    1. Objective

    The main objective of this scheme is to facilitate in and through the

    Government Sector mainstreaming of AYUSH through co-location of

    AYUSH facilities at Primary Health Centres (PHCs), Community HealthCentres (CHCs) and District Hospitals (DHs) and upgradation of AYUSH

    hospitals and dispensaries, provide management support at the central and

    state levels, setting up Rogi Kalyan Samitis, Health Management

    Information System and specilaized AYUSH facilities in Government

    tertiary AYUSH hospitals with Public Private Partnership Mode take up

    PPP Projects in tertiary level hospitals.

    2. Components

    Financial assistance will be provided to the States/ UT Governments

    for (I) Co-location of AYUSH facilities at PHCs, CHCs and District

    Hospitals (II) Upgradation of existing Government AYUSH Hospitals (III)

    Upgradation of existing Government/Panchayat/ Government aided

    AYUSH Dispensaries and (IV) Supporting facilities such as Programme

    Management Units at State level, Health Management Information System

    and Rogi Kalyan Samities, for AYUSH Hospitals subject to terms and

    conditions as indicated.

    I- Co-location of AYUSH facilities at PHCs, CHCs and DHs:

    I. A. Establishment of AYUSH OPD Clinics in the Primary Health

    Centres (PHCs)

    One Time grant

    Up to Rs 15.00 lakhs for undertaking addition/ alteration of existing

    premises; furniture, fixtures, equipments, etc. subject to the condition that

    expenditure on addition/ alteration of existing premises will not exceed 75

    per cent of the total amount.

    Recurring Grant

    Rs 0.30 lakhs per annum as lump Sum Contingency fund.

    Rs 3.00 lakhs per annum for procurement of drugs, Medicines, Diet and

    other consumables.

    I. B. Establishment of AYUSH IPDs in Community Health Centres

    (CHCs)

    One Time grant

    Up to Rs. 25.00 lakhs for undertaking addition/ alteration of existingpremises; furniture, fixtures, equipments, etc. subject to the condition that

    expenditure on addition/ alteration of existing premises will not exceed 75

    per cent of the total sanctioned amount.

    Recurring Grant

    Rs. 0.50 lakh per annum as lump Sum Contingency fund.

    Rs. 5.00 lakhs per annum for procurement of drugs, Medicines, Diet and

    other consumables.

    I. C. Setting up of AYUSH Wings in District Hospitals

    One Time grant

    Up to Rs. 30.00 lakhs for undertaking addition/ alteration of existing

    premises; furniture, fixtures, equipments, etc. subject to the condition that

    expenditure on addition/ alteration of existing premises will not exceed 75

    per cent of the total amount.Recurring Grant

    Rs. 0.70 lakhs- per annum as lump Sum Contingency fund.

    Rs. 2.50 lakhs per annum for procurement of drugs, Medicines, Diet and

    other consumables.

    II. Supply of Essential Drugs to Government AYUSH Hospitals and

    Dispensaries

    Rs 0.50 lakhs per annum for essential drugs (Ayurveda/ Siddha/ Unani)

    Rs 0.25 lakhs per annum for essential drugs (Homoeopathy)

    III. Upgradation of Government AYUSH hospitals (other than

    PHCs/ CHCs/ DHs) at the District/sub-District levels

    Financial assistance will be provided for upgradation and improvement of

    existing AYUSH hospitals under the State Government/Zila Parishads atthe District/Sub District levels.

    One Time Grant

    Up to Rs 50.00 lakhs for undertaking construction, renovation of existing

    premises; furniture, fixtures, equipments, etc. subject to the condition that

    expenditure on addition/ alteration of existing premises will not exceed 75

    per cent of the total amount.

    Recurring Grant (per annum)

    Rs. 0.70 Lakhs per annum as lump sum contingency fund

    Rs. 4.50 Lakhs per annum for procurement of drugs, medicines, diet and

    other consumables.

    Rs 8.16 lakhs per annum for engagement of personnel as indicated below

    i) AYUSH Specialists- 2 (two)ii)AYUSH Pharmacists- 2 (two)iii)Para Medical Staff- Masseurs- 2 (two), Kshar Sutra Attendant-

    1(one), Stri Roga Attendant- 1(one).

    Subject to the conditions that the additional requirement of personnel shall

    be assessed and projected keeping in view the personnel already in position

    and the said engagements will be on contractual basis only for the Plan

    Period.

