The province of Mendoza, known as the heart of Argentine winemaking, accounts for 70% of the national production of wine and about 85% of the bottled wine sales. The identity of Mendoza is strongly linked to wine and it is an ideal venue offering participants the opportunity to experience firsthand a variety of wine tourism projects, linking both the public and private actors of the tourism and wine sectors. Against the majestic backdrop of the Argentinian Andes, Mendoza is located on one of the highest mountain ranges in the world which subsequently produces some of the world’s greatest wines.

Bienvenidos a Mendoza

La región de Mendoza, conocida como el corazón de la vinicultura argentina, genera el 70% de la producción nacional de vino, y alrededor del 85% de las ventas de vino en botella. La identidad de Mendoza está fuertemente vinculada al vino y es un lugar ideal para ofrecer a los participantes la oportunidad de conocer de primera mano una variedad de proyectos de turismo enológico, que vinculan a actores públicos y privados de los sectores del turismo y la vinicultura. Lunch and sundowner workshop in a local winery (activity reserved for international participants – promotion of Argentinian wine tourism, by invitation)

International participants will be divided into seven groups. Each one will have the opportunity to participate in a technical visit of one of the listed wineries and participate in workshop following the visit. Said workshop will explore the concepts introduced during the morning sessions in a pragmatic way. Ultimately, the groups will participate in an interactive session to draw the most relevant conclusions that will later be incorporated into the conference brief.

Biographies (in alphabetical order)

Eliana Bórmida, Co-founder of Bórmida & Yazon Architects, Argentina

Ms. Eliana Bórmida is co-head of Bórmida & Yanzón Architects. The firm is based in Mendoza, Argentina and it specializes in winery design and architecture. From 1988 to date, Bórmida & Yanzón Architects have designed over 30 wineries which have been widely promoted in local and international media, and several of which have received awards commending their design.

Ms. Bórmida’s professional experience combines her practice as an architect and project manager, together with her experience as a University Professor. She has been appointed Professor Emeritus at the University of Mendoza, where she served as Full Professor of History of Architecture and Urbanism (1973 - 2005). She was also the founder and director of the Institute of Architectural and Urban Culture at the University of Mendoza. There, she worked on issues concerning Cultural Heritage and Andean Regional Identity, and started a line of research on Cultural Heritage related to wine in Mendoza.

At present, Ms. Bórmida is the Executive Manager of all her staff and works in projects of different types and scales. Her projects integrate the concepts of architectural design into the context they are immersed. The context is defined in terms of the natural and cultural landscape and seeks to grant architecture with a contextual support and a transcendental projection, so as to contribute to its regional identity.

Ms. Bórmida is currently devoted to her firm and carries out an active participation in specialized seminars and publications regarding Agro-Industrial Architecture, Agricultural Tourism and Conservation and Revitalization of cultural and natural heritage.

In 2013, Bórmida & Yanzón Architects were awarded with the Konex Award on Architecture 2012.

Óscar Bustos Navarta, Quality Guidelines for Wineries, Ministry of Tourism, Argentina

Oscar Lucio Bustos Navarta is an experienced technical assistant of the National Directorate of Tourism Quality of the Ministry of Tourism of Argentina, with vast experience in the coordination and execution of different programmes on managing tourism quality. Currently, he is responsible for the implementation and evaluation of the Tourism Management Guidelines for Wineries, which has been carried out in most wine provinces of the country, as well as in Chile, most recently.

Oscar Bustos Navarta has a law degree and is a leading auditor of Quality Management Systems ISO9001, having more than eight years of extensive experience assisting tourism providers in different aspects, both in Argentina and in several other countries in Latin America.

Luis Cardo Jalón, Partner, Open-Ideas

Luis works as an independent business consultant for analytics and innovation with a particular focus on ITC, Tourism and Transport industries. He advices several start-ups and is a partner at Open-Ideas, a digital marketing agency.

Previously, Luis served as Spain´s Country Manager at Telefonica Dynamic Insights (TDI), a Business Unit dedicated to generate additional revenues using new data sources through big data.

