Residents of Waimea Village voted to pull out of the arbitration process at a special meeting on Sunday night as the levy increase saga at Waimea Village continues to draw out.Around 120 people turned up to hear chairman of the residents committee, Jerry Rowland, give his recommenda-tion which all but three, who abstained, agreed with. They say they went through arbitration last year and have had enough of the process. They feel the increase the own-ers of the village – Michael and Carolyn Wright – are asking for is over the top and unaffordable. They feel the village isn’t making money because of poor management, not low levy fees.It is unsure what the arbitrator will de-cide to do with the announcement, if arbitration is terminated and a resolu-tion isn’t found, going to court is likely.

Michael Wright was contacted but did not want to comment for this article. The dispute between the owners of the village and its residents started in 2010 when the monthly fees paid by the resi-dents was proposed to raise from $80 to $153. The issue went to arbitration where it was ruled that the levies should be increased, to $125 per month.Less than six months later Michael and Carolyn proposed another rate in-crease, to $284, saying they would con-tinue to go back to arbitration year af-ter year until they got the increase they wanted.Residents in the village have told Waimea Weekly they are scared that if the increase was to go ahead that they will not be able to afford the increase on a fixed pension. Earlier this year the frustration of the residents culminated in two vocal protests on the lawn out-

side the village.Councillors, MPs and local community leaders have gone in to bat for the resi-dents, saying the increase proposed by the Wrights are unfair and unjust.Jerry says the meeting was construc-tive and positive. He says the residents will continue to fight for their rights al-though he did mention that he was un-sure what the next step would be. But they were adamant they would not par-ticipate in the process. “We are not go-ing to continue with it, we’ve asked for termination because we don’t want to be a part of it. Our lease agreement states that settlement should be by agreement or arbitration. We always wanted to go by agreement, we opposed arbitration. Their point of view was that an agree-ment had not been reached, but they never tried. They contacted arbitrators before we’d even objected.”

Salisbury has 28 days to challenge closureSalisbury School is set to close at the end of the year, in favour of a co-educational residential fa-cility based in Christchurch. The decision was announced yesterday after-noon and comes despite months of protest and petitions against the school’s closure. But it appears the board, former students and staff are ready for a fight and will continue to op-pose the decision.Salisbury School board chairperson Helen Mc-Donnell has labelled the announcement to close New Zealand’s only resi-dential special school for girls with intellectual im-pairment as “disappoint-ing” and questioned the “deeply concerning” deci-sion to make such a facility co-educational. “Our primary concern has always been, and will continue to be, the welfare of the students who need Salisbury School – both now and in the future,” says Helen. “Many par-ents come to us because their daughters have a proven history of failure in mainstream school-ing – and they are at risk in a co-educational en-vironment.”Salisbury School’s 62 full time equivalent staff, many of whom now face redundancy, were told of the decision at a special meeting held at 2pm with the announcement delivered just before 5pm. Helen disagreed with the Ministry of Education’s

desire to place schools closer to where the girls are from, instead suggesting that they could eas-ily move out of town in the future. “Girls currently travel from all over the coun-try to attend Salisbury, and many would still be required to do so for the North Island and Christchurch facilities. What’s most important is that the school they arrive at is a safe environ-ment for them.”Salisbury School has a notional roll of 80, this

means it is funded to ac-commodate for the learn-ing and living needs of up to 80 girls each year. The Ministry has allowed 28 days for the boards of the affected schools to respond with any final reasons they should not be closed. Helen says the school intends to take full advantage of that opportu-nity. The announcement comes just weeks after the Minis-

try of Education opened the region’s first Maori immersion school at the cost of $4 million right next door.Salisbury School was set to reach its centenary in two years time.Other schools that faced potential closure are Westbridge Residential School in West Auck-land, Halswell Residential College and McKen-zie Residential School. It is believed one of the Christchurch schools and the school in West Auckland will remain open.

Salisbury School is set to close at the end of the year.

