3 EASY WAYS TO JOIN:

NOW IS THE TIME FOR ALL AMERICANS TO REMEMBER AND HONOR VIETNAM WAR VETERANS FOR THEIR SERVICE TO OUR COUNTRY

PRESIDENTIAL PROCLAMATION CERTIFICATE ENCLOSED

As we observe the 50th anniversary of the Vietnam War, we reflect with solemn reverence upon the valor of a generation that served with honor. We pay tribute to the more than 3 million servicemen and women who left their families to serve bravely, a world away from everything they knew and everyone they loved. From Ia Drang to Khe Sanh, from Hue to Saigon and countless villages in between, they pushed through jungles and rice paddies, heat and monsoon, fighting heroically to protect the ideals we hold dear as Americans. Through more than a decade of combat, over air, land, and sea, these proud Americans upheld the highest traditions of our Armed Forces.

As a grateful Nation, we honor more than 58,000 patriots—their names etched in black granite—who sacrificed all they had and all they would ever know. We draw inspiration from the heroes who suffered unspeakably as prisoners of war, yet who returned home with their heads held high. We pledge to keep faith with those who were wounded and still carry the scars of war, seen and unseen. With more than 1,600 of our service members still among the missing, we pledge as a Nation to do everything in our power to bring these patriots home. In the reflection of The Wall, we see the military family members and veterans who carry a pain that may never fade. May they find peace in knowing their loved ones endure, not only in medals and memories, but in the hearts of all Americans, who are forever grateful for their service, valor, and sacrifice.

In recognition of a chapter in our Nation’s history that must never be forgotten, let us renew our sacred commitment to those who answered our country’s call in Vietnam and those who awaited their safe return. Beginning on Memorial Day 2012, the Federal Government will partner with local governments, private organizations, and communities across America to participate in the Commemoration of the 50th Anniversary of the Vietnam War—a 13-year program to honor and give thanks to a generation of proud Americans who saw our country through one of the most challenging missions we have ever faced. While no words will ever be fully worthy of their service, nor any honor truly befitting their sacrifice, let us remember that it is never too late to pay tribute to the men and women who answered the call of duty with courage and valor. Let us renew our commitment to the fullest possible accounting for those who have not returned.

Throughout this Commemoration, let us strive to live up to their example by showing our Vietnam veterans, their families, and all who have served the fullest respect and support of a grateful Nation.

NOW, THEREFORE, I, BARACK OBAMA, President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim May 28, 2012, through November 11, 2025, as the Commemoration of the 50th Anniversary of the Vietnam War. I call upon Federal, State, and local officials to honor our Vietnam veterans, our fallen, our wounded, those unaccounted for, our former prisoners of war, their families, and all who served with appropriate programs, ceremonies, and activities.

IN WITNESS WHEREOF, I have hereunto set my hand this twenty-fifth day of May, in the year of our Lord two thousand twelve, and of the Independence of the United States of America the two hundred and thirty-sixth.

Page 2: 3 EASY WAYS TO JOIN - American Legion 10-31-1.pdffamilies to serve bravely, a world away from everything they knew and everyone they loved. From Ia Drang to Khe Sanh, from Hue to Saigon

Since being chartered by Congress in 1919 as an organization of wartime veterans, The American Legion has been actively involved in serving the needs of all veterans. Here are just a few historical highlights of how the Legion has supported Vietnam War veterans.

1982 The Legion presented a $1 million check to the Vietnam Veterans Memorial Fund for construction of the Wall in Washington, becoming the largest single contributor to the project.

1983 The Legion announced its sponsorship of an independent study on the effects of exposure to Agent Orange on Vietnam War veterans.

1990 - Present The Legion filed suit against the federal government for failure to conduct a Congressionally- mandated study about the effects of Agent Orange on veterans who served in Vietnam. The Legion continues to be an advocate for Vietnam veterans in their efforts to receive health benefits and answers to questions regarding Agent Orange.

Memorial Day, 2012 Legion leaders in Washington represented the Legion family at the Vietnam Veterans Memorial ceremony where they presented a wreath in honor of the 50th Anniversary.

Legion Support of Vietnam War Veterans.

