1. INTRODUCTION

1.1 PROJECT BACKGROUND

WA-356-P is located in the Northern Carnarvon Basin, offshore North Western Australia as

illustrated in Figure 1.1.

Apache is Operator of WA-356-P with 65% equity. Kufpec holds the remaining 35%.

Bumi Armada Berhad is providing the Floating Production Storage and Offloading (FPSO), which

is an existing FPSO (with storage capacity of 820,000 barrels) to be modified and refurbished.

The FPSO to be supplied shall include the hull, topsides (comprising of process plant, utilities and

associated facilities), marine systems, offloading systems and RTM.

1.2 OBJECTIVES

This document defines the minimum requirements for the engineering, design, material

procurement, fabrication, manufacturing, painting, inspection and testing, packing and delivery of

Instrument & Control Cables as per project requirement.

1.3 DEFINITIONS

The following words and expressions shall have the meanings hereby assigned to them except

where the context otherwise requires.

COMPANY: Apache is Operator of WA-356-P with 65% equity. Kufpec holds

PURCHASER: Bumi Armada Berhad (BAB)

BIDDER/VENDOR: Any potential VENDOR invited to submit technical and price

proposals for the scope of work and services described in this

specification.

2. SCOPE

2.1 GENERAL

The Instrumentation and Control Cables supplied shall comply with the technical requirements

specified in this document.

The VENDOR is responsible to inform PURCHASER of any perceived discrepancies in this

document and its references, before proceeding with the manufacturing of the cables, default of

which makes the VENDOR responsible for any errors or omissions therein, even though these

have been approved by PURCHASER. Each deviation from this specification must be declared

during the bidding stage and approved by PURCHASER authorized representative in writing.

All workmanship shall be of acceptable standard of the oil & gas industry, of accepted

engineering practice, in accordance with this specification and recognized international or

national standards or codes, and to the entire satisfaction of PURCHASER and its client.

Where the VENDOR can demonstrate improved technology options/development with a better

reliability, high availability, long life and safe operation for the process conditions specified herein

such alternatives shall be considered in addition to the requirements invoked in the specification.

The alternative options must be proven and tested at least one year on a commercial level.

2.2 SCOPE OF SUPPLY

This scope covers the supply of all new cables and the VENDOR shall supply the Instrumentation

& Control Cables as per requirements and conditions described in this specification.

The VENDOR scope of supply shall also include the followings:

Documentation in accordance with VDRL

Inspection and Testing

Review and classing by LLOYD’S

Certification

Packing, preservation, preparation for shipment and shipment to the nominated fabrication

yard.

2.3 TECHNICAL BID PROPOSAL SUBMISSION

The VENDOR shall provide the following technical information and documents in his proposal:-

Incomplete or Non-submission of the required information stated in this subsection shall be cause

for rejection of the VENDOR’s proposal.

2.4 CONFLICTING REQUIREMENTS

In case of any inconsistencies or conflicting requirements between this specification and any

other document forming part of subject Purchase order, the VENDOR shall indicate such to

PURCHASER and shall obtain PURCHASER's written directive.

3. DESIGN FEATURES

3.1 GENERAL

If the VENDOR considers any technical requirements stated in this specification to be detrimental

to the performance or quality of the Instrumentation & Control Cables specified he shall indicate

this to PURCHASER's engineer and shall obtain written directive on how to proceed.

Otherwise, he will be held fully liable for any consequence of not following such procedure.

3.2 CLASS AND REGULATORY APPROVAL

It is VENDOR’s responsibility to submit the required design document to the CLASSIFICATION

SOCIETY to obtain class approval. The required design document which needs submission shall

be in accordance to the nominated Class Society Guidelines.

VENDOR is also responsible to include all necessary Class Surveys and Inspections for their

supplied equipment, including the Class certification.

In addition Australian Regulation requirements require a Validation of design and manufacture to

be carried out by an independent Third Party Validation Body agreed between the Operator (i.e.

Company) and Australian Safety Authority.

