FROM THE COMMANDER: Members and staff at VFW Post 9401 have not been idle during the past 2 months. The sweltering summer days seem only to have energized our permanent desert dwellers. We have a revamped kitchen with a superb new stove as its centerpiece. Thank you, Luke Peterson, for coordinating the process with volunteers and employees under the guidance of the Post House Committee: 1st Year Frank Emery, 2nd Year Stephen Salisbury, and 3rd Year Owen Johnston. And a big ‘thank you’ to those brawny Men’s Auxiliary members who stepped up to bring the extremely heavy new stove into the building. The House Committee also oversaw upgraded electrical work throughout the Post. All the work was completed with no disruption of our popular Friday night dinners. On July 21st we said good-bye to Harry Ballard with some sadness mixed with celebration as he prepared to move to Idaho to be close to family. Harry has been a member of VFW Post 9401 for many years. He has carried out a variety of roles quietly, competently, and in a no-nonsense sort of way. He was presented with a plaque commemorating his years as Post Adjutant. September heralds the beginning of the busy Fall season at the Post. A Remembrance Ceremony will be held in London Bridge Park at 9:00 AM on September 11th. The Post contributed $250.00 for a flag to be included in the ceremony at the 9/11 Memorial. The National POW/MIA Recognition Day will be held at the Post on September 20th at 3:00 PM. Comrades, Sisters, and friends will assure that those held as prisoners of war and missing in action are never forgotten.

We are proud to be the hosts of the VFW Department of Arizona’s Fall Conference on October 5th, 6th , and 7th. Dinner will be available for the visitors at the Post on Friday and Saturday. I know Post members will assure that they feel very welcome in our city by the lake.

October will be an especially busy month with many Post activities sponsored by the Men’s and Ladies Auxiliaries. See information in this newsletter regarding a seminar by Lietz-Fraze Funeral Home on October 23rd. And the whole city will be celebrating the 50th year of the founding of this Most Patriotic City in America! The Life-Legacy Raffle, a project of our Past Post Commanders, will very soon result in a drawing that will reward a comrade in good standing with a Life or Legacy Membership. With the imminent increase in dues, this is an opportunity for a lucky comrade to experience significant additional savings. Finally, I would remind Post members that we are always happy to hear from anyone with even a little time to donate to our efforts as an organization with the primary purpose of serving our veterans and their loved ones. Planning for the Veterans Day Parade on November 11th will get underway in September. This event – so profoundly meaningful to us at the VFW – can be even more memorable when we actually play a part in the event. Please talk to me or any of the Post officers to learn where your time and skills might help to further that mission and many others that occur through the coming months. It’s been a long hot summer, but we are looking ahead to some exciting events we have scheduled for October and November. We are making strides in increasing Post revenues and controlling costs during this, our slower season. We are looking forward to our cooler Fall and Winter seasons; and the added business our winter visitors will bring. We have purchased a new commercial stove which should increase the efficiency of the kitchen.

