from OUR PRESIDENT
It is very interesting to note the biblical example of the church
at Corinth. It was a church planted by Paul in one of the largest,
most difficult, and challenging cities of its day. Yet in 1
Corinthians 1:2, Paul says, “To the church of God, which
is at Corinth.” This church belonged to God. The verse continues to
speak of its members as being “sanctified in Christ Jesus, called
to be saints with all who in every place call on the name of Jesus
Christ our Lord, both theirs and ours.”
Like the church at Corinth, our churches today belong to God and
have been called to be set apart for His glory. We must continue to
be faithful, to press on until Jesus comes. Paul reminds us in 1
Corinthians 1:9 why we must press on and continue to be faithful:
“God is faithful, by whom you were called into the fellowship of
His Son, Jesus Christ our Lord.”
Please join me in honoring and celebrating the faithfulness of our
executive director, Dr. Brian Autry, and his excellent staff. And
once again, we offer our gratitude to Dr. Grant Ethridge and
Libertylive.Church for graciously extending their service and
facilities for this Annual Homecoming. Thank you all for giving to
the Lord!
It has been both humbling and a distinct honor to serve as your
convention president for the last two years. My continual prayer
for the SBCV is captured in the words of 1 Corinthians 15:58, which
state, “Therefore, my beloved brethren, be steadfast, immovable,
always abounding in the work of the Lord, knowing that your labor
is not in vain in the Lord.”

25 Years of Faithfulness
from OUR EXECUTIVE DIRECTOR
On behalf of your SBC of Virginia team, we join with your
convention officers, Executive Board, and our wonderful host church
and pastor, to welcome you to the SBCV’s Annual Homecoming.
This year, we mark 25 years of advancing the Gospel together! We
are thankful we can worship the Lord and celebrate how the Lord is
working through His Church to send missionaries around the world,
share the Good News of Jesus with the lost, equip ministers of the
Gospel, and plant and revitalize churches.
Twenty-five years ago, when I attended the very first SBCV annual
meeting, I had only been married a couple of years—no children and
no mortgage. Over the years, some things have changed, but we
continue to hold faithful to God’s Word, boldly proclaim Jesus is
Lord, and work together to make Him known.
At this year’s Annual Homecoming, we will give thanks for 25 years
of advancing the Gospel together. We will be challenged to continue
in the faith once and for all delivered to the saints. We will hear
and see how the Lord can use us in this generation and the next to
reach our neighbors and the nations for Jesus Christ.
Welcome to the Annual Homecoming of the SBCV. Our prayer is that
you will be encouraged by the ministry that is taking place, thanks
to your church partnership in praying, sending, giving, and going
through our Gospel partnership. Just like the past 25 years, the
SBCV will continue to seek to come alongside local churches
advancing the Gospel together to reach our neighbors and the
nations for Jesus Christ!

