GENERAL OVERVIEW

According to town records the property described in this report encompasses approximately 1,779 acres.

Located in the north central part of Belvidere and partly in the southern portions of Bakersfield and Montgomery, the property starts at an elevation just under 2,000 feet and encompasses the highest terrain of the Cold Hollow

Mountains. A ridgeline extends through the property from south to north with elevation varying from 2,830 feet to

3,330. This ridge is located in the center of the property dividing it into an eastern and western half for vehicular

access. There are no public highways that extend to the property with the only legal access west of the Rattling Brook over a 2.1 mile Right-Of-Way from route 109, through the Mann property into the eastern portion of the property.

With the assistance of the County Forester, the ROW was laid out and a truck road constructed in 1980 using Federal

cost share money. The western side of the property has historically been accessed by way of a 1.4 mile truck road along the North Fork of the Lamoille River. This road travels through four ownerships leading to a log landing. A

winter skid trail continues for another ½ mile to a sub landing. Finally of an overgrown logging trail after ¾ mile

reaches the southern boundary at an elevation of just over 2,100 feet. Although this access was last used to log this

part of the property nearly 45 years ago, the owner does not have a legal Right of Way for access so use of this road for future management is uncertain and would require great expense to construct. Most of the property is high

elevation forest (lowest point approximately 1,988 above mean sea level) characterized by mountainous steep

topography. Historical use has been for forest crops with no evidence found indicating a homestead or past agricultural use. The property was acquired by the owner around 1980 with the largest part (Belvidere) previously

owned by Northeast Timber Company. The last harvest operation was conducted around 2004 in the eastern one

quarter of the property. Removals concentrated on the more accessible timber and timber of high quality resulting in a residual forest that has been high-graded and a residual stocking of trees considered unacceptable for future

growing stock. Bruce Barnum of Wildworks Woodland Management was initially contracted to collect the required

information and produce a report as part of a Heavy Cut Application in the Fall of 2011. Additionally the owner was

interested in enrolling the property into the Use Value Appraisal program, resulting in a post-harvest forest inventory with the results described in this report.

INVENTORY PROCEDURE

2012 Pre-inventory Review: A Garmin 60CSx GPS receiver was used in 2011 to obtain coordinate data at the

southeastern corner of the Montgomery lot (town line), the northeast corner of the Belvidere lot (town line) and along the easterly boundary line, the southeastern corner and points along the southern boundary line of the Belvidere lot.

Using bearings and distances from a 1981 survey done by John H. Thetford & Associates together with the gathered

GPS data, the lot was mapped onto the “COLD HOLLOW MTS” USGS topographic map (1986) and the “COLD

HOLLOW MTS SW and SE” Orthophotomaps (September 2, 2011) using the Mytopo “TERRAIN NAVIGATOR PRO” 9.1 GPS mapping software. With this information the property was laid out on a grid based on WGS84 UTM

grid coordinates as well as uploaded into the GPS unit to aid with the inventory.

Field Review: Over the course of ten days a series of random traverses over some 43 miles were made within the

property. Four of the days involved review onto and over the ridgetop with the rest around various portions of the

property. Inventory points were taken randomly along the way as well as mapping changes in forest types.

Growing Stock Data was gathered by variable radius plot sampling using a 10 basal area factor (BAF) prism. Only trees containing a minimum merchantable product of one 8’ pulp log to a top diameter of 4” dib (diameter inside bark)

or greater were tallied as part of the growing stock. All tallied trees were measured and recorded by species, dbh class

(diameter breast height), the number and type of merchantable 8’ products, and coded for one of the following condition classes as an indication of stand quality:

AGS: Acceptable Growing Stock includes trees of vigor, with the capability of producing now or in the future at

least one eight-foot sawlog.

UGS: Unacceptable Growing Stock includes trees incapable of ever producing sawlog quality material.

Regeneration Data Sapling data (1.5” to 4” dbh) was gathered by variable radius plot sampling using a 10 BAF prism with each

commercial tree recorded by species and one-inch diameter class.