Thank you to all our Comrades and Sisters who support our Post every day by joining us to enjoy a good meal and socialize. Please think about paying your dues early to avoid the January 1 increase. SPECIAL NOTICE -- ABOUT THE VFW DUES INCREASE The Post voted to raise our dues to $40 effective January 1, 2014, in compliance with National Headquarters. The first dues notice mailing by National was completed July 26th. • The $10 annual membership dues increase passed overwhelmingly by the delegates attending the 2013 National Convention and takes effect January 1, 2014. • There is no action needed at the Post level as the National Per Capita tax increase will be automatically added to their post dues on January 1, 2014. The Post’s portion, as well as the Department’s portion of the dues will remain the same. Instead of paying $20 to National for new & recovered (reinstated) members it will cost the post $30 for each annual member starting January 1, 2014. Reinstated members are now called "Recovered" members. Same thing, just different name. • Subscription dues begin January 1, 2014. Example: National processes your new annual member on August 13, 2014, his membership is good until August 14, 2015. • The Life Member installment fee will increase from $35 to $45 January 1, 2014. This is the only difference in Life Members, everything else remains the same. (Both the annual dues increase and the LM installment increase should be used to encourage the Life Member (LM) installment program). On January 1, 2014 the increase will take effect. Tired of paying dues every year? Inquire about Lifetime membership. We now also offer a Lifetime member installment program (12 monthly payments). The chart below breaks down the Lifetime Membership options. BE IN IT TO WIN IT Life Membership & Legacy Life Membership Raffle Rules The rules are subject to change and are currently established by Past Post Commanders. The purpose of this raffle is to provide an opportunity for all comrade members in good standing of VFW Post 9401 to win a Life Membership or Legacy Life Membership. The first block of tickets will be available on July 1, 2013. 1. There will only be fifty (50) tickets made for each raffle. 2. Each ticket costs ten dollars ($10.00). 3. The comrade's name and contact number must be PRINTED on the back of the drawing ticket. PRINT behind your name: CM (Continuous Member), LM (Life Member), LGB (Legacy Life Bronze) or LGS (Legacy Life Silver). 4. Drawing tickets and money shall be place in an envelope and placed into the Quartermaster's lock box (DAV Office) daily. 5. The Post Quartermaster shall be responsible for the receipts and disbursements of all raffle monies. The Quartermaster will notify the Post Commander when fifty tickets are sold and establish a date and time for the raffle. 6. A new raffle sale of tickets will began immediately after a block of fifty tickets are sold or in the event the raffle fund contains more than five hundred dollars ($500.00). 7. The announcement of winner will be done at the next Post Meeting (First Thursday of The Month). The winner will receive a Life, Bronze Legacy Life, a Silver Legacy Life or a Gold Legacy Life Membership based on their current status. 8. Should there be monies left over after purchasing membership(s), it will be rolled over into the next raffle. Any Past 9401 Commander may request a meeting of the Past Post Commander Committee regarding this raffle by filing a written request with the Post Commander setting forth an agreed date, time and location of the meeting. Greetings everyone! We’ve made it this far through the summer and hopefully the worst is over. Nice rain and lightning show last night (8/18). OMG! If you missed Christmas in July Redneck Christmas Dinner & Show you missed a fantastic function. Cannot praise enough the job done by Jim & Linda Smith, Colleen, and the fabulous entertainers. I suggested their show was good enough to take on the road (except, of course, we don’t want to lose them). Dinner by Luke, Gayle, and Mary was wonderful. Servers Yolanda and Jewels did a great job. Also, thank you to the following for going above and beyond: John Maze (busser), Wyatt and Gail Harrington, Pauline, “Bad Santa” Charlie, Bob, Lerissa, Dan, Evelyn, and our bartenders Joyce and Lisa. Hopefully I didn’t forget anyone. Great job. The professional background scenery was designed and built by Richard, and he made it so it folds up for storage and transport and we can re-use it for other functions, such as Western Days. Our annual Tuesdays in August “Celebrity Guest Bartenders” started off with a bang. The Post (Comrades), LAVFW and MAVFW all did a fantastic job. Thanks to all who participated by being guest bartenders and by supporting their efforts. And, of course, thanks to our volunteer bartenders who gave up their time to be there for them as supervisors. And believe me, some of them needed a lot of supervision. Good time was had by all. You are all such good sports. On a personal note there are not enough words to express my gratitude and appreciation for the support I’ve received from our membership. From my personal problems recently to my fabulous surprise birthday party Friday night. You are all amazing friends and “family”. Thank you from the bottom of my heart. See you at the Post. Harry J. Ballard, II (Perhaps ) has moved to Idaho to live with his daughter. He says he’s going to become a “snowbird” now. We had a lovely combination Happy Birthday and send-off for him on July 21, 2013, thanks to our Commander and Past Post Commanders. He will not only be missed – he is already missed. There are not enough ways to thank him for all he has done for our Post over the years he has been among us. He was never idle and was always doing “something” for the Post. Thank you Sweetheart!

Just a note to let everyone know that I made the transition to Pocatello safely and without any problems (the teddy bear worked). Wish to thank all the Members and Post for my Going Away Party as it meant a lot to me and will never be forgotten. I miss the Post and all the Friends I have met and have known. Still carry my Key Card in my shirt pocket and hope to become a Snow-Bird in time. Again, Thanks for all the wonderful years and best of memories !!!

FROM THE ADJUTANT Thank for the opportunity to serve you as your Post Adjutant. I have often been asked what the Adjutant does for the Post. Therefore I will start this year giving to you the following direct from your National Constitution and By-laws and manual of procedure:

Duties of the Post Adjutant The duties of the Post Adjutant are set for forth Section 218 (a) (6) of the Manual of Procedure. Among the duties of the Post Adjutant he shall:

a) Be the official corresponding officer for the Post and shall attest to all official communications and reports with his signature.

b) Under the direction of the Commander, prepare all reports and returns required of him. c) Maintain the books and records in a legible and uniform format. Record keeping by electronic

means may be used, provided a back-up is maintained. Books and records shall be available for inspection by authorized officers and Post members at all reasonable times. Unless authorized by the Post to remove such books and records from its facilities, they will be kept at the Post facilities.

d) The Post Adjutant shall maintain the following records: 1. A copy of the original application of every member admitted to the Post. 2. Minutes of each Post meeting after correction and approval. 3. All current orders of circulars issued by the Commander-in-Chief, the National Council

of Administration, the Department Commander, the District and/or County Council Commander (if applicable) or the Post Commander.

