Egypt s SCCT complet es successfulnavigat ion t rials

The Suez Canal Container Terminal (SCCT) had two successful navigational trials to test the port access andturning basins for 15,500 TEU vessels last week. The first trial was on the Eleonor a Maersk arriving from the Suez Canals North Bound Convoy, with a draft of 14.9meters she berthed alongside before safely re-joining the convoy to continue her voyage west. The second trial, took place at Port Said on Friday, 5th October, when the Edith Maersk approached the terminal from the North, completing a 180 degree maneuver in the turning basin. The 397 meter vessel completed this successful operation with a draft of 14.8 meters with the aid of three tug boats. This was the first time that any Egyptian Port has received a vessel this size. This is a significant moment in Egyptianmaritime history, said SCCT CEO, Klaus Laursen. Both trials would not have been possible without the excellentcooperation and leadership of both the Suez Canal Authority and the Port Said Port Authority . Maersk Line isproud of this collaborative achievement which continues its tradition of innovation and business development inEgypt, stated Simon Brown, Maersk Line Egypts Managing Director. The Suez Canal Container Terminal, located atPort Said East, is a joint venture in which APM Terminals is the majority shareholder, and is one of the largestcontainer ports on the Mediterranean Sea. An expansion project is currently under way to double its capacity to 5.4million TEU. Throughput at SCCT was 3.2 million TEU in 2011 with productivity of 35 moves per hour. With these twosuccessful trials, SCCT is now open for vessels with a LOA of 397 meters and beam 56.4 meters (22 containers) added Jan Buijze, Chief Operations Officer at the Suez Canal Container Terminal. LETTER FROM READERHello from Leer, after 2 articles about the POLARCountry Class ships I will send you a photo andsome information. In January 1970 I was on boardof the Reefer MV CAP DOMI NGO as an

apprentice officer, when on our voyage fromShanghai to Hamburg via Cape of Good Hope(Suez Canal was closed due to the war there), wehave had a fire in the engine room just 80 milesnorth of the Equator. By order of the enginemanufacturer not to restart the main engine wegot the company order to wait about 24 hours forthe Reefer MV POLAR PARAQUAY , which wasunderway from China to Europe too. Next day theyarrived and brought us some more boxes of beer, electric cables and other spare parts. Then weconnected our towing wire to POLARPARAQUAY , and they towed us to Dakar within 2days with a speed of about 10 knots. They couldhave given more power, but that was notnecessary. From Dakar to Hamburg an old Englishtug towed us with an average speed of 3,5 knots.Total time at sea 60 days since we left China.

Cruise ship depart s Akaroa A cruise ship whose passengers were left stranded ashore by bad weather on Saturday has left Akaroa for Sydney. Many of the 700 passengers on the SEA PRI NCESS had to stay in local homes after the weather prevented themfrom being ferried back to the ship on Saturday afternoon.

Better weather on Sunday allowed the passengers to return to the ship which was anchored in Akaroa Harbour,Carnival Cruises spokesperson David Jones says the company will Investigate why people went ashore when theforecast was for bad conditions. He says the passengers were grateful for the kindness of residents who took them inwhen hotels in Akaroa and Christchurch could not accommodate the numbers. Salvage w ork on MV Miner r uns aground A salvage project plagued with delays has been put on hold after the provincial government issued a stop work orderto the company tasked with removing a ship that ran aground off Cape Breton more than a year ago. The Departmentof Labour said the order requires New York-based Bennington Group to hire an independent engineer to complete anassessment on the structural integrity of the MV Miner.

