1. Introduction

1.1 Contract Requirements

This project refers to Contract No. NE/2017/02 Tseung Kwan O – Lam Tin Tunnel – Road P2/D4 and Associated Works. Fugro Technical Services Limited (FTS) has been appointed as the Environmental Consultant by Zhen Hua Engineering Company Limited to prepare a Noise Mitigation Plan (NMP) for this contract which is to be completed in fulfilment of the associated Environmental Permit No. EP-458/2013/C, Part C, Condition 2.5 as well as the Particular Specification, Section 25.13A of the Contract.

1.2 Scope

The NMP under this report applies to all the critical construction activities which are involved in a number of stages including the road construction, drainage works, footbridge construction as well as the subsequent landscaping works throughout the whole construction period. Particular attention shall be paid to the concurrent school activities during the school examination time during which the contract is to be executed.

2. Noise Mitigation Plan

2.1 Noise Sensitive Receivers & Statutory Noise Limits

A total of 6 critical noise sensitive receivers (NSRs) have been identified as shown in Figures 1b to 1d and Table 1 below. They are particularly within the 300 m distance from the site boundary as delineated in Figure 2 under the current Contract. Only NSR-5 is common with the corresponding NSR No. N7603 (as designated under the associated EIA report) which has been covered under the Noise Mitigation Plans of the other 2 neighbouring Contracts: NE/2015/02 (Revision 7, updated on 04-04-2018) and NE/2015/03. 2.3 Construction Noise Calculations

Construction noise calculations based on the latest proposed plant inventory have been carried out to give the Corrected Noise Levels (CNLs) for the 6 most critical NSRs as tabulated in Table 3 below. All CNLs are derived from the selected Sound Power Levels (SWLs) of the respective Powered Mechanical Equipments (PMEs) as well as corrections including those for PME % On-time (both the plant inventory and PME % On-time have been reviewed and confirmed to be appropriate estimates by the Resident Engineer of the project team), noise screening (e.g. noise barrier), distance attenuation (source-to-receiver slant distance ‘R’ where the source is taken as the notional source position) and façade reflection. Details of the combined CNL time variation over the whole construction period from 2018 to 2020 (with relevant noise mitigation measures) and the noise compliance status are summarized in Table 4. In particular the cumulative CNLs at the common NSR-5 from all the noise contribution under the current Contract NE/2017/02 as well as the other Contract NE/2015/02 + NE/2015/03 are given in Table 4 (NSR-5 only) as well.

2.4 Noise Mitigation Measures (Construction Noise)

A summary of the proposed noise mitigation measures for this NMP is shown in Table 5 below. Specific assignment of the noise mitigation measures (noise barriers) to particular PMEs is included in Table 3 above. Table 5 Summary of Proposed Noise Mitigation Measures

Detailed selection and design of the engineering noise mitigation measures (e.g. greater setback distance, screening structures like noise barriers or noise enclosures etc.) are to be reviewed upon further refinement of the plants and site constraints with the project team for future NMP revision(s) and incorporation in the associated EM&A monitoring report(s). Other than these engineering noise mitigation measures, some practicable but administrative means can be like rescheduling the works program to prevent noisy construction activities during the examination periods as well as further restriction on PME % On-time. Alternatives such as installing acoustic mat covers or the like for major engine noise sources can be considered but are subject to other engineering limitations (e.g. engine cooling).

2.5 Noise Mitigation Measures (Road Traffic Noise)

Other than construction noise, specific direct and permanent noise mitigation measures for road traffic noise (operation phase) have been assigned under the associated EIA report in fulfilment of the relevant EIAO requirements. 3. Conclusion

This Noise Mitigation Plan is prepared with respect to a number of stages involving some critical construction activities throughout the whole construction period such as the road construction, drainage works, footbridge construction as well as the subsequent landscaping works. Some practicable noise mitigation measures, both engineering and administrative, have been proposed and included into the construction noise level estimation. Results indicate that noise compliance (mitigated) with the statutory noise limit(s) has been struck at the selected NSR positions (i.e. The Combined CNLs at NSR-1 to NSR-6 would comply with the respective noise limits in Table 1 above while the Cumulative CNL at NSR-5 complies with the 75 dB(A) noise limit). Any excessive noise, if occurred, can be tackled by program rescheduling (e.g. during examination periods), further limiting the operation time (PME % On-time) and setbacks as well as installing screening covers (e.g. acoustic mats) onto major engine noise sources wherever appropriate.