4. A correspondence file. 5. A file containing a copy of the proof of eligibility submitted by officers pursuant to

Section 216. e) Maintain a current copy of the By-Laws, Manual of Procedure and Ritual of the Veterans of

Foreign Wars of the United States and copies of the By-Laws of the Post, Department, District and County Council (if applicable).

f) Transfer to his successor, without delay, all books, papers, records, monies and other records and property of the Post in his possession or under his control.

g) Comply with and perform all duties required of him by the laws and usages of this organization, applicable By-Laws and orders from lawful authority and perform such other duties as are incident to such office. Sections 215 and 216, of the National By-Laws and Manual of Procedure provides that Post officers, elected and appointed, shall be eligible to hold any office in the Post provided that proof of eligibility has been submitted and verified by the Post Commander and Post Adjutant. Post officers shall not be installed or assume the duties of their office until proof of eligibility has been submitted and properly reviewed. Such proof of eligibility shall be open to and reviewed by the Commander, Adjutant and Quartermaster prior to installation to office. In the event an elected or appointed officer fails to submit proof of eligibility within sixty (60) days of election or appointment, any right of the officer to hold office shall be forfeited and the office declared vacant and the eligibility qualifications of such officer shall be questioned in accordance with provisions of Section 108 of the By-Laws. In addition to these By-Law requirements, the Adjutant shall, within 30 days of becoming aware of, submit

to the VFW Headquarters, at 406 W. 34th Street, Kansas City, Missouri 64111, a list of the changes of address and report deaths which have occurred in the Post. It is the responsibility of the Post Adjutant to keep the mailing list of the Post accurate at all times. If a Post member complains they are not receiving the magazine, the Post Adjutant should see that the correct name and address are on file at VFW National Headquarters in Kansas City, Missouri. The Adjutant must also keep a roll of all Post officers at each meeting and see that the following information is incorporated into the minutes of each Post meeting:

1. A list of all persons accepted for membership at each meeting. 2. A list of persons rejected for membership at each meeting. 3. A brief recapitulation of the important items for committee reports, including the name

of the originator of the report. 4. A record of all motions, including the names of initiators and second in the resulting

action (and all other actions of the Post). 5. Provide the Quartermaster with the properly approved and prepared orders for the

disbursement of funds. 6. Form 4208, Post Quartermaster’s Detail of Receipts and Disbursements, for each

meeting. 7. A summary of the disposition of all correspondence as directed by proper authority.

House Committee News

Some major work has been done to improve your Post home. The kitchen was stripped down and completely cleaned and painted. A new stove was installed and all of the other equipment was taken out and professionally cleaned. Special thanks go to Luke and Gayle for all of their hard work and, also, the Monday golfers who were there to help get the new stove in. So, when you’re in the Post take a look and see how nice the kitchen looks. We also had a lot of electrical work done so the lights are much brighter and we will not be blowing circuits when we plug in extra equipment. Thanks to all who helped in this endeavor. TRICARE Prime Coverage Update

As of October 1, 2013, multiple TRICARE Prime Service Areas around the country will be eliminated and TRICARE Prime will no longer be offered to military retirees who live more than 100 miles from a military treatment facility (MTF) or Base Realignment and Closure (BRAC)

site. The approximately 171,000 affected beneficiaries will automatically be switched to TRICARE Standard, the often more expensive fee-for-service plan. Those who live in a Prime Service Area that is being eliminated, but within the 100 mile radius, will have the option of reenrolling in Prime by waiving their drive time standards. Active duty personnel and dependents will be able to remain on Prime. Letters explaining the change were sent out to all impacted TRICARE beneficiaries last February and March and another round of letters is supposed to go out beginning this month through September. The House-passed version of the National Defense Authorization Act (NDAA) would allow all retirees currently receiving Prime to remain eligible indefinitely as long as they continue to live in the same zip codes, and only enforce the changes to the Prime Service Areas for new enrollees going forward. The VFW supports this fix to the plan and will continue fighting to get it into the Senate version of the NDAA. For TRICARE Prime and other updates, click here.

