Introduction

Purpose

The Wisconsin Multi-year Training and Exercise Plan (TEP) is the roadmap for the state

to provide training and exercises related to incident command, emergency management,

homeland security, and related programs for all emergency responders in the state. The

TEP establish priorities and goals that will guide the state’s efforts to build, improve, and

sustain core capabilities across a broad range of mission areas in prevention, protection,

mitigation, response, and recovery.

This plan recognizes the importance of training and exercising in developing and

maintaining core competencies as well as testing and improving plans. The plan is

intended to provide the basis for programs that meet Department of Homeland Security

(DHS) and Federal Emergency Management Agency (FEMA) requirements for necessary

certifications, grants, and other federal and state directives.

As the state’s primary role is to support and provide coordination for the local emergency

response, the TEP contains a strong focus on building local capabilities and providing

opportunities for collaborating among state and local government as well as the private

sector.

Framework

This TEP is guided by existing national and state planning and assessment frameworks,

which are in turn based upon reviews of historical events and previous exercises,

planning workshops, and other stakeholder input.

The national planning and guidance derives from presidential directives aimed at creating

a secure nation integrated at all levels in its preparedness. Presidential Policy Directive 8

(PPD-8) outlines a comprehensive process to prepare the states in the event of a

significant hazard that would potentially require diverse resources from various levels of

government, multiple agencies, jurisdictions, the private sector, and citizens. PPD-8 calls

for the development of a National Preparedness System that includes a series of

integrated national planning frameworks covering prevention, protection, mitigation,

response, and recovery.

The TEP is also closely aligned with the National Incident Management System (NIMS)

and the Homeland Security Exercise and Evaluation Program (HSEEP), which provide

important standards, best practices, and guidelines for emergency planning, training, and

exercising.

Three key state documents that guide this plan are the State Threat and Hazard

Identification and Risk Assessment (THIRA), the State Preparedness Report (SPR), and

State Homeland Security Strategy. These documents were developed and approved by

the Governor’s Homeland Security Council in 2015.

4

The THIRA is a comprehensive process for the state to identify risks, assess impacts, and

define targets for measuring capability gaps and improvements. The 2015 THIRA

includes eight threat and hazard scenarios and capability targets for 31 core capabilities.

A 2016 revision is underway to expand to 13 comprehensive threats and hazards, 32

capabilities, and include risk assessment information from the state hazard mitigation

plan.

The SPR builds on the THIRA by providing a gap assessment on the core capabilities and

annually measuring the state’s progress in closing these gaps.

The Strategy outlines goals and objectives in four main priority areas: cyber security,

preventing and protecting against asymmetric and/or terrorist threats, catastrophic

incident response and recovery, and sustainment of capabilities built through long-term

investments. Training and exercises play a crucial role in this strategy, providing the

state with a means of attaining, practicing, validating, and improving core capabilities.

The THIRA, SPR, and Strategy can be found by those with access to the Wisconsin E-

Sponder system at www.wiesponder.com and clicking on the Shared Documents link.

These priorities have been addressed and continue to be areas of special emphasis. Each

of these priorities comes with its associated or implied USDHS core capability from the

THIRA program, which is the foundation of the current training and exercise program.

An analysis of After Action Reports (AARs) and Improvement Plans (IPs) from state and

county exercises conducted during the past several years provides a baseline of current

core capabilities performance and readiness across Wisconsin.

Methodology

A variety of methods were used to gather stakeholder input and develop the goals and

objectives in the development of the TEP.

Review of current doctrinal training guidance from State of Wisconsin

Homeland Security Strategy 2015-2018 and the core capability improvement

strategies included in Wisconsin’s 2014 Threat and Hazard Identification and

Risk Assessment (THIRA) and State Preparedness Report (SPR) to identify

training and exercise goal guidance and needs.

After-Action Reviews from recent events and exercises involving the state

Collaboration with WEM management and staff to identify training and

exercise needs of internal customers.

Collaborative data collection from the six WEM Regional Directors as well as

from the 72 county and 11 tribal emergency managers to identify training and

exercise needs of their respective counties, tribes, and private stakeholders. A

survey was provided to each county and tribe prior to the 2016 annual TEPW

workshop.

A state agency meeting in December 2015 to provide input and coordination

on state training activities.

The annual Training and Exercise Planning Workshop in May 2016 with 58

attendees from county, municipal, tribal, state, and federal agencies

participating (see Appendix C for a participant list). The workshop included

regional break-out sessions during which input on training and exercise

priorities was collected and reported out to the group.

