One of tile comers tones of Maryland's crime fighting strategy is seamless coordination and consistent information sharing among all agencies involved in the cn"minal justice system. This simply means that we must take advantage of opportunities to share and leverage information if we are to be truly effective in reducing crime and protecting our citizens and communities.

License Plate Recognition systems, a/so known as LPRs, are an Increasingly widespread and popular tool being u(fl/zed by law enforcement.

During 2008 and 2009 the Governor's Office of Grime Control & Prevention (GOCCP) awarded $661,342 in grants.to taw enforcement agencies for f/1e purchase of LPRs. Given the positive results from LPR systems, GOCGP would like to delenn/ne how many LPR units are In use throughout the stale, and to gather soma additional information regarding how agencies are deploying and using f/1/s technology.

To help us evaluate the current status of LPR usage, and to explore the possibility of expanding the use of LPRs In Mal)'land, I have elf ached a brief survey about LPR use in your department. This Is a steering committee type thing to get the ball rolling to develop this program. I spoke to George Johnson today and he is spearheading the effort to organize a group of stakeholders. He would really like an agency of our caliber to play an Integral role In the LPR project.

The project is being run from the Governor's Crime Prevention and Control Office by Kristen Mahoney. Most of the "steering" will be done by OIT types, but there will be necessary and Invaluable Input sought from the end users·. I'll let you know when I learn more.

And, to a certain extent, enable local governments to upload wanted or hot files Into the state system for greater scanning coverage.

This type of project is currently being undertaken by the San Diego region and Cincinnati. We believe Maryland would be the first state to attempt to network this technology, statewide, local and state assets.

This is an extremely complicated project that requires local feedback up front to implement properly. As such, we have put together an informal committee to review technical, legal and operational tasks required to be tackled for full implementation of this vision.

As such, we would welcome the participation of one to three of your members as we develop this plan. Obviously, we would prefer candidates that are currently operating these systems within their jurisdiction.

GOCCP Progress Report March 2012

1. On March 18, 2012, Ofc. Cole received an alert on his LPR system for a stolen vehicle. The vehicle subsequently committed traffic violations getting away as he tnrned his patrol vehicle around to initiate a traffic stop. A short time later, officers recovered the stolen unoccupied Chevrolet Avalanche on the side of Rt. 295 with a flat tire. The vehicle was towed to ECU for processing and a suspect was identified walking in the area. The vehicle was reported stolen in Prince George's County and the investigation is continuing.

2. Three other unoccupied stolen vehicles were recovered during the quarter as a direct result of the two license plate reader systems issued through the grant.

3. The plate readers have made an impact on identifying traffic and criminal violations. They have been deployed to an area of Anne Arundel County that ranlcs the highest in Auto Thefts as well as high in other criminal activity and traffic law violations.

GOCCP Progress Report December 2011

1. On November 8, 2011, one of the LPR units received a stolen vehicle alert on a parked vehicle (case # 11-742250). The subsequent investigation revealed that the vehicle was not actually stolen and had been towed and recovered by the owner who neglected to contact the police after recovering the vehicle. It was removed from NCIC as a result of the alert and investigation.

On November 29,2011, one ofthe LPR urtits received a stolen registration plate alert on a parked vehicle (case# 11-745534). The investigation yielded the recovery of the tags, which were reported stolen in Prince George's County (their case# 11-3230512), as well as an umegistered vehicle being towed.

2. The plate readers have made an impact on identifYing traffic and criminal violations. They have been deployed to an area of Anne Arundel County that ranks the highest in Auto Thefts as well as high in other criminal activity and traffic law violations.

3. During the majority of the month of December, both LPR units were not in use due to some electronic communication issues that have since been resolved as well as the Anne Arundel County Police Department switching to new CAD and report-writing systems.

GOCCP Progress Report September 2011

1. The two mobile license plate readers were not immediately operational during the reporting period due to them being new. Once operational, the tag readers were immediately effective in recovering stolen license plates, and identifying suspended/revoked operators and scofflaw violations.

2. In a short period ofti.me, the plate readers have made an impact on identifying the aforementioned traffic and criminal violations. They have been deployed to an area of Anne Arundel County that ranks the highest in Auto Thefts as well as high in other criminal activity.

3. Initially, it took some time to facilitate the installation of the plate readers and then one of the patrol vehicles was destroyed in an accident. The readers were not damaged, however it took additional time to replace the vehicle and install the readers on the replacement patrol vehicle. Both readers are now fully operational and the users are trained, so we look for even better results moving forward.

PURPOSE OF AGREEMENT

Pursuant to the Edward J. Byrne Memorial Justice Assistance Grant (BJAG) to State and Local Law Enforcement Agencies, the Govemor's Office of Crime Control and Prevention (GOCCP) has provided certain fimds under the License Plate Recognition Expansion (LPR) Grant Program. GOCCP is the grantor of these funds, the MSP is the grantee and Maryland local law enforcement agencies are sub-grantees of the program. The grant award number is BJAG-2008-1 002, and the CFDA number is 16.783. The period ofperfmmance is March I, 2011 thronghFebruary 29,2012 The purpose ofthis funding is to use grant funds to purchase LPR equipment and related services needed to install this equipment and make it operationaL

GOCCP has designated all funds for the LPR project Jiom the Edward J. Byrne Memorial Justice Assistance Grant (BYRNE-JAG) to be administered by the MSP.