Al Mohler President, The Southern Baptist Theological
Seminary
Albert Mohler Jr. is a leader within the Christian community with a
storied resume. As president of The Southern Baptist Theological
Seminary, Mohler has the chief responsibility of guiding one of the
largest seminaries in the world. He also
serves as president of the Evangelical Theological Society, hosting
two programs: The Briefing and Thinking in Public. As a theologian,
ordained minister, and Centennial Professor of Christian Theology
at Southern Seminary, he has served several Southern Baptist
churches, is a sought-after author and speaker, and an all-around
expert within his field. He and his wife, Mary, share two children
and three grandchildren.
Bryan Carter Senior Pastor, Concord Church, Dallas
Bryan Carter, senior pastor of Concord Church in Dallas, TX, is
passionate about impacting his city. He is heavily involved in his
local community, leading Harmony Community Development
Corporation—an organization with the mission to “advance
God’s presence by strengthening families and revitalizing
neighborhoods….” Carter also leads the African American Pastors
Coalition, working with 60 local churches to address needs within
the Dallas community.
He serves on the boards of local establishments such as Frost Bank
Dallas Advisory
Kevin Ezell President, North American Mission Board
As president of the North American Mission Board, Kevin Ezell has
worked diligently since 2010 to assist Southern Baptist churches in
sharing the Gospel, providing strategic vision, direction, and
leadership.
Ezell earned his bachelor’s degree from Union University in
Jackson, TN. He received a Master of Divinity from Southwestern
Baptist Theological Seminary in Fort Worth, TX, and a Doctor of
Ministry from The Southern Baptist Theological Seminary in
Louisville, KY.
Prior to coming to NAMB, Kevin served as senior pastor of Highview
Baptist Church in Louisville for 14 years. He and his wife,
Lynette, have six children: Anna, Shelly, Taylor, John Michael,
Libby, and Micah Lyn. The Ezells are also blessed with six
grandchildren.
Keynote Speakers
Allen McFarland President, SBC of Virginia Senior Pastor, Calvary
Evangelical Baptist Church
President of the SBC of Virginia, Allen R. McFarland officially
began his ministry journey on Superbowl Sunday in 1973 (when the
Redskins played Miami). Initially, he was hesitant to preach
because of his life-long speech impediment—something God has used
time and time again to humble McFarland as well as expand his
ministry.
McFarland serves as senior pastor of Calvary Evangelical Baptist
Church in Portsmouth and is a board member at various organizations
and institutions, including: Board of Trustees at Liberty
University in Lynchburg; Association of Baptists for World
Evangelism (ABWE) in Harrisburg, PA; Atlantic Shores Christian
School in Virginia Beach; and Kids Across America (KAA) in Branson,
MO. Additionally, he teaches theology to undergraduate and graduate
students at Liberty University and was named by Black Christian
News Network One as one of the 70 Most Influential Black Christian
History Makers.
Married to his best friend, Doris, for more than 50 years, he and
his wife boast 5 children and 16 grandchildren.
Stephen Rummage Senior Pastor, Quail Springs Baptist Church,
Oklahoma City
Stephen Rummage is the senior pastor of Quail Springs Baptist
Church. Rummage holds a Master of Divinity with a specialization in
biblical languages from Southeastern Baptist Theological Seminary
and completed his PhD in preaching at
New Orleans Baptist Theological Seminary. He is the author of
several books and the founder of Moving Forward, a radio teaching
ministry that airs daily nationwide.
He and his wife, Michele, have been married for 28 years and have a
son and daughter- in-law, Joshua and Morgan.
Board, Impact Dallas Capital, Bible Study Fellowship International,
and the Dallas Police Department Community Advisory Board.
Carter graduated from Oklahoma State University with a degree in
secondary education and is a graduate of Dallas Theological
Seminary. He is married to his college sweetheart, Stephanie, and
has three children: Kaitlyn, Kennedy, and Carson.

Brian Autry Executive Director, SBC of Virginia
Brian Autry is the executive director of the Southern Baptist
Convention of Virginia (SBC of Virginia). He previously started
Parkway Baptist Church in Moseley, VA in 2002 and served as senior
pastor. Brian received his bachelor’s degree from
James Madison University, his Master of Divinity degree from
Southeastern Baptist Theological Seminary, and his Doctor of
Ministry degree from The Southern Baptist Theological Seminary.
Brian and his wife, Jennifer, have three children, Melissa, Mark,
and Jenna.
Charles Billingsley Worship Leader, Concert Artist, Speaker
Singer and songwriter Charles Billingsley believes that our
identity as humans is determined by whose we are and what we
believe. It is with those answers in mind that Billingsley built
his career.
Currently a worship leader and teaching pastor at Thomas Road
Baptist Church in Lynchburg, Billingsley boasts a robust career
within the music industry. He started his career as lead vocalist
for Christian recording artist NewSong, has headlined more than
3,200 concerts, and has released 23 recordings as a solo artist.
Billingsley is also an adjunct professor at Liberty University,
teaching at the Center for Music and Worship—a program he helped
develop nearly a decade ago.
Married to his wife, Shae, for 26 years, the couple has two sons:
Caleb and Cooper.
Jason Crabb Christian Music Singer and Musician
Kentucky-born Jason Crabb has won a GRAMMY and 21 Gospel Music
Association Dove Awards, including Artist of the Year, Male
Vocalist of the Year, and Song of the Year. Crabb released his
first solo album in 2009 and has performed at many prestigious
venues,
including Carnegie Hall, The Grand Ole Opry, The Brooklyn
Tabernacle, and Billy Graham’s final crusade in New York
City.

