Hokkaido has a history to improve the situation of maternal and child health by activate pioneer public health nurses,diffusing maternity passbook, building referral systems with problems as low population density and lack of medical humanresources. These could be applied to the developing countries. Furthermore, this training includes problem analysis,clinical exercise within the limits of Japanese law and social norms, consultation on formulating Action Plan or evaluationof project, which helps participants can formulate feasible and actual Action Plan.

Lecture and discussion about specific activities in Japan(health checkup for children and infant, check up families which need help from government sector).5. Site study visits.6. Lecture and discussion about international trend of MCH including SDH.7. Lecture and discussion about trend and status of MCH activities from the view of SDH in Japan.8. Describe challenges and make action plan in order to proceed MCH and Child welfare policies in each country throughout lectures and discussions.

Under Planning

It is said that the progress of the MDGS 4,5 are in low progress, and even the goals which are mostly attained, there areinequity within countries, especially for the vulnerable people. Nowadays the importance of SDH (Social Determinants ofHealth) is pointed out. By learning the experiences from Japan, participants are expected to acquire and utilize thenecessary knowledge and skills related to MCH, child welfare from the view of SDH.

The key concept of this program is the continuum of care. This concept has two perspectives: “continuity as theindividual” which assures the care throughout women’s life cycle (pregnancy, delivery and child rearing), and “continuityas the health system”, which assures the quality of care by strengthening the linkage between community, medical facilityand administration.During the program, participants are expected to formulate the plan to improve the quality of maternal health care based onthe discussion and information sharing among the facilitators and participants.

Asian countries which had a major disaster before

In many developing countries, medical rehabilitation and healthcare services lead up to home rehabilitation are not properlyprovided to patients while acute treatment in hospitals is considered as important. It may cause increasing the bedriddenpatients and persons with disabilities who cannot return to society. Because enhancement of medical rehabilitation relatedsignificantly to quality of life of the patients is often neglected despite the importance among healthcare services andteam medical care, it is presently high needs area. In Vietnam, establishment of initial response for disaster medicine(triage education, first aid, infection control in acute phase, stockpiling and emergency contact system) in hospitals is anurgent task. As the scale of disasters and accidents is great, long-term rehabilitation for victims and communityreconstruction activities are more required. Against this background, this course is designed for participants withlectures, site visits and exercises, putting emphasis on establishment of initial response to disaster in core hospitals andrehabilitation activities in the perspective of the process from acute phase through medium to long term.

This course provides knowledge and techniques for the prevention of LSRD, and understanding through the experience is thebasic concept of this training course. Participants recognize their own physical condition through the medical check-up atthe initial stage of the training course. After one month exercise in the training course, they can understand how theexercise has effects on their physical condition by the results of another medical check-up. In addition in February, 2012,the follow-up meeting inviting all the ex-participants of this training course was held in Fiji.We will take the results of this meeting into consideration for the next implementation of this training course. One ofexpected outputs is teaching materials for dissemination of LSRD prevention measures. This is a motto of training program "See one, do one, teach one", in other words "First time, look somebody to do , second time do yourself , and third timeteach how to do for colleague".

Through “Asia Africa Knowledge Co-Creation Program-Total Quality Management for Better Hospital Services” implemented from2007, improvement of the quality of health care services utilizing the 5S(Seiri / Sort, Seiton / Set, Seiso / Shine,Seiketsu / Standardize, Shitsuke / Sustain)-KAIZEN(Continuous Quality Improvement)-TQM (Total Quality Management) has beencarried out in the pilot hospitals in target countries, namely Benin, Burkina Faso, Burundi, Democratic Republic of theCongo, Eritrea, Kenya, Madagascar, Malawi, Mali, Morocco, Niger, Nigeria, Senegal, Tanzania and Uganda. This programprovides the necessary knowledge and skills to implement the effective quality improvement activities to the managers of thepilot hospitals and policy makers of the ministries. Through the program, the improvement of the working environment andbetter quality service in the pilot hospitals are expected. The program also aims to provoke the discussion on the policydevelopment and policy implementation for quality assurance of health care services among the target countries.

Tuberculosis (TB) is still one of global health issues. In line with the Millennium DevelopmentGoals(MDGs), the Global Plan to Stop TB set the targets to halve mortality and morbidity caused by TB by 2015 compared with1990 levels.JICA has continued the international TB training courses since 1963 in collaboration with the Research Institute ofTuberculosis (RIT) in order to strengthen the National TB Control Program in partner countries. During the past 3 years(2010-2012), the Stop TB Action Training course was carried out to facilitate countries to design operational researches aseffective TB control interventions. Communicable disease is still severe disease burden and need to address by whole of the world. 【Preliminary Action】The training participant prepares Inception Report.

1.(1)The training participant learns about policies and systems of lifestyle-related diseases/ NCDs control in Japan and Aichi Prefecture. (2)The training participant learns about lifestyle-related diseases/ NCDs control activities, such as exercise/meal guidance, enlightenment campaign, health promotion measure, resident consciousness survey, and advice at medical check-up and health care. (3)The training participant learns about methods of human resource development, program preparation, project assessment and data analysis.2.(1)The training participant specifies the problems of lifestyle-related diseases/ NCDs in one's assigned area and considers measures to solve the problems for formulating the Action Plan. (2)The training participant selects concrete and effective measures to solve the problems of lifestyle-related diseases/ NCDs in one's assigned area and inspects necessary local resources to implement the plans. (3)The training participant formulates Action Plans as measures to solve the problems of lifestyle-related diseases/ NCDs in one's assigned area.

【Follow-up Action】The training participant implements Action Plan in six months,assesses the project and submits the report to JICA. At the end of the third year,the organization to which the training participants belong submits the progressreport on the three-year activities.
