According to the Law on Higher Education, Art. 16, Paragraph 5 (Official Gazette RS, No. 76/05), the National Council for Higher Education (further referred to as the National Council), on its session held on September 11, 2010, has reached the following

D E C I S I O N

1. To adopt the timely submitted complaint of the Faculty of International Engineering Management of the European University in Belgrade, 28 Carigradska Street, as of November 2, 2009, and to revoke the decision of the Board for the Accreditation of Scientific and Research Organizations No.: 612-00-236/2009-04 as of September 4, 2009, which denied the request for accreditation of the study program of Doctoral Academic Studies “Engineering Management” for enrolling three students to the first year of studies, and to reach the Decision to accredit the study program.

The study is carried out in a classical manner without providing distance learning programs. The study program is executed to bear 180 ECTS, for the duration of three years, in the field of technical and technological sciences, (according to the Code on the List of expert, academic and scientific titles, Official Gazette RS, No. 30/07), and awards an official title of the DOCTOR OF SCIENCE (PhD) – ENGINEERING MANAGEMENT. 2. To adopt the timely submitted complaint of the Faculty of International Engineering Management of the European University in Belgrade, 28 Carigradska Street, as of November 2, 2009, and to annul the decision of the Board for the Accreditation of Scientific and Research Organizations No.: 612-00-236/2009-04 as of September 4, 2009, which denied the request for accreditation of the Institution European University, Faculty of International Engineering Management has fulfilled necessary standards for accreditation of higher educational institution, and to pass the Decision on accrediting the European University, Faculty for International Engineering Management in Belgrade, as a higher educational institution.

European University as an independent higher education institution comprising Faculty of International Engineering Management, encircle within its activity both educational and scholar and research work as the components of the single higher education process.

European University has integrated the functions of the comprising faculties and implemented the single policy aiming at constant teaching quality improvement and the advancement of scholar and research work and creativity. Scholar and research work aims at science and creativity development, i.e. teaching quality improvement, scientific youth advancement, student introduction into scholar and research work as well as the creation of tangible conditions for the University operation and development.

European University organized a number of international and domestic scientific and professional gatherings. Scientific cooperation with renowned educational and scientific institutions abroad is one of the basic European University and Faculty of International Engineering Management commitment.

European University, Faculty of International Engineering Management, Belgrade has had a long experience in delivering teaching process at all study levels.

Faculty of International Engineering Management achieves its higher education activity through academic studies at all three levels in educational and scientific field of technical and technological sciences, in the area of International Engineering Management.

The doctoral study program in International Engineering Management has been developed and introduced according to the Law on Higher Education and the Law on Scientific and Research Activity. There have been numerous papers defended at the Faculty of International Engineering Management in its long history. The quality of educated PhDs has been confirmed by their success and acknowledgement, both locally and internationally.

Doctoral studies are executed with the aim to educate highly competent PhDs to involve in the scientific research activities.

The study outcomes are to enable students to consider the development and adopt the application of bases, principles and methodologies of scientific research activities, development of abilities to apply basic methods in solving theoretical and practical problems in the field of energy management, technology innovations, managements of knowledge, and operations management.

By completing the studies the graduate student achieves 480 ECTS (300ECTS+180ECTS) and the expert title of

The main prerequisite for enrolling the study program is the completed undergraduate and graduate academic studies with at least 300ECTS, with other prerequisites of enrollment defined by the Code on doctoral studies at the Faculty of International Engineering Management.

The study program is executed through obligatory and elective courses, study research activities and its duration is three years, with awarding 180ECTS after its completion. Students define their interests through study research activities which contribute to the expanding of knowledge and understanding of the field of their doctoral dissertation.

The active classes are held in the form of lectures, and also as study research activities, term papers and doctoral dissertation, which are dominated by the process of study research activities and actual preparation of the doctoral thesis. The goal of the study research activities is the immediate preparation of students for the research and writing of scientific papers, and also the preparation of the doctoral thesis. Consultations are the integral part of active teaching and they are executed individually or in small groups. Their purpose is to give students instructions in study research activities, the proper use of literature, and the way of writing scientific and expert papers. Tutorial lectures are also organized, where the lecturer instructs the student on the way of using the literature, learning the subject matter, preparing the doctoral thesis, and publishing the collected research results (in expert and scientific papers).

