This lefter concerns Chad Black, he is a policeman with the Santaquin and Orem police departments. He has caused me greatdistress and eoncern for me and my family's saftey. I am Sheni Watson, I live in Genola 113 of a mile north of him. For the last yearI have been the object of his hate forwomen, he has relentlessly Stralked, Terrified, and Hanassed me and my family.lt started lastyear, May 27 ,201A.I have for the last 7 years every summer, when I am outside working have my music up. His wife Toni and aneighbor Jenna Taylor came up with this scheme to harrass me. Jenna, when she noticed my music instead of tglling me it wasbothering her, she would call Toni who in return would call the Santaquin police where her husband works. The Santaquin policewere all of a sudden, consistently coming to my door to complain. I asked them to have her call me. NO... I asked them to go toher house and lwould turn the music up and they could callme and lwould turn it down in increments until itwas no longer abother. They said NO. I was baffled because this has never been a problem before. Everyone on our street can hear the farmworkers playing their music and that is right across the street from the Blacks. I wonder if they have had the cops called on them?Officer Jake Stika came and he agreed that the music could be to a certain level. I agreed too, but the cops kept coming. On June27,2010I noticed Chad Black, I had just came outside to work when he drove down my road, but when he got to my property lineon the frontage road he slowed his car to a crawl. He drove that way all the way across my property,he was in his police cruiser. Hegot to the coiner and did a u-turn and stopped and stiared, watching me work. I felt very afraid and intimidated and harrassed. I

called the Santaquin police to complain about his behavior, they were more intrested with my music that had already beenaddressed. Lt. Hurst wanted me to tum my music to level 1. I am '120 feet off the road and I was not willing to turn it to 1 whenJake Stika had already told me he would tell anyone to shove it if they complained,Chad Black himself told me I could have mymusic allthe way up between 6 -10 PM and there was nothing anyone could do about it.

The day was full of harrassment with Chad Black working in the background he was at the Taylo/s all day manipulating ryLat .

would be riry demise and arrest. We had 3 policmen (Hurst, Green,stika) in my garage and they admitted the the scheme of Toniand Jenna. We took a sound level meter and turned up the music all the way and went to the Black's house and the music wouldnot even register. They could not hear the music, though they were willing to call their buddies to come harass me.No wonder theywere not willing to call us.

Chad Blacliwalks 1/3 of a mile to my house watchs the Santaquin police drive off, he walks right to the middle of my width ofmy driveway and tells me it's too loud, turn it down. I said you can see the cops are barley leavingwhy do'nt you talk to them aboutit because t'hey just agreed on this level. He said, I will call them and this time I will sign a complaint. lqgjO, fine I'll tum it down. I

turned it down-dnd he walks home. He could not hear my music at home he had to walk right in the middle of my driveway width tohear it. Whan kind of a peace officer does that? Mind you this is the same peace officer that told us we could play our music asloud as we wanted between 6 am and 10 pm.

I had an incident 2 years ago with a man named John Savage and at the time I had no idea that they were friends. He was afireman, he worked in-Orem witn tne fire department. After this altercation I was so upset I called Toni Black for advise knowing herhusband was a policeman. Toni encouraged me to write that letter to Jonh's Chief and I read it to her before I submitted it. Theletter is inclosed that I wrote to his boss. Chad Black has carried the torch of hate from the time this incedent happened with JohnSavage. Chad helped get John a job with the Orem police department and Chad probably does not know the stunt that Toni did onhis friend.

By the end of the night I was anested for Lewdness, Public intox, 2 disorderly conducts. My neighbor had been sneakingaround all day, Stalking me with a video camera trying to catch me in a compromising moment. I am sure the police klowthedefinition of Lewdness, tnougn I was Never Naked, nor did I show any private parts of my body.Nor did I grab myself, Public intox, I

had four beers through out the day and they forced me to take the breathalizer, they would not show me the results. They wouldnot let me contact a lawyer.l am pbsitive they were throwing out the numbers because they refused to d9 a blood test or have mewalk the line.Disordedy bonduct,'the first one was when I totd tnem that Chad Black was a corrupt cop. The second one was for mymusic that I never hadpast the limit that Jake Stika told me I could have it at and for putting my dog compost up. I had gottelpermission from the Town Hallto put my compost anywhere lwanted on my property. No ticket, lwas taken to Santaquin police

bepartment then I was taken to Utah County Jailwheie I was processed and a $1000.00 bail. This happened on a Sunday and byTue morning Chad Black had made contact with my work at Nebo School District told Al Moser I had been arrested for Lewdnessand I was Fired on the spot. Alwas not even interested in my story. Al Moser told us that an Officer Black from Santaquin had

called him as a concemed parent. Ya, Right!!It had almost been a year and Jenna and Eric Taylor had come to realize that they were manipulated to do Chad's evil vendeta.

