Chad Jennings, Chair of the Board of Ordained Ministry. 9. VOTING RIGHTS MOTION. Rev. Chad Jennings moved the enabling motions. In accordance with Paragraphs 604.1 and 605.7 of the 2016 Book of Discipline, Rev. Chad Jennings moved the following enabling motions to allow the 2020 Clergy Session/Executive Session to do the business of this body via a Zoom webinar platform with votes taken on the VVoter system. The bar of the Clergy Session will be set by the registration process and attendance on the Zoom webinar platform and the VVoter system; the bar of the clergy executive session will be those present on this Zoom Webinar with the following understanding: voting privileges for the 2020 Clergy Session are as follows: Clergy in full connection – both elders and deacons – may vote. (¶602.1a) Provisional members may not vote at clergy session. (¶327.2, 602.1b) Those associate members and local pastors who serve on the Board of Ordained Ministry do have the privilege of vote in the clergy session. (¶602.1.c,d) Other associate members and local pastors may not vote. (LP: ¶316.6; AM ¶321.1) In addition, lay members of the Board of Ordained Ministry may vote on the business of this clergy session. (¶602.6, 605.7) Voting shall be done by the VVoter electronic system, for which each eligible clergy person has received a unique identifier. Only persons using their voter-unique identifier will be permitted to vote. The voter-unique identifier relies on the technology of the digital platform process and will not be independently monitored by human eyes unless a proper challenge is made to the qualifications of a given voter and this challenge is recognized by the presiding officer. Seconded and adopted. 10. MOTION. Rev. Chad Jennings moved, in accordance with ¶605.7 of the 2016 Book of Discipline, the following persons be given permission to be present at the clergy session with voice but no vote: Director of Ministerial Services Lisa Steel; Bishop Haller’s Executive Secretary Diane Brockmeyer; Executive Secretary to the Cabinet Wendy Lubkeman; Conference Secretary Nitza Dovenspike; Conference Chancellor John Moorlach; Rev. 8. PURPOSE OF CLERGY SESSION. Rev. Chad Jennings, Chair of the Board of Ordained Ministry.

9. VOTING RIGHTS MOTION. Rev. Chad Jennings moved the enabling motions.

In accordance with Paragraphs 604.1 and 605.7 of the 2016 Book of Discipline, Rev. Chad Jennings moved the following enabling motions to allow the 2020 Clergy Session/Executive Session to do the business of this body via a Zoom webinar platform with votes taken on the VVoter system. The bar of the Clergy Session will be set by the registration process and attendance on the Zoom webinar platform and the VVoter system; the bar of the clergy executive session will be those present on this Zoom Webinar with the following understanding: voting privileges for the 2020 Clergy Session are as follows: Clergy in full connection – both elders and deacons – may vote. 12. EXAMINATION REPORT. Rev. Scott Keele Kober moved the election of those recommended for election to full membership and for ordination as elder in full connection (BAC #32, 34). 12.1. Candidates were introduced and examined by the Bishop.

12.2. All were elected, welcomed into the body and membership in the annual conference, and prayed for by the Bishop.

13. REPORT. Rev. Timothy Bonney reported those who are continued as provisional members (BAC #29). Approved.

14. REPORT. Rev. Dr. Dennis Tevis celebrated the ministry of elders retiring (Business of Annual Conference (BAC #53). Approved.

15. REPORT. Rev. Dr. Dennis Tevis celebrated the ministry of Associate Members retiring (BAC #54). Approved.

16. REPORT. Rev. Dr. Dennis Tevis celebrated the ministry of a pastor from another conference who has been faithfully serving in Iowa.

