SPEAKER BIOS

Councilmember Julian A. Gold, M.D., was elected to the Beverly Hills City Council in 2011 and served as mayor in 2015 and 2018.

Councilmember Gold graduated Team Beverly Hills, class of 2002. He served six years on the BH Tra�c and Parking Commission and served one year as its chair. Subsequently he served on the Recreation and Parks Commission until his election to Council in March 2011.

Dr. Gold grew up in New York and graduated NYU School of Medicine. A board certi�ed anesthesiologist for 40 years, Dr. Gold was Co-Chairman of the Department of Anesthesiology at Cedars-Sinai and Co-Managing Partner of General Anesthesia Specialists Partnership Medical Group from January 1991 until April 2019. He is an Associate Professor of Clinical Anesthesiology at the USC Keck School of Medicine. He is a former member of the Board of Directors of Cedars-Sinai Medical Center and has served on many hospital committees. An active supporter of local youth sports, Dr. Gold was a board member of Beverly Hills Little League and coached both Little League Baseball and AYSO Soccer. Since April 2019, Dr. Gold has been involved with the Cedars-Sinai Accelerator in support of medically related startup companies. He serves as an expert consultant to the medical, legal and business communities on a broad range of subjects.

Dr. Gold has lived in Beverly Hills for more than 25 years. He and his wife, Michele E. Gold, CRNA, PhD, have a daughter, Rebecca, who graduated from the Beverly Hills public schools.

DR. JULIAN GOLD, COUNCILMEMBER, BEVERLY HILLS

Derrick Ontiveros is a campaign strategist and technologist based in Beverly Hills. He became interested in municipal politics while serving as Chair of the Next Beverly Hills, a committee in Beverly Hills focused on the future and making it an even more desirable place for people 25- to 45-year-olds to live, work, and play.

Derrick has managed and provided strategic and technical guidance for many successful city council, school board, and ballot proposition campaigns, with a focus on leveraging technology to identify and communicate with likely voters and key advocates.

Derrick also serves as CTO of Mia Share, a startup focused on providing fair education �nancing to students through income share agreements, and serves as a partner and CTO of JobStats, a cloud-based HR software solution which helps employers improve their employee documentation practices.

Noelle is the founder of DMS agency a full-service digital agency that specializes in creating digital campaigns utilizing all social media platforms to bring clarity to your brand, engage consumers and generate continuous conversation about your products. In addition to content, we deliver premium social media analytics and national product placement opportunities. We are committed to creating innovative marketing programs using authentic techniques to capture consumer attention in the digital space of social media. She has successfully worked on numerous election and ballot initiative campaigns in the Southern California area.

Concurrently, Noelle serves as Vice Chair of the Human Relations Commission of the City of Beverly Hills, as well as Chair of the Next Beverly Committee, whose mandate is the support and engagement of the next generation of Beverly Hills residents, businesses, and community leaders. She was Miss California in 2011 and still works with that organization in support of its mission.

Larry is City Attorney for the City of Beverly Hills and General Counsel to the Las Virgenes Malibu Council of Governments. He has also served as the City Attorney for the Cities of Westlake Village and Hidden Hills, and Authority Counsel to the Burbank-Glendale-Pasadena Airport Authority.

Larry has been bringing creative solutions and a positive attitude to solving the complex problems of public entities and land use clients for 30 years. He has negotiated development agreements for projects such as the Montage Hotel, the Waldorf Astoria in Beverly Hills, and the soon to be constructed One Beverly Hills development. His CEQA work includes bringing the Arroyo Seco Festival to the Rose Bowl and previous e�orts to bring the NFL to the Rose Bowl. He was instrumental in negotiating the original agreement between the Burbank Airport and the City of Burbank which eventually led to the approval of a new terminal at the Burbank Airport. He was one of the �rst attorneys to use the design, build, operate, and �nance legislation to construct a sewer treatment plant. Larry has served as the City Attorney for Beverly Hills since 1998 where he has an excellent reputation for good judgment and detail-oriented work.