They wanted nothing to do with this uglyness that Chad and Toni had created and brought into our wonderful little street ofparadise. They wan[ed OUT and theydid not want these charges against me to go any further. They golpgJed the Santaquinjrofice and theProsecutor and they were stone walled. Chad wanted these charges to go through PERIOD!!! They finally talked.toine Mayor Danny Throckmorten and he got involved on behalf of the Taylors and us, all of the charges were dropped. The officialreason "For the Pursuit of Justice". I believe that says alot.

From the day after, I started noticing Chad Black do his liftle trick of driving past my house at a snails pace. I started takingnotes. My neighbors were noticing too

-and they also started taking notes for us. The list is enclosed. Then Toni and Chad started

to send tireir liids to stand in froniof my driveway to stare. They were trying to intimidate me like their father had been teaching

them. Almost 2 weeks into the stalking we contacted our Mayor, we told him we felt like Chad was stalking and hanassing us andwhat he was willing to teach his childeren to do to us really concerned us. They were coming by to see if they could hear any musicfrom the edge of my driveway. lf they could hear anythig we were sure they were going to call their friends at Santaquin policestation. We spoke to our lawyer he told us to write everything down and video too. On May 27 things came to a head when the kidswere standing in front of my driveway trying to get their pony to poop there. I tryed video tape and they went home to call the cops.Please look at the police reports from Santaquin and Utah County reports from that time on. Please read them you will come to thesame conclussion as 4 of the the Utah County Sheriffs and the Mayor and everyone else that knows the factsl After the lastincident of Chad and Toni sending the kids down, we called Sheriff Willis and he said he was amending his report and was goingto send it into the District Attorny General against Chad Black.Sheriff Packer said that My Story had been Corroborated by all of my neighbors and I do have justified feelings of concern.

Chad Black has too much power, authority and HATE is all that runs in his veins. He is a Nightmare of a public servant. Pleaselook at what he has done to us and HELP PROTECT US. lf anything happens to us, please persue Chad Black because he wouldbe behind it. Please look into what he has been teaching his childeren. He is not a fit parent nor is he a fit officer. lt's my belief thathe is in destperate need of PSYCHIATRIC therapy before he hurts anyone else. Who knows what else he has been up too. lf hecan come after us with such Relentless, Malicious persuit of Hate, Santaquin, Genola and Orem are not safe places for anyone. I

Officers Rodmey Hurst, Jon Green, Rich Glen, Lunceford, Jake Stika, CarterAll of these officers were more than willing to harrass us on behalf of Chad Black. There may be more these were the names onthe police reports that I was allowed to have. The only calls on my music were from Toni and Chad Black. I am enlisting a fullreport of all of my nieghbors and their reaction to my music including the house closest to the Blacks. Mr. Smith please look at thatpage.

Stika agreed at music level40 he said " he would tell anyone that compplained to stick it ". I agreed. Stika did not stand up to hisside of his agreement.

Carterwas the first officer to come to my door to complain he told me some home owners say F-U get off my property when theyhear why he is there. lt is at that time that he leaves. He recieved other calls from Toni and he was Not willing to come back toharrass us.

Not sure how many times Luncefore came. I encourage you to look into who and how many times officers came to my door.

The main players were : Rodney Hurst, Jon Green and Rich GlenThese three officers refused to tell us why they were here, what they wanted. Threatened my with bodily harm if I did not come outto give a coerced statement. They refused my request for a lawyer. Forced me against my willto give a statement in SantaquinPD. Refused to tell me why I was arrested. Forced me to take a breathalizer test. Refused my request for a blood test.These three officers inparticular are Liars and Bullies!

Jon Green gave me a Dis-orderly ticket when I told him Chad Black was a corrupt cop.Jon Green dismissed my complaints of Toni and Chad Black harrassing me.Jon Green dismissed my complaints of vandalism.Jon Green was more than willing to harrass me for my music on behalf of Chad Black.Jon Green is a Liar. He lied throughtout his reports that I am privy too.Jon Green has NO MORAL STANDARDS or ETHICS to be a Peace Officer!

Rodney Hurst was more than willing to arrest me for Dis-orderly conduct for my music that was never higher than Officer Stika hadagreed upon with us, and for my compost pile that I had gotten permission from Penny at the town hall to put anywhere on myproperty.Rodney Hurst was more than willing to arrest me for Public lntox. I had 4 beers throughout the day, working outside. I neverwalked off my Private Property. I am in my home on private property. He refused to give me a blood test.He refused to let mecontact a lawyer.Rodney Hurst was more than willing to arrest me for Lewdness. NEVER did I show or grab my private parts of my body. ChadBlack instructed the neighbors to stalk and video tape me all day using a zoom lens to get a compromising shot. I do not believe helooked at the video or he may not know the deffinition of lewdness.