Pat Murphy of the departmentsoccupational health and safety divisionsaid the engineer will assess the ships

hull and determine whether it is safefor workers. Were now into the falland winter season in Atlantic Canada, weather and additional stress and forcehas been applied to the hull of thisvessel, which was alreadycompromised because of thegrounding, Murphy said from Sydneyon Sunday. Our primary concern hasto be that the people who go out to dothis work come home safely at the endof the day. Murphy said the engineer will also

review the procedure that the company will use to dismantle the vessel. The MV Miner ran aground off Scatarie Islandon Sept. 20, 2011, while being towed to a scrap yard in Turkey. He said the department met with Bennington Groupofficials over the weekend, who said they would comply with the order. They were very co-operative and assuredus that theyre anxious to get this project completed. The Bennington Group could not be reached for comment on Sunday. The department says work to dismantle the230-metre bulk carrier will not begin until the assessment is complete. The project has been delayed several timessince the province gave approval for the Bennington Group to remove the ship in the spring. Earlier this month, theproject was put on hold after three new plasma cutters and some robotics equipment were stolen from a work site atthe Sydport Industrial Park in Sydney. In September, the company was given another three months to complete the work. Under the provincial permit, thecompany has until Dec. 1 to remove the derelict ship. The original deadline expired Aug. 31. Some preparation work

Too early t o claim success in w ar on

piratesThe threat from Somalia-based pirates remains significant despite an apparent reduction in attacks in regional watersin the past year, according to Rear Admiral Oguz Karaman, the commanding officer of Combined Task Force (CTF)151.Speaking on board the CTF 151 flagship, the Turkish Navy frigate TCG Gemlik, during a port visit to Muscat, Karamansaid the drop in successful attacks by pirates this year could be attributed to a number of factors, both on sea and theSomali mainland. But he said the threat to shipping remains high, urging shipmasters to do all they could to help deterpirates.

Naval forces cannot solely guarantee the safety of all ships at sea. The so-called war on pirates is not over, but CTF151 is ready. It is too early to claim success in combating piracy, he said. One of the unique aspects of CTF is thatwe work closely with independently deployed fleets like those of India and China and share intelligence. Also, it is

During the stopover from October 6-11, senior officers on board the TCG Gemlik alsohad the opportunity to meet officials from the Royal Navy of Oman (RNO), and both sides have agreed to continuesharing vital maritime information. Rising capesize, panamax r at es prop upBalt ic index

The Baltic Exchange's main sea freight index, tracking rates for ships carrying dry commodities, rose on Monday on

strong rates for capsizes and panamaxes. Demand for iron ore has been pushing capesize rates high since last week. The overall index, which reflects daily freight market prices for capesize, panamax, supramax and handysize dry bulk transport vessels, rose 1.62 percent to 941 points. The Baltic's capesize index rose 2.4 percent to 1,960 points. Average daily earnings for capesizes, which usuallytransport 150,000-tonne cargoes such as iron ore and coal, were up $482 at $11,556. "Steel mills in China remaincautious as end-user demand remains muted while the rapid price increase for iron ore seen the last week has leftsome mills on the sideline with expectations of lower prices," RS Platou Markets said in a note. "Reason to be cautiousis that the recent strength has been on the back of inventory building, and not a fundamental recovery."Iron ore shipments account for around a third of seaborne volumes on the larger capesizes, and brokers said pricedevelopments remained a key factor for dry freight. The panamax index rose 1.61 percent to 885 points, with averagedaily earnings up $118 at $7,055. Panamaxes typically transport 60,000-70,000-tonne cargoes of coal or grain.

Tanzania Ferry I nquiry Finds MassiveOverloading

The report now published on the maritime disaster of July 18 this year, when the MV Skaggit went down in theIndian Ocean while leaving Zanzibar, concluded that there were 447 passengers on board and not 290 as mentionedat the time by officials, with cargo also way over the limit of the approved carrying capacity. The ship went downclaiming 81 confirmed lives while another 212 went missing and were never recovered from the sea. There were154passengers who survived the sinking as a result of swift rescue action by mostly private boats rushing to the scene. This accident is one in a long line of lake and ocean disasters suffered by Tanzania, largely attributed to corruptpractices when inspecting vessels and issuing certificates of sea worthiness and by lax enforcement of loading limitsfor passengers and cargo. The commission of inquiry spent the last almost 3 months to fully investigate the accidentby interviewing not just survivors but also maritime officials while combing through maintenance and operationalrecords of the company owning and managing the ship. NAVY NEWSRoyal Navy w arship t o make it s w ay

from Glasgow t o Rosyt hTHE Prime Minister told workers involved in building the largest warship for the Royal Navy that it is a "UK successstory" as he visited the Scottish dockyard where it is being assembled. David Cameron was speaking to constructionworkers in Rosyth, Fife, ahead of a meeting with First Minister Alex Salmond in Edinburgh where a deal is expected to

be signed granting Holyrood the power tohold a referendum on independence.