Stacey Armato has served on the Hermosa Beach City Council since being elected in March 2016. She is also a Director at Inceptiv, a dedicated community advocate and volunteer, and a mother of three children. Stacey serves as the Treasurer for Independent Cities Association, Legislative Co-Chair for California Contract Cities Association, Legislative Chair for the South Bay Cities Council of Governments, Treasurer for BreastfeedLA, Board Member for California Women’s Law Center, Co-Chair of Winemasters and Advocacy Chair for the Cystic Fibrosis Foundation-LA, and Board Member of the Parent Advisory Council for Mattel UCLA Children’s Hospital. Stacey received her undergraduate degree in Gerontology from the University of Southern California and her law degree from Pepperdine University School of Law.

Pleasanton Vice Mayor Julie Testa was elected to the Pleasanton City Council in November 2018. Julie has a 30-year history of civic participation within her community, including as a board member on multiple nonpro�ts. A passionate advocate of vulnerable populations, she is currently a member of the Board of Directors for the Tri-Valley chapter of the National Alliance on Mental Illness.

In 2019 Julie founded CALE (California Alliance of Local Electeds) a statewide nonpartisan group of local elected o�cials. CALE members meet each week to discuss concerns and solutions to challenges facing our cities. We vary in many aspects and positions but our common belief is we have been elected to represent our constituents who we know best. Mayor Bill Brand �rst became a citizen-activist in 2001. After 8 years of activism, he was elected to the City Council of Redondo Beach as a slow-growth candidate. He was re-elected in 2013, and elected Mayor in 2017. He was recently re-elected to another 4-year term.

Mayor Brand �rst authored a statewide initiative to make zoning and land use municipal a�airs over three years ago. This past March, Assemblymember Al Muratsuchi introduced it as ACA 7, co-authored by State Senator Steven Glazer. After ACA 7 was not heard by the Legislature, Mayor Brand, with four other proponents, submitted the initiative to the Attorney General for title and summary to appear on the November 2022 ballot.

Mayor Brand holds a degree in chemical engineering from Cal State Long Beach, and an MBA with a concentration in �nance from the University of Southern California. He has co-authored three local initiatives, two of which were overwhelmingly approved by the voters of Redondo Beach. The third one was narrowly defeated.

Richard Montgomery brings both political experience and a public relations/communications background to the Institute of Local Government.

From 2005 to 2013, Mr. Montgomery served twice as Mayor and City Council member for the City of Manhattan Beach. Prior to his election, Mr. Montgomery served as a Planning Commissioner and Chairman from 2002 to 2005 in Manhattan Beach. As part of his elected duties, Mr. Montgomery has extensive media training (print, radio & TV) along with “on air” interviews and numerous public speaking engagements.

Dana Murray is the City of Manhattan Beach's Environmental Sustainability Manager where she leads environmental sustainability policies and programs for the city, including climate resiliency, coastal adaptation planning, reducing plastic pollution, expanding the MB green business program, native habitat restoration, and climate change mitigation. Dana is leading the City’s �rst Climate Ready Program, which includes evaluating climate hazards for the City such as sea level rise and storm drain �ooding, developing a Climate Action and Adaptation Plan, updating the City’s Local Coastal Program Land Use Plan and Local Hazards Mitigation Plan, and implementing a living shoreline project. Dana represents the City of Manhattan Beach as an Alternate on the Board of Directors for the Clean Power Alliance of Southern California, and is a member of Green Cities California and the Urban Sustainability Directors Network. Formerly Dana was the Senior Marine Scientist and Coastal Policy Manager at Heal the Bay where she worked on science and policy issues related to coastal habitats and marine wildlife in California. She developed Los Angeles' MPA Watch citizen science monitoring program, assessing how people use L.A.’s underwater parks, and served as the Co-Chair of the Los Angeles Marine Protected Areas Collaborative. Completing hundreds of scienti�c dives underwater, she has been a research diver for Reef Check since 2003, and was awarded “Citizen Scientist of the Decade” by Reef Check. She was previously a Peace Corps Volunteer, a conservation science researcher for the World Wildlife Fund, and the Director of Education at the California Wildlife Center. Dana earned her master’s degree in Environmental Science and Management from UC Santa Barbara, specializing in Conservation Planning and Coastal Marine Resource Management, and her bachelor’s in Geography and Environmental Studies from UCLA.

