Coordinates study of timber and no-timber forests products, wildlife, biodiversity, ecosystem services and other forest goods and services.

Implements research-oriented tasks in the forest reserves and other protected areas and recommends measures to improve the forest management, wildlife conservation and operation.

Prepares annual, quarterly and other work plans and reports of the activities and expenditures of the department.

Maintain linkages with all relevant stakeholders (local, regional and international), for fulfilling the mandate of the Forestry Division.

Makes recommendations and provides support for the identification of training and capacity building for technical staff.

RELATIONSHIPS AND RESPONSIBILITIES:

Works under the direction of, and reports to the Director of Corrections.

Responsible for the general administration of the Prison Facility.

DUTIES AND TASKS:

Deputizes for the Director in his/her absence and assists the Director in the performance of his/her duty.

Assists with the overall security and control of the Prison, as laid down in the Prison Service Manual of Security.

Assists the Director in managing the Prison within the framework of Prison Rules, Policies, Regulations, Staff Orders and Procedures as required.

Assists in the preparation of, and monitoring the approved budget and monthly accounts for the Prison.

Assists in the preparation of the Annual Reports.

Acts as Chairman of the following meetings in the absence of the Director:-

Senior Management Team.

Heads of Division Team Brief.

Any other Committees deemed necessary by the Director from time to time.

To be available on call 24 hours per day, 7 days per week except when temporary command is formally passed to the appropriate Senior Manager.

Delegates duties to appropriate personnel or units.

Ensures that prisoners are made available on dates and times required by the Courts.

Ensures that prisoners are released from custody as required by their sentences.

Encourages good communication, good industrial relations and thereby, harmonious and constructive relations between staff at all levels through the use of the Joint Consultative and Staff Consultative Committee.

Ensures that the Operational Instructions and work systems are revised at least annually.

Ensures that detailed contingency plans are in place, recorded, and can be invoked by trained staff without delay. These should be tested a minimum of four (4) times a year.

Acts as Duty Director when required.

Performs such other related duties as may be assigned from time to time by the Director of Corrections and Permanent Secretary.

POST OF DIRECTOR OF WORKS

RELATIONSHIPS AND RESPONSIBILITIES:

Works under the direction of and reports to the Chief Engineer.

Required to respond whenever necessary to the Permanent Secretary, Deputy Permanent Secretary and Chief Engineer on matters related to work in progress.

DUTIES AND TASKS:

Supervises the execution of all Government of Saint Lucia (GOSL) buildings (including all sporting facilities and playing fields) maintenance and construction works;

Coordinates the formulation of building and maintenance plans taking into consideration maintenance policy, design concepts and standards, condition survey standards, master/existing plans of buildings, repair action plans and preventative maintenance schedules for every GOSL building;

Supervises the construction and maintenance of all GOSL buildings including fencing, drainage, entrance road, pavements, courts, fields and lawns;

Prepares annual and quarterly programme plans and budgetary allocations for implementation of all building works as directed by the Chief Engineer;

Prepares detailed quarterly reports on capital expenditure. This shall be done by the 7th of the month following the quarter;

Assists the Contracts Manager in preparing and updating all forms, tender documents, payment certificates, work schedules, work

registers, standard reports, booklets and any other document used to facilitate the implementation of works;

Advises the Chief Engineer on technical matters relating to building maintenance and cost of work activities;

Submits weekly reports to the Chief Engineer on the activities of the Building Unit. Must be submitted by the following Monday.

Submits monthly reports on all works by the 3rd working day of the month following. Same shall be submitted complete with photographs.

Implements training programmes for staff as directed by the Chief Engineer.

Administers and manages the work activities of every member of staff within the Unit.

Undertakes the preparation of new and on-going initiatives as directed by the Chief Engineer.

Directs personnel of the Buildings Unit in formulating work plans (quarterly and yearly), designs, cost estimates and specifications for construction and maintenance in respect of GOSL’s infrastructural assets and Public Sector Investment Programmes (PSIP).

Supervises staff of the Buildings Unit in computing budgets, compiling reports and conducting special investigations and studies.

Responsible for the development and updating of an Operations Manual for the Buildings Unit and the training of staff in their use.

Responsible for the development or purchase of systems and software in respect of the performance of the Building Unit.

Monitors the work of the Unit with a view to ensuring its operational effectiveness and making recommendations for its improvement where necessary.

