On behalf of the entire staff we would like to thank you for participating in the “Grand Daddy” of all race weekends! This year’s running of the Eastern States 200 Championship race weekend will be shortened to a two-day event due to COVID 19 restrictions.     GENERAL INFORMATION

    • All competitors and crew members must have their wrist bands on at all times. If you are found without your wristband you will be asked to leave the pits and must purchase a new one. NO EXCEPTIONS!

    • It is very important that crew members and drivers pay strict attention when moving through pit

    area. Please be aware of race cars and safety equipment at all times. The wearing of facial masks will be required when leaving your pit area or moving about grounds.

    • Teams that are using ATV’s or Golf Carts, must have a registration sticker on the unit at all times.

    On ATV’s: one (1) person ONLY on the unit. For Golf carts: one (1) person for each seat available. There will be a zero-tolerance rule in effect for the entire weekend. Anyone found abusing the privilege, will have their unit removed from the fairgrounds for the rest of the weekend. NO Golf carts, ATV’s or Motorcycles will be allowed in the infield area with the exception of Saturday morning ES 200 pit set up for qualified cars. There will be an ATV parking corral outside of 3rd turn pit gate area.

    • At NO TIME is it acceptable for any crew member to go onto the track. Anyone who does

    not abide by this rule will be removed from the fairgrounds for remainder of weekend, and the car they are affiliated with may be disqualified for entire event. For Saturday’s 75 lap 358/SBM race no 2-way radios will be permitted. For Saturday’s 200 lap race ONE (1) Spotter will be allowed to enter the ½ covered Grandstand for this race event only.

    • EMS emergency ambulance is located in the first turn area, if you have a need for assistance.

    • Any questions that arise for any event should be directed to the Pit Steward, Steve Burega. Any

    tech questions or issue that arise should be directed to tech inspector, George Johnson.

    • All line ups will be posted at the pit tower and on Facebook.

    • All cars must go over scales prior to their Time Trials.

    • At the completion of Friday’s qualifying, all NON qualified Sportsman cars MUST leave the infield pit area. You will be allowed to park in a designated upper lot if you choose. The front row of pit area, spots #1- #41a must be totally clear of vehicles by nights end. Failure to move out will result in vehicle being towed at owner’s expense. NO EXCEPTIONS. If you have a question on this matter, see the Pit Steward at the conclusion of the day.

    GENERAL RACE INFORMATION

    ALL DIVISION TIME TRIALS WILL STAGE ON PIT ROAD

    • SPORTSMAN Time Trials on Friday: Will be conducted under 6 groups qualifying format. You

    must go over scales prior to Time Trials. If you miss your scheduled slot for time trials, you will be placed at the rear of your heat race. Groups will be determined by random pill draw. Fast

    timer from each group is locked into the 50 lap Crate Sportsman Eastern States Championship event based on time posted. Top 6 will NOT be required to run heat races. Balance of time trialers will qualify through heat or last chance races

    • SMALL BLOCK MODIFIED Time Trials on Friday: Will begin after the completion of Sportsman time trials. You must go over scales prior to Time Trials. If you miss your scheduled slot for time trials, you will be placed at the rear of your heat race. Time trials will be individual and the order will be based on earlier HOT LAP times. 6 fastest qualifiers will be locked into the 75 lap 358/Small Block Modified Eastern States Championship on Saturday. The balance of the time trial results will set the heads up heat line ups.

    • MODIFIED Time Trials on Friday: will begin after the completion of the SBM Time Trials. You

    must go over scales prior to Time Trials. If you miss your scheduled slot for time trials, you will be placed at the rear of your heat race. Time Trials will be individual and the order will be based on earlier HOT LAP times. The top 6 qualifiers will secure the top 6 spots in the 20 lap “Race for the Pole” to be held later in the evening. The 6 Modified heat winners will join the top 6 qualifiers to fill out the 12 car field for the 20 lap Rapid Tire “Race for the Pole”. The finish for the “Race for the Pole” will lock in the top starters for the 59th running of the Eastern States 200 Modified Championship on Saturday afternoon. If you do not make weight or pass tire inspection prior to your time trial session, you will be sent back to your pit and will start at the rear of your heat race.

