DEWS: Distant Early Warning System

• new generation of open standard based early warning systems which provides reliable hazard detection and effective warning dissemination in a multilingual environment

• Its principal focus is set on Tsunamis but follows a multi‐hazard approach which potentially allows applying it for all types of hazards and it is transferable to different geographic areas

• It follows a modular architecture based on open standards providing independence of the sensor network to which it is attached

Platform for wildlife monitoring integrating Copernicus and ARGOS data

▶ Architecture a system to access Sentinel EO data, ARGOS archive databases and real time thematic databank portals

▶ Develop an operational easy‐to‐use platform to query, search, mine and extract information from these different databases

▶ Provide additional functionalities via a toolbox: connections to other external databases (owner database)

Platform for wildlife monitoring integrating Copernicus and ARGOS data

▶ Reference Scenarios– Predicting seabird distributions. Seabird tracking data and

oceanographic variables can be combined to develop predictive habitat utilisation and species distribution models

– Better knowledge of pelagic fish’s migrations routes and habitat use. The use case will focus more specifically on Blue fin tuna species in the Mediterranean and North Atlantic regions

– Copernicus Sentinel data for MPAs managers to provide them with reliable tools for surveillance on human activities in MPAs

– Identifying marine turtle behaviours. The final objective of this scenario is to support scientists involved in marine turtle studies to predict turtles’ distributions

– Scalable Interoperability• Use of INSPIRE and OGC standards enables data exchange with external partners and government agencies

in order to optimize their service delivery networks and business functions• Guarantees ROI heavy presence of legacy technologies in government and private companies• Reduces time‐to‐market and allows managing shorter life‐cycles of the solutions

– Reduction of time and costs of the implementation, deployment and integration of the applications with customer’s legacy systems

– Distributed governance and citizen participation• New services “co‐created” with citizens: Citizens expect commercial‐grade, personalized interaction with

their public service providers, linked to the ubiquity of smartphones, tablets and computers• Open data provide citizens access to the information, enabling transparency and making informed

decisions – The presentation of this data through data visualization and KPI dashboards benefits local government

bodies and citizens alike with access to real‐time information that can support them in decision making• Crowdsourcing initiatives allow individuals to share their experiences and highlight problems‐and

– complexity of INSPIRE technical specifications• difficult to implement core INSPIRE services but also clients and software components that interoperate

with them• several service instances running with different versions, data formats supported• Other “de‐facto” and less complex solutions like Google Maps, OpenStreetMap or CartoDB, which have

popularized the use of geospatial data by easily enabling non‐technical users to discover and integrate the data into their applications

– Legal and regulatory frameworks differ at local, national and EU level• depending on the country/region legal regulations and their time schedule the level of service

implementation achieved may totally differ (e.g., data is available for visualization but not for download)• difficulty to access certain thematic layers in some countries whilst in others the access is completely free

and straightforward• make specific agreements with each administration or collect the data from other alternative sources and

harmonize it

– Cultural resistance and institutional barriers can slow down the use of open data to support innovation.– Open data is not free:

• The rapid growth of open datasets among early‐mover organizations and flat or declining budgets create sustainability challenges to government open data programs.

• Open data must deliver measurable, positive business results in order for government agencies to continue financing and enhancing open data programs

– Coppernicus data• Lack of tools that facilitate processing SENTINEL raw data • Access to pre‐processed products (e.g., removal of the atmospheric influence over the measured values)

that enable the creation of newly derived products depending on the specifics of each application• Storage and processing of very large amounts of temporal data use of cloud approaches and big data

analytics tools