The strategic goal of the academic doctoral study program of Engineering Management is to educate experts to engage in scientific research activities in the technical technological field, as well as to manage companies.

After completing this study program, the Engineering Management PhDs are to be prepared to deal with most complex tasks working in higher educational establishments, institutes, privately-owned and state-owned companies, public institutions, and consulting companies, where they will be able to apply their knowledge, accompanied with modern scientific developments, participating in or leading research and development projects, and managerial teams.

Another goal of the study program is also to educate professionals who are to contribute the execution of strategic policy aimed at sustainable development, as one of the most important global projects.

The previously stated goals of this academic doctoral study program of Engineering Management indicate that this program follows the dynamic changes in modern environment and constantly adapts to increasing needs of companies, state-owned, and other establishments, for competent, expert personnel, educated in this area.

The Faculty of International Engineering Management of the European University has its short-term and long-term work programs and it has been accredited as a scientific research establishment, in accordance with the Law on scientific research activities.

The Faculty of International Engineering Management of the European University possesses teaching personnel, proper facilities, with equipped classrooms and study rooms, for carrying out the study program of doctoral studies.

METHODOLOGY OF SCIENTIFIC AND RESEARCH WORK - 15 ЕСTS

Students will get familiar with organization and methods of scientific-research activities, means of finding necessary information, publishing and assessment of research results. Mastering basic knowledge about scientific-research methods and research techniques aimed at selection of an adequate scientific method, depending on the nature of the examined matter (process).

Course content includes: Ways of thinking, learning, knowledge, science. Scientific method and methodology. Basic phases of scientific research. New cognitive paradigm: systemic holistic approach. Science. Scientific-research activities methods. Problem perception. Cause of research – idea. Information study. Setting-up hypotheses. Basic methods of science – checking hypotheses. Mistakes in scientific method application. Human factor in research. Essentials of creative work. Method essentials of technical development. Research team. Verification, assessment and publishing of scientific and research results.

ELECIVE COURSES 1:

INTERNATIONAL ECONOMICS – 15 ЕСTS

World trade, trends in world trade and its participants, theoretical basis of international economy and trade, integration, globalization, regionalism, global regulation of world trade trends, foreign-trade policy of developing countries and strategic trade policy. Instruments of foreign-trade policy, non-tariff barriers, political economy of international trade liaisons, financial aspects of world trade trends; well-known contemporary schools of economic diplomacy (French, British and Russian schools), decision making in economic diplomacy, practical models of economic diplomacy, interactive liaisons of economic diplomacy between international economy and diplomacy, economic diplomacy and international business negotiations (macro and micro aspect) and Serbian economic diplomacy characteristics and its development perspective.

INTERNATIONAL FINANCES - 15 ЕСTS

Contents and the importance of international finances; Exchange rate, exchange rate theories, factors determining exchange rate, exchange rate reality, and balance, companies and banks' exposure to exchange rate risks, companies and banks' methods of protecting from exchange rate risks, foreign-exchange market, balance of payment. International financial, monetary and banking systems (The International Monetary Fund, The World Bank, regional banks, international business banks). International financial markets and the process of creating unique European financial market (local debt markets, international bank market, international securities market, Euro market, off-shore financial centers); International capital flow (debenture stock, foreign investments, corporative decisions about foreign investments); Systems, means and instruments of payment in international business (documentary letter of credit, payment collection, bank transfer, check, bill of exchange, letter of credit); securing payment in international business (bank guarantee, securing export loans, actual legal provisions).

TECHNOLOGIES AND INNOVATIONS – 15 ЕСTS

Studying the course provides the student with clear understanding of the importance of innovations in exploitation of new scientific and technological advancements and creation of new business models which enable commercialization of technology transfer. Strong focus is put on technology transfer from university to research centers towards industry, and also between industrial partners. Political and sociological debates about the importance of technology transfer through university will be discussed. Students will get familiar with characteristics and limitations of traditionally vertically oriented internal innovations. Students will be presented with the new way of using existing external technologies aimed at internal development, i.e. creating values by using external technologies, as well as use of its own innovations as a part of created value. True patent value depending on business company model. Optimization of its exploitation by sale, purchase or partnership. Flaws and traps of the syndrome called “it’s not ours”.