    • Transponders are mandatory. If you do not have a working transponder you will not be scored

    for event.

    • Raceceiver one-way radios are mandatory. Driver MUST have Raceceiver working for entire race. If you ignore a directive from Race Director during event, you may be sent to pit for inspection of Raceceiver. Failure to quickly move to position directed by the Race Director will result in disqualification from event. For Big Block Modified drivers using a 2 way radio, you must be able to either monitor the 1 way communications from the Race Director or have a spotter monitor the Race Director at ALL times

    FRIDAY OCTOBER 23, 2020 - MODIFIEDS /SBM/ SPORTSMAN

    ALL DRIVERS ARE REQUIRED TO BE PRESENT AT DRIVER MEETINGS. MODIFIEDS: OCFS Legal 358/SBM’s will be eligible to compete in ES 200 but must compete at the Big Block weight of 2500lbs

    • ALL CARS must be inspected by tech officials prior to any on track activity and an inspection sticker applied to each car. Entry fee for each car registered must be paid prior to going on track.

    • MODIFIEDS: It is the driver that qualifies not the car in a multi-day event. Car used in heat race

    must be car that attempted to quality in time trails.

    • TIME TRIALS: will begin after the 358/SBM Time Trials. You must go over scales prior to Time Trials. If you miss your scheduled slot for time trials, you will be placed at the rear of your heat race.

    • TIME TRIAL RESULTS will determine top six (6) starters in the “Race for the Pole” • QUALIFYING HEATS will be eight (8) laps. Double File Restarts for all eight laps. Winners of 6

    heats will move on to “Race for the Pole”. Order of finish in qualifying heats will determine positions thirteen (13) through thirty (30).

    • MODIFIED TIRES: Hoosier Tires ONLY. D300, D400 & D500 tires are permitted in all

    positions.

    • MODIFIED WEIGHTS: 2500 tsp. Track Scale is the Official Scale weight of Orange County Fair Speedway.

    • SPORTSMAN • This race is for Sportsman with GM 602 Crate Engines as defined in the Orange County Fair

    Speedway Rule Book. Any driver that switches cars for any reason prior to the start of an event will be required to start at the rear of that event.

    • ALL CARS must be inspected by tech officials prior to any on track activity and an inspection sticker applied to each car.

    • TIME TRIALS: All drivers will draw for time trials at table set up by scales beginning at 11:00AM

    and concluding at 1:00PM. You must go over scales prior to Time Trials. If you miss your group you will be placed at the rear for your heat race. Top qualifiers may be asked to report to compound area after qualifying.

    • TIME TRIAL RESULTS will determine top six (6) locked in positions for the Eastern States 50.

    These top six cars will not be listed in a qualifying race. All additional times will be used for qualifying race line up.

    • QUALIFYING HEATS will be eight (8) laps. Double File Restarts for all eight laps. Order of finish in

    qualifying heats will determine positions for Feature Line up. Adjustments to number of cars qualified through heats will be determined by number of entries.

    • SPORTSMAN LAST CHANCE QUALIFERS will be ten (10) laps. Double File Restarts for ten (10)

    laps. Number of cars that qualify will be determined by number of cars remaining to fill field for feature.

    • 50 LAP FEATURE EVENT: Caution laps will not be counted for this race. In the event multiple cautions occur during feature event, race director may choose to start counting caution laps. Double File Restarts for all fifty laps. (It is at the Race Director’s Discretion as to single file restarts if cars cannot race without multiple incidents.) Race will finish under Green, White Checkered.

    • SPORTSMAN TIRES: Hoosier Tires ONLY. Competitors will be allowed to run D300, D400 and

    D500 on all positions.

    • SPORTSMAN WEIGHTS: 2350 TSP

    • SPORTSMAN GEAR RULE: Maximum Gear Ratio is 4.87 NO EXCEPTIONS!!

    • SPORTSMAN FUEL: Pump fuel or VP fuels sold at track. No additives. NO CHP or CHP products will be allowed. Fuel will be tested onsite.