    IV. Upgradation of Government/Panchayat/Government aided AYUSH

    Dispensaries

    One Time grant

    Up to Rs 10.00 lakhs for undertaking construction, renovation of existing

    premises; furniture, fixtures, equipments, etc. subject to the condition that

    expenditure on addition/ alteration of existing premises will not exceed 75 per

    cent of the total amount.

    Recurring Grant (per annum)

    Rs. 0.10 Lakhs per annum as lump sum contingency fund

    V. Setting Up of Specialized AYUSH Facilities in Government

    Tertiary Care AYUSH Hospitals In The Public- Private Partnership

    (PPP) Mode.

    One Time grantUp to Rs 85.00 lakhs- for undertaking construction, renovation of existing

    premises; furniture, fixtures, equipments, etc. subject to the condition that

    expenditure on addition/ alteration of existing premises will not exceed to

    75 per cent of the total amount.

    Recurring Grant for meeting operational expenses

    1styear = Up to Rs. 10.00 lakhs

    2ndyear = Up to Rs. 8.00 lakhs

    3rdyear = Up to Rs. 6.00 lakhs

    4thyear = Up to Rs. 4.00 lakhs

    Details on setting up of the AYUSH facilities on PPP mode are given in

    Annexure- II.

    VI. Supporting Facilities

    i. Setting-up of Programme Management Units (PMUs):In order to strengthen the AYUSH infrastructure both at the Central

    and State levels, financial assistance for setting up of the Programme

    Management Units (PMUs) will be provided. The PMU will consist of

    management professionals be set up on NRHM pattern. This will be subject

    to the condition that a commitment is given by the State Governments for

    taking over the entire expenditure on the PMU by the end of the 11thPlan.

    The composition of Programme Management Units both at Central and

    State level will be as follows:

    (a) Programme Manager- 1 (one)

    (b) Finance manager 1 (one)

    (c) Accounts manager 1 (one)

    (d) Data officer/Assistant 1 (one)

    In addition, one time grant upto Rs.2.00 Lakhs for furniture, fixtures,

    computers, equipments related to information technology (IT) etc. and

    recurring grant of Rs.0.10 Lakhs per annum as lumpsum contingency fund

    may be sought for this purpose.

    ii. Setting-up of Health Management Information System

    (HMIS):Select States will be taken up on pilot basis for setting-up of Health

    Management Systems exclusively for AYUSH hospitals and dispensaries

    through outsourcing on NRHM pattern.

    iii. Constitution of Rogi Kalyan Samitis:

    Rogi Kalyan Samitis (Hospital Management Committees) for AYUSH

    Hospitals will be set up on the pattern approved for allopathic hospitals

    under NRHM so as to provide flexibility and autonomy to the AYUSH

    Hospitals at the district/ sub-district levels. No separate funding will be

    provided for this purpose.

    However assistance for the same will be met from the contingency to be

    provided under the Scheme for Upgradation of AYUSH hospitals with a

    ceiling of Rs. 0.70 lakh per year per unit.

    3. General pattern of assistance

    Pattern of assistance under the various components of the Scheme

    shall be as indicated below:

    (i) Funding of different components will be done on a gap filling basis,based on the State Programme Implementation Plans (PIPs). The

    financial assistance for the components will be limited to the actual

    requirement, subject to the ceiling prescribed.

    (ii) 85% of the admissible assistance will be provided as grants-inaid bythe Central Government and balance 15 % shall have to be met by

    the State/ UTs concerned, except for the North-eastern States, where

    the Central share will be 90 % and balance 10% to be met by the

    States.

    (iii) Assistance for setting up Hospital Management Information Systemfor AYUSH shall be met by the Central and State/UTs Governments

    on 50:50 basis.

    iv) Assistance for setting up Programme Management Units for AYUSHshall be met by the Central and State/ UTs Governments on 85:15 basis,

    including NE States.

    4. General Terms & Conditions

    i) Under the scheme, financial assistance will be provided to the State/UT government for the specified components for promotion of

    AYUSH health care facilities.

    ii) Proposal seeking assistance under the scheme shall have to besubmitted in duplicate in the prescribed format enclosed asAnnexure- Ialong with requisite information details.

    iii) Admissible financial assistance under the scheme will be released tothe State Health Society.

    iv) Financial assistance under the scheme will be normally released intwo instalments for establishment provided that the Screening

    committee may release the total amount in one instalment.

    v) The grantee organization shall take necessary action to utilize theamount within the financial year provided that in the event of failure

    to utilize part or full of the amount during the year, details thereof

    shall be reported to the department for placing before the Screening

    Committee for decision.

    vi) The grantee organization shall have to submit six monthly reportsindicating physical progress of the work, attendance of the patients/

    visitors in the AYUSH unit, receptivity & acceptability of the

    facilities of health care rendered from the unit for specific diseases aswell as financial position of expenditure along with relevant

    documents.

    vii) The grantee organization shall have to take action for provision ofrequired manpower (as indicated in Annexure-IV) and space (as

    indicated in Annexure-V) by availing support provided under the

    NRHM flexipool and under this scheme.

    viii) The grantee organization shall have to use the fund sanctioned underthis scheme to procure quality medicine from public sector/ co-

    operative managed by central/ State Governments as per details

    indicated inAnnexure-VI.