Seedling data (trees under 1.5” dbh) was obtained by fixed radius plot sampling using a 1/700th acre factor (4.45’

radius) with commercial seedlings within the radius recorded by species and height class.

An effort was made to visit most major property corners as well as intermediate points of the property boundary to

record their position as Waypoints for better positioning of the property. Stored GPS data was downloaded into the GPS mapping software to overlay Waypoints and Track Logs onto the topographic and orthophotomaps. Forest stand

types were then delineated with the GPS mapping software to determine the number of acres contained within each

type.

Post-field Review:

Reference maps include a 1981 compass and tape survey of Erwin A. & Stuart A. Alexander to Charles E.

Aussenhofer in the towns of Montgomery and Bakersfield by John H. Thetford and Associates, Inc. Also a 1981 compass and tape survey of Northeast Timber Co. to Charles E. Aussenhofer in the town of Belvidere

by John H. Thetford and Associates, Inc. Using this information, key corner monuments and boundary points

were found in the field and recorded. Additionally a 2.25” by 20” orange painted steel pipe for the Averys

Gore State Wildlife Management Area (WMA) was found and recorded approximately 200 feet west of the route 118 highway and Belvidere/Montgomery town line sign. A compass reading was taken from the steel

pipe west along a well blazed orange painted line giving a bearing leading to the recorded pins found in the

northeast corner of the Belvidere lot and at the southeast corner of the Montgomery lot. According to the Thetford survey research this is the location of the town line. This confirms that the town line depicted on the

USGS topographic map is incorrectly located with the darker black dashed line track shown on the type map

as the actual location.

A total of 79 points were inventoried over the entire property for an average of 1 plot per 23 acres. A total of

50 points were inventoried on 608.45 acres identified as productive forest land for an average of 1 plot per 12.2 acres. For all points 642 trees were examined and tallied for an average of 8.1 trees per plot. Inventory

points were grouped together by forest type and entered into the MULTICRUISE timber inventory program

to process the growing stock tree data and produce the various estimates described in this report.

A feature of Mytopo “TERRAIN NAVIGATOR PRO” 9.1 GPS mapping software is to synchronize

orthophotomaps from Google Earth as one window within the program side by side to the working map

(topographic map or orthophotomap) that is part of the program. Also waypoints and tracks can be loaded

onto the Google Maps for reference. With this feature all the orthophotomaps from as recent as May 19, 2012 back to May 8, 1995 (black and white) were analyzed and interpreted along with field data to delineate

the various stands within this plan.

STAND 1 DESCRIPTION: This even age mixedwood stand covers the eastern drainage area of the property and the gentle sloping terrain over to the eastern boundary (see type map for location). Stand History: According to the Dept.

of Forest and Parks Cooperator’s Woodland Record, this area was harvested in 1965 with removals described as all

species down to and including 16” dbh also pulping off all spruce-fir over 12”. It also appears from the record that in 1976 a cut of softwood pulp was accomplished. The most recent harvest was in 2004 involving removals of all of the

merchantable softwood along with most of the high grade yellow birch and other hardwoods leaving a forest that varied

widely in stocking density. Some areas of the stand to the north and east saw little to no harvesting as they got further

from the landing. With the regeneration more than adequate, a Heavy Cut permit was obtained from FP&R in the Fall of 2011 to harvest the overstory and release the regeneration as part of a second cut of a three cut shelterwood.

Harvesting was done during a part of the winter of 2011-12 and is not yet complete. Stocking of Total Growing Stock

(TGS) overall is around the B line or adequate stocking density level based on the stocking chart for mixedwood stands (USDA Forest Service Research Paper NE-603 “Silvicultural Guide for Northern Hardwoods Types in the Northeast”

(revised)). At this level of stocking diameter growth per tree and volume growth per acre will be at optimum

production capability with competition minimal. One of the greatest components of this stand is white birch which

showed slow growth rates of 14 rings per inch (3.8%) on an 8” tree and 14 rings per inch (2.7%) on an 11” tree. Growth rates were similar on balsam fir at 13 rings per inch (2.7%) for a 12” tree and at 20 rings per inch (1.8%) for a