    FRIDAY OCTOBER 23, 2020 - SMALL BLOCK MODIFIEDS

    • ALL DRIVERS ARE REQUIRED TO BE PRESENT AT DRIVER MEETINGS. SMALL BLOCK MODIFIEDS This is a two-day event. Any driver that switches cars for any reason prior to the start of an event will be required to start at the rear of that event. This is a Small Block event only. No Sportsman cars.

    • ALL CARS that have not been inspected must be inspected by tech officials prior to any on track activity, and an inspection sticker applied to each car.

    • NO 2 WAY RADIO COMMUNICATION WITH CREW MEMBER IS PERMITTED DURING THIS EVENT.

    • ALL DRIVERS Driver MUST have a working Raceceiver in all events. If you ignore a directive from the Race Director during the event or failure to move to position directed by the Race Director may result in disqualification from the event.

    • ONE WAY RACECEIVERS will be required anytime cars are on racetrack.

    • TIME TRIALS: will begin after the completion of the Sportsman Time trials. You must go

    over scales prior to Time Trials. If you miss your scheduled slot for time trials, you will be placed at the rear of your heat race. ALL CARS must immediately report to holding area after your time trial session. You will be sent back to your pit area from there. Top 6 will remain.

    • TIME TRIAL RESULTS will determine top six (6) locked in positions for the Small Block

    Modified Eastern States 75. These top six cars will not be listed in a qualifying race. All additional times will be used for qualifying race line up. • QUALIFYING HEATS will be eight (8) laps. Double File Restarts for all eight laps. Order of finish in qualifying heats will determine positions seven (7) through thirty (30).

    • SMALL BLOCK LAST CHANCE QUAILIFIERS will be ten (10) laps each. Double File Restarts for all ten (10) laps. (Number of cars that qualify will be determined by number of cars remaining to fill field for feature).

    • SMALL BLOCK MODIFIED EASTERN STATES 75 will be seventy-five (75) laps. Caution laps

    will count up to lap 50. Last 25 laps will be run under green. Race will finish under green, white, checker. Double File Restarts for entire race. Lap cars will be sent to the rear should a caution come out.

    SATURDAY OCTOBER 24, 2020 – ALL DIVISIONS

    • ALL DRIVERS ARE REQUIRED TO BE PRESENT AT DRIVER MEETINGS. STREET STOCKS

    • STREET STOCKS: Feature line up will be established by hot lap qualifying times. Details will

    be discussed at drivers meeting.

    • STREET STOCKS: Feature will be twenty-five (25) laps. Double file restarts for all twenty-five laps. (Race Director Discretion as to single file restarts if cars cannot race without multiple incidents.) Race will finish under Green, White Checkered.

    • STREET STOCK RULES will be as defined in the Orange County Fair Speedway Rule Book.

    • STREET STOCK TIRES: DOT Tires ONLY!!! Maximum 8-inch tires only. No snow tires.

    MODIFIEDS • QUALIFIED MODIFIED TEAMS may set-up their pit area on pit road Saturday morning based

    on qualifying position

    • MODIFIED LAST CHANCE QUALIFIERS will be ten (10) laps. Double File Restarts for all ten (10) laps. Number of cars that qualify will be determined by number of cars remaining to fill the field for feature.

    EASTERN STATES 200 - RACE PROCEDURES

    RACE DIRECTOR RESERVES THE RIGHT TO MODIFY THESE PROCEDURES AS SEEN FIT FOR SAFETY OF ALL PARTICIPANTS AND FANS. THE DECISION OF RACE DIRECTOR IS FINAL. • ALL MODIFIED COMPETITORS are permitted to use two-way radio communications with their

    crew members. ALL SPOTTERS MUST ATTEND THE ES 200 DRIVERS MEETING!!!

    • ALL DRIVERS using a 2 way radio, you must be able to either monitor the 1 way communications from the Race Director or have a spotter monitor the Race Director at ALL times

    • . NO EXCEPTIONS. Frequency is 454.000. Driver must adhere to instructions from Race Director. Failure to comply with directions from the Race Director will result in immediate disqualification from event.