LU Praise Gospel Choir, Liberty University
LU Praise is a multi-ethnic Gospel choir at Liberty University. The
ministry team is committed to leading worship and glorifying God
through both testimony and song. LU Praise is a highly sought-
after worship team, performing at renowned events such as the
National Prayer Service during the 58th Presidential
Inauguration.
The ministry team also led worship during the National Worship
Leader Conference and The American Choral Directors Association
(ACDA). Additionally, the group represented the United States as
part of the Hainan Festival in China in 2017.
He has also shared the stage with artists such as Gloria Gaynor,
Kari Jobe, Vince Gill, Mary Mary’s Erica Campbell, Donnie
McClurkin, Wynonna, Brad Paisley, Blake Shelton, Michael W. Smith,
Jamie Grace, Sandi Patty, the Oak Ridge Boys, and more. He has
appeared on NBC’s Celebrity Apprentice and alongside Duck Dynasty’s
Willie Robertson. Crabb has frequently appeared on TV and in the
media.

2020 Minutes

SUNDAY EVENING SESSION, NOVEMBER 8, 2020
The session began at 6:00 pm with The Heights Worship Team leading
in worship.
Following the worship team, Allen McFarland, President of the SBC
of Virginia and Senior Pastor, Calvary Evangelical Baptist Church,
Portsmouth, welcomed messengers and guests to our 24th Annual
Homecoming. McFarland also thanked The Heights Baptist Church and
their Senior Pastor, Randy Hahn, for hosting the Annual Homecoming.
Hahn prayed for our messengers and guests at McFarland’s
invitation.
Brian Autry, Executive Director of SBC of Virginia, came forward to
welcome and thank everyone, and to share a word from Hebrews. Autry
thoughtfully brought home the theme of this year’s Annual Meeting:
Press On.
A panel discussion on the future of missions was held with
International Mission Board (IMB) personnel and led by Brad
Russell, Mobilization Strategist, SBC of Virginia and Senior
Pastor, Old Powhatan Baptist Church. The panel discussion included:
Jeff Ginn, IMB Missionary to The Americas; George Siler, IMB
Student Mobilization Manager; and Andrew Pettigrew, IMB Missionary
to Africa.
These guests were invited to the stage for a special presentation
by Autry: Paul
Chitwood, IMB President; Ken McLemore, IMB trustee and LibertyLive
Missions Pastor; Thurman Hayes, IMB trustee and First Baptist
Church of Suffolk Pastor; Joey Anthony, Mount Pleasant Baptist
Church Pastor; Jim Booth, Staples Mill Road Baptist Church Pastor;
and McFarland. Autry, on behalf of SBC of Virginia churches,
presented a check to Chitwood for $175,000 to honor IMB’s 175 years
of service. Chitwood expressed his gratitude for the Gospel
partnership with the SBC of Virginia and their help to keep the
ministry going in spite of the COVID-19 pandemic.
Hayes came forward to introduce and pray for Chitwood.
Chitwood brought a timely message, What is My Obligation to My
Neighbors and To the Nations? from I Chronicles 16.
Monty Guice, Senior Pastor, Swift Creek Baptist Church, and 1st
Vice President of SBC of Virginia closed the evening session in
prayer.
MONDAY MORNING, NOVEMBER 9, 2020
The session began at 9:25 am with Charles Billingsley and band
leading in worship.
Next, McFarland thanked the praise team and welcomed our messengers
and guests. We then entered a time of prayer as McFarland prayed
for our upcoming speakers.

