide for prior engagement with stakeholders when access to properties will be affected by the event and a mechanism for addressing queries and complaints.

This EMP and associated documents are required by consent Conditions 180 to 183M

The EMP shall be implemented when an Event is held on Hobson Wharf, Halsey Wharf or Wynyard Point. The EMP shall include the following:

a) An indicative event concept plan that identifies structures and activities;

b) An indicative event schedule;

c) A range of event scenarios, which may differ according to location, duration, timing and occupancy;

d) Provisions made to address risk, safety and security measures (as appropriate);

e) Reference and align with the ‘Key Principles for Delivering Events’ from Auckland Council’s Events Policy;

f) Measures to ensure access to properties within Wynyard Precinct and Viaduct Harbour Precinct including any managed access measures;

Structure of the EMP

The structure of the Event Management Plan is outlined in the diagram below. The EMP itself includes details of the event including the concepts plan, site layout, schedule of events and entertainment/activation schedule.

Under the EMP, there are four plans that address and manage the four key environmental effects that will result from the event. These include transport, lighting, emergencies and noise. The Event Transport Management Plan also includes three further management measures. These relate to the event and public transport, pedestrians and cyclists and traffic and parking.

The Event Traffic Management Plan is attached to this EMP.

Provide contact details for the person on site responsible for noise management.

Amendments to the EMP

This EMP will be updated, with the necessary discussion and approval from the Team Leader Compliance Monitoring – Central, throughout the course of the Event to reflect any material changes in design, management methods or management of effects.

In accordance with the consent Condition 20, approval from the Team Leader Compliance Monitoring – Central will be required for any revisions involving a materially different outcome to that described in the original certified plan. Any material change must be consistent with the purpose of the relevant Management Plan and the requirements of the relevant conditions of these consents. Where a Management Plan was prepared in consultation with affected parties, any material changes to that Plan shall be prepared in consultation with those same parties.

The Event Management Plan identifies four different scenarios relating to the number of spectator attending the event, the four scenarios below directly relate to the proposed TMP and proposed event site activities.

Scenario 3 – Low – Similar to day-to-day activities during the 2018 Volvo Ocean Race

Scenario 2 – Medium – Similar to the busiest day activities during the 2018 Volvo Ocean Race with managed vehicle access in certain parts of Wynyard Precinct and Eastern Viaduct close to the Event

Scenario 1 (and 1+1) – High – A significant event, involving much larger public attraction, that will require managed vehicle access (with priority for event and occupant traffic) and parking restrictions. Along with Event traffic and public transport, priority will be given to residents and businesses in the vicinity.

Scenario Three - Non-Race Days Expectation of spectators, 15,000-35,000 Event days without racing scheduled. Scenario Two- Race Days Expectation of spectators, 45,000-64,000 Race days not involving Emirates Team NZ, - Prada Cup Challenger Series Scenario One – Key Race Days and Celebrations Expectation of spectators, 65,000 – 200,000 Race Day events involving Emirates Team NZ, Key Race Day Events and Celebrations, Opening and Closing Events, Xmas Cup and America’s Cup Match For the majority of time Scenario 3 is envisaged to be employed. This will enable the event to be undertaken with minimal disruption to the surrounding environment. Scenario 2 and 1 will be used on days where larger patronage is expected. The management measures have been designed to enable access to occupants in and around the event area while the general public will be encouraged to access the event by public transport or modes other than private vehicle movements. The unique feature of this event will be the deployment of the Major Events Operation Centre (MEOC). MEOC will be an integral part of the overall planning and delivery of the Event. The MEOC will be established for the Event and will involve AT, Auckland Tourism, Events and Economic Development (ATEED), ACEL, emergency services, as well as the traffic management provider. AT Special Event staff, ATEED and ACEL have and will continue to be involved in the planning process from initial concept to Event delivery. All these parties will be co-located on site in one MEOC control room during the main Event days, particularly opening / closing ceremonies and racing days.

The MEOC will provide command, control and coordination (a ‘C3’ structure), which will enable coordinated, responsive and real time, event management. The MEOC will run scenario testing and preparedness exercises before the Event to challenge the systems that will be put in place. The MEOC will allow a dynamic and responsive approach to overall traffic and crowd management. MEOC will be operating on all racing days and ceremonies to provide for the coordinated and safe operation of the Event. This means that events can switch between scenarios in real time depending on crowd numbers. Should the scenario change then the relevant management measures will be immediately deployed in order to enable management of effects in at the time they are needed. Emergency, lighting and noise management measures will be employed throughout the event in order to adequately manage effects within the event and on surrounding occupiers.

This section details the race village schedule and entertainment calendar. The detailed schedule is attached to this management plan as Appendix B.

The schedule sets out the draft programme for the Christmas Cup regatta, the Prada Cup regatta and the America’s Cup Match regatta. The specific details of each of these elements is summarised below. It is important to note that the programme and the entertainment/activation within are indicative.

It should be noted that the venue will be open to the public free of charge. Hospitality outlets, food and beverage outlets and merchandising will charge for goods and services as appropriate.

This part of the Event runs from 5 December to 21 December

Event Transport Management Plan

During the Event, it is anticipated that a significant number of people will arrive and depart using public transport, walking or cycling and be managed through a package of Transport Management Plans and measures that sit under the overarching Event Management Plan (EMP).

It is proposed to operate the Event in a manner that minimises disruption to occupants of the area. However, on the busiest days, as with any large event, a degree of disruption to normal travel patterns is expected, particularly during the larger event scenarios on the busiest days of racing with the various regattas that form the overall five-month Event period (including ‘Pack In’ and ‘Pack Out’ phases). It is considered that any adverse effects on the surrounding area will be temporary and these can be avoided or mitigated through the Events' design, location and measures provided in the Transport Management Measures discussed in the ETMP.

The detail of the measures in this report are guided by the following objectives of the relevant EMP conditions for the Event phase of the AC36 and will developed in more detail as the further detail of the Event Concept Plan develops: The objectives of the EMP are to:

Three Event Scenarios are proposed (Low, Medium and High). This Management Plan outlines the transport management measures proposed for each scenario.

The Event overlay for each Event scenario will be further informed by pedestrian modelling and continued liaison with Auckland Transport (AT) and other relevant stakeholders. The overlay will be further developed by Americas Cup Events Limited (ACEL), and the Inter-Agency Steering Group (IASG), who are both responsible for delivering a successful Event.

This ETMP and associated Transport Management Measures are considered to be ‘live’ documents and will not only be further developed as more Event details are confirmed, but will be reviewed during and following the AC36 Event to both continually improve the overall Event transport management and address any issues, as required.

The proposed event will require an event permit. This process includes comprehensive consultation with neighbours, finalisation of event layout, operating conditions and the requirement for a wide variety of information.