Rodney Hurst is a Liar and has NO MORAL STANDARDS or ETHICS to be a Peace Officer. Hurst lied throughout his wholereport. He was more than willing to harrass us on behalf of Chad Black.

We asked Every Peace Officer that came to Please have Toni call if it is too loud and I would be more than willing to lower it til shecould not hear. The response was a resounding NO! We are not willing to do that. We asked if they could go and call us and tellus when the music was low enough the resounding response was NO! Hurst wanted it set at level 1 for Toni that lives 1/3 mileaway. And if you look at her yard you know she NEVER works out there. Toni could not hear my music at level 50. We took asound level reader with witnesses and it would not register any sound infront of the Blacks residence. Please see reportI encourage and beg you to take a look at how many calls came to you about my music and every single one came from ToniandChad Black. I'm wondering where the concem for conflict of intrest was when I called you about the Harrassment of Chad Blacklast year??? lf you would not of let him get away with that kind of behavior last year, he would of never persuied me with suchvigor this year. You need to gain control of your station. At this time I am asking you to run an lnternal lnvestigation as to thebehavior and ethics of these individuals listed above. These officers are NOT PEACE OFFICERS, they are a GANG of BULLIESthat are more than willing to Harrass,Lie, Threaten and Bully citizens of Genola.

I am also requesting a FULL lnvestigation as to Chad Black. Five years ago he came over on a friendly visit. We were having aparty it was approx.2 AM. Chad stated that he could barely hear the echo in the still of the night. He told us infront of our wholeparty that we were more than welcome to play our music as loud as we wanted to between the hours of 6 AM and 10 PM. He toldus that there was nothing anyone could do about it, if it were between those hours.Five years later he walks in front of my houseand DEMANDS no noise or he willmake a complaint.Chad Black is more than willing to abuse his Power and Authority to harrass us. Chad has no problem using all of Santaquin PD asa GANG of Bullies at his disposalto carry out his will.Chad Black abused his Power and Authority when he called my boss Al Moser at Nebo School District and got me fired tellingthem I was convicted of Lewdness before I had even gone to court,

It was only after Chad Black had succeeded in me getting anested and getting me fired that he and Toni slowed down in theirpersuit of me.That all changed when the day after all of my charges were dropped. Chad, Toni and now the abused childeren werepersuing me relentlessly. Please refer to date and time list.Chad Black is more thatn willing to Lie, lnstruct his wife Toni and his Children to Lie. All for the love of Hate and Revenge andVendeda.Before these charges were dropped we had told all of our Neighbors, The Mayor, our Lawyer that Chad would NEVERLET THIS GO.... We knew he was too full of HATE to let us move forward with our lives.lt makes me want to puke at how he hasused his Family, his Power and his Authority for such evil purposes.

This year too, there were other Police Officers more than willing to be in the Gang of Bullies.Again Officer Jon Green and Jake Stika and new to the scene was Officer Drissel. All three of these Officers threatened me withbodily harm if I did not come out of my house to give them a coerced statement. They refused my pleas for a lawyer. They gaveme a voluntary statement form DEMANDING it be completed in t hour. They would be back and I better have it or else!!! Pleaseget the Utah County police reports. I submitted my coerced statement to them, I also gave them the full statement of whathappened that day as well as what the Black's have been doing to us.

Officer Drissel was the policeman that was sent to retrieve the coerced statement, we watched as he walked all the way down my120 ft. driveway with his hand on his GUN. Please refer to the UCSO reports.

With about 112 of your station that was more than willing to abuse their Power and Authority on behalf of Chad Black we arepleading with you to do a FULL lnvestigation of ALL of your Peace Officers first and formost Chad Black.We are also requesting a full investigation as to the Santaquin Police Officers baiting Genola residence dogs off of their propertywith a piece of meat and then the officer snatches the dog. Your officers take the dog and fine the home owners. This behavior isDiscusting to anyone especially an Honest and Ethical policeman.l an requesting that you look deeply at every officer that isinvolved with animal control. I believe this is animal abuse putting the animalthrough such stress.l have serious concerns as toyour ability to be a Chief of Police, if you can not run an Ethical, Honest, Moral and Respectiable station. lt makes me sick at whatkind of behavior YOU have allowed your station to carry about.There has been lots of GROSS MISCONDUCT on behalf of yourPEACE OFFICERS.It is our opinion that you need to overhaul the officers or re-write your Statement of Quality because right now NOT ONE of yourPEACE OFFICERS live up to your Statement of Quality.