Here are 3 easy ways to join The American Legion today.

I’d like to introduce myself to you. I am a U.S. Army Vietnam War veteran, and I am now serving all veterans and current members of the military as the recently elected National Commander of The American Legion. I am writing to you because The American Legion needs you, now more than ever.

If you are a Vietnam War veteran, I invite you to join the more than 1 million other Vietnam veterans who are members of The American Legion today. As you know, the Vietnam War was not like any other war in our country’s history, and many of us have faced tremendous challenges stemming from our experiences. Nobody understands that better than The American Legion.

I joined the Legion shortly after my tour of duty ended in 1971, and I have found much comfort in camaraderie with other members who know firsthand what the war was like. I have also been proud of the Legion’s powerful voice in Washington, such as our instrumental role in ensuring health services to Vietnam veterans exposed to Agent Orange and our legislative proposals to provide assistance to homeless veterans—almost half of whom are Vietnam War veterans.

Your membership in the Legion can make a lasting difference. The $25 annual dues to join the Legion—about 7¢ a day—will help us continue to be a powerful advocate and service provider for all veterans. It will also entitle you to special savings opportunities and other exclusive benefits for members and their families. In this package you will find more information about these benefits and about how the Legion serves all veterans and the current military.

I’ve enclosed a Presidential Proclamation Certificate. This certificate, suitable for framing, commemorates the 50th anniversary of the Vietnam War and calls for Americans to remember and honor all Vietnam veterans who served our country. We distributed these certificates to Legion members at our National Convention in August, and I wanted you to have one also.

Please take a moment to read the information in this package and choose one of the three easy ways to join The American Legion today. I look forward to having you in our ranks.

Serving those who served,

James E. (Jim) Koutz National Commander, The American Legion P.S. If you are not a wartime veteran but would like to support The American Legion, please visit us at www.legion.org for ways you can participate in our mission to serve all veterans.

“ The Presidential Proclamation in honor of the 50th Anniversary of the Vietnam War is another sign that the veterans of the ‘60s and ‘70s are starting to be thanked for what they did in service to their country.”

More veterans, more challenges. Thousands of new veterans are now returning from Iraq and Afghanistan, while funding for military and veterans’ programs is being cut. When you add in the aging population of World War II and Korean War veterans, you can see that there’s a bigger need than ever for The American Legion to protect the interests of America’s veterans and active-duty personnel.

The number of members in The American Legion affects our ability to be seen and heard by our nation’s political leaders. When you join the Legion, our voice will be strengthened.

With the full support of our members in the past year, The American Legion was able to: 4 Manage 140,978 cases and 8,496 disability claims appeals for veterans

4 Work with Congress to pass 13 bills, including legislation that improved: – GI Bill benefits – Caregiver relief – VA medical facilities – Career opportunities for those who served in the U.S. Armed Forces

4 Raise and donate more than: – $1.5 million for VA hospitals – $4.6 million for community services – $2.25 million for local emergency aid

4 Provide community support: – Emergency assistance for veterans and their families – Hospital services and blood drives – Americanism and youth programs including the Boy Scouts, American Legion Baseball, scholarships and more – American Legion Riders raised $711,000 on the 2012 American Legion Legacy Run for scholarships to children whose parent(s) were killed on active duty since September 11, 2001.

Q. How do I know if I qualify for membership in The American Legion?A. Look on your Acceptance Certificate. If it lists your dates of military service, and if you served honorably at

least one day of active duty, you qualify for Legion membership. If you are still serving on active duty, in the Reserves or National Guard, you are also eligible to join.

Q. What types of service activities are Legionnaires involved with, and how do they contribute to my community?

A. The American Legion was instrumental in the creation of the Veterans Administration and having the VA elevated to a cabinet level agency and designated as the Department of Veterans Affairs (VA). The Legion is also universally recognized as the originator of the GI Bill of Rights, and it continues to work to maintain the rights and benefits earned by veterans through service to their country. Legionnaires are also deeply involved with community activities ranging from hospital services and blood drives to youth programs such as the Boy Scouts, the National High School Oratorical Contest, American Legion Baseball, scholarships and the annual American Legion Boys State/Boys Nation programs.