3.3 CODES & STANDARDS

It shall be VENDOR’s responsibility to become knowledgeable of the requirements of these

Standards & Codes. Any changes or alterations to the equipment, to make the system to meet

the requirements mentioned shall be at the expense of the VENDOR.

VENDOR shall ensure compliance with any IEC Standard relating to cables used for intrinsically

safe and flameproof duty.

The specified equipment shall fulfill the requirements of regulations and codes applicable at the

facility location. Furthermore, the latest editions of codes and standards listed below shall apply.

3.4 DESIGN CRITERIA

3.4.1 Design Life

All cables must be of proven design and suitable for operation in a marine environment and

subject to the motion of the FPSO with a required design life of 15 years.

3.4.2 Operating Conditions

Instrumentation & Control Cables shall be designed for the site conditions defined in the

Environmental Conditions and Utility Data (21009-BAE-70000-PR-SP-0001).

3.4.3 Hazardous Area

Instrumentation & Control Cables shall be selected to suit the hazardous area classification in

which they are to be installed in accordance with API 505,

Classification of Hazardous Areas. The process areas on the FPSO will be classified as Zone 2,

Gas Group IIA/B, Temperature Class T3, unless specified otherwise.

3.5 DESIGN FEATURES

3.5.1 General

All cables herein specified shall be new and unused, recently manufactured, and free from all

defects and imperfections that would affect their performance.

The cables specified shall be a product regularly manufactured by the VENDOR.

The cable drum radius should not be less than 125% of the minimum bending radius of the

cables.

Cables shall be manufactured in one continuous length up to the maximum permissible cable

drum length. Splices in conductors, insulation or sheaths are not acceptable.

The cable inner and outer sheaths shall be extruded over the insulation and armour. They shall

be resistant to scuffing, rough handling, ultra-violet radiation, heat, oil and natural gas corrosive

agents normally found within a tropical offshore/petrochemical/gas processing facility.

The cable outer sheath shall be coloured according to the cable type and embossed with the

cable identification at one (1) meter intervals.

Cable parameters (capacitance, inductance, resistance and L/R ratio) shall not exceed the

requirements as specified in IEC 60502.

3.5.2 Cable Types and Description

3.5.3.1 For I.S and Non-I.S Fire/Gas Detection Cable (Type F1, F2, F3, F4 -Fire Resistant and Flame Retardant), cable type used are as follows:

1PR, 2PR and 5PR will have 1.5 mm2 sized conductors. 10PR, 15PR and 20PR will have 1.0

mm2 conductors.

1TR, 2TR, 5TR, 10TR, 12TR will have 1.5 mm2 sized individual conductors.

3.5.3.2 For I.S and Non-I.S solenoid valves and all other Digital Output cables (Type P4A and P5 -Fire Resistant and Flame Retardant), cable type used are as follows:

2C, 4C, 14C, 21C and 37C will have 2.5 mm2 sized individual conductors.

3.5.3.3 For I.S and Non-I.S Digital Input cables (Type P4A and P5 -Fire Resistant and Flame Retardant), cable type used are as follows:

2C, 4C, 14C, 21C and 37C will have 1.5 mm2 sized individual conductors.

3.6 CABLE CONSTRUCTION AND MATERIALS

The Instrument & Control Cables shall be constructed as follows:

3.6.1 Conductor

The twisted pair/triad conductors shall be stranded (normally 7 strand) composed of circular,

tinned annealed copper wire. Minimum conductor size shall be 1.5 mm2.

Conductors of thermocouple extension cable shall be of solid alloy wire size 1.5 mm2, matched

and calibrated to ANSI specification C96.1.

Multi conductor cables shall have each pair or triple clearly identified and permanently identified

by means of a printed number on the individual conductors.

3.6.2 Insulation

The insulation shall consist of an extruded layer of Ethylene Propylene Rubber (EPR) and shall

comply with the requirements of IEC 60092-351.

Fire-Resistant cables (IEC 60331) shall be provided with mica glass tape

Non-hygroscopic fillers shall be used in all cases.

Conductor insulation shall be of 0.4mm EPR or a thickness as is required for certification for

intrinsically safe cable as per IEC 60079-25.