Singer lands Christmas gigChristmas has come four months early for teenage singing sensation Hana Tava with the 13 year old set to perform in front of 100,000 people at Coca Cola Christmas in the Park Christchurch.Hana was one of more than 200 per-formers auditioning for a spot at Christ-

mas in the Park. She sung ‘All I want for Christmas is you’, and the judges were impressed, putting her through to the next round of auditions.Earlier this month there was a meeting with the Christmas of the Park organ-isers, which confirmed she would sing ‘Santa Claus is coming to town’ as the opening number on the night with two

other performers. But the downside for Hana, who is the lead singer of high school band Fire With-out Permit, is that her fellow band members will have to watch from their television screens after they initially en-

tered together to cement the role. “Jacob [King] from the band put us forward but they asked if they could have me in-stead,” says Hana. “But they’ve been re-ally supportive. When I told the band I was in to the auditions they knew that I would make it.”Hana says she was kind of nervous but will have her entire family in Christch-urch supporting her. Because she is singing the opening number, it was likely Hana’s perfor-mance would also be screened live on television. Coca Cola Christmas in the Park Christchurch will be held at Hagley Park on November 24.

Street lamps go in on Queen StThirty-two new LED street lamps will go live on Queen St before the start of October. The current lighting along Queen St within the CBD area falls short of the standard of lighting required in high pedes-trian areas. Tasman District Council com-munications manager Chris Choat says the new white light-ing will look quite different to the current yellow light given off by the high pressure sodium lamps. There is expected to be an over-all energy saving from the new

lamps based on a 30 year life of approximately $35,000.The overall project to replace the old poles and light fittings has a contract value of approximately $221,000 and includes contin-gencies and provisional items. The poles and light fittings re-moved will be stored and re-used on other sites when poles or lanterns are damaged or need replacing. The lights will enhance the safety, security and ambience of Queen St shortly without wait-ing several more years before the streetscape upgrade work.Work begun last week to get 32 street lamps installed

on Queen St. Photo: Phillip Rollo.

Before heading off to Fashion Island this morning, I took a quiet moment to stand out on my deck and take in the gorgeous morning. My garden is waking from its winter hibernation and camellia, rhododendrons and spring flowers are blooming with colour reminding me of an artist’s palette. Monarch butterflies are frolicking around the trees and the birds are singing songs to one another. A perfect start to my day. Heading in to the centre I stop at a few of the stores for a catch up with the teams and even here it is like winter has all but disappeared. The stores have bright spring colours gracing the windows, the phoenix palms are alive with birds and the atmosphere at Fashion Island is energized, awaiting the new day to begin. Spring dresses, pastel jeans, must have summer shoes, beautiful Italian tops, a lunch with a friend-spring definitely is in the air. I look forward to your visit and seeing you here at Fashion Island.

This Father’s DayWhen it comes to gift ideas, fathers have to fight back on Father’s Day according to local businessman Richard Di Leva. “It is time to say no to socks, undies, unhealthy chocolates. Instead, it is time to em-brace the total fun world of fly your own helicop-ters” says Richard. In business for more than two years now, these remote helicop-ters really have taken the world by storm. Easy to fly due to their almost mind blowing onboard computers and the ongoing upgrading of the models now mean this year’s units can squirt water, lift objects, take HD quality movies and fly in four different directions. Some are coming out with single rotor technology. “All this is still combined with the just plain out fun of flying one around the lounge or kitchen and the reaction from family pets is hysterical, especially cats.”Also available now are the outdoor models, which have onboard levellers which help the pi-lot maintain straight and level flight even in a bit of a breeze. The thing that is pleasing most of his customers

Say no to socks and undies!

is the build quality, even after lots of crashes most are still going as good as the day they were bought, so as Richard was keen to point out these are not cheap rubbish! And he has all the spare parts and service equipment right here in Richmond and is open most weekends. So if you would like to be your own pilot Rich-ard and his team are at Richmond Mall this weekend on Saturday and Sunday for demo flights and sales. Prices start from $49 and go up to $199 for the one almost big enough to fly a baby in. It can also be flown after a quick charge straight from the pack. Dad will love you for it. Promise.