Holder of a Bachelor in Economics and Business Science, Luis has more than 20 years of experience in technology (Telco, Big Data, Digital Transformation). He has held different executive roles in Madrid, Miami, Guatemala and Beijing.

Alfredo Cornejo, Governor, Mendoza Province, Argentina

Alfredo Cornejo was born in 1962, in San Carlos, Mendoza. He graduated in Political Science and Public Administration from the National University of Cuyo, where he later also taught. He holds a Master in Development of the South America region from the International University of Andalucia, Spain and has an International Diploma in Development, Strategy and Public Politics of CEPAL - United Nations.

Alfredo Cornejo has been politically involved since his youth which has led him to hold several political roles, both legislative and executive. He served as the Minister for Justice and Security as well as Senator and National Deputy for the region of Mendoza.

In June 2015, Alfredo Cornejo was elected Governor of Mendoza for the period 2015 – 2019 with the largest percentage of votes obtained in the election of a Governor in the last 20 years.

Gabriel Fidel, International Expert in Wine Tourism

Gabriel Fidel is an Argentine Citizen. His main domain of expertise includes strategic planning and investments, the wine industry and wine tourism, governmental affairs and public policy.

He holds a Master of Public Affairs from The University of Texas AT Austin and The Lyndon B. Johnson School of Public Affairs, U.S.A and is a recipient of a Fulbright Scholarship. He also studied Economic Development and Industrial Policy at the Economic Commission for Latin America and The Caribbean, United Nations, and Political Science in Mendoza, Argentina at the Universidad Nacional de Cuyo.

His professional experience comes from both public and private sector experience. In the private sector, he has held managerial positions in various wineries (O. Fournier, Tittarelli, Piattelli Vineyards) as well as in wine business organizations such as Bodegas de Argentina, Wines of Argentina, Universidad Nacional de Cuyo Foundation, Sociedad de Profesionales del Vino, Comité Olivícola de Mendoza and Pro Mendoza Foundation (Export and Investments Promotion).

In the public sector, he served as the Minister of Governmental Affairs, Minister of Economy and Secretary of Tourism of the Government of Mendoza. Gabriel Fidel currently represents Mendoza in the Parliament of MERCOSUR, heading the Commercial, Economic, Financial and Monetary Affairs Committee. Lastly, he also worked as a consultant and headed the strategic development plan for wine tourism in Argentina for the IDB, the National Secretariat of Tourism, Bodegas de Argentina, the World Bank and the International Financial Corporation.

José González Rivera has over 25 years of international experience in strategic consulting and communication, developing their work for companies and institutions national and international level in different sectors like technology, consumer goods, finance and tourism.

José has been working in the tourism sector since 2005 in the promotion of several destinations in the Spanish market and supporting Spanish destinations around the world. In this sense, he was working for Tourism Board of Panamá and Egypt in the communication and PR side managing strategies and implementing communications events for influencers in Spain. In the area of outbound tourism, it is worth mentioning the work developed, as a consultant, for Canary Islands Tourism Board (Promotur) through Europe positioning Canary Islands as a destination for Europeans market during 2009 and 2010, getting an increase of 28% of international visitors. He also designed and implemented in 2015 the first city tourism loyalty programme in Madrid involving public institutions and private companies as the main agents of Tourism in Madrid (museums, hotels, trade associations, tourist attractions and others). Since 2013, José has been working as a consultant of UNWTO Affiliate Members developing the Prototype Methodology and its first implementation with Madrid Precious Time, initiative to attract Premium tourists to the cities.

José held various positions in Strategic Consultancies and has been CEO of Ketchum and Fleishman Hillard in Spain, strategic communications consulting belonging to Omnicom Group since 2006 to 2014.

Catherine Leparmentier Dayot, Founder and Executive Director, The Great Wine Capitals Global Network

After having studied foreign languages applied to business and management, Catherine has started her carrier in Bordeaux, working for the French local government in consulting small and medium business in the development of their export markets.