Mr Cameron visited the Babcock facility tomeet apprentices and staff building theaircraft carrier HMS Queen Elizabeth. Itis the first of two 65,000-tonne ships underconstruction for the Navy, and six shipyardsaround the UK are involved in buildingvarious parts of the vessel, which areultimately being assembled in Fife. It is dueto be completed by 2016, with HMS Princeof Wales following later.

Around 200 workers gathered at the drydock in Rosyth as Mr Cameron told them itmade him "really proud" to see the"incredible result of British and Scottishengineering". He said: "I think this is thesuccess story that the whole of the United

Kingdom can take great pride in. Just as the Olympics showed what we can do when we come together, you'reshowing it right here in Rosyth with this incredible feat of engineering. "This has been and still is an immense task and, as soon as you have completed this aircraft carrier, the Prince of Wales will follow, and I am very proud to bestanding here and to say thank you to you."As was said at the Olympics, we want to make sure 'Made in the United Kingdom' is a badge we can be really proudof and I believe that, with these aircraft carriers, you here in Rosyth are making it is absolutely clear that it issomething we can all be really proud of." The 11,000-tonne hull section of the vessel is being prepared for its 600-mile

journey from Govan Shipyard in Glasgow to Rosyth. The aft section is being loaded on to a barge today and will takefive days to travel round the coastline to the Fife dockyard next month.

The vessels are being delivered by the Aircraft Carrier Alliance, a partnership between BAE Systems, Thales UK,Babcock and the Ministry of Defence. Each of the carriers will be used by all three sectors of the Armed Forces and willprovide a four-acre operating base which can be deployed worldwide. When finished, the warship will be 920ft (280m)long, 230ft (70m) wide and 184ft (56m) high from keel to masthead, 13ft (4m) taller than Niagara Falls.

A team of 40 people yesterday moved the hull section across a specially reinforced surface at the Govan yard in lessthan three hours, using 450 remote controlled transporters. The 80m (262ft) long and 40m wide (131ft) section, whichhouses a hospital complex, a dental surgery and 242 accommodation berths, will be joined up with the other parts of the ship constructed in Portsmouth. Angus Holt, Queen Elizabeth Class block delivery director at BAE Systems, saidyesterday: "Today marks the culmination of months of hard work and preparation and I am extremely proud of theteam's achievements in successfully loading out the aft section on time and built to an exceptional standard.

Collision of Navy Ships Prompt sPent agon I nquiry

The Pentagon is investigating a collision over the weekend involving a Navy nuclear submarine and an Aegis cruiser off

the East Coast. The United States Fleet Forces Command said in a news release that the submarine Montpelier andthe cruiser San Jacinto collided about 3:30 p.m. Saturday during a training exercise. No one was injured and bothships were able to continue to operate under their own power, Navy officials said.Nevertheless, the extent of any damage to the vessels was not clear, said Lt. Cmdr. Brian Badura of the Fleet ForcesCommand. We have had circumstances where Navy vessels have collided at sea in the past, but theyre fairly rare asto how often they do take place, Commander Badura said. Navy officials said the collision was under investigation, but declined to offer specifics on where it occurred. The Montpelier arrived at Naval Submarine Base Kings Bay insouthern Georgia, he said in a statement late Sunday. The San Jacinto arrived at Naval Station Mayport in Jacksonville,Fla. The fleet commands news release said that overall damage to both ships is being evaluated, and that thesubmarines propulsion plant was unaffected by the collision. Both ships are based in Norfolk, Va. A Navy official saidon Saturday that the two ships were participating in a group sail with the aircraft carrier Harry S. Truman . Thethree ships were participating in an antisubmarine exercise in preparation for a deployment as part of the strike group

lead by the Truman. A Navy official said that about 3:30 p.m. the bridge watch aboard the San Jacinto saw thesubmarine Montpelier rise to periscope depth about 100 to 200 yards ahead of it. The bridge ordered an all back, but still collided with the submarine.