    • 200 LAP RACE. The race may go beyond the advertised distance. The final twenty (20) laps must be run under green flag conditions. Lapped cars will be directed (via the one-way radio) to fall to the rear of the field should a yellow flag come out. Under each caution period, the 1st car one lap down will get a FREE PASS and gain their lap back. .

    • ORIGINALSTART – Side by side off turn 4. NO PASSING UNTIL STARTERS STAND.

    • RESTARTS – are in the restart zone. Cars may not pass until the leader fires and they have

    entered the restart zone. Penalty: may be penalized two cars for each one passed.

    • When yellow flag is displayed cars must hold their position. Any car passing after the caution and not giving those spots back immediately may be penalized.

    • After the original green, on a caution all cars must go single file for scoring purposes.

    • Cars breaking under green may safely exit the track at any pit entrance/exit. If leaving track on pit exit road on backstretch, please use caution.

    • Cars with flat tires or emergency situation may enter the pits even if the pits are closed. Officials will verify the emergency situation and rule accordingly. This will, in most cases, create an unfair advantage. These cars will either be directed to the rear of the field or brought down pit road for a stop and go.

    • The first car one lap down at each caution period will receive a FREE PASS. The driver receiving the FREE PASS at each caution period will be instructed by race director on the Raceceiver when to come around the pace car and join the lead lap cars. Eligible driver must wait until instructed or will forfeit the FREE PASS. The car that draws the caution flag is not eligible for the FREE PASS.

    PIT STOP All pit stops must be performed in a car’s assigned pit stall and is considered legal only if the car comes to a complete stop in that stall. When entering the pits cars must stay to the right-hand side of the pit lane until nearing your stall, then pull carefully into your pit stall. Violators may receive a stop and go penalty. FIVE CREW MEMBERS OVER THE WALL!

    PACE CARS Two pace cars will be used during most caution periods to control pit road speeds. All cars go single file during all cautions. The track pace car will pick up the field after a caution comes out. When the field is secure, a second pace car will enter the track and pace side-by-side with the track pace car. When the field is secure and the pits open, the second pace car will lead the field down pit road and continue down to pit road exit. PIT – OPEN / CLOSED We will have an extra flagman on the backstretch that will operate the pit open and closed signs. When the pit sign is green, the pits are open. PIT EXIT There will be an official at the end of pit road with a “Stop and Go” sign to direct competitor back onto the racetrack. Failure to obey will in a 1 lap penalty. PIT ROAD COMMITMENT The PIT COMMITMENT FLAG will be located in the middle of the backstretch. This is the commitment point for entering pit lane. Cars wishing to enter the pits drop to the inside at that point and follow the inside pace car. No cars may pull out of line before this point. If the car in front of you is entering the pits you MUST stay behind that car. There may be NO PASSING going into the PITS. Violators will be brought back down pit road for a stop and go and restart at the end of the field. Pit road speed must be the same exiting as it was entering. NO EXCESSIVE SPEED!!

    TECHNICAL RULES AND INFORMATION GENERAL

    • ALL CARS MUST HAVE AN INSPECTION STICKER ON CAR TO BE ELIGIBLE FOR ANY EVENT. IF FOR ANY REASON YOU CHANGE CARS OR WEIGHT CLASSIFICATION, YOU MUST NOTIFY PIT STEWARD PRIOR TO COMPETING IN AN EVENT

    • ALL SAFETY, BODY AND ANCILLARY RULES FOR MODIFIEDS ARE POSTED IN THE OCFS RULE BOOK AND ON THE OFFICIAL ORANGE COUNTY FAIR SPEEDWAY WEB SITE.

  • The Eastern States 200 is considered a 200-lap event. From the completion of lap 180 to the conclusion of the event, caution laps will not count.

    Two pace vehicles will be utilized throughout the event. The second pace vehicle will be used to control pit road speed and will only enter the racing surface once the field is under control, running next to the primary pace vehicle. When the pits are open the pit road pace vehicle will come down pit road at 25 mph. If you pit you must maintain the pace vehicle speed. Passing either pace vehicle at any time without instruction over the one-way radio may result in a one (1) lap penalty.

    The pits will be called open over the race channel and one-way radio, and an official will open the pits with a green flag.