In 2015, he launched Kosmont Transactions Services, Inc. which sources �nancing for public/private projects, P3 initiatives, and infrastructure funding. He is a co-principal, California Golden Fund, a USCIS approved EB-5 Regional Center. Mr. Kosmont’s distinguished 40-year career encompasses public/private �nancial structuring, negotiation, development, and management of real estate and public �nance transactions exceeding $10B. He has assisted hundreds of local government agencies in public �nance and real estate matters ranging from large-scale economic development programs to site-speci�c real estate strategies and projects. He has guided over 1,000 private sector projects in obtaining public approvals, structuring deal terms, and securing public/private �nancing.

Mr. Kosmont served as Interim City Administrator for City of Montebello, CA which focused on a �nancial turnaround strategy and redevelopment dissolution. Jim’s background in development, law and capital markets has powered Paragon’s steady growth and reputation as one of the preeminent retail development �rms in California. Jim is a former real estate and �nance attorney with Latham & Watkins LLP where he represented developers, equity investors and lenders in capital structuring, acquisitions, dispositions, leasing and entitlements. Councilmember Nils Nehrenheim was recently re-elected to his second term in Redondo Beach. He has been on the Board of Directors of ICA since 2017, now serving as the Vice President. Sunny Soltani is a senior partner and a founding member of the �rm. Sunny serves as the �rst female City Attorney to the City of Carson and is General Counsel to Carson Successor Agency, Carson Housing Authority, and the Carson Reclamation Authority. Her litigation victories include eight signi�cant published opinions, arguing before the California Supreme Court, appearing in the United States Supreme Court, dismissal of two lawsuits saving a city client $110 million, a jury trial involving right to take challenges and 21 consolidated cases on the cleanup of a former oil �eld (saving that client $18 million), and most recently a victory preserving rent control for low-income residents in California. She serves her clients in an advisory role on all public law matters. Sunny also assists her clients in legislative solutions.

Mike Witzansky has over 21 years of experience in local government, including 15 years leading a variety of complex public service departments, operations, and projects. He is currently the Assistant City Manager for the City of Redondo Beach where he oversees and supports preparation of the City’s capital and operating budgets, labor relations, economic development, contract negotiations, land use, and general City services. Prior to becoming the ACM, he served as the City’s Public Works Director and the Community Services Director. Mike also spent six years in the City of Torrance as an Administrative Analyst and Sr. Business Manager. As a businessman and entrepreneur, Eriksson has been involved in international sales, marketing and business development for over 30 years. From 1985 to 1987, Eriksson worked with the Swedish O�ces of Science & Technology in Los Angeles. He has also served as Vice President of Puregas Solutions LLC, a developer and manufacturer of renewable energy biogas upgrading plants, and as Senior Advisor at Invest in Sweden Agency in Los Angeles, the Swedish government agency with a mission to stimulate foreign direct investment into Sweden.

Bill Allen is the President and Chief Executive O�cer of the Los Angeles County Economic Development Corporation (LAEDC) and CEO of its subsidiary, the World Trade Center Los Angeles. Mr. Allen is also a Vice Chair of the Economic Alliance of the San Fernando Valley and a member of the Board of Directors of the Weingart Foundation, Los Angeles Area Chamber of Commerce, Los Angeles Coalition for the Economy and Jobs, FilmL.A., Unite L.A., and Sister Cities of Los Angeles.

Active in regional economic development for more than twenty years, Mr. Allen was the �rst CEO of the Economic Alliance of the San Fernando Valley from 1996-2000, and in 2000 was named California’s Civic Entrepreneur of the Year by the California Center for Regional Leadership.

Supervisor Das Williams was elected to represent the First District of Santa Barbara County in June 2016 and took o�ce on January 2, 2017.