The Richmond Volunteer Fire Brigade is cur-rently searching for around ten more volunteers and one of its latest recruits says it is the ulti-mate dream.Jock McDonald always wanted to be a fire fighter but living in Scotland there was no vol-unteer brigade. So when the 23 year old moved to Richmond with his partner last year, he was eager to sign up. Six months on, Jock is now a trained recruit and could not be happier. “We don’t have anything like this back home – it’s either careers or rural. I had been looking to join a brigade and when I came over here and saw the volunteer brigades it was like a dream come true,” he says. “It’s something I’ve always wanted to do.”For Jock, who is a landscaper at Nelmac, the best part about joining the brigade is the amount of friends he has made. “When I first came to Richmond I didn’t know anyone so getting into

the fire brigade and meeting 20-30 people – that was just such a relief. The training is really good, you learn so many new skills and there’s so much that I’ve done in the last six months that I never thought I’d be able to do.”Jock has only attended “one big fire” so far and says it was good to get the monkey off his back. “When it came around, the training just kicked in and you do it naturally. It was amazing to see the other guys in action.”Chief fire officer Ralph Lonsdale says the bri-gade is open to volunteers of all ages. However, they must be over 18 years old to join. Volun-teers must live and work near Richmond.“It’s good to have a nice mix of people. Shift workers are good because they work at night but they’re home during the day. Keen is also good,” he says.To register to become a volunteer fire fighter, visit http://volunteer.fire.org.nz/VolunteerForm.asp.

Robbie’s Bar & Bistro’s new owners will turn it into a beer café.Manager Craig Harrington, who’s father owns the current lease for the site on the corner of Gladstone Rd and Queen St, announced yesterday that its new name would be Robbie’s Beer Café – Home of Harrington’s.The beer café will have a variety of craft beer with mainly Harrington’s on tap. The restaurant will be a steakhouse, with input from Matt Bouterey. Some recipes from the existing menu will remain while others will be added. Craig says the market is changing and that the craft beer market is “definitely” on the move. “There’s a lot of good beer around our country

and they’re not really featuring. A bar like this, we can put a few on tap and they can come and go,” he says.Craig is the founder of the Nelson Harrington’s Brewery, which also had a bar in Queen St. He then joined forces with Dave Barrett and Tracy Banner, eventually reopening the business as the Sprig & Fern.Craig’s restraint of trade ends in De-cember and he says he is ready to get back into the industry. The majority of the existing staff would remain at Robbie’s. However, he indicated that there would be some changes. The restaurant is likely to be open on Father’s Day before closing for four days, prior to opening as Robbie’s Beer Café.

Coastal link underwayThe new coastal link from Nelson to Mapua will be one of the most scenic cycle rides in the entire country according to project manager Stuart Hughes.Three separate contractors have been an-nounced to begin work on completing the Nelson to Mapua segment of the Nelson-Tasman Great Taste Cycle Trail by Christ-mas.The current work will occur between Rich-mond and Mapua with a purpose built sus-pension bridge to be constructed across the Waimea River in the coming months. Access to the bridge will come from Lower

Queen St.This particular segment of the trail will not be open to the public until after an official opening ceremony.A temporary bypass route will go across Queen St for a couple months due to a “no construction” period in the resource con-sent while bird nesting occurs. When the link is finished, it will create a looped track between Nelson City and Ma-pua. The timing of its completion should fall just before summer, which Stuart says will be a key time for the trail to draw tour-ists. “We should have that done for when the masses are here. It’s going to be tremen-dous.”

Cyclists Tim Wareing, Jim Matthews and Fiona Newey of the Great Taste Cycle Trail check out the unopened coastal segment of the trail. Photo: Phillip Rollo.

KEEP WARM THIS WINTER

Wanganui does not want Stuart Murray Wil-son living in their town; most of New Zealand doesn’t want him! So, what about God – does God love him?God’s love extends to all people – there is not one person whom God does not love. In fact, God is in the business of reconciliation and restoration, of reconciling people back to Himself and back to each other. This reconciliation is a tremendous gift of love and forgiveness resulting from the actions of Jesus Christ’s life, death and resurrection. And therefore no one – including someone who has perpe-trated despicable acts – is outside of the reach of God’s love, and that includes Wilson. God’s gift of love, forgiveness, reconciliation and restoration are ex-tended to him as to all people. But love can’t be forced, it can’t be co-erced. God offers the gift of love but if one does not accept that gift it is not actualised. For the gift of love to be complete the receiver of the gift needs to receive it, open it, use it. If I was to give a gift to someone, say a $20,000 pearl necklace (or for a bloke a powerful German made chainsaw), if the receiver never wore the necklace, never used the saw, it is a sign the gift is rejected, never truly received. God offers love to all people and some decide to reject that love resulting in failed reconcilia-