Update on Affordable Care Act and VA/TRICARE With coverage standards under the Affordable Care Act or ACA going into effect January 2014, (IRS penalties have been delayed until 2015), VA wants veterans to know the facts. If you are enrolled in VA, you will receive a letter through the mail informing you of your coverage and that you meet the “minimum essential coverage” required under the law. The health care law does not change VA health benefits or veterans’ out-of-pocket costs. Letters are being mailed in priority group order beginning with priority group 1 through 8. The mailing should be completed by the end of October. Veterans covered by VA with family members who are not enrolled in CHAMPVA should use other private insurance (via an employer) or choose coverage within the Marketplace/State Exchanges which will be open for enrollment October 2013. TRICARE beneficiaries will also be seen as having minimum essential coverage and DOD will inform the IRS of all individual beneficiaries who have TRICARE based on the information listed in the Defense Enrollment Eligibility Reporting System (DEERS). It’s important that social security numbers for all family members are accurate in DEERS including any children using TRICARE programs. There are some exemptions within the law. Mojave Desert Memorial Cross has stood in honor of our American war dead for over 75 years. Join us in the "Run to the Cross" and support reinstating the Mojave Desert Memorial Cross to its rightful home. The Veterans Memorial was erected on public lands in the Mojave Desert to acknowledge the sacrifice of life, liberty and pursuit of happiness paid by our fallen soldiers, sailors and Marines.

AUGUST CELEBRITY GUEST BARTENDERS CONTEST

In August Post 9401 hosts “Celebrity Guest Bartenders” where our past and present Post and Auxiliary officers, together with other members, work “volunteer” shifts. On consecutive Tuesdays during August, our Celebrity Guest Bartenders work behind the bar serving our Post members, wearing some sort of costume of his or her choosing. Our “Guest” bartenders are mentored (and assisted) by our real volunteer bartenders.

On Tuesday August 13, Commander McDermott broke out her “Boonie” hat and “Dog Tags” from her service in Vietnam with the Army Medical Corp. She hadn’t seen these items in 45 years since her return from that conflict.

On August 20, the Ladies Auxiliary Celebrity Bartenders entered the competition and on August 27 the Men’s Auxiliary Celebrities put forth their best efforts to collect the most tips for their prompt & excellent service behind the bar. All tips are tallied and the unit receiving the most tips $$$ chooses which VFW-LAVFW Charitable Program will receive the total of all “tip” donations “Tip Jar Stuffing” was permitted and encouraged.

Thank you to ALL our Member Volunteers, past and present Post and Auxiliary Officers, and of course, our “regular volunteer bartenders” for donating their time and efforts to this fun event and worthy cause. There are far too many of you to name here, but you know who you are and we appreciate you more than we can say! And THANK YOU to all our “BIG” tippers; and there were many. Your generosity is appreciated beyond words! It’s all in fun and benefits our veterans and their families.

Special Thanks to our Canteen Manager Lynda Rogers for her steadfast efforts in keeping track of and scheduling all our volunteers for this event.

PRESIDENT’S PAGE Dear Sisters,

A very sincere thank you to all Sisters who have already paid their dues for the 2014 year, making the tremendous job of our Treasurer / Membership Chairman Dallas Emery just a little smoother. Let’s see if the rest of us can help make our Auxiliary 100% before December 1st. An idea, why not consider becoming a Life Member and giving up the worry of paying your annual dues.

Thank you to all Sisters and Comrades who supported the Ladies Auxiliary during the Guest Bartender competition. A very special “Thank You” to all that donated their valuable time and hard work during this event. It was a spectacular time.

Thank you to all of the donors who donated school supplies for “Heathers Closet” which reaches out to the Havasu homeless children. We look forward to working together with Heathers Closet in the future to help our homeless Havasu children.

A big heartfelt thank you to all that helped out with the District 8 meeting. Lunch was a huge success and we had an enormous amount of great ideas.

Our annual September 11th Remembrance Ceremony will be at 9:00am at the Memorial at London Bridge Park. Mark your calendars for October 19th @ 4:00pm for our annual Oktoberfest. Tickets are $10.00 and can be purchased at the bar. We will have traditional Oktoberfest food prepared by Sister Hilde Wilkinson. See you there.

Just a reminder, if you are overrun with aluminum cans or plastic bottles, your auxiliary is collecting these items and recycling them to use the proceeds to prepare for our annual Christmas Baskets. The baskets are used for the Needy Children project. You can drop off your collections at the Post. Thanks again for all you do to support our Auxiliary! Very soon our out of town friends will be returning and we will experience the busy season once again. With that comes a need for additional help for the many upcoming functions at the Post. If you have a skill or just want to help, take a look at the events calendar and please try to lend a hand, as you know many hands make for a lighter load. Also if there are functions you have been involved in bring your ideas to the house committee meeting so we may benefit from those ideas.