She spent one year in Zürich (Switzerland) for the same organization before heading back to Bordeaux and starting working for the Bordeaux Chamber of Commerce and Industry, a public body which tasks are to support the development of firms in all their activities. In 1998, she was in charge of organizing an international network around wine and in June 1999, launched the Great Wine Capitals Global Network. She is still in charge of managing the Network as its Executive Director.In the last years, Catherine has been attached to the International Tourism Department at the Bordeaux Chamber of Commerce, where she developed the “Cruise Bordeaux” concept, a local organization aiming to promote Bordeaux as a port of call to increase the number of cruise ships calls in Bordeaux.

Ever since the last fifteen years, she has been working with a lot of conviction and energy in the development of wine tourism in the Bordeaux vineyards and in the promotion of Bordeaux destination on key foreign markets. Catherine is married and has 2 daughters, aged 24 and 27. She loves wine, gastronomy, music and singing.

Yolanda Perdomo, Director, Affiliate Members Programme, UNWTO

Yolanda has experience in both the public and private sectors and is an expert in tourism destination promotion and distribution. She has been Vice-Counselor for Tourism for the Government of the Canary Islands and Managing Director of PROMOTUR, the tourism promotion organization of the Canary Islands. There she directed communication and promotion campaigns for tourism, strategic plans, statistical and competitive analysis, loyalty campaigns and the creation of product clusters with the aim of diversifying and differentiating tourism products. With InnovaTurismo, Yolanda has managed tourism projects in the private sector and has also been Director of the BungalowsClub booking portal, as well as Business Development Manager at Tourism Revolution Ecosystem (TRE).

Currently, she is a professor at the Master of Tourism and Public Administration, a joint programme of the Spanish Tourism Office (Turespaña) and the National Institute for Public Administration, as well as a lecturer for the Executive Master in Innovation, Commercialization and Efficiency in Tourism (eMITur) at the ESCOEX International Business School. Born in Lanzarote in the Canary Islands (Spain), Yolanda graduated in International Economics from the American University of Paris, studied Tourism at ULPGC and is an EU Politics and Collaboration expert for UNED and Jean Monnet Chair.

She lived five years in France one year in the United States, three years in Italy and now works in Madrid. She speaks English, French and Italian. She was a member of the International Advisory Board of the Vienna Tourist Board during the development of its 2020 strategy and Doctor Honoris Causa for the University of Tourism and Management of Skopje, FY Republic of Macedonia.

Zurab Pololikashvili

Ambassor Pololikashvili holds a Bachelor Degree in Banking from the Georgian Technical University and took part in the Global Senior Management Program (GSMP), IE Business School. He speaks fluently English, Spanish and Russian and has some basic knowledge of French, Japanese and Polish.

He has broad experience of working in both private and public sectors at high-profile positions. He has extensive diplomatic experience, having represented Georgia to the World Tourism Organization (UNWTO), as well as serving as Ambassador Extraordinary and Plenipotentiary to the Kingdom of Spain. He was appointed Minister of Economic Development of Georgia in 2009. During his time, Minister Pololikashvili successfully led the economic liberalization processes, introducing more supportive policies for SMEs, and incentive programs to attract foreign investment for development of hard and soft infrastructure. He also held a position of the Deputy Minister of Foreign Affairs from 2005 to 2006.

Ambassador Pololikashvili’s private sector experience includes several years in the financial and banking sectors, serving as the Manager of International Operations for TBC Bank ( one of the most successful banks in Georgia), Director of TBC Bank’s Central Branch Office (2001-2005) and the Vice President of TBC Group (2010 – 2011).

Zurab Pololikashvili was elected by consensus at the 22nd UNWTO General Assembly being held in Chengdu, China, following the recommendation of the 105th UNWTO Executive Council, for the period 2018-2022.

