2.10. Reporting Authorities

The following reporting authorities must be consulted where applicable during the course of the application for Building Certification and Occupancy Permit.

3 Schedule of Accommodation

3.1. Scope of Work

The scope of work is discussed in general terms in this section. It does not form a complete list of all work elements required complete the project. This section should be read in conjunction with the design documents and other specifications which respond to this Brief.

3.2. Base Building

The base building works are to include, but are not limited to, the provision of the following:

NMFC shop - retail and club membership counter combined (2 registers), adjacent product store (delivery via Property loading dock), high exposure into foyer and street, visual link from Reception. Distribution & handling of email orders (from store room).

Gallery - display club & community history (artefacts, photos, trophies, honour boards, etc.)

Technical Criteria

Function

Functional Group/Activities: Free Weights, Pin-loaded weights, Cardio exercise, Warm-up/Stretching, Gym office, NMFC training gym, NMFC gym office, boxing, storage

§ Community & NMFC gymnasium – combination of shared and club only training spaces.

§ Shared – approx. xxx m2 free weights, weight machines, cardio exercise machines, warm up/stretching (open) space, and storage.

§ NMFC only – approx. xxx m2 heavy free weights, boxing. Upper range of weights significantly higher than community gym, and specialised equipment to suit AFL football players.

§ NMFC squad training limited exclusive use of whole gym (mid morning to early afternoon, bookings negotiated in advance as far as possible), Community gym members access to shared areas outside NMFC scheduled hours, NMFC rehabilitation smaller group (4 / 5 players with trainer) and individual training during shared hours with community users.

Audio - high quality speaker and sound re-enforcement system.

Acoustic – moderate level of acoustic absorption (ie. not too reverberant).

Floor finish - resilient sports safety flooring, high durability, ease of cleaning.

Spa & ice bath – wet area floor and wall finishes, one spa bath sized to fit 810people seated, ice bath(s) sized to fit 46 people (3x2people or 1x46 people), access into baths at floor level (no steps),

Strapping – 3m width room, high bench seat (1.0m afl) to one side, shelving to opposite side, approx. 5m long to strap 4 players at one time.

Massage – 5 tables with working space around, calm & relaxing environment.

Technical Criteria

Sap & Ice baths – re-circulating treated water system (filtered & disinfected), spa heated to 36o C, ice bath chilled to 7 o C. Wetdeck shower (to rinse before entering baths), wash down hose bibs, water spill drains to floor and high load stainless steel grab rails (to accommodate large AFL football players)

§ Theatrette configured as for lecture theatre – tiered rows of seats facing speakers podium & AV presentation to front of room.

§ Theatrette is NMFC primary team/club meeting room, usage includes team meetings, players association seminars, leadership programmes, media conferences.

§ Lobby to act as for milling space for Meeting rooms and NMFC guests waiting area.

FINANCE ATTACHMENT

ACTIVE MELBOURNE – FOOTBALL GROUNDS UPDATE

Funding of $6.050 million (gross) has been included in the 2006/07 budget for the North Melbourne Football Club redevelopment.

External contributions by the AFL, State Government and North Melbourne Football Club will be $5 million.

Council’s direct contribution in 2006/07 will be $1.027 million (including $0.477 million carry forward from 2005/06). The sum of $0.327 million will be set aside from the carry forward for the demolition of the grandstand.

A further bid of $1.3 million will be included in the 2007/08 budget process and be subject to the normal budget processes.

Any further funding will be subject to normal budget processes.

ACTIVE MELBOURNE – FOOTBALL GROUNDS UPDATE

The matters detailed in this report are within the functions and powers of the Council under the Local Government Act 1989 (“the Act”). Legal advice will be provided as required in relation to the various proposals.

Section 3C(1) of the Act provides that:

“The primary objective of a Council is to endeavour to achieve the best outcomes for the local community having regard to the long term and cumulative effects of decisions.”

Section 3C(2) of the Act provides that in seeking to achieve its primary objective the Council must have regard to facilitating objectives including:

“(c) to improve the overall quality of life of people in the local community;

(e) to ensure that services and facilities provided by the Council are accessible and equitable;”

Section 3E(1) of the Act provides that the functions of a Council include:

“(a) advocating and promoting proposals which are in the best interests of the local community;

(b) planning for and providing services and facilities for the local community;

(c) providing and maintaining community infrastructure in the municipal district;”
