Overall CPG Points

• Summary

– Guiding principals of MPAT must emphasize recognition, mitigation, and/or leverage of national characteristics

– Complexity of the SOP reduces it’s utility

Sustain

• The CCC is currently the only truly multinational component of TE 08. Actively seek out and leverage national characteristics of multinational operations.

– Recognize limitations of multinational operations.

– find and apply mitigation in all aspects of SOP

Improve

• SOP too prescriptive/elaborate to allow flexibility

• Academics– Relate to development of the SOP – Exercise staff with groups for guidance throughout the TE in

order to focus the groups on the SOP by phases – Reinforce use of MNSOP steps throughout the exercise– Focus groups to develop specific areas of the SOP during each

• C5 Plans COA development– Outcome of COA development may reduce cohesion or constrain involvement of some nations

• Ensure balance of partners across all groups/functions of the staff

Sustain

• Presentations by the UN, NGOs and IOs were good and informative

• Involvement and interaction with NGOs, POs, PVOs and donor organization to continue in MPAT

• The CCC functions should continue to be included in the exercise

• Talks on academic subjects were good and should continue

• Lessons Learnt (LL) presentations on Unified Assistance was beneficial and affected countries should make similar presentation in order to bring out their perspectives.

• Host organization was excellent

Improve

• Future conferences members to form more than one composite syndicate of C3FOPS/C5/CCC. CCC was sidelined towards end of conference and considered less regarded

• Short country presentation during ice breaker• Keep presentations short• Clear guidelines and framework to guide group discussion• Include civilian police in future MPAT• Include visits to organizations responsible for early warning for

tsunami, typhoons/cyclones, etc..• Academic subjects should be done in one setting only. However,

there should a break to maintain attentiveness.• Invitations to MPAT events to be sent 2 months earlier to afford

country preparations.• Venue and accommodation be co-located.• Social function be conducted at start of conference to allow

delegates from each country to introduce themselves in an informal setting.

• Presentation on LL for recent UN operations should be organized.

Comments / Recommendations

• Keep weekend free to invest in the local economy• Organize sightseeing visits to places of interest• Billeting facilities to include internet and cooking

arrangements.• Participants advised on bringing personal laptops.

• Participation of diverse cross section of international humanitarian community.

• Realism of scenario (ie using real city names and maps)

• Focus on appropriate operational-level civil-military coordination

Improve

• Humanitarian briefings to focus more on operational planning aspects and their interaction with military.

• Enhance interactive senior civilian/political guidance to MNF/CTF

• Real world case studies on civil-military coordination (ie what worked, what didn’t work from both civ/mil perspectives)

• Information on what topographic maps/scales are available should be listed in scenario documents

• Prepare a map of UN agency residence/work locations (office, workshops, etc). Similar to IDP camp location map.

• Prepare a map of UN and NGO operational and strategic asset locations. Regional offices, warehouses, and logistics hubs.

Action: Being developed over coming 3 years; goal is reduce size “page wise” by 50 % / reduce redundancy