tion with God and society. If a perpetrator has committed despicable acts and does not show re-morse and genuine penitence, if they do not ask for forgiveness and admit they were wrong and ask for help so as to not commit the crime again – it is not that God does not love them but that

they reject God’s love and forgiveness. And in turn they miss out on the ben-efits of God’s love and risk grieving the Holy Spirit while hardening their heart. In the Bible there are stories of people who commit despicable acts. God hates those despicable actions. At one stage king David broke over half of the Ten Commandments in quick succession, including murder. Saint Paul in his younger days did his best to wipe out as many Christians as he could. When these two were confronted with the truth of their wrong actions,

both of them were remorseful, they were peni-tent, they let their hearts become soft and teach-able before God and society and they changed. They displayed signs of rehabilitation and even-tually were reconciled to society and God.God’s love extends to all people. The question for us is do we receive God’s gift of love, or do we reject it? I pray and hope we all have hearts that are soft and receptive to God’s reconciling and life giv-ing love.

Jon Parkes, St. David’s

Presbyterian Church.

Jordy Suckling, Lucy King, Simon Ander-son, Caleb Thompson, Sam McKenzie, Jamie Simonsen and Chris Gray were in two WIS mathix teams that won the re-gional competition last week.

For some running and operating a business would be daunting at any age, but for these 16 and 17 year olds it has been a ball. On Saturday Garin College, along with four other local high schools in the region, set up shop at Nelson Markets as part of the Young Enter-prise Scheme where they had to cre-ate their own business. Although Garin College missed out on the top prize for the day it didn’t stop the students from having fun, selling their products and most of all learning about what it takes to run a good business. Robert Panzer, Top of the South Youth Enterprise Scheme coordi-

nator, was very impressed by all the schools on the day and thought many businesses had potential. The prize for the best business on the day went to Eco Memories from Nayland College. They won a vouch-er for four free market stalls.

Two Waimea Intermediate School teams have won the Nelson Mathix in their respec-tive age groups.Teams in both the Year 7 and Year 8 divi-sions finished top place. The Nelson Mathix was attended by each school in the Nelson-Tasman region and was held at the Motueka High School Hall last Thursday.Teacher Jon Linyard says the school has been working really hard in mathematics and the results of the mathix were positive.Teams of four were picked following semi-competitive inter-class mathix competi-tions. “It’s neat to see results like that,” says Jon.

Local Nelson Dance team ORIGIN has been named to represent NZ at the the Hip Hop Unite World Hip Hop Champs in the Netherlands in October 2012. ORIGIN

are from the wider Nelson/Tasman area and are the only South Island team to be se-lected. To fundraise the nearly $40,000 needed is a massive ask, but something we believe is absolutely worth while. To succeed at the highest level is something these young danc-ers have dreamed, worked hard and focused on for the past 4 years. Now to have this opportunity is a dream come true and a responsibility we don’t take lightly. Origin are training 3 times per week for

2-3 hours each time, as well as fitness training. So many local people and businesses have already supported Origin and we really appreciate the com-munities backing. Com-ing up Stacey’s are hold-ing their summer fashion show on Wednesday 12th September and donating the proceeds to Origin. Along with Cheryl Stacey; Got It Covered, Tasman District Council and Hope Community Church have all been a great support. We have set up a page www.givealittle.co.nz/cause/originworldchamps where Nelsonians can show their support and make a donation. We know every little bit counts, Thank you.You can contact the team on [email protected]