    5. General

    5.1 Processing and sanction of proposals:

    A screening committee, constituted with following members, will

    consider the proposals under the Scheme for sanction of admissible

    assistance.

    i) Secretary (AYUSH) Chairperson

    ii) Joint Secretary (AYUSH) Member

    iii) Joint Secretary & F.A. or his nominee Member

    iv) Adviser (Ayurveda) Member

    v) Adviser (Unani) Member

    vi) Adviser (Homoeopathy) Member

    vii) Director (CCRYN) Member

    viii) Concerned Director/ Dy. Secretary Member Secretary

    Other person may be co-opted as deemed necessary with the approval of

    Chairperson.

    5.2 Evaluation of the Scheme

    A mid-term review of the scheme is proposed to be done through an

    independent agency after two years of implementation of the scheme.

    5.3. Modification of the Scheme

    The Empowered Programme Committee (EPC) and Mission Steering

    Group (MSG) chaired by the Secretary, Health and Family Welfare and the

    Minister of Health and Family Welfare, respectively, set up under NRHM

    will consider and approve changes, as deemed necessary, in this scheme.

    There could be possible some changes required from time to time in

    the scheme due to operational classification in the scheme.

    Recommendation of the State government

    Subject: Assistance for..

    1. The proposal for sanction of financial assistance has been scrutinized bythe Office of the

    2. The State Government recommends a grant of Rs . (Rupees ) for the purpose of

    collocation under NRHM/ Essential medicines/ upgradation of Hospital/

    Upgradation of Dispensary/ AYUSH facilities under PPP mode/ for

    supporting facilities. This is considered essential for development and

    Welfare, New Delhi.

    4. It is also certified that:(i) The State Government have examined the audited statement of

    accounts for the last 3 years and are satisfied that the grant-in-aid

    asked for by them is justified by their financial position and that all

    previous grants received by them from various sources have beenutilized for the purposes for which the grants were sanctioned.

    (ii) There is nothing against the facility or its office bearers/ staff whichshould disqualify them from receiving the financial assistance from

    the Government of India. It is also certified that the institution or

    and of its office bearers is not involved in any corrupt practices and

    court proceedings.

    (iii) The information provided by the facility for its application for grantis true and complete in all respect.

    (iv) The facility has furnished utilization certificates and relateddocuments in respect of the previous grant if any received.

    (v) Provision has been kept in the state budget for meeting matching

    contribution (15% in case of State/ 10% in case of North-Eastern

    States) for meeting the State share as required under the scheme

    (15% for PMU & Upgradation of Dispensaries in case of NE

    States).

    Annexure- II

    Setting up of Specialized AYUSH facilities in Government

    Tertiary Care AYUSH Hospitals in the Public- Private

    Partnership (PPP) Mode

    1. AYUSH stream of health care have proven efficacy in treatment ofseveral diseases on the tertiary health care sector. Such facilities

    have developed in the private sector in some parts of the country.

    People from other regions have been going to such places for availing

    the health care facilities at considerable cost and travel related

    inconvenience. It is deemed necessary to replicate such arrangements

    in partnership with private sector for providing the facilities at otherplaces. For this purpose support will be extended for developing

    required facilities by the State/ UT government in partnership with

    private health providers of repute. This will ensure provision of

    quality tertiary health care facilities in an affordable manner.

    2. Under the arrangement, required infrastructure (space, equipments)will be provided by the State Government by upgrading (renovation,

    alteration) available facilities in tertiary health care for which central

    assistance will be provided under this scheme. However no funding

    will be provided for new construction. The private promoter will be

    required to run the centre with its own personnel and provide health

    care services. Apart from providing health care services, it will also

    assist the in capacity building of the government servants in this

    regard.

    3. The financial assistance will be provided to the State/ UTs to set upspecialized AYUSH facilities in teaching Hospitals, preferably those

    attached to Government Allopathic/ AYUSH colleges. This is expected

    to assist the teaching faculty/ students and get the benefit of practicalexperience in this field.