17. REPORT. Rev. Dr. Dennis Tevis celebrated the ministry of Local Pastors retiring (BAC #56).

18. APPOINTMENTS IN LESS THAN FULLTIME (BAC #72.a; BAC #72.b). Rev. Dr. Dennis Tevis. Approved by 2/3 votes.

Legislative Session Saturday Morning - July 18, 2020

1. WELCOME. Bishop Laurie Haller.

2. OPENING WORSHIP. Liturgists: Rev. Ron Carlson, Rev. Melissa Drake, Rev. Dr. Jaye Johnson.

3. CALL TO ORDER. Bishop Laurie Haller called the 177th Session of the Iowa Annual Conference at 9:15 a.m.

4. ANNOUNCEMENTS. Nitza Dovenspike, Conference Secretary gave instructions on the voting process with the electronic voting technology followed by practice votes.

5. DATES FOR ANNUAL CONFERENCE. Nitza Dovenspike, Conference Secretary, announced dates for annual conferences: June 4-6, 2021 and June 3-5, 2022, in Des Moines, with specific site to be determined.

6. ANNOUNCEMENTS. Nitza Dovenspike, Conference Secretary, gave instructions on the use of Zoom webinar and email during the legislative session.

7. ENABLING MOTION. Rev. Brian Oliver, Chair of Business and Agenda, moved the organization of annual conference.

1. That the working agenda for the 2020 session of the Iowa Annual Conference be the agenda which most recently has been made available electronically to members of this annual conference session. 2. That the bar of the Annual Conference session will be set by the registration process and attendance on the Zoom webinar platform and the VVoter system, the bar shall include all Clergy Members and all duly elected or appointed Lay Members or their properly seated alternates. a. Voting shall be done by the VVoter electronic system, for which each eligible member has received a unique identifier. Only persons using their voter-unique identifier will be permitted to vote. b. The voter-unique identifier relies on the technology of the digital platform process and will not be independently monitored by human eyes unless a proper challenge is made to the qualifications of a given voter and this challenge is recognized by the presiding officer. 3. That the following persons be allowed to be in attendance during the Session: Those in The 2016 Book of Discipline ¶32; persons occupying the following positions with voice and no vote: Rev Gary Haller, Bishop Deborah Kiesey, clergy from other denominations serving in the Iowa Conference, staff of the United Methodist Foundation, and those persons outlined in The 2016 Book of Discipline ¶¶602.9 and 602.10; to the persons occupying the following positions with no voice and no vote: Conference staff from: the Episcopal Office, Administrative Services, Communications, Partner District offices, Connectional Ministries, Brad Kiesey, those assisting with the operations of the Zoom Webinar and VVoter technology, and others with approval of the Assistant to the Bishop or the Business and Agenda Chair, unless already outlined by our Rule of Order 1060.10.

8. MOTION. Rev. Brian Oliver moved the suspension of Rule 1040.20 to limit debate on all matters to two speeches for and two speeches against with a time limit of two minutes for each speech. Adopted by 2/3rd majority vote.

9. MOTION. Rev. Brian Oliver moved the suspension of Rules 1020.25 and 1020.30 and adoption of the following: “At the conclusion of all business published in PCM and Agenda, other items for consideration may arise from the floor if time permits. (Rule 1020.15) However, the presiding officer may rule any item out of order which the presiding officer deems unnecessary, after due consultation, to the continued functioning of the Annual Conference until the next Session.”. Adopted by 2/3rd majority vote.

10. PRESENTATION. Rev. Cephas Davis on behalf of the Iowa United Methodist Church Black Ministers Caucus.

13. TREASURER’S AND CFA REPORT. Conference Treasurer, Maggie Biggs and Rev. Jon Disburg, Chair of Conference Finance and

Administration reported on the current church membership and financial reality.

14. MOTION. Lanny Hillyard, chair of the Conference Nominations Coordinating Committee, moved the suspension of Rule of Order 1015.35 (1) in order to allow for action on the Nominations Final Report during our one-day legislative session. This rule requires a 24-hour period in which to make nominations after the initial Nominations Report. Adopted by 2/3rd majority vote.

15. NOMINATIONS Coordinating Committee report. Lanny Hillyard, presented the 2020 Annual Conference Ballot and opportunities for

service.