Horacio Reppucci, Secretary, Argentine Chamber of Tourism (CAT) Horacio Reppucci has numerous years of experience working in various fields of the tourism sector. He studied national public accounting and is a former lecturer in the Tax Faculty at the Catholic University of La Plata. He has served as the President and Commercial Manager of Estilo Viajes Travel and Tourism Company of the city of La Plata since 1980. Currently, Horacio Reppucci is the Secretary of the Argentine Chamber of Tourism (CAT). Furthermore, he is the representative of CAT to UNWTO as the 1st Vice-Chair of the Board of the Affiliate members. Previously, Horacio Reppucci has served as Secretary of ICTA (Institute of Tourism Quality Argentina) and President and Vice President of the Agency Programme Joint Council of IATA for Argentina, Paraguay and Uruguay.

Taleb Rifai, Secretary-General, UNWTO

Taleb Rifai is Secretary-General of the World Tourism Organization (UNWTO) since January 2010.

Mr.Rifai has an extensive background in international and national public service, the private sector and academia. He was Assistant Director General of the International Labour Organization (ILO), held several ministerial portfolios in Jordan (Planning and International Cooperation, Information and Tourism and Antiquities), CEO of Jordan’s Cement Company, Director of the Economic Mission to Washington and Director General of the Investment Promotion Corporation of Jordan.

Mr. Rifai has a Ph.D. in Urban Design and Regional Planning (University of Pennsylvania, Philadelphia), an M.A. in Engineering and Architecture (Illinois Institute of Technology, Chicago), and a B.Sc. in Architectural Engineering (University of Cairo in Egypt).

Guillaume Rousseau, Destination Management Consultant

Guillaume Rousseau is expert in business and IT innovation with over 20 years in delivering solutions for organisations. In Spain, Guillaume has worked for majors IT firms: Indra, Sage and Everis with strong Public Administration savvy. Currently he participates in a number of tourism business transformations projects. In 2016, he developed the prototype tour of wineries of the WTO along with the Forum of Renowned Brands. During the last year, he has participated in the gastronomic project of the City of Barcelona, the elaboration of the strategic plan of Haro (La Rioja, Spain) and the study of the enotouristic offer of Mendoza (Argentina).

Stanislav Rusu, General Director, Agency of Tourism of the Republic of Moldova

Stanislav Rusu is currently the General Director of the Tourism Agency of the Republic of Moldova. He has vast previous experience of working in the Ministry of Culture and Tourism of the Republic of Moldova, as well as, most recently, the President of the National Association of Hotels and Restaurants of the Republic of Moldova. Stanislav Rusu is educated in law and has completed a wide variety of training courses on topics ranging from the tourism sector to tax administration. Furthermore, he was the representative for the Republic of Moldova as chief of delegation at international tourism exhibitions and fairs from 2001-2009 and is the manager of several regional projects in collaboration with the following international organizations: Kiev initiative, Central European Initiative, Black Sea Economic Cooperation Organization, World Tourism Organization (UNWTO) and more.

Mariángeles Samamé, Director of Tourism Product Development, Sub-secretariat for Tourism Development, Ministry of Tourism of Argentina

Mariángeles Samamé graduated from high-school as Bachiller Nacional. She obtained a Tourist Guide Degree from Instituto Mariano Moreno and a BA in Toursim Degree (Licenciada en Turismo) from Universidad Blas Pascal, in Córdoba. She has also taken courses in hotel management, tourism agencies, service quality and organization of events.

With 15 years of experience in the public sector, she has worked as Business Tourism Coordinator (Coordinadora de Turismo de Reuniones) for Agencia Córdoba Turismo and is one of the founding members of the Business Tourism Bureau of Villa General Belgrano. She is also member of international organizations, including SITE (Society for Incentive Travel Excellence) and ICAA (International Congress and Convention Association).

Throughout her career, she has defined strategies to position the province of Córdoba as venue for events and coordinated the organization of and attendance to international events such as IMEX Frankfurt 2012 (Germany) Braztoa (Brazil) FITUR (Madrid) and Rally Dakar.

Since late 2015 to date, she has been Tourism Products Director of the Argentine Ministry of Tourism and head of the Argentina Tierra de Vinos and COCINAR Programs, designed to promote Argentine gastronomy. She is also a member of Red de Cocinas de América.