3.6.3 Cabling

250V Instrument Cables:

Colour coded cores twisted together and wrapped with polyester tape. Pairs/triads are screened

by copper (or aluminium) backed polyester tape with tinned copper drain wire. Each pair/triad is

wrapped with polyester tape to prevent electrical contact with adjacent pairs/triads. A minimum

overlap of 25% is required. Screen tape shall be 0.05 mm minimum. Copper drain wire shall be

0.9 mm2, 7 strand – tinned minimum. Pairs/triads are identified by numbered tapes.

Screening shall be with full 100% coverage.

0.6/1kV Control Cables:

The required number of cores shall be cabled together with suitable lay length.

A binder tape shall be applied over the cabled cores.

3.6.4 Inner Covering

The inner covering shall be an extruded layer of Halogen-Free Compound (HFC).

A binder tape shall be applied on the inner covering.

The minimum thickness of the inner sheath of multicore cables shall be in accordance with the

following:

<10 Pairs/triads: 1.14 mm

≥10 pairs/triads: 1.52 mm

3.6.5 Armouring

Single wire armour to meet requirements for mechanical protection of the cables shall be

manufactured with galvanized mild steel to tolerances stated in relevant codes, particularly to

those IEC Standards relating to the use of cable on flameproof duty of Zone 1 atmosphere.

The coverage density of braid shall not be less than 90% when tested by Clause 10.6 (b) of IEC

60092-350.

Tapes shall be applied over the armour.

a) Outer Sheath

The outer sheath shall be heat, oil and water resistant, flame retardant chloro-sulphonated

polyethylene (CSP), ethylene methyl acetate (EMA) or proven equivalent, and complying with

relevant codes. The outer sheath shall be suitable for continued exposure to direct solar

radiation without deterioration or colour change.

The sheath shall be an extruded layer of Halogen-Free Elastomer (HFE) and shall comply

with the requirements of designation SHF2 of IEC 60092-359. The thickness of the sheath

shall be according to IEC 60092-354.

The colour of the outer sheaths for Intrinsically Safe (IS) Cable shall be Blue.

The colour of the outer sheaths for Non-Intrinsically Safe Cable shall be Grey.

The colour of the outer sheaths for Instrument Power Cable shall be black.

The minimum thickness of the overall sheath of multi-core cables shall be in accordance with

the following:

<10 Pairs/triads: 1.27 mm

≥10pairs/triads: 1.65 mm

The outer sheath for thermocouple extension cable shall be as per ANSI colour code.

Where fire resistant cable sheaths are requested they shall be given a dedicated colour to

make them easily distinguishable from other cables.

b) Core Identification

For 250V Instrument Signal Cables:

The individual cores shall be identified as follows:

1 Pair : White – Black

1 Triad : Red – White – Black

1 Quad : Blue – Red – White - Black

Pairs/Triads/Quad is identified by printed numbers on the insulated conductors.

For 0.6/1kV Power/Control Cables:

The individual cores shall be identified as follows:

2 – Core : Red – Black

3 – Core : Red – White - Blue

4 – Core : Red – White – Blue - Black

3.7 DESIGNATION / IDENTIFICATION

3.7.1 Cables Marking

The following information shall be printed or imprinted on the surface of the outside sheath at

regular intervals of one (1) meter over the entire length of the cable.

3.7.3 Drum Schedule

A drum schedule shall be provided to enable identification of cable drums with reference to cable

type and dispatch length.

3.7.4 Others

There shall be no joints or splices in the whole length on one drum. Each drum shall contain only

one length of cable.

The drums shall be non-returnable.

4. GUARANTEES

4.1 CABLE PERFORMANCE

VENDOR shall verify the performance of Instrument & Control Cables. The cables test reports

shall be submitted for PURCHASER’s approval.

If the performance of cables cannot meet the requirements of this specification, the VENDOR

shall replace the cables.

4.2 PERFORMANCE GUARANTEES

The cables supplied shall be manufactured to meet the specified service requirements for a

minimum period of 15 years under the vessel moored location environmental conditions.

The VENDOR shall guarantee that the cables being supplied satisfy and meet the technical

requirements of this specification and applicable standards listed in this document.