    4. ModalitiesState Governments/ UTs shall have to identify the tertiary AYUSH/

    Allopathic tertiary hospital as well as the location within the facility

    where such facility will be provided. Details, along with requirement

    of funds for upgrading the facility may be sent to the Department of

    AYUSH in the prescribed format enclosed as Format- 3.

    Proposals received from the State/ UT Governments will be

    considered by the Screening Committee and admissible amount

    would be sanctioned.

    Suitable private service provider of repute and experience of

    providing such services in the AYUSH systems (Ayurveda, Yoga &

    Naturopathy Unani, Siddha and Homoeopathy, etc.) for a period not

    less than 5 years will be selected by the State Govt. in a transparent

    manner. A Memorandum of Understanding (MoU), incorporating,

    salient features (as given below), to be executed with the selected

    private provider shall be sent by the State/ UT government to the

    Department of AYUSH and same shall be executed with the private

    service provider after clearance by the Department of AYUSH.

    Issues to be incorporated in the MOU

    A. Liability of the private promoters

    i. Details of services to be provided.ii. Deployment of manpower

    iii. Complying with relevant statutory provisionsiv. Details on operation of the unit, fee if any to be charged for the

    services and concessions to be given to people below poverty

    line/ SC/ ST.

    v. Facilitating training to faculty & students in the college, wheresuch facilities have been provided.

    vi. Provision of security in form of bank guarantee, as deemednecessary.

    B. Liability of the State Government

    i. Provision of infrastructure facilities etc. for running the facility

    ii. Provision of other facilities (to be specified)

    C. General

    i. The contract may be made initially for a period of five years,with provision for termination with 3 months notice from

    either side.

    ii. The private provider will be required to restore the fixed assetsprovided by the State Government intact.

    iii. Income and Expenditure statements, Balance Sheet andAudited accounts of the unit shall be certified and sent by the

    State Government for sanction of financial assistance towards

    recurring cost as admissible under the scheme.

    iv. A statement indicating the number of patients treated in theunit shall be submitted by the service provider to the State/ UT

    Government and copy of which will be sent to the Department

    of AYUSH.

    v. An independent committee as deemed fit by the HealthDepartment of the State govt. may look into any dispute

    between the private provider & Government. Its decision will

    be final.

    Annexure- III

    Supporting facilities (PMU, HIMS, Rogi Kalyan Samitis) for

    AYUSH

    Programme Management Unit for AYUSH:

    1. The financial assistance is to be provided for setting-up of ProgrammeManagement Units (PMUs) both at the Central Government and State

    Government level, in order to strengthen the AYUSH infrastructure on

    similar lines as under NRHM to provide technical assistance for

    undertaking mainstreaming of AYUSH.

    2. Programme Management Units consisting of management, Financeand account professionals set up on NRHM pattern. This will be

    subject to the condition that a commitment is given by the StateGovernments for taking over the entire expenditure on the PMUs by

    the end of the 11thPlan.

    3. Expenditure on setting up Programme Management Units for AYUSH

    shall be met by the Central and State/ UTs Governments on 85:15

    basis.

    4. The PMU staff will be of recruited from the open market on contractual

    basis for a fixed tenure. This PMU will provide the technical support tothe Mainstreaming of AYUSH in the State through its pool of skilled

    professionals like MBA, CA, Accounts Specialist. This technical pool

    would be accessed by Mission Director/ AYUSH Director and official

    involved in implementation of Mainstreaming of AYUSH & support

    related to logistics, financial management, MIS, tracking of funds for

    AYUSH etc.

    5. All appointments would be temporary and would be made for the

    contract / deputation period as may be determined by the State

    Government.

    Eligibility criteria

    1. Programme Manager- MBA/ Master Degree in Personnel

    Management/ Management in HR from a reputed AICTE

    recognized institute with minimum 3 years working experience.

    2. Finance Manager- MBA in Finance from AICTE recognized

    institutewith Minimum 3 years experience in a government or any

    other reputed organization in finance management of major

    programme/ project.

    3.Accounts Manager- MBA Finance/ M.Com/ ICWA(Inter)/ CA

    (Inter) from recognized institutewith Minimum 3 years experience

    4. Data Officer/Assistant- Graduate with Diploma in Computer

    application or BCA, Knowledge of MS office package, Tally/

    Pagemaker etc., Hindi/ English Typing with 2 years experience.

    5. In addition to this, preference will be given to persons who have

    experience of working in health sector, NRHM in particular.