Assists the Chief Engineer with the submission of appraisals and reports concerning the operation of the Unit and capital projects undertaken by it.

Authorizes certificates and payment vouchers for purchases, direct labour costs, contractual works and transport and equipment

hire in respect of work carried out by the Buildings Unit.

Ensures the technical competence of all works done by the Buildings Unit on its behalf by consultants or contractors.

Develops and/or recommends any necessary training for staff in the Buildings Unit.

Responsible for the public relations, including investigation of complaints as directed by the Chief Engineer or Permanent Secretary.

Submits recommendations on promotion and discipline for staff under his/her supervision and control.

Requisitions the appropriate resources to enable the effective functioning of staff assigned within the limit set by the Chief Engineer.

Performs any other related duties as may be assigned from time to time by the Permanent Secretary, Deputy Permanent Secretary and Chief Engineer.

CONDITIONS: The appointment is on a contractual basis.

Office accommodation provided in the general office.

Officer is required to comply with Civil Service Regulations, Statutory Instruments and guidelines as stipulated by the Ministry of Infrastructure, Port Services and Transport.

The officer must avail himself/herself for personal development and career advancement through established orientation, on-the-job training and short, medium and long term training whenever such opportunities arise. Salary and other benefits will be paid in accordance with the terms stipulated for the grade level in the Saint Lucia public service.

RESPONSIBILITIES AND RELATIONSHIPS:

Responsible for the clinical and public health of the community served.

Liaises with other department heads on matters regarding adverse clinical and public health trends and their management.

Works closely with the multi-disciplinary team (Nursing supervisor, Community Health Nurse, Family Nurse Practitioner, Public Health Inspector/Nurse, Pharmacist, Nutritionist, Community Health Aide and Attendant) at primary care health institutions and assists in the management and delivery of clinical and public health services.

DUTIES AND TASKS:

Carries out medical clinics at district health centres, polyclinics, hospitals or other outposts as required by the Ministry of Health.

Utilizes at all possible times the Health Management Information System (HMIS) at the Wellness Centers. Assists in the day-to-day planning and decision making process as may be required of him/her by team members.

Participates in community outreach programs.

Accepts calls from the District Nurse for advice on matters relating to patients and other problems which may be encountered in the absence of the officer. Accepts responsibility for the care of patients in the respective community who are unable to attend the Wellness Centers.

Certifies the health status of individuals where necessary involving examination of the client, interpretation of laboratory results and the signing of relevant forms.

Attends, as mandated, all meetings, symposia, conferences, and workshops organized by the Ministry of Health. Invitations will be given by the Senior Medical Officer, Medical Officer of Health or Chief Medical Officer.

Examines workers from government ministries or other persons who are entitled to free medical examinations from government when called upon. (Routine general examinations for the purpose of purchasing private insurance are not allowed at the Wellness Centers.)

CONDITIONS:

Must maintain confidentiality in all matters of the job.

General office accommodation is provided for at the Ministry of Health.

Functions in a scheduled traveling post and will receive basic travel allowance in accordance with approved rates. (Mileage is claimed for distances between the base facility and the “out District” Health Centers. The base health facilities are determined on a regional basis and are Castries Health Center, Dennery Hospital, Vieux-Fort Health Center, Soufriere Hospital and Gros-Islet Polyclinic.)

Required to maintain a motor vehicle for the proper performance of duties. Expected to work for five days per week. Part time officers are expected to work for 4 hrs per day for 5 days while full time officers work for 8 hrs per day for 5 days. District Medical Officers may be required to carry out clinics on Saturday mornings (in such cases the officer will be allotted the necessary time off in the week or will be compensated for work in excess the stipulated working hours.)

All professional fees for home visits are at the discretion of the physician. A District Medical Officer is not confined to a single district and may be re-assigned/transferred to another district at the written request of the Senior Medical Officer.

The District Medical Officer is entitled to the fees as per regulations for the certification of the health status of persons. Institutional support including opportunities for personal development and career advancement is provided through appropriate civil service provisions and guidelines from the Ministry of Health. The officer must avail himself/herself for personal development and career advancement through established orientation, on-the-job training and short, medium and long term training whenever such opportunities arise.