The VENDOR shall guarantee that the cable dimensions within the tolerances of the applicable

standards.

The VENDOR shall guarantee the workmanship and all material used in manufacturing shall be

new and free of defects. If manufacturing defects occurs within the guarantee period, the

VENDOR shall make necessary repairs and replace the cables, free of charge to the

PURCHASER.

4.3 WARRANTY

The warranty period for the Instrument & Control Cables is to be 12 months from successful test

run or 18 months from delivery, whichever is earlier. The VENDOR shall, with all possible speed

and without cost to the PURCHASER, replace the cables or any part thereof found to be

defective due to faulty material, workmanship or design or due to any act or omission of the

VENDOR and in these circumstances the VENDOR’s warranty shall apply to cables which have

been replaced. The VENDOR shall be responsible for the prepayment of all transportation and

other costs incurred by the PURCHASER in effecting such replacement at the point of use.

If the cables are subject to any other warranty or guarantee, the VENDOR shall extend the

benefit of said warranty or guarantee to PURCHASER.

The VENDOR warrants that the cables supplied shall hereunder be new, fit and sufficient for the

purpose intended, and they will conform to the specifications, drawings or samples furnished or

adopted by PURCHASER and will be of satisfactory quality and free from defects in design,

material and workmanship.

The VENDOR shall assume single point of responsibility for all aspect of the work. This shall

include timely completion, liaison with PURCHASER, liaison with any supplier or sub-

supplier/manufacturer of specialised items, coordination of the work for the said Instrument &

Control Cables. Where parts of the Instrument & Control Cables are subcontracted and

purchased by the VENDOR, these become part of the VENDOR package.

5. QUALITY AND ENVIRONMENTAL MANAGEMENT, INSPECTIONS AND TESTS

5.1 QUALITY AND ENVIRONMENTAL MANAGEMENT REQUIREMENTS

5.1.1 Responsibility for Quality, Environmental Compatibility and Their Management

The VENDOR is held solely and fully responsible for the quality and the environmental

compatibility of his supply and services.

5.1.2 Conformance to ISO Standards

As part of PURCHASER's Quality and Environmental Management programs for this supply, we

expect the VENDOR's Environmental Management System/Program as far as applicable for this

supply to conform to the Standard

ISO 14001: Environmental Management System – Requirements with guidance for use

and his Quality System/Program shall conform to the Standard

ISO 9001: 2008 Quality Management Systems - Requirements

5.2 INSPECTION AND TESTS

The VENDOR shall prepare an Inspection and Testing Plan (ITP). The ITP shall be discussed

and agreed before placement of any Purchase Order (PO). Inspection and Test Plan shall cover

design, purchasing of materials, fabrication, inspection and testing of the cables. All “HOLD”

points during the manufacturing and fabrication program shall be agreed to, by mutual consent

before placement of PO.

Inspection by PURCHASER or his representatives shall in no way relieve the VENDOR off any of

his responsibilities in ensuring that the equipment meets all the requirements and conforms in full,

to the contents of this specification.

The VENDOR shall advise the PURCHASER with at least fourteen (14) days notice of the date

and location, for, as a minimum, the following points:

Start of Manufacture

Key production, inspection or testing activities (as identified in the ITP) will occur

The cables ready for final inspection

The VENDOR shall give the PURCHASER or his representatives, without charge, all facilities and

access for satisfying himself that the cables are being manufactured in accordance with the

relevant data sheets, cable schedules, codes and standards.

Any manufactured part which does not comply with the requirements or material which shows

defects during inspection will be rejected and The VENDOR shall be notified in writing. If any

rectification / replacement work is required to be done, it shall be carried out by the VENDOR at

his own expense and without delay to the work. PURCHASER’s inspector shall have the right to

request additional inspection or examinations, if required, to ensure that the cables comply with

the relevant codes and standards. These inspections will be to the PURCHASER’s account,

unless such examination reveals defects not previously detected in which case the VENDOR

shall bear the full cost of the inspection, repairs/replacement and subsequent examinations

necessary to ensure the satisfactory manufacturing of the cables.