GLOBAL MANAGEMENT OF TRANSNATIONAL COMPANIES - 15 ЕСTS

The course goal is acquirement of students’ competences and academic skills on global and transnational business – managing business in foreign countries, analysis of competitive environment, exploitation of new technologies, global and transnational strategies.

Training students for application of techniques and contemporary methods, as well as active and independent activities in areas which are closely related to analysis and practice of managing operations in multinational corporations.

Course content includes: Globalization and new world economy. Global management development. Globalization concept – current and future trends. Transnational actors and international organizations in global politics and environment problems. Global logistics and management of global strategic human resources. Expatriate management. Transnational, global and international business strategies. Technology strategy. Strategy focus. Competitive environment analysis. International management – leadership.

OPERATIONS MANAGEMENT – 15 ЕСTS

Origin and development of operations management. Importance of operations management. Main functions. Concepts and techniques of operations managing. Specific characteristics of operations management in certain branches of economy. Efficiency and effectiveness of industrial processes. Strategic and operational managing of technologies and technology transfer. Sustainable development, new technologies and reengineering. Managing production, procurement, distribution, supplies, storage and quality control. Best available technology in accordance with principles of sustainable development. Applications of operations management in oil refining industry – primary and secondary processes. Importance of operations management, from energy, ecology and production aspect.

ELECTIVE COURSES 3:

PROJECT MANAGEMENT– 15 ЕСTS

The course includes basic and advanced concepts of managing projects. Students will be informed about international standards in development and management of various projects. Students will get familiar with managing projects of high technology world companies through actual examples. Also, the understanding of key variables in project management and improvement of personal qualities which are essential for successful project management. Developing students’ ability to use basic techniques and tools, communication and information technologies and their application in the process of project management. Expected outcome is the knowledge of the certain success factors in managing projects and the ability to prepare a project report.

MANAGEMENT OF KNOWLEDGE– 15 ЕСTS

The course goal is to inform and enable students to analyze and understand problems of engineering or scientific task by applying management of knowledge, and as a result of that research to gather and control a suitable team of employees with adequate knowledge, to use the existing knowledge and experiences, as well as active improvement of their knowledge through efficient delivery of information by all available resources aimed at finding rapid and precise solution of the particular engineering or scientific task. Students will be trained to apply collective knowledge of the whole organization in order to achieve specific organizational objectives and to motivate their employees to constantly improve their skills with a view of increasing productivity of an engineering or scientific establishment.

DOCTORAL DISERTATION – SCIENTIFIC RESEARCH ACTIVITI ES 1 - 30 ECTS

Course goal is the application of basic, theoretical, methodological, scientific, expert and expert-applicable knowledge, methods and the latest achievements from the SCI list magazines, which are used for solving particular problems within the subject of the doctoral dissertation. The student studies a problem, its structure and complexity, carries out analysis and synthesis and defines possible ways for its solution as a part of the defined topic for the development of doctoral dissertation. In this part of studies, student’s activities are aimed at acquiring necessary experiences to independently define the problem structure and find out ways for its solution. The course outcome is student’s preparation for independent application of previously acquired knowledge from various scientific fields and using it for solving a particular problem. Students expand their knowledge of a specific scientific field through independent use of literature and gain knowledge using temporary tools and techniques for solving practical problems.

The course content is formed for each student individually, according to the students needs for further development. Students examine professional literature for defining possible solutions of a given problem through preparation of:

a) research methodology which will be applied in the development of doctoral dissertation,

b) precise definition of basic scientific contributions which are envisaged while developing the doctoral dissertation.

The result of this activity is the development of the introductory paper, accompanied with topic exposition for the development of doctoral dissertation, which is defended in front of the three-member Commission, assigned by Teaching-Academic Council, as suggested by the department.

The student carries out required research, related to doctoral dissertation topic (laboratory research, field-work and similar). Main sources of professional literature, which the student uses to carry out a research as a part of doctoral dissertation, include scientific magazines from the SCI list.