10” tree. AGS accounts for 60% of the total basal area but is positioned well below C line on the stocking chart

ranking quality of the stand somewhat poor. Insects and Disease includes logging injury with decay. Many of the white birch observed displayed decline or were recently dead. No invasive plant species were found in this stand during

the course of the field review. Regeneration: Stocking of seedlings are less than adequate with 246 stems per acre

considered advanced (1-2’+ for softwood and 4-8’+ for hardwood). Also stocking of sapling trees (1”-4” dbh) for the future forest is less than adequate with 6 square feet or 139 trees per acre.

TREATMENT: is to manage for quality sawlogs and pulp using even-age management techniques to an 80 year rotation. With the high grading practices of the past the current stocking of AGS is less than C line or minimal stocking

density for continued management of the stand. In the stand prescription key of the USDA Forest Service Research

Paper NE-603 for even-age management, this condition leads to prescription I: “Acceptable growing stock is inadequate. Plan to regenerate the stand with, strip cutting or shelterwood cutting”. Some areas have been cut

intensively resulting in a high degree of regeneration while others were more lightly thinned when quality sawtimber

size trees were lacking. The following treatments are proposed: An overstory removal is prescribed in areas of poor stocking (less than 50% crown cover) and acceptable regeneration is more than 350 stems per acre. Protect and maintain

seedling and saplings for the future forest as well as younger pole size trees. In areas harvested prior to 2004 where

regeneration is thick and advanced, only remove those few overtopping trees where they exist. Where little to no cutting

had occurred in the 2004 operation, a shelterwood harvest to establish regeneration will be employed. Leave trees that appear to be windfirm and mechanically strong to provide shelter. Protect and reserve established seedlings and sapling

trees (0.5” -3.5”) as well as pole size trees (3.6” – 10.5”) The final removal cut will be delayed to approximately half the

rotation schedule (80 year rotation) to maintain aesthetics. Removals should include all mature white birch, balsam fir and any cankered/defective beech along with mature and defective sugar maple or soft maple trees. Residual basal area

in the shelterwood areas will be variable ranging from 35 to 55 square feet per acre. Schedule treatment in 2015.

STAND 2 DESCRIPTION: This even age hardwood stand is situated on the eastern sloping terrain of the Cold Hollow ridge at the lower one-third of the slope (see type map for location). Stand History: According to the Dept. of

Forest and Parks Cooperator’s Woodland Record, this area was harvested in 1965 with removals described as all

species down to and including 16” dbh. Evidence of the logging was noted throughout most of this stand but it was scattered in nature. The 2004 harvest operation concentrated on the high grade sugar maple and yellow birch bypassing

the pulp trees. This has produced variability in the forest with large areas of stocking at or below C line. With the

regeneration more than adequate, a Heavy Cut permit was obtained from FP&R in the Fall of 2011 to harvest the

overstory and release the regeneration as part of a second cut of a three cut shelterwood. Harvesting was started in the winter of 2011-12 and still needs to be completed. Stocking of Total Growing Stock (TGS) overall is just above B line

or adequate stocking density level based on the stocking chart for hardwood stands (USDA Forest Service Research

Paper NE-603 “Silvicultural Guide for Northern Hardwoods Types in the Northeast” (revised)). At this level of stocking diameter growth per tree and volume growth per acre will be at optimum production capability with

competition increasing. Growth rates were somewhat below average at 10 rings per inch (3.0%) from an increment core

boring of a 14” yellow birch to 14 rings per inch (3.3%) for a boring of a 9” sugar maple and 14 rings per inch (3.0%)

for a boring of a 10” sugar maple. Quality of the stand is somewhat below average with 44% of the total basal area composed of AGS and positioned well below C line on the stocking chart. Insects and Disease includes logging injury

with decay. Many of the yellow birch observed displayed decline or were recently dead, possibly due to repeated winter

storm injury. No invasive plant species were found in this stand during the course of the field review. Regeneration: Stocking of seedlings is adequate with 420 stems per acre considered advanced (1-2’+ for softwood and 4-8’+ for

hardwood). Stocking of sapling trees (1”-4” dbh) for the future forest is less than adequate with only 1 square feet or 45

trees per acre.