The VENDOR shall submit a detailed ITP for PURCHASER’s approval soon after the order

placement.

All testing procedures shall clearly specify method of testing and acceptance criteria.

All testing shall be done using certified test equipment which has been calibrated / checked prior

to the test. The calibration records shall be furnished to the PURCHASER for review/approval.

The cable VENDOR shall supply copies of certificates indicating the results of the following type

tests. These type tests must have been performed at the VENDOR’s plant or by a recognised

testing authority for similar design.

The below mentioned tests shall be performed for each type of cable:

6. PRESERVATION AND PROTECTION

6.1 PRESERVATION AND PROTECTION

The cable length shall be properly packed and supplied on individual drums to protect against

mechanical damage during transportation. The cable end shall be watertight sealed to prevent

ingress of moisture.

7. DOCUMENTATION AND PROGRESS REPORTING

7.1 GENERAL

The VENDOR shall provide all documents according to the required amount and schedule to

PURCHASER's engineer as specified in Appendix E1.

All documents provided by the VENDOR shall be in English and shall be provided according to

the Appendix E1 as a minimum.

Text documents are to be generated with PC based 'MICROSOFT WORD'.

Engineering data lists/calculations prepared and provided by VENDOR or sent to VENDOR for

completion shall be PC based 'MICROSOFT EXCEL”.

All documents shall be prepared, provided and turned over to PURCHASER as hard copies, soft

copies in native format and PDF, as well as on commercial readily available magnetic data carrier

(CD or DVD).

Drawings have to be provided as hard copies, soft copies in native format and PDF. For all stage

of submission, one Auto CAD compatible file format (.dwg or .dxf formats) shall be provided via

email or data carrier. The filed drawing shall identify the program type/version and be of scale 1:1

and have a structure of layers agreed with PURCHASER.

7.2 PROGRESS REPORTING

The contents of Engineering and Fabrication Schedule as well as Progress Reports to be

provided by the VENDOR shall be agreed with PURCHASER’s Engineers. If not specified

elsewhere, progress reporting shall be submitted bi-weekly after award.

7.3 COMPLIANCE LIST

VENDOR shall submit completely filled Table of Compliance as defined in Appendix E3 along

with the proposal.

8. SHIPMENT AND FIELD SERVICES

8.1 GENERAL

To the extent that a shipping release by PURCHASER's technical department in charge has been

stipulated, no cables shall be released for packaging and shipment without the said shipping

release.

8.2 PACKAGING

All parts shall be marked for identification and suitably preserved and packed according to

PURCHASER approved packing, marking and material handling instructions.

The VENDOR shall provide detailed shipping & handling instructions for all shipping units (boxes,

containers, etc.) requiring any special attention, as e.g. lifting restrictions and/or requirement for

securing of parts inside the shipping unit after customs checks. Such instructions shall be

submitted to PURCHASER as part of the installation documentation. One additional copy shall be

given to the shipping PURCHASER. Key requirements shall be marked legibly and permanently

on the outside of the shipping unit itself.

8.3 STORAGE

If required the VENDOR shall provide temporary storage of the cables to comply with the required

shipment schedule.

In addition, the VENDOR shall inform on the required storage conditions to be provided by

PURCHASER, should the delivered cables, after take-over by PURCHASER, have to be stored

before, or after dismantling of the packaging.

8.4 TRANSPORTATION AND HANDLING

Unless otherwise specified, in general, cables shall be delivered Ex-Shipyard. Therefore, the

transportation shall be by VENDOR or its appointed agent to the nominated delivery point at the

fabrication yard.

The following software will be used for VENDOR information:

All other documents e.g. hand-written test reports shall be scanned images in PDF format.

All electronic files shall be compiled in CD-ROM and shall be properly organized in file directories

for easy reference and review.

VENDOR shall provide detail execution plan in his bid proposal for electronic based

documentation.

All finalized and approved documents as required in the VDRL must be of clean (without history)

original documents or good master print (stamped with “Certified True Copy” and signed by 3rd

party) for the purpose of Final Documentation compilation.