    Terms of Reference

    1. To assist in mapping of AYUSH facilities for grant in aid anddeveloping AYUSH plans based on realistic estimation.

    2. To assist in designing road map for achieving Mainstreaming ofAYUSH and coordinate between State Health Society and AYUSH

    Directorate.

    3. To provide specific programme support related to logistics, financialmanagement, tracking of funds for AYUSH up to the lower level.

    4. To collect the data from field level and create & maintain Stateresource database for the AYUSH sector including manpower,

    buildings, equipments and other support infrastructure.

    5. To assist in developing the database of trained AYUSH manpower.6. To liaise and brief officers on successes, problems and issues on

    implementation of Mainstreaming of AYUSH.

    7. To submit technical reports (including when necessary brief actionpoints) on status of Mainstreaming.

    8. To assist in preparing different training modules and trainingmaterial curriculum and guidelines etc in consultation with the

    State and Central govt officials.

    9. To help Director/ Nodal Officer for AYUSH to organize TOTs,Expert Committee meetings and other meetings and workshops as

    required from time to time under NRHM.

    10.To assist in monitoring of service delivery of AYUSH at health carefacility.

    Health Management Information System (HMIS) for AYUSH:

    Select States will be taken up on pilot basis for setting-up of Health

    Management Systems exclusively for AYUSH hospitals and

    dispensariesthrough outsourcing on NRHM pattern.

    Health Management Information System (HMIS) consisting of MIS

    professionals be set up on NRHM pattern. This will be subject to thecondition that a commitment is given by the State Governments for taking

    over the entire expenditure on the HMIS by the end of the 11thPlan.

    Expenditure on setting up HMIS for AYUSH shall be met by the

    Central and State/UTs Governments on 50:50 basis.

    Eligibility criteria:

    1.HMIS Manager- MSc Statistics, MSc IT/ MCA from recognized institute

    with Minimum 3 years experience in a government or any other reputed

    organization in information management of any project. Experience within

    the HMIS domain is desirable.

    2.Data Entry Operator- Graduate with Diploma in Computer application

    or BCA, Knowledge of MS office package, PageMaker etc., Hindi/ English

    Typing with 2 years experience.

    3. In addition to this, preference will be given to persons who have

    experience of working in health sector, NRHM in particular.

    Terms of Reference:

    1. To collect the data from all departments of Hospital in terms ofOPD & IPD data would be managed separately.

    2. Data from the field level and create & maintain State resourcedatabase for the AYUSH sector.

    3. The information by varied sources such as National Family HealthSurvey (NFHS), District Level Household Survey (DLHS), Census,

    SRS, and performance statistics on Mainstreaming AYUSH/AYUSH to be curled out to make database.

    4. The Health Statistics Information Portal facilitates the flow ofphysical and financial performance from the field level to the State

    HQ and will provide periodic reports on the status of the AYUSH

    sector.

    5. To meet the HMIS (AYUSH) requirements through closecoordination with PMU (AYUSH & NRHM), National/ State Health

    & Family Welfare institute and National/ State Health System

    Resource Centre to get and provide data regarding AYUSH sector.

    i) Necessary action for posting of required manpower (medical officerand supporting staff) as per the Indian Public Health Standards

    in the PHC /CHC /District Hospital as indicated above shall be

    projected for financial support out of the NRHM flexi-pool in thePIP (NRHM) of the State for the year. Alternatively the State

    Government shall provide required manpower out of its own

    resources.

    ii) The contractual staff wherever engaged will have no claimwhatsoever for regularization etc. The concerned State Govt./

    Administrative departments/ Institutions/ hospitals will own all

    liabilities and consequences should such a claim is made.

    Supply of drugs and medicine for provision of quality AYUSH

    i) Essential drugs and medicine required for implementation of the

    Scheme will have to be procured from M/s Indian Medicine

    Pharmaceutical Corporation Limited (a Central Public Sector

    Undertaking) or from Public Sector undertakings, pharmacies

    under State Governments and Co-operatives, keeping in view the

    need for ensuring quality of AYUSH drugs and medicines.

    ii) Essential non drug items like dressing items for first aid etc. may be

    provided out of the amount sanctioned for medicine/ essential drugs

    under different components required for achieving the desiredobjectives subject to a ceiling of five percent of the total amount

    sanctioned for the purpose.

    iii) List of the essential Ayurvedic, Unani, Siddha and Homoeopathic

    drugs to be supplied, as notified by the Department of AYUSH may

    be followed while procuring essential drugs.
