Effective immediately, each Adjutant General (TAG) may nominate eight (8) Soldiers or recruits and each Civilian Aide to the Secretary of the Army (CASA) may request nominations four (4) Soldiers or recruits for Guaranteed Reserve Forces Duty (GRFD) scholarships. a. TAG nominations consist of 2 scholarships for 4 years, 2 scholarships for 3- year advance designee (3AD) and 4 scholarships for 3 years or less. b. CASA nominations consist of 1 scholarship for 4 years and 3 scholarships for 3 years or less. c. The Minuteman campaign consists of two phases: (1) Phase I will begin on 15 March 2019 with a deadline of 30 September 2019 for fall semester 2019 scholarship benefits starts.

(2) Phase II will begin on 1 October 2019 with a deadline of 1 December 2019 for spring semester 2020 starts. Spring start nominations may be used during phase I.

d. There will be no open season in this year's campaign, however campus based GRFD scholarships are obtainable at the program level based on available funding.

e. USACC will not process GRFD Nursing major nominations for the ARNG.

f. Applicants nominated for a 4-year scholarship must meet the minimum SAT score of~ 1,000 or ACT of~ 19.

g. Nominations for 3.5-year scholarships count against 4-year allocations.

h. The Three-year Advance Designee (3AD) Scholarship is a 4-year scholarship awarded to an incoming college freshman that pays the last 3 years of benefits provided that the applicant successfully passes the first year. The first year is a probationary year; the 3AD recipient receives no financial scholarship benefits during the first year. TAGs may substitute 3AD nominations for 3-year nominations.

i. TAGs may transfer allocations to another TAG with prior coordination through the USACC Recruiting, Marketing, and Incentives Division. TAGs who transfer nomination allocations to another TAG/State will not receive replacement nomination allocations.

j. CASAs may not transfer allocations to another CASA. Only State leadership, no lower level than the Officer Strength Manager, may contact a CASA seeking nominations for ARNG Soldiers or recruits. USACC will process CASA nominations on a first come, first serve basis until a CASA's allocations are exhausted.

k. States must indicate that the nomination is part of the Minuteman Scholarship Campaign in the remarks section of the NGB Form 594-1. USACC RMID tracks scholarship nominations, execution, and updates the field on a monthly basis as to the number of nominations exhausted and the remaining available nominations.

3. The Minuteman nomination process is a collective effort between the States, the Cadet's PMS, and the ROTC Brigade staff. If the nominated Cadet's school is located outside of the State making the nomination, the ROTC brigade will assist. A TAG or CASA receives credit for a nomination regardless of where the Cadet attends school.