According to the official, the initial assessment of damage was that there was a complete depressurization of the sonardome aboard the San Jacinto. Lying below the water line of surface warships, sonar domes provide the bulbous shapeto the bows of warships. After the collision the official said the submarine surfaced and communications wereestablished between the ships. Collisions between Navy submarines and surface warships are rare.In March, 2009 the submarine Hartford suffered severe damage to its conning tower after colliding with theamphibious transport ship New Orleans in the Strait of Hormuz. A subsequent investigation found fault for thecollision lay with the commanders aboard the submarine. Source : New York Times

    SHIPYARD NEWS

Shipyard t old t o pay P50M for vessels lossTHE Supreme Court (SC) has ordered the biggest shipyard in the Visayas to pay an insurance firm P50 million for theloss of Superferry 3 in 2000. The SC en banc modified the decision of its Third Division and ordered Keppel CebuShipyard I nc. (KCSI ) to pay Pioneer I nsurance and Suret y Corp ., the insurer of Superferr y 3. The High Court directed KCSI to pay Pioneer P50 million plus six percent interest per year, beginning at the time thecase was filed until the SC decision became final and executory. Both WG&A ( Jebsens Ship Management I nc.) and KCSI were equally negligent for the loss of Superferry 3 , the resolution dated Sept. 18 and penned by

Associate Justice Jose Catral Mendoza for the SC en banc read. The decision came after the SC en banc granted thepetition of KCSI to reopen the proceedings involving claims made by Pioneer. KCSI lodged the petition after the SCThird Division ordered KCSI to pay Pioneer Insurance P329.747 million, representing the salvage value recovered bythe insurance firm from Superferry 3. On Jan. 26, 2000, KCSI and WG&A Jebsens Ship Management I nc. entered into a ship repair agreement for the renovation and reconstruction of Superferr y 3. Before the agreement was signed, Superferry 3 was insured by WG&A with Pioneer for US$8,472,581.78., A firegutted the Superferry 3 while it was drydocked at the KCSIs shipyard in 2000.

After the incident, WG&A declared a total constructive loss and filed an insurance claim. Pioneer paid WG&A P360million in full satisfaction, compromise and discharge of all claims for loss and expenses sustained to the vessel.

Armed with the subrogation receipt, or proof that it had paid the insurance to WG&A, Pioneer tried to collect fromKCSI about US$8.47 million, but KCSI allegedly denied any responsibility for the loss. Pioneer argued that KCSI wassolely responsible for the loss of Superferry since the vessel was in the shipyards premises. But Keppel deniedPioneers claim and argued the insurance firm had no standing to file the request for arbitration.

The SC Third Division, in its Sept. 25, 2009 decision, ordered Keppel to pay Pioneer P329,747,351.91 plus six percentinterest per year from the time the request for arbitration was filed. In granting Pioneers petition, the SC ThirdDivision found that KCSI was solely liable for the loss of Superferry 3 and that WG&A declared the vessel asconstructive total loss. In the en banc ruling, the high tribunal ruled, though, that WG&A and KCSI were equallynegligent for the vessels loss.WG&As negligence was in allowing the welders of KCSI to wield steel plates outside the agreed area, which is therestaurant of the vessels promenade deck.