The MSP has agreed to facilitate the distribution of equipment purchased under this grant to the participating law enforcement agencies who, in tum, agree to abide by the rules governing the purchase and use of the qualifying equipment. In accordance with BYRE­JAG grant policy, all equipment purchased under tllis grant shall remain the property of the Maryland State Police for a period of three (3) years following its purchase. Any sub-grantee recipient agency accepting equipment provided under this grant will be responsible for having in place, p1ior to the receipt ofLPR equipment, a departmei1t Standard Operating Procedure (SOP) goveming the proper use of the equipment. A copy of this SOP will be provided to the Maryland State Police (MSP) at or before the time the equipment is transfeiTed to the sub-grantee recipient agency. The SOP shall also be kept on file by the sub-grantee agency with inventory records for audit pmposes. Inventory records regarding LPR equipment must be maintained for a period of tln·ee years from the time the equipment is transferred to the sub-grantee recipient agency.

2. A sub-grantee recipient agency understands that the scope ofthe grant covers basic LPR equipment, "standard" installation and mounting equipment, operating software, initial training, and a·wan·anty agreement. All other costs, including custom or modified installation, storage and archiving equipment, air cards or power source connections, additional training or costs associated with moving the equipment to a new location or vehicle is the sole responsibility of the sub-grantee agency.

3. Sub-grantee recipient agency must provide a Mobile Data Terminal (MDT) or laptop (needed for use as a client user interface with the system) with sufficient capacity and configuration to operate the LPR for each mobile unit provided tmder this grant. Fixed units must be connected to a working computer system capable of perfmming the same function as the MDT!KDT/laptop function for mobile units.

4. Sub-grantee recipient agencies must have sufficient vehicles in their inventmy as to have more vehicles than mobile LPR units provided to that agency under this grant, and be able to make modifications to those vehicles, ifnecessmy, to facilitate the installation ofLPR equipment.

5. At the conclusion of the grant provided wmTanty period, the responsibility and costs for repair, maintenance, upgrades or other snpport for the LPR equipment will be the sole responsibility of the sub-grantee recipient agency.

6. Initial training of a reasonable number of personnel will be provided by the vendor chosen and funded by this grant. Additional, recurrent or specialized training will be the responsibility ofthe sub-grantee recipient agency.

7. Grant provided LPR equipment and all inf01mation obtained from its use will be utilized for law enforcement purposes only, and is to be governed by

Request for Upkeep of License Plate Reader Program

Sir, in keeping in line with Goal #3 of the department's goals and objectives, I would like to make several requests to continue the upkeep and to enhance the ability of the department's license plate reader program. The department has three license plate reader systems manufactured by Tag Nabbit/Dataworks, which were the first readers we acquired. In recent years they have become problematic and have now been taken out of service due to the fact that they are no longer supported by the manufacturer.

I am happy to report that through a partnership with the Maryland State Police, the department's newer generation Elsag tag readers began reporting read data to the Maryland Coordination and Analysis Center in 2011. This allows investigators statewide to have license plate reads searched from reporting agencies throughout the state, which is an invaluable asset. The Tag Nab bit systems were not able to perform this function. This new feature is in addition to the system operators already being able to receive hits on stolen vehicles, terror watch list vehicles, suspended registrations and other special alerts from the NCIC and MV A daily hot lists.

I understand that the department may be receiving additional monies due to recent seizures and would like to make several requests should there be available funding. First, I respectfully request that the three license plate reader systems recently taken out of service be replaced with three new Elsag systems. Elsag currently offers trade-ins on their outdated systems but traditionally not systems from other manufactures. They are willing, however, to give us a trade in discount for our Tag Nabbit/Dataworks systems netting a savings of$2,750 per unit. The quotation is attached. I would like to point out that these systems, on average, will each recover several stolen autos each year, which more than pay for themselves in recovery value.

Secondly, I recommend that we not only maintain our current number of license plate readers, but also look to expand the program as they are an invaluable tooL Finally, I believe that the department should look into acquiring a server for the read data. While it is a true asset that the data is now captured at the Maryland Coordination and Analysis Center, our investigators must fill out a formal request and wait for a turnaround period before they receive results. Another advantage of a server would be to allow the department to deploy tag readers to the areas of crime scenes to scan license plates, which may yield investigative value as it has in other jurisdictions. Tag readers can also be stationed in areas where criminal activity is known to be ongoing, and a server would allow our investigators to analyze the reads and potentially reduce surveillance time, which is labor intensive. Larger law enforcement agencies in the area that I am familiar with currently have their own servers.
