    Vietnamis a densely-populated developing countrythat in the last30years has had to recoverfromthe ravages of war, the loss of financial support fromthe old SovietBloc, and the rigidities ofa centrally-planned economy. While Vietnam's economy remains dominated by state-ownedenterprises (SOEs), which still produce about 40% of GDP, Vietnamese authorities have reaffirmedtheir commitment to economic liberalization and international integration. They have moved toimplement thestructural reforms needed to modernize theeconomy and toproduce morecompetitive export-driven industries. Vietnamjoined the WTO in J anuary2007followingmore thana decade-long negotiation process. Vietnambecame an official negotiating partner in thedeveloping Trans-Pacific Partnership tradeagreement in 2010.Agriculture's share of economicoutputhas continued to shrink from about25% in 2000 to about 20% in 2010, while industry'sshare increased from36% to 41% in thesame period. Deep poverty has declined significantly andVietnamis working tocreate jobs to meetthe challenge of a labor force that is growing bymorethan one millionpeopleevery year. The global recession has hurt Vietnam's export-orientedeconomy, withGDP in 2009-10 growing less than the 7% per annum average achieved during thelastdecade. In 2010, exports increased bymore than 25%, year-on-year, but the trade deficitremained high, prompting thegovernment to consider administrative measures to limit the tradedeficit. Vietnam's managed currency, thedong, continues to face downward pressure due toapersistent trade imbalance, and, since 2008, the government devalued it by 20% through aseriesof small devaluations. Foreign donors pledged nearly$8 billionin newdevelopment assistance for2011. However, the government's stronggrowth-oriented economic policies have caused it to

    struggle tocontrol one of the region's highest inflation rates, which reached 11.8% in 2010.Vietnam's economy also faces challenges from falling foreign exchange reserves, anundercapitalized banking sector, and highborrowing costs. The near-bankruptcy and subsequentdefaultof the SOE Vinashin, a leading shipbuilder, led toa ratings downgrade of Vietnam'ssovereign debt, exacerbating Vietnam's borrowing difficulties.