José Gustavo Santos, Minister of Tourism, Ministry of Tourism, Argentina

José Gustavo Santos obtained his High School Diploma with Highest Honours, and graduated from the National University of Córdoba, Faculty of Philosophy and Humanity, where he serves today as a Professor of Literature. Moreover, he holds a Master’s in Business Management UCC, took a class on Public Management of Tourism AECI in Andalucia, Spain and holds a Master’s in State Policy from the UCC/Georgetown University in Washington, U.S.A.

From December 2007 until December 2015, he acted as President of the Tourism Agency of Córdoba, Member of the Directory of INPROTUR (Institute for Tourism Promotion), National Secretary of Tourism and Vice-president of the Federal Tourism Council (CFT) and Member of the Scientific Committee of the Algarve Forum, World Tourism Organization (UNWTO).

Furthermore, he also has extensive experience in the public sector in Córdoba.He serves as Minister of Tourism of Argentina since December 2015.

Gabriela Testa, President, Ente Mendoza Turismo

Ms. Testa is President of Ente Mendoza Tourism since December 2015. During her time as President, she also represented Mendoza in the Ministry of Tourism of the Republic of Argentina in the Federal Council and was member of the Directory for the National Institute of Tourism (INPROTUR).

Before becoming President of Ente Mendoza Tourism, Gabriela Testa worked for the Government of Mendoza as sub secretary of Tourism and member of the Federal Council of the Secretariat of Tourism of Argentina. As Local Director, Gabriela Testa was also instrumental in implementing the Strategic Plan for Tourism Development of Mendoza 2007-2011 (TURPLAN II). She has authored

numerous tourism, cultural and environmental regulations, as well as five Strategic Tourism Platforms within the framework of the Campaign Governance Plans for the governor of the province of Mendoza.

She has an extensive academic background in tourism, with both undergraduate and postgraduate studies in tourism guiding and international tourism. Furthermore, she is a specialist in public policies and project formulation and evaluation.

Mike Veseth, Wine Economist, Professor Emeritus of International Political Economy, University of Puget Sound, United States of America

Mike Veseth (pronounced VEE-seth) is editor of The Wine Economist blog and author of more than a dozen books including Wine Wars (2011), Extreme Wine (2013) and Money, Taste & Wine: It’s Complicated! (2015). He is currently writing his next book, Around the World in 80 Wines (anticipated publication 2017).

Professor Veseth is professor emeritus of International Political Economy at the University of Puget Sound in Tacoma, Washington, where he is also a member of the Board of Trustees. In 2010 he was named Washington Professor of the Year by the Carnegie Foundation for the Advancement of Teaching and the Council for the Advancement and Support of Education.

Professor Veseth’s Globaloney was selected as a Best Business Book of 2005. Wine Wars was named a Best Wine Book of 2011. The Wine Economist was named “Best in the World” Wine Blog by Gourmand International in 2015. Money, Taste, and Wine: It’s Complicated received the 2016 Gourmand International award for “Best in the World” Wine Writing.

Mike Veseth is a sought-after speaker at wine industry meetings both in the United States and round the world. Professor Veseth received the Bachelor’s degree in Mathematics and Economics from the University of Puget Sound and the Master’s and Ph.D. degrees in Economics from Purdue University.

José Miguel Viu, President of the Strategic Regional Wine Tourism Programme in Chile

Agronomist of the Austral University of Chile, Jose Miguel Viu is a wine producer in the Colchagua Valley, from where he exports the well-known wines of Viu Manent to the five continents. Heir to a family tradition of three generations, he took over in the early 1990s which lead to the technological and philosophical transformation of the vineyard, the internationalization of the sale of its wines and it became the first winery in Colchagua to open its doors to wine tourism. He has also strongly promoted the development of wine tourism in the Colchagua Valley, being the founder and first president in 1995 of the Colchagua Wine Route (the first wine route in Chile). Subsequently, he held the presidency of the Association of Viñas de Colchagua A.G. between the years 2010-2015, completing more than 20 years of active labor in his roles as director and president. Currently, he presides over Enoturismo Chile, a public-private wine tourism programme, which seeks to promote the development of sustainable wine tourism to make Chile a benchmark in this field, taking advantage of the country’s competitive advantages to develop a diversified and integrated territorial, sustainable, sophisticated and qualitative wine tourism that values the heritage resources, cultural, natural and productive, those associated with the experience of wine and tourism.