TREATMENT: is to manage for quality sawlogs and pulp using even-age management techniques to an 80 year

rotation. The high grading practices of the past have created a stand where stocking of AGS is less than C line or

minimal stocking density for continued management of the stand. In the stand prescription key of the USDA Forest Service Research Paper NE-603 for even-age management, this condition leads to prescription I: “Acceptable growing

stock is inadequate. Plan to regenerate the stand with clearcutting, strip cutting or shelterwood cutting”. Much of the

the stand well below C line and regeneration more than adequate, a Heavy Cut permit was obtained from FP&R in the Fall of 2011 to harvest the overstory in areas where regeneration was plentiful and advanced. The operation was

completed in the winter of 2011-12. Stocking of Total Growing Stock (TGS) overall is well below C line or minimal

stocking density level based on the stocking chart for mixedwood stands (USDA Forest Service Research Paper NE-603

“Silvicultural Guide for Northern Hardwoods Types in the Northeast” (revised)). Insects and Disease are none. No invasive plant species were found in this stand during the course of the field review. Regeneration: Stocking of

seedlings are excellent with 1,048 stems per acre considered advanced (1-2’+ for softwood and 4-8’+ for hardwood).

STAND 4 DESCRIPTION: This even age mixedwood stand lies in the North Fork valley on the western sloping terrain of the Cold Hollow ridge in the southwestern area of the property (see type map for location). The upper reaches

of this stand are more open and glade like with thick ground cover of Hobblebush and spinulose wood fern. Access is

from the Belvidere Village on Route 109 over a 1.4 mile truck road through approximately four ownerships along the

east side of the North Fork of the Lamoille River. The truck road ends at a log landing, then another ½ mile of winter skid trail to another sub landing, then another ¾ mile through an overgrown trail to the southern boundary line. This

trail continues into the lot and was the only route found during the inventory on either side of the brook that accesses

the property. The trail does not appear on the 1981 Thetford survey so it is likely that it is not a legal Right of Way. Stand History: According to the Dept. of Forest and Parks Cooperator’s Woodland Record, this area was harvested in

1969 with removals described as all merchantable beech, yellow birch, soft maple, hard maple and white ash. During

the inventory, numerous stumps and remnants of logging trails were found throughout The record also shows that some

timber stand improvement work was done in 1974 with FIP (forest improvement program) federal cost sharing funds. Stocking of Total Growing Stock (TGS) overall is just above B line or adequate stocking density level based on the

stocking chart for mixedwood stands (USDA Forest Service Research Paper NE-603 “Silvicultural Guide for Northern

Hardwoods Types in the Northeast” (revised)). At this level of stocking diameter growth per tree and volume growth per acre will be at optimum production capability with competition minimal. Growth rates were below average at 20

rings per inch (2.6%) from an increment core boring of a 9” white birch to 17 rings per inch (2.4%) for a 10” white

birch to 13 rings per inch (3.6%) for a 9” white birch to 10 rings per inch (3.8%) for an 11 inch yellow birch to 14 rings per inch (3.3%) for a 9 inch balsam fir. Quality of the stand is average with 51% of the total basal area composed of

AGS. Insects and Disease includes scattered top damage and dieback from storm damage on birches and Nectria

canker on beech. No invasive plant species were found in this stand during the course of the field review.

Regeneration: Stocking of seedlings are excellent with 1,163 stems per acre considered advanced (1-2’+ for softwood and 4-8’+ for hardwood). Stocking of sapling trees (1”-4” dbh) for the future forest is less than adequate with only 6

square feet or 131 trees per acre.

TREATMENT: is to manage for quality sawlogs and pulp using even-age management techniques to an 80 year

rotation. With the stand currently at B line for stocking and access both difficult and cost prohibitive at this time, no

treatment is scheduled for the duration of this plan.