THE Governments of Saint Lucia (GOSL), Ministry of Social Transformation, Local Government and Community Empowerment, has received grant funding from the Department of Foreign Trade and Development (DFATD), Government of Canada, and the Federation of Canadian Municipalities (FCM), throughthe Caribbean Local Economic Development program (CARILED) for engaging the services of a legal consultant to finalize the draft Local Authorities Bill, 2015. The GOSL has recognized the importance of local government

Objective of the assignment:

The GOSL seeks the services of a legal drafter to provide technical assistance to the Ministry of Social Transformation, Local Government and Community Empowerment to review and develop a new Local Authorities Bill.

Scope of Services:

The Ministry of Social Transformation, Local Government and Community Empowerment in collaboration with the CARILED office are seeking a legislative drafter, who would be required to work closely with the Ministry officials and CARILED to review, a) the draft Local Authorities Bill, 2011, and b) the Local Constituencies Act 2012 and draft a New Local Authorities Bill for submission to Cabinet of ministers and eventual consideration of Parliament.

The legal consultant will be required to:

Prepare, in accordance with the 2011 draft Local Authorities bill and 2012 Constituency Council Act and any other regulations as required and instructed by the Ministry;

Study such documents as may be given by the Ministry in connection with preparation of the said draft Bill and regulations;

Prepare legal explanatory memoranda relating to 1 and 2 and related matters as instructed by the Ministry;

Accept such direction on the legislative policy of the Bills and regulations as the Ministry may give;

Effect revisions to the draft Bill in light of views and comments expressed by the Ministry; and

Cooperate fully with the Ministry’s Steering Committee Team assigned to the project and carry out such other tasks incidental to tasks 1-5 as may be required by the Ministry in connection with the implementation of this project.

Qualifications required for this assignment are the following:

A graduate/post graduate degree in law with specialization in legislative drafting;

THE Government of Saint Lucia through the Ministry of Commerce, Business Development, Investment and Consumer Affairs is inviting tenders for the supply of Wheat Flour for the period April 2015 to March 2016. The required specifications are shown hereunder:

Characteristics Requirements

Moisture content - not more that 15%Ash content: - not more that 1.2% before adding inorganic matterProtein content: - 12.0 – 13.5%

Packaging Requirements

Wheat Flour shall be packaged in containers that will safeguard the hygienic, nutritional, and Technological characters of the flour, and protect it against contamination or absorption of moisture.

Containers shall be made of materials that are safe and suitable for the purpose, such as bags or sacks made of new cotton cloth, multi-wall paper, strong paper and new plastic film.

Containers shall not contaminate the product by migration of any toxic substance, or give the flour any undesirable odor or flavour.

Labelling Requirements

The labeling on retail packages of flour shall be in the English Language, clearly and prominently displayed, and readily legible under customary conditions of purchase and use.

The information carried on the label shall include the following:

The name of the food, “Flour”, “Wheat Flour” or “White Flour” Any brand name or trade name The name of the manufacturer or of the person controlling the brand name or trade name, together with an adequate postal address The name of the country of origin The net contents of each package when packed in terms of units of mass in grams (g) or kilograms (Kg) , (which may also be shown in avoirdupois pounds and ounces) using Arabic numerals The batch number, date of manufacture, together with expiry date or best before date of minimum durability Handling and Storage instructions

Where an indication of the type of flour is included on the label, the protein and ash contents of the flour shall be within the limits set out in Table 3 of the compulsory standard for Wheat Flour (SLNS 10: 1992).

THE Government of Saint Lucia through the Ministry of Commerce, Business Development, Investment and Consumer Affairs is inviting tenders for the supply of Parboiled (Medium) Rice for the period May 2015 to April 2016. The required specifications are shown hereunder:

Classification

The Rice shall be classified as Grade A Long Grain Rice.

Rice with 80% or more of kernels after milling to a well- milled degree, having a length of at least 6.67 mm and a length/width ratio of over 3.0.

General Organoleptic and Health Characteristics

Rice shall be safe and suitable for human consumption. Rice shall be free from abnormal flavours, colours, living or dead insects, insect fragments and mites.

The product shall be prepared and handled in accordance with the appropriate sections of the Codex Alimentarius Commission, CAC/RCP 1 - 1969 General Principles of Food Hygiene (Adopted 1969, Amendment 1999, Revision 1997 and 2003).

Rice shall comply with the maximum residue limits for pesticides established by Codex Alimentarius Commission. Pesticide Residues in Food and Feed, commodity details GC 0649 – Rice.

The products shall be free of heavy metals in amounts which may represent a hazard to human health. Concentration of arsenic shall be declared.