Nothing to lose and everything to gain seems to be the mindset the Waimea College girl’s first XI football team will be taking to Taupo ahead of next week’s national schools championship.Fresh from sealing first place in the Top of the South Women’s football competition courtesy of a 4-0 win over FC Nelson on Sunday, the Waimea College girls are feeling reasonably confident that they can carry their impressive season form onto the national stage. The Lotto Premier New Zealand Secondary Schools Football Championship is contested by the top high school footballing sides in the country. Waimea College has only once reached the top 11, but following a one year hiatus from the competition, the side is ready to finish the season on another high.Head coach Sandy Hamson, who will be stepping down from her coaching role at the tournament’s conclusion, says the squad is well balanced and has benefited from two years together as a collective. “Being a relatively young team what we lack in physical presence we make up in technical ability and a fighting spirit. I think the key this year is that we have a really good balance amongst the girls and they are able to compliment each other with their individual skills and abilities. Over the last three years we have worked really hard on the passing game and keeping our shape, and at times have displayed some fabulous football,” says Sandy. “The girls simply enjoy being with each other and are easy to be around. They want to be there – that makes all the difference.”Personally, she was sad to be leaving the Waimea College football setup. It was likely mentor Joe Green, who played professionally in the UK, would also be stepping down. The draw for the competition could not be much harder for Waimea College, meeting heavyweights Mt Albert Grammar School in the very first fixture. The girls will be hoping to push the multiple time winners closely, and

target strong results in the final two pool matches.Waimea College’s win at Guppy Park on Sunday, as well as tied result between Nelson College for Girls and Marlborough, has left the green and golds with an unassailable lead in the Top of the South Women’s competition. A muddy paddock dictated how the flow of the game went, with plenty of patchy spells throughout the 90 minutes. Nicole Weir slotted the first goal after a timely run with a crossed ball in front of the goal to give Waimea College a 1-0 lead at half time. The second half was a much improved affair with both Annie Evans and Annie Brown getting on the score sheet. With the wind behind them, they were able to pick up the tempo and gradually dominate the half.Nicole was the pick of the players on the day, regularly finding space out on the right. Substitute Megan Oliver linked well with her front field players and sparked the

team into life in the second half. Captain Casey Hamson also had a strong game, in a holding midfield role, controlling the shape and distributing well.It was the first time in close to three years that Waimea College had won the competition. “It wasn’t a pretty display of football and some lessons need to be learnt from today’s game and taken to tournament. We started slow

and just didn’t adjust to the conditions. At tournament we need to settle early and adjust accordingly.”The Lotto Premier NZSS Football Championship begins on Monday in Taupo. The boy’s tournament is being held at Saxton Field in Nelson on the same dates.

Kings of the courtASB Nelson Pine win national club championship for the first time

ASB Nelson Pine has created history, coming back from one set down to claim its first ever VNZ Club Champi-onship – doing it all in front of a packed Trafalgar Centre on Saturday night.Nelson Pine captain and setter Patrick Shone says the win was a “dream” for the Colin Redpath-coached squad. The 2012 team included many former stars of Nelson secondary school scene who had left the region to pursue further study. Patrick highlighted the impact playing in front of friends and family had on the side. “We’ve managed to put a programme together where we can have those players from Wellington join with us, who are originally from Nelson,” he says. “That was one of the factors that made it the ultimate win,

having those ex local players back play-ing in front of their friends and family.”The tournament final was an organis-ers’ dream with the hometown side fac-ing defending champions Sparta. The South Auckland side had been demol-ished by Nelson Pine 3-0 in pool play and the final started in a similar vein with Patrick and Ben “Sticky” Glue, who has recently signed a contract in Sweden, linking well to give the Pines a 25-19 first set win. Patrick says it was important to get off to a perfect start as Nelson Pine looked to further dent the confidence of Sparta. “We knew we had their number, we demolished them in pool play but we always knew it was go-ing to be a final where anything could happen. They’re a very good team and we knew they’d come out all guns blaz-ing.”

Sparta battled hard in the second and third sets, edging Nelson Pine 26-24 and 25-22 as the pendulum swung away from the home side.Knowing it was do-or-die, Nelson Pine regained control to win the fourth set 25-16 and took the fixture to a deciding fifth set, Nelson Pine’s first of the tour-nament.Then from seven points down, Nelson Pine claimed the historic 16-14 win to end the tournament as champions for the first time. There were also plenty of individual ac-colades for ASB Nelson Pine with libero Jack Redpath being named defender of the tournament, Charlie Stewart was named best passer of the tournament while Patrick was named best setter of the tournament to go with his tourna-ment MVP award.