STAND 5 DESCRIPTION: This even age mixedwood stand lies on the mid elevation steep sloping terrain

surrounding the Cold Hollow ridge at an elevation from approximately 2,400 feet to 2,700 feet (see type map for

location). The stand is a variation of the “Montane Spruce-Fir” where the composition of balsam fir and

spruce species is a lesser component overall but some inclusions can be found throughout the stand where

spruce-fir is dominant. In this area the hardwood trees tend to be low in stature and gnarly with boles

generally sixteen feet in length before spreading into massive crowns. The terrain is very steep in slope with

very shallow soils throughout and numerous rock outcrop shelves. Stand History: It is likely that at one time this stand

was part of stand 6 above with a higher composition of softwood but past disturbances such as logging, fire, or

storm events such as the 1938 hurricane allowed paper birch or heart-leaved paper birch Betula papyrifera

var. cordifolia to replace the softwoods. Paper birch quickly becomes established and can persist for a long

time following a disturbance, but where soils are stable, spruce and fir will ultimately dominate. The paper

birch is now at maturity and showing signs of decline with age ranging from 60 years to over 110 years. Spruce-fir is

also slowly returning as noted in the regeneration tally of 1,439 stems per acre of spruce-fir seedlings. Stocking varies

within this stand from areas of dense unbroken mixed softwood/hardwood cover to semi open glade areas where seedling/sapling spruce-fir along with a dense ground cover of Hobblebush and spinulose wood fern lie under mature

white birch with yellow birch to a lesser extent. Total Growing Stock (TGS) overall is below C line or minimal stocking

density level based on the stocking chart for mixedwood stands (USDA Forest Service Research Paper NE-603

“Silvicultural Guide for Northern Hardwoods Types in the Northeast” (revised)). At this level of stocking diameter growth per tree will be at maximum with little competition while volume growth per acre will be below optimum

production capability with the site not optimally occupied. Growth rates were somewhat poor on average at 14 rings per

inch from numerous increment core borings into white birch along with some balsam fir and sugar maple. Quality of the stand is poor with 46% of the total basal area composed of AGS falling well below C line and just 22% of the total

volume per acre contained in sawlogs. Insects and Disease includes dieback of white birch due to maturity or years of

storm damage. Many of the white birch at inventory points had crown dieback with live crown less than 20 percent. No invasive plant species were found in this stand during the course of the field review. Regeneration: Stocking of

seedlings are excellent with 1,439 stems per acre considered advanced (1-2’+ for softwood and 4-8’+ for hardwood).

Stocking of sapling trees (1”-4” dbh) for the future forest is less than adequate with only 1.25 square feet or 25 trees per

acre.

TREATMENT: Review of this stand found frequent large precipitous rock outcrops interspersed with steep slopes

with shallow soils. The majority of this stand’s soil mapping contains Rock Outcrop-Woodstock complex and Woodstock Rock Outcrop complex soils which feature 50% to 80% bedrock along with Londonderry-Straton complex

which also is described as restrictive to bedrock. Measured tree heights were short averaging 42 feet resulting in an

average Site Index for Northern Hardwood of 34 or site class IV non-productive forest. Proposed management would be

to leave the site in its natural state.

STAND 6 DESCRIPTION: This even age softwood stand is described as a “Montane Spruce-Fir forest” and occupies the Cold Hollow Mountain ridge and the sloping terrain on either side mostly from 2,700 feet to 3,300 feet in elevation

(see type map for location). Most of this area was delineated by Vermont Fish and Wildlife Ecologist Eric Sorensen

with some adjustments made during the inventory. The heart of the forest is dominated by balsam fir with spruce and paper birch mixed in to a lesser extent. Moving down the side sloping terrain, white and yellow birch become more

prevalent in the stand. Typical balsam fir average six to eight inches in diameter and 25 to 30 feet in height. Stand

History: During the course of the inventory evidence of past logging was observed on the gentle to moderate sloping

terrain along the ridge-top at the southern portion of this stand. Remnants of a road were noted along with stumps. The Thetford survey includes a copy of a 1913 map showing a road that travels along the ridge to the central peak of the

Belvidere lot and then follows the prominent ridge to the northwest. Tree ages in this area were around 65 years old.