Santiago Vivanco, President, The Joyful Journey Spain, Spain through its Wineries and Director, Vivanco Museum of Wine Culture, Vivanco Wineries

Santiago Vivanco was born in Logroño in 1973, a couple of years after his father returned from Requena (Valencia) where he completed a degree in oenology, a place where his passion for collecting everything that had to do with wine started. For him, wine had always been much more than aromas, flavours and textures. It had even been much more than the vineyards and lands where his father and his grandfather took him. He was interested in the human side that had been behind wine and the 8,000 years of history it had shared with man.

In that sense, he is a humanist. So he studied Law, looking for that human relationship with history and rules. There he discovered the classics, philosophy, and ethics. He fell in love with poetry (he is a poet), Neruda and literature, art and its techniques. The more he read and studied, the more he realized that the history of man was full of wine. And that it was necessary to value it. In 1998, he started to work on the dream of his father and his family, the construction of the Museum of Wine Culture. He wanted to create a space where any visitor would understand the existing symbiosis between wine and man. In 2001, he created the Foundation, with the idea of having a tool to disseminate and delve into this rich heritage. Paraphrasing one of Neruda’s poems, “wine, spiraling, swirling (...) never has a glass been able to hold you, nor man.” Wine is always more. That is why he has devoted and will devote his whole life to share this story and pass it on.

Carlos Vogeler, Executive Director for Member Relations, UNWTO

Mr. Vogeler is currently Executive Director for Member Relations at the World Tourism Organization (UNWTO), based in headquarters Madrid, Spain. He is responsible for the coordination and supervision of Regional Programmes and the Affiliate Members Programme, ensuring a coordinated approach of the Organization in Member’s relations and services. Since January 2009 he has held as well the position of Regional Director for the Americas at UNWTO.He is a tenured professor at University “Rey Juan Carlos”, Madrid, at the Department of Business Economics and is the author of various university textbooks and articles on international tourism, business and structure.

Mr. Vogeler has held management positions in the private tourism sector, including Pullmantur, one of the largest Spanish Tour Operators (as a Deputy Managing Director) and in RCI (Resort Condominiums International), part of the Wyndham Worldwide Group, one of the world’s largest hospitality groups, where he was Vice president for Western Europe and then Vice-president of Global Account Strategy & Industry Relations.

He was Member of the board of Affiliate Members of the World Tourism Organization (UNWTO) since 1993 and served as Chairman from 2005 to 2008. He is also a founding member of the Spanish Association of Experts in Tourism – AECIT.Mr. Vogeler carried out his studies in Canada and Spain, where he graduated in Tourism Business Administration at the “Escuela Oficial de Turismo de Madrid” (now University “Rey Juan Carlos”). He has post-graduate studies in Business Administration by the IESE Business School of the University of Navarra, Spain.

He is a Spanish national, born in Venezuela and has lived in Canada, France and Spain.

Tornike Zirakishvili, Head of Convention and Exhibition Bureau of Georgia

Tornike Zirakishvili has held the position of the Head of International Relations of the Georgian National Tourism Administration since 2014, and became the Head of Convention and Exhibition Bureau of Georgia in 2016. Before that time, for several years, he worked for the Ministry of Foreign Affairs of Georgia, Department of the Americas.

Mr. Zirakishvili holds a Bachelor’s Degree in Business Administration and Management from University of West Georgia (USA), and a Master’s degree also in Business Management.

Within his scope of work in tourism, Mr. Zirakisvhili has coordinated the team responsible for the development of the Georgia Tourism Strategy 2025, the creation of Georgia’s first Convention Bureau, and was involved in creating and hosting the 1st UNWTO Global Conference on Wine Tourism, which took place in Georgia in 2016.