Waimea College has a strong history at the South Island under 15 rugby tournament and with the side going all the way in 2010, there is a little bit of pressure on the latest crop of talent. However, the boys are confident that they have all of the factors needed to continue Waimea’s im-pressive run. This year is the ninth year that the college has sent a team to this competition and every year it competes fiercely with the best co-educational schools from all parts of the South Island. This tournament is seen as an important stepping stone onto the first XV not only for on the field

development but learning to travel and play away from home. This Sunday the team heads to Temuka. The tournament runs from Monday September 3 to September 5 and will feature 27 teams from around the South Island. The team is coached by Bruce McLachlan and assisted by Sean Young and Andrew Woolley. Ricki Hutton is the team’s manager. It has been a big effort for the team to make it to the tour-nament, participating in working bees, finding sponsors and, of course, training hard. The team would like to thank all of their supporters, and

particularly the player sponsors featured below. Keep an eye on the Waimea Weekly to see how the team performs.

29 AUGUST 2012

Public Notices Public NoticesFinal Proposal for Representation Arrangements for the 2013 Local ElectionsOn 19 July 2012 the Tasman District Council considered the submissions received on its initial proposal regarding the representation arrangements for the Council and its constituent community boards to apply for the local elections to be held on 12 October 2013, and in October 2016.The Council received eight submissions on its proposal. Some of these submissions raised matters that Council could not consider under the law.Having considered all of the submissions, Council resolved to adopt its initial proposal as the Council’s final proposal, viz:• Retainthecurrentfivewards, theirnamesandboundaries.• RetaintheMayorwhowillbeelectedatlarge,and13Councillorstobeelectedfromwardsasfollows:twocouncillorsforGoldenBayWard,oneforLakes-MurchisonWard,threecouncillorsforMotuekaWard,threecouncillorsforMoutere-WaimeaWardandfourcouncillorsforRichmondWard.

• RetainthecurrentMotuekaandGoldenBayCommunityBoards,theircurrentboundaries,names and membership;

The Council rejected the matters raised in the submissions for the following reasons:– GoldenBayandMotuekaCommunityBoardsappeartobesupportedbytheircommunities,

as is evidenced by Council only receiving two requests to remove these Boards. – A request to change a ward boundary to move a property into a different ward was rejected

as changes to meshblock boundaries would require Statistics NZ approval, redrawing of the plans and certification by the Surveyor-General at Land Information New Zealand, which could have significant financial costs.

– TwowardcouncillorsforLakes-MurchisonWardonthebasisofanisolatedcommunitywasrejected by the Local Government Commission in 2006, who subsequently enlarged the ward area and reduced the representation to one councillor to comply with Section 19V(2) of the Local Electoral Act 2001. Council is therefore reluctant to revisit this.

– ThetwosubmissionsproposinganewRubyCoastMoutereHillsWard, alongwithitsowncouncillors and community board failed to show Council any evidence that the Ward comprised a separate community of interest requiring separate representation from the currentMoutere-WaimeaWard.Alsothisproposalwouldnothavemetthecouncillor/population ratio under Section 19V(2) of the Local Electoral Act, which would have shown the newwardover-representedandtheresidualMoutere/WaimeaWardwellunderrepresented.

Any person who made a submission on the Council’s initial proposal may lodge an appeal against the Council’s decision. An appeal must relate to the matters raised in that person’s submission.Appeals must be made in writing, and received no later than 4.30 pm on Friday 7 September 2012.Appeals are to be forwarded to:Executive Officer – Strategic DevelopmentTasman District CouncilPrivate Bag 4Richmond7050;Ordeliveredto:TasmanDistrictCouncil,189QueenStreet,Richmond;Or emailed to: [email protected]:035438560Any queries regarding the Council’s decision should be directed to:SandraHartley–ExecutiveOfficer–StrategicDevelopment,Ph.035438554.