    2020 DIRTcar Series 200 lap Special Event (events that require Pit Stops) – Cars, Equipment and/or Procedures

    A.) In any event that requires a pit stop and/or refueling, the use of two (2) dump/refueling cans at the same time will not be permitted. Only one (1) dump/refueling can, which may not exceed 12 US Gallons in capacity, will be permitted at one time.

    For all events that require a fuel stop the quick fill connect must be located in the upper corner of the left rear quarter panel. The maximum filler spout size is 4-1/4 inches outside diameter by eight (8) inches long, then tapering over the next 8.5-inch to 3-inch diameter extending to an overall length of 18 inches. The filler tube must take a straight and direct route to the fuel cell from the quick fill connect with one 90-degree bend allowed. Quick fill tubes constructed of aluminum a maximum 3 inches in diameter will be permitted. A minimum of six (6) inches of 3-inch maximum inside diameter flex hose must be used between the end of the filler spout and fuel cell neck. Only one fuel filler tube is permitted with a maximum outside diameter of 3 inches. When a quick fill device is utilized there must be a vent line with a maximum inside diameter of 1.25 inches. The fuel vent line must take a straight and direct route from the fuel cell to the quarter panel and must be able to accept a catch-can with a one-way check valve. The one-way

  • check valve must be a standard manufactured product available to everyone. If the check valve is not listed in a catalog with a part number and price it is not legal. The fuel vent line must positively fasten to the left rear corner of the rear panel.

    B.) Car(s) may not be pushed past the flagman located at the end/exit of pit road.

    C.) Once a race has taken the original green flag and laps have started counting, cars may be started by hand pushing in the pit area and/or on pit road only. Push trucks may be available and will be signaled by race control for a mechanical push start if required. In events that utilize a pit road for servicing the car with a pit crew, push trucks will not be permitted to push start and/or push cars off of pit road and back into competition, unless directed to do so by the Race Director.

    D.) Cars may only enter pit road for pit stops from the defined pit road entrance Cars must travel on pit road in a counter-clockwise direction only.

    E.) When multiple cars are pitting and enter pit road, they must enter in single file. Passing on pit road will not be permitted. Cars must stay centered on pit lane before entering the required pit stall and must maintain ‘pit road speed’ as designated by the pace car on pace laps. Exceeding the pit road speed and/or passing on pit road may result in a penalty at the discretion of DIRTcar officials. ‘Pit road speed’ will be in effect for entering and exiting the pit road.

    F.) All pit stop service must be completed in the assigned pit stall.

    G.) Only six (6) pit crew members will be permitted over the wall to service the vehicle at any time. The use of any additional crew members may result in a penalty. Five (5) pit crew members to service the car and one (1) to handle the catch can. All crew members going over the wall (limit five plus the catch can person) must be equipped with helmets. All fueling personnel (gasman and catch can person) must have a full-faced helmet, fire resistant gloves and fire-resistant fire suit and/or a uniform that has been treated with a fire-resistant substance. It is recommended that the gasman with dump can and catch can man have a fire-retardant apron in addition to the fire-retardant suit. This rule applies for both the Super DIRTcar Series and DIRTcar 358 Modified championships where refueling is

  • required during a pit stop.

    H.) For the Eastern States 200 there will be no mandatory pit stop. On caution periods after the conclusion of lap 50, the caution will remain out to give teams the opportunity to pit and for the field to ‘cycle’ through pit stops.

    J.) In events where pit stops may be required, pit road will remain closed until the pace vehicle has control of the field. If a car enters pit road prior to pit road being ‘opened’ the minimum penalty will be that car being placed to the tail end of the field, and the maximum penalty will be the loss of one (1) lap. Cars that have been damaged and/or require repairs and/or assistance will be permitted on pit road before it is open. However, if they are able to return to the race, they must restart at the rear of the field.

    K.) In an event that requires two-way radio communication, the one-way radio must be used ‘in-line’ with the two-way radio system.

    L.) It is recommended that all teams have a sign posted approximately ten (10) feet in the air in front of the assigned pit areas displaying their car number and color scheme. The sign should be legible for officials to facilitate the delivery of messages from race control.
