paid close attention to it as early as the L20 was initiated fully recognize the importance of global governance and communication among unions in different countries
3.1 ACFTU’s participation
3.1.1 in L20 participated in L20 since 2010; see it as a
communicating and cooperation mechanism of vital importance; ACFTU leader attended the 2014 (Brisbane) L20 summit and made a speech.
major proposal: enhancing green economics; reforming on financial system, reducing financial risks; strengthening protection for labors; enlarging social dialogue
3.1.2 in BRICs trade union summit Our delegations attended the summit for each of recent 3 years On 2015 summit in Ufa in Russia, start point of establishing Bank of BRICs Chinese trade union leader’s intensified: building the summit as a platform of south-south
cooperation, including more developing countries to the it;
strengthen the cooperation among emerging markets.
3.1.3 ACFTU’s role in promoting South-South cooperation (one of my colleague will make a speech in details later)
3.2. Proposal/advice of ACFTU
3.2.1 increasing the power of developing countries in reform of international rules; showing more of their interests.
strengthen cooperation among developing countries
3.2.2 rethink the liberalization oriented reform
rethink the recent financial crisis, improve financial regulation, refuse the laisser-faire reform advice. refuse the policies transfer cost of crisis to workers.
improve regulation cooperation in taxation.
gradual reform in capital account opening; financial risk be under control
3.2.3 showing more interests of labor in decision of global rules; enhancing decent work; increasing worker’s share in output; narrowing the income gap
3.3 ACFTU’s effort on improving worker’s condition and the challenges
to further improve the condition of workers and increase income is related to global governance, undertaking international responsibility.
3.3.1 actions and achievements Increased the trade union density, especially
the multinational firms
collective bargaining; minimum wage
participating in amending of laws, e g. employment contract termination clause reflected the proposal of ACFTU
consolidate the relationship between the trade union and its members
3.3.2 Challenges we are facing
In specific, challenges from four aspects:
1st, pressure from economics structure adjusting, this will lead to structure unemployment; training for workers adapting to new tech; arising burden on pension expenditure for population ageing .
2nd. how to service for rural migrant workers and protect their rights, making them covered under the union; they amount to 0.26 billion
3rd. improve the capability of trade union in effect the policy making, to urge the government to eliminate discriminatory institution, e g . household register system which restricted the equal rights of some groups.
4th. help firms investing oversea to understand law of the local countries, so as to avoiding conflict.