17. BOARD OF PENSION REPORT. Rev. David Peterson, Chairperson of Board of Pensions. 18. LEGISLATIVE ACTION. Rev. David Peterson moved Action Item# 601. Adopted. 19. MOTION. Rev. David Peterson moved to adjourn the Board of Pension session and reconvene 2020 Iowa Annual Conference. Adopted.

22. MOTION. Rev. Dr. Jacqueline Thompson moved to recess the Iowa Annual Conference session to allow the Iowa United Methodist

WHEREAS the church conference of the Gilman United Methodist Church voted on June 26, 2020, to close the church; and

WHEREAS the district superintendent, in consultation with the local church, has recommended the closing of the Gilman United Methodist Church and transfer of membership to Laurel United Methodist Church; and

WHEREAS the superintendent, in consultation with the local church, has recommended that the property be sold.

WHEREAS the church conference of the Huntington United Methodist Church voted on August 11, 2019, to close the church; and

WHEREAS the district superintendent, in consultation with the local church, has recommended the closing of the Huntington United Methodist Church and transfer of membership to Dolliver United Methodist Church; and

WHEREAS the superintendent, in consultation with the local church, has recommended that the property be sold.

WHEREAS the consent to close has been granted by the presiding bishop, a majority of the district superintendents, and the district board of church location and building; and all proper Disciplinary requirements have been complied with;

THEREFORE, BE IT RESOLVED, that the Huntington United Methodist Church be closed effective September 1, 2019, and the property be transferred to the Trustees of Iowa Annual Conference. Resolution Adopted.

44.3. Rev. Ron Carlson, District Superintendent North Central District, presented the resolution for the closing of Seeds of Faith United

Methodist Church Property Matter – Resolution for the Closing of the Seeds of Faith United Methodist Church of Lester, Iowa

WHEREAS the Seeds of Faith United Methodist Church of Lester, Iowa (“Seeds of Faith UMC”), located in Lyon County was founded in 1889;

WHEREAS on August 7, 2019, upon learning of the unauthorized attempts by Seeds of Faith UMC to transfer the real and personal property of Seeds of Faith UMC to another entity, the Bishop and majority of District Superintendents, under Discipline Paragraph 2549(3)(b), declared exigent circumstances warranted that title to all Seeds of Faith UMC property should vest in the Conference Board of Trustees;

WHEREAS, pursuant to that certain Settlement Agreement and Release of Claims dated on or about December 20, 2019, the Conference Board of Trustees, for valuable consideration, resolved claims against the former officers and members of Seeds of Faith UMC;

WHEREAS, on or about December 20, 2019, the Conference Board of Trustees authorized the sale of the real and personal property of the former of Seeds of Faith UMC to Seeds of Faith Community Church located in Lester, Iowa;

THEREFORE, BE IT RESOLVED, that Seeds of Faith UMC be closed effective August 7, 2019. Resolution Adopted

Methodist Church Property Matter – Resolution for the Closing of the Ticonic Methodist Church

WHEREAS the Ticonic United Methodist Church located in Monona County was founded in 1898 and has a long and proud history; and

WHEREAS the church conference of the Ticonic United Methodist Church voted on May 13, 2020, to close the church; and

Methodist Church Property Matter – Resolution for the Closing of the Mount Zion United Methodist Church

WHEREAS the Mount Zion United Methodist Church located in Wapello County was founded in 1869 and has a long and proud history; and

WHEREAS the church conference of the Mount Zion United Methodist Church voted on September 15, 2019, to close the church; and

WHEREAS the district superintendent, in consultation with the local church, has recommended the closing of the Mount Zion United Methodist Church and transfer of membership to Blakesburg United Methodist Church; and

WHEREAS the superintendent, in consultation with the local church, has recommended that the property be sold.

WHEREAS the consent to close has been granted by the presiding bishop, a majority of the district superintendents, and the district board of church location and building; and all proper Disciplinary requirements have been complied with;

THEREFORE, BE IT RESOLVED, that the Mount Zion United Methodist Church be closed effective October 1, 2019, and the property be transferred to the Trustees of Iowa Annual Conference. Resolution Adopted.