Had the shipping firm followed the rule, the sparks or the hot molten slags produced by the welding of the steel plateswould not have reached the flammable lifejackets stored at the deck below. KCSI, the High Court said, also failed tosecure a hot work permit. The SC en banc also refused to rule on Pioneers liability to WG&A since the shipping firm isnot a party to the case. Due process dictates that these should be threshed out in a separate action, the SC held.Source : Sun Star Cebu

"It is wrong to misinform the public while facts on the ground are different," said Anvar Rajpar of Seaforth General Agencies Limited. Mr Rajpar said his company which had three vessels stranded at the outer anchorage and oneberthed at the port, were costing him 120,000 US dollars (approx. 188.9m/-) per day.Rajpar who is a member of Tanzania Shipping Agents Association (TASAA ) governing council, said TPA alsofailed to bring the third tug boat from Tanga port after the breaking down of the second tug last week although Mziraytold 'Daily News on Saturday' last weekend the contrary. Mziray also said that Dar es Salaam which is the country'sprime port and serves six landlocked countries has four tug boats hence having only one as faulty could not constitutea crisis. "There is no crisis at the port, we have three tug boats including one from Tanga in operation while the faultyboat has since been repaired," the TPA Corporate Communications Manager, argued."The tug which TPA allegedarrived from Tanga to supplement the defective one never arrived. If it did arrive, then the situation could have beenredressed to some extent. It is not true that the port has four tugs," Rajpar wrote in a strong worded letter of protest to 'Daily Newson Saturday'.Investigations by this paper established that on October 5, the port's Operations Manager, Patrick Namahuta wrote aletter to the Port Manager requesting urgent acquisition of one tug boat from Tanga to save the crisis at Dar esSalaam port."As you are aware of the situation facing this port now, we wish to report that movement of ships (in and out of theport) for ships requiring two tugs ceased since 3rd October, 2012 at about 1800hrs when one of our two tugs,CHATU , suffered a mechanical fault. Only ships with bow thrust (mainly car carriers) are attended by the remainingtug, DUMA," Mr Namahuta said in the letter which was copied to Harbour Master and Commercial and MarketingManager.Stakeholders suspect that some TPA employees were on go slow trying to frustrate the minister of Transport, DrHarrison Mwakyembe's efforts to cleanse the port of crooks who have stolen goods, entrenched corruption andmismanagement at the port authority and Dar es Salaam port. But the authority circulated a press statement assuringport stakeholders that all tug boats are in service hence no reason to panic. "We wish to reassure our customers thatwe have four tug boats available for all shipping activities on a twenty four hour for seven days period unless there is atide restriction." Source : AllAfrica

Tit anic tycoon plans st ake sale t alks for$8 bln gas proj ect

Australian mining magnate Clive Palmer, whos planning to build a modern replica of the Titanic, aims to start talksnext year to sell stakes in a potential $8 billion natural gas project in Papua New Guinea, Bloomberg reports.

Weve had interest from major petrochemical companies who want to joint venture including Exxon Mobil Corp.(XOM) and Chinese companies, Palmer said in an interview. We will talk to them at the appropriate time, likely mid-2013 when field work is scheduled to be completed, he said.

Palmer, who owns a nickel refinery and is developing an $8 billion coal project in Australia, is seeking to tap surging Asian gas demand. Exxon, the worlds biggest oil company by market value, is developing a $15.7 billion liquefiednatural gas venture in Papua New Guinea, among eight such projects being built in the two nations at a cost of about$200 billion.

Exxon looks at a variety of deals, Johan Hedstrom, a Sydney-based energy sector analyst with Bell Potter SecuritiesLtd., said by phone. If they think that Clive Palmer has some licenses that are particularly prospective, they may beprepared to do a deal with him. Exxon doesnt comment on commercial matters, Anna Awasa, a Port Moresby-based spokeswoman, said in an e-mail.Palmer estimates his closely-held Mineralogy Pty has spent A$50 million ($51 million) this year on exploration in PNG,where it holds three licenses. Total SA, Europes third-largest oil company, this month formed an explorationpartnership with Oil Search Ltd. that may lead to another LNG project in the country.

Mineralogys permits cover 43,170 square kilometers (16,668 miles) in the Gulf of Papua, west of PNGs capital PortMoresby. A new estimate on the gas resource will be available late this year or early next, after early studies revealedpotential for 22 trillion cubic feet of gas, Andrew Crook, of Crook Publicity, a spokesman for Palmer, said in an e-mailresponse to questions on Oct. 12.