Review and input by the statewide Comprehensive Response Group (CRG), an advisory and coordinating group of the Governor’s Homeland Security

Council. The group comprises state, federal, tribal, and local emergency

response agencies, non-governmental organizations, and the private sector.

Implementation Strategy

Coordination

The TEP is designed to be implemented in coordination with other state and federal

training programs, including the Wisconsin Office of Preparedness and Emergency

Health Care Training and Exercise Plan, training offered by the National Domestic

Preparedness Consortium (NDPC), and other training programs of plan stakeholders.

Policies and Guidance

The TEP is implemented through a number of WEM policy and guidance directives,

which are available for download on the WEM web site at

http://www.emergencymanagement.wi.gov/. These directives include:

5005.1 Instructor Qualifications and Guidelines

5005.2 Training Requests

5005.3 WEM Employee Required Training

5005.4 Exercise Policy

5008.0 After-Action Review Process

Funding

The TEP is also implemented through a number of federal and state grants and funding

sources. Federal grants include the Homeland Security Grant Program (HSGP), the

Emergency Management Performance Grant (EMPG), and the Hazardous Materials

Emergency Preparedness (HMEP) program. State programs include the Emergency

Planning and Community Right-to-Know Act (EPCRA), Radiological Emergency

Preparedness (REP), and Hazardous Materials training programs. Information on these

grants and programs is available on the WEM web site.

Certified Emergency Manager (CEM) Program

The CEM program was established in 1994 through a partnership between WEM and the

Wisconsin Emergency Management Association (WEMA). CEM is a voluntary

emergency manager certification program designed for dedicated individuals who seek

professional status and certification in the field of emergency management. The TEP

recognizes the continued importance of this program as an important vehicle for

achieving training goals and objectives.

Whole Community

Wisconsin has embraced the “Whole Community” concept of emergency preparedness

and response. The state continues to actively work with the private sector and volunteer

agencies, providing training and opportunities to participate in exercises. Emergency

managers statewide continue to foster existing public/private partnerships while assisting

counties, tribes, and municipalities in creating new partnerships being supported through

Homeland Security state and local collaboration grants.

Stakeholder Driven

The TEP is driven by the needs identified by stakeholders. As these needs evolve, the

state training strategy needs to be a flexible, living document. Therefore, while the TEP

7

lays out specific goals and objectives these are not considered limiting on the state’s

ability to offer new courses that meet changing demands, or revise exercise plans in light

of real-world events.

Regional Approach

The TEP uses a regional approach following the WEM regions. Efforts are made to

provide training and exercise opportunities in each region of the state throughout the

year. Direct exercise support is offered through WEM exercise officers and region

directors who are located across the state.

Page 8: 3-Year Training and Exercise PlanThe Wisconsin Multi-year Training and Exercise Plan (TEP) is the roadmap for the state ... The annual Training and Exercise Planning Workshop in May

8

Special Focus Event (SFE) Two-year Cycle The plan recognizes the importance of using a building-block approach that links

planning and training to a progressive series of exercises designed to successively test,

correct, and improve on core capabilities throughout the process. The plan is designed to

build toward a large-scale SFE every two years that meets a set of collaborative statewide

training objectives across a range of priority core capabilities through an exercise of one

or more of the threats and hazards identified in the THIRA.

The SFE will be a full-scale exercise involving activation of state and county EOCs,

deploy multiple local and state resources, including the National Guard, and test

coordination among emergency response partners. The two-year planning cycle will

build toward the SFE through planning workshops, training opportunities, drills,

tabletops, and functional exercises. After-action reviews will be used to address gaps and

make improvements after each event. The SFE will be planned using a multi-disciplinary

planning team led by WEM and the National Guard and including exercise partners.

In 2018 the TEP establishes the goal to focus on the disruption of lifeline infrastructure.

The SFE scenario will be planned as a large-scale power outage involving a cyber

incident. This goal builds on current state and regional planning, addresses a number of

core capabilities of need, and provides a venue to collaboration among all levels of

government and the private sector. The SFE will integrate a FEMA statewide power

outage workshop, regional tabletop exercises, the annual SimCom exercises, and the bi-

annual national GridEx event to the plan.

Tentative Exercise Series Schedule 2016-2018

2016 August FEMA Power Outage Workshop

Nov/Dec Regional workshops/TTX on disruption of lifeline infrastructure

2017 May SimCom: functional exercise of communications in a power outage

Nov GridEx IV: functional exercise focusing on operational

coordination through operations centers

2018 May SFE Full-scale power outage exercise, integrated with SimCom

See Appendix E for a more detailed exercise schedule.

Plan Maintenance

The TEP will be reviewed and updated annually based upon the THIRA, SPR, and the

TEPW as outlined in this document.