Students expand their knowledge of a specific scientific field through independent use of literature and gain knowledge using temporary tools and techniques for solving practical problems. The course content is formed for each student independently, according to the students needs for further doctoral dissertation development. The student studies professional literature and carries out required research which are related to the topic of the doctoral dissertation (laboratory research, field-work and similar). Main sources of professional literature, which the student uses to carry out a research as a part of doctoral dissertation, include scientific magazines from the SCI list.

DOCTORAL DISSERTATION - DEVELOPMENT AND DEFENSE – 2 0 ECTS The candidate is approved to submit finished doctoral dissertation and to approach the defense after having successfully and independently written the doctoral dissertation in the field of Technical-technological Sciences – Engineering Management, which they chose on the occasion of the enrollment of doctoral studies, on condition that the candidate had previously published at least one paper in a scientific magazine from the SCI list, as a result of the doctoral dissertation development. While writing their doctoral dissertations, students should have in mind that the dissertation includes usual titles and chapters: Title, Introduction, Work Hypothesis and Research Goal, Materials and Methods, Work Results, Discussion, Conclusion and Bibliography.

DOCTORAL DISSERTATION DEVELOPMENT AND DEFENSE

Doctoral dissertation is a genuine and independent scientific work that contributes to the development of the scientific thought, and by methodology and the degree of its contribution to science it is suitable for determining the candidate ability to act in the selected scientific field as an independent researcher.

A student explores the problem of their interest; processes research outcomes and present them in the form appropriate for publishing.

When the mentor approves of the completed paper, candidate is free to bind doctoral dissertation.

Bound doctoral dissertation has to meet the European University’ Faculty of International Engineering Management prescribed standards:

a) Cover - Same as the title page

b) Title page - University name – European University

- Faculty name – Faculty of International Engineering Management

- Place - Belgrade

- Doctoral dissertation title

- Type of paper – Doctoral dissertation

- Candidate name, father’s initial, family name

- Mentor: name and family name, title

- Place - Belgrade, year

c) First page after the title page - Doctoral dissertation title

- Abstract up to 1,800 letters

- Key words: up to 10 words

d) Second page after the title page - Doctoral dissertation title in English

- Abstract in English up to 1,800 letters

- Key words in English: up to 10 words

A candidate will submit five copies of the bound doctoral dissertation with the application for doctoral dissertation defense.

DOCTORAL DISSERTATION ASSESSMENT PROCEDURE AND MEETING THE REQUIREMENTS FOR THE PUBLIC DEFENSE

The Faculty of International Engineering Management Council will appoint the Commission for Doctoral Dissertation Assessment and Defense.

(The Commission consists of minimum three faculty members and researchers of adequate scientific title).

The Commission will forward the doctoral dissertation assessment report to the Council

The Council approves of the report and both doctoral dissertation and the Commission report will be placed in public.

If during this period there are no objections to the Commission report or doctoral dissertation itself, the Faculty of International Engineering Management Council will adopt the report and forward it together with the doctoral dissertation to the European University Senate that will approve of the doctoral dissertation public defense in front of the appointed Commission.

European University – Faculty of International Engineering Management will inform the public about the date of the doctoral dissertation public defense. (The date is determined together with the candidate, mentor and the Commission members).

DOCTORAL DISSERTATION DEFENCE

The Commission for the doctoral dissertation defense, appointed by the Council, will elect the chairman who will open the public defense and present the data about candidate and the doctoral dissertation procedure.

One of the Commission members will read the report of the Commission regarding the doctoral dissertation assessment and then the chairman will instruct the candidate to present their doctoral dissertation within 20 to 30 minutes, together with the conclusions obtained during the research.

After the candidate’s presentation, the chairman will instruct the Commission members and the mentor to pose the questions to the candidate.

After the doctoral dissertation defense and the candidate’s answers to the posed questions, the Commission will withdraw to reach the final decision.

Considering the candidate’s presentation, their answers to the questions and the doctoral dissertation itself, the Commission will made the decision and announce that the candidate "has defended" or "has not defended" their doctoral dissertation.

The person having defended doctoral dissertation will be conferred the scientific degree of

Doctor of Sciences (PhD) – International Engineering Management

By defending doctoral dissertation, the candidate is entitled to the promotion. PhD promotion will be performed by the Rector of the European University

Promotion is held once a year.