We are doing more work in the field because the more we develop the project, the better, Palmer said, adding that itmay cost about $8 billion to develop the project. The stake sale size will depend on what we find.

Palmer is holding a dinner in New York on Dec. 4 to unveil the completed design and engineering plans for Titanic II,he said this month in a statement. He plans to sail the ship from Southampton in the U.K. to New York on her maidenpassenger voyage in 2016. Estimates of Palmers fortune vary. He was ranked as Australias eighth-richest man with afortune of A$3.85 billion by BRW magazine in May. Forbes estimated in February that he was worth $795 million. Heisnt ranked on the Bloomberg Billionaires Index.Demand for LNG has seen Asias largest economies agree to buy more than $500 billion of Australian natural gasthrough 2036, even as Sanford C. Bernstein & Co. said this year the world may face an LNG glut in the next eightyears. Theres certainly room for new projects to satisfy that demand, but theres a lot of competition, Bell PottersHedstrom said. Gas is being found with relative ease all around the world. LNG projects in Australia and Papua NewGuinea face increasing competition from countries including the U.S. and Canada. From 2017, it continues to look likea buyers market given the growing number of proposed projects competing for finite longer-term demand, AdrianWood and Kirit Hira, analysts at Macquarie Group Ltd., said in a Sept. 10 report.Royal Dutch Shell Plc, Europes biggest oil company, signed an agreement last year with Papua New Guinea-ownedPetromin PNG Holdings Ltd. to evaluate exploration and development opportunities in the country. Chevron Corp. andWoodside Petroleum Ltd. are among companies developing LNG ventures in Australia, set to overtake Qatar as thelargest LNG exporter by the end of this decade.Palmer, who last year dropped his fourth attempt in two years to sell shares in Hong Kong for his Resourcehouse Ltd.vehicle, said last month he expects to receive $500 million a year in royalties from Citic Pacific Ltd.s iron ore mine inWestern Australia once it reaches full production. East Afr ica holds im mense promise forMaersk Line

Maersk Lines new East Africa Cluster is more than just a name. It is also testament to an important developmentthat is set to continue for many years. Previously known as Kenya Cluster, the name change to East Africa Clustercomes at an important time with East Africa gaining importance as an emerging market. In the commercial structure

of Maersk Line, a cluster is a group of countries within a linked geography that fall under a common managementstructure. The East Africa Cluster includes Kenya, Tanzania, Uganda, Rwanda, Burundi and the worlds newestindependent nation, South Sudan.More than j ust KenyaThis is not just a branding exercise; its about recognising the importance of the other countries, explains Steve M.Felder, cluster top for the rebranded East Africa Cluster. Kenya is and will always be the economic powerhouse of theregion, as well as the largest and most important market in East Africa and the key transit point for hinterland cargo;however by rebranding the cluster we are aiming to strengthen teamwork within the cluster and afford due recognitionto other East African countries, Steve says. Some of these like Tanzania are already large today, and others like theworlds newest country, South Sudan, hold immense promise for the future. South Sudan has an impressive growth rate forecast for 2012 at 7.2% (as per EU statistics). Uganda has a growthforecast of 6.7%, and new oil discoveries here make it an increasingly interesting market. Most importantly, Tanzaniais growing in importance in terms of market size, hinterland transit and volumes, says Steve. It currently represents

around 30% of volumes for the cluster, and as a transit hub it serves Rwanda, Burundi, northern Zambia and easternDR Congo. Its population is nearly the same as Kenyas at 43 million, but right now Tanzania is enjoying higher growthrates (6.7% against Kenyas 5%).Synergies and teamw orkSteve has a positive outlook for the future of the region. East Africa as a region holds immense promise, withincreasing political stability and high economic growth rates, he says. We will continue to strive for providingexcellent service to our customers, providing opportunities for global commerce in all countries in East Africa. East Africa Cluster is currently Maersk Line and Safmarines third largest cluster in Africa (after Southern Africa andCentral West Africa). A.P.
