New Revision of NGO Code and VCS

A new NGO Code has been developed as a result of wider consultation and other participatory approaches, and was endorsed by NGO Community and NGO Code Compliance Committee in Nov 2013.

It aims to improve the quality of VCS system and effectively respond to the demands of CSOs, government, DPs, and in line with NSDP, and international principle such as Istanbul principles for CSO Development Effectiveness.

The standards, guidelines and indicators in the new version aim to protect all forms of corruption, child protection and participation, gender and minority equity, environmental friendly, financial sustainability, and more accountability to beneficiaries, etc.

How can the NGO Code and VCS add values to CCC members and their partners? A tool to promote multi-dimensional accountability, self improvement, increase recognition, safeguard against improper behaviour, measurement for appropriate behaviour and as framework for organizational sustainability, and known as a symbol of trust. A tool to protect and reduce all forms of corruption in the CSO sector. These benefits are in turn transferred to the target community, funding/development partners, the government, and beneficiaries. It will help them promote effective use and management of aid, compliance with global principles and commitment such as Istanbul Principles, ACCRA, and Busan, and especially sustainability of the CSOs sector in Cambodia.

How can CCC members and their partners add value to the NGO Code and VCS?

CCC trusts that CCC members can add a lot values to this system by actively participating and supporting the Code and VCS through: 1.Sharing and building awareness on the Code and VCS with their partners and the people they work with;2.Partnering with CCC GPP to use this NGO Code and VCS as a tool for conducting pre award assessment and selecting their funding partners;3.Using it as a tool for capacity assessment and capacity development toward the certain standards, and certification;

4. Providing financial support directly to applicant NGOs in order to meet certain standards such as global financial audits, and organization and program evaluation;

5. Considering the certification as one of the funding criteria;6. Encouraging their partners (both local and international

NGOs) to comply with the NGO Code and participate in the VCS process.

What can CCC do to support member organizations and their partners to

participate in the NGO Code and VCS?1. Sensitize CCC members and their partners on NGO Code

and VCS through a series of group presentations and/or individual meetings;

2. Assist in conducting rapid assessments on their current capacities toward compliance with standards in the Code and VCS;

3. Conduct comprehensive organizational assessments for member organizations and their partners by using the standards, indicators and guidelines as defined in the NGO Code and VCS;