Stocking varies within this stand from large areas of dense unbroken cover, to semi open glade areas where seedling/sapling spruce-fir along with a dense ground cover of Hobblebush, spinulose wood fern and sedges lie under

mature fir and birch, to large open areas where blow down disturbance has occurred and regenerated to thick areas of seedling/sapling spruce-fir. Total Growing Stock (TGS) overall is mid-level C line to B line or minimal to adequate

stocking density level based on the stocking chart for spruce-fir stands (USDA Forest Service General Technical Report

NE-6 “Silvicultural Guide for Spruce-Fir in the Northeast”). At this level of stocking diameter growth per tree and volume growth per acre will be at optimum production capability with minimal competition. Growth rates were poor

averaging 17 rings per inch (3.2%). Quality of the stand is average with a little over half of the total basal area

composed of AGS. Insects and Disease is mainly crown injury and dieback from harsh weather conditions in this

environment. No invasive plant species were found in this stand during the course of the field review. Regeneration: Stocking of seedlings are excellent with 992 stems per acre considered advanced (1-2’+ for softwood and 4-8’+ for

hardwood). Stocking of sapling trees (1”-4” dbh) for the future forest is adequate with 12.6 square feet or 258 trees per

acre.

TREATMENT: The majority of this stand’s soil mapping contains Rock Outcrop-Woodstock complex and Woodstock

Rock Outcrop complex soils which feature 50% to 80% bedrock along with Londonderry-Straton complex which also

is described as restrictive to bedrock. The soil survey only rated forest productivity in the Londonderry-Straton complex showing a site index of 30 for spruce. Measured tree heights were short averaging 33 feet resulting in an

average Site Index for spruce-fir of 28 or site class IV non-productive forest. Proposed management would be to leave

the site in its natural state.

INVASIVE PLANT SPECIES These are non-native plants that often initially colonize disturbed areas spreading aggressively over time into

neighboring habitats, out competing native plants and eventually reducing plant and animal diversity. No invasive plant

species were found during the course of this inventory.

SOIL AND WATER RESOURCES

Generally the majority of the property (85%) contains forest type soils that are on moderately steep to very steep sloping

terrain, with stones on or near the surface and vary from poorly drained to well drained with varying depth to bedrock resulting in frequent rock outcropings. (See soil map and legend) Where the terrain is sloping, there is concern with soil

erosion following activity with machinery. Any activity on these slopes where complete removal of vegetation and

forest litter material (main skid trails) has exposed bare mineral soil should be stabilized with waterbars to prevent soil loss and discharge into streams. Areas within 25 feet of streams must be seeded and mulched to prevent discharge. In

the low lying areas along the perennial brooks, soil drainage varies with some areas poorly to very poorly drained.

These areas tend to be wetter year round especially during wet summers. Soil rutting/compaction and root damage are a

concern in these areas and so work is best done on frozen ground.

There are several perennial brooks and numerous intermittent (seasonal) brooks on the property with associated

wetlands. These areas serve a variety of functions and therefore provide an important resource to the property and beyond. To protect these areas and maintain water quality, no harvesting equipment is allowed within a 25 foot margin

along the stream with little to no harvesting within a protective strip of 50 feet. On sloping terrain greater than 10% the

protective strip increases (see the protective strip width guide in the booklet “Acceptable Management Practices for

Maintaining Water Quality on Logging Jobs in Vermont”) Temporary crossings of these brooks should be minimal and carefully placed at the narrowest portions where the banks and approaches are firm and well drained to support

machinery. Brush and/or poled ford material must be removed once logging is completed.

Source: The soils map found within this report along with the mapping unit symbols and names were obtained from the

USDA Natural Resources Conservation Service Web Soil Survey. Mapping of soils differ between Belvidere (Lamoille County) and Bakersfield/Montgomery (Franklin County) because of the county division that divides a soil

mapping survey project. The science and personnel change from one project to another causing these changes.