Autry came to the stage and shared about where he was in March and
how SBCV began helping pastors to be resourced for leading in
worship, online giving, etc. during a pandemic.
Praise was given to God for how He made obvious His hand upon our
ministries in the last eight months.
Autry introduced a video of Franklin Heights Baptist Church,
holding drive-in services due to the pandemic. Stan Parris, Senior
Pastor, Franklin Heights Baptist Church brought a challenge from
Acts 27.
Donna Paulk, Women’s Ministry Strategist, SBC of Virginia, spoke
through video to share about women and women’s ministry during this
past year.
Brandon Pickett, Associate Executive Director, SBC of Virginia
interviewed Charles Billingsley, Teaching Pastor, Thomas Road
Baptist Church, who shared a testimony about his experience with
COVID-19 and the things the Lord taught him through a seriously
difficult time. He also shared about his new album and sang one of
the songs on the album “Where You’re Supposed to Be,” which he had
written months before COVID.
Autry came to the stage and introduced a video montage of the “Not
Alone” stories that was shown. There were 100 “Not Alone” stories
produced this year, which encouraged pastors and churches
alike.
Darrell Web, Prayer Strategist, SBC of Virginia, shared through
video about teaching pastors and churches to value the heart of
prayer.
Pickett came forward and introduced the next speaker, George
Schroeder, Associate Vice President for Convention News (SBC
Executive Committee).
Schroeder gave a welcome from SBC. He expressed thanks for the
spirit of unity at SBCV. He shared that SBC met budget in the first
quarter of 2020. The SBC Annual meeting was not cancelled but
interrupted. “The world needs a vaccine for COVID but more
importantly they need Jesus.” He then introduced the book, Ten
Percent, A Call to Biblical Stewardship, written by Ronnie Floyd,
President and CEO of the SBC Executive Committee, and encouraged
people to subscribe to SBC Life, which is free and comes out a
couple times a year.
A video greeting was shown from Floyd. He believes our best days
are ahead and that God is not the least bit surprised by the
pandemic, the riots, natural disasters, religious persecution, etc.
God has given SBC the resources to proclaim the Gospel around the
world. He stated that “the faithfulness of Southern Baptist
churches has carried us through, and we have received 98% of
Cooperative gifts despite the pandemic. We really are better
together and stronger together.” He then invited everyone to the
2021 SBC Annual Meeting on June 12–16 in Nashville, Tennessee. His
closing remark was, “Take heart as we have what our world needs,
and God has called us for such a time as this.”
Following this, Autry recognized Veterans Day. Veterans were
honored and recognized, along with all who had served or are
currently serving. McFarland then led in prayer.

Pickett introduced a “Not Alone” video in which Sarah DeJarnette,
Mobilization Associate, SBC of Virginia, shared about hunger
ministries, followed by a second video showcasing Michael Harrison,
Pastor, The Community Fellowship, Martinsville, and their hunger
ministry funded by gifts to SBCV from partner churches.
Pickett then asked Matt Gregory, SBCV People Group Strategist, to
pray for Brian Collison, Senior Pastor, Pillar Church of Woodlawn,
Alexandria. Collison presented a challenge, Caring for the
Community from Hebrews 11.
Next, a “Pressing On” video was shown of Brad Russell, Mobilization
Strategist, SBC of Virginia, in which Russell shared about churches
partnering together and mobilizing to reach the nations. He talked
about seeing the Gospel spread even during the pandemic.
Rusty Small, Revitalization Strategist, SBC of Virginia, gave a
broad update on Revitalization and then introduced and prayed for
Danny Akin, President, Southeastern Baptist Theological Seminary.
Akin shared a message from Hebrews 12, Keep Running God’s
Race.
Allen McFarland welcomed messengers and opened the business
session. He then recognized the officers:

MOTION McFarland called for the adoption of the 2019 Annual
Homecoming Minutes, as printed on pages 16-27 of the Program Guide.
McFarland asked for any changes and there were none. McFarland
called for a vote, and the motion passed unanimously.
McFarland called Jim Booth, chairman of the SBC of Virginia
Executive Board, to the platform to present the Church
Affiliation/Partnership Report as printed on pages 48-49 of the
Ministry Report.
Booth stated that there would be a total of 790 SBCV churches if
all are approved by the convention. He asked members of the
churches requesting affiliation to stand.
MOTION Booth read the following recommendation: The Executive Board
recommends to the messengers in the 2020 Annual Homecoming that
churches requesting affiliation in this year’s meeting be
enthusiastically received into the SBCV.
McFarland noted that since the recommendation was coming from the
Executive Board, it did not need a second. He asked for questions,
and there were none. McFarland called for a vote, which was
unanimous in favor of the motion. McFarland gave thanks for the new
churches being added to the convention.
McFarland recognized Matthew Kirkland, Senior Pastor, Crosslink
Community Church, Chairman, Nominating Committee, who came to the
platform to give the Nominating Committee Report, found on page 14
of the Program Guide. Kirkland mentioned that the convention would
only be voting on those new to

the board or being renewed for a second term. He then read the
recommendation from the committee.
RECOMMENDATION The Nominating Committee recommends to messengers
attending the 2020 Annual Homecoming that persons nominated in this
year’s meeting be approved to serve on the 2021 Executive Board of
the SBCV. Note: Term expires at the end of the Annual Homecoming of
the year indicated.
Kirkland mentioned that the recommendation did not need a second
since it was coming from a committee. He asked for questions, and
there were none. Kirkland then called for a vote, which was
unanimously affirmative.
McFarland welcomed Autry to the stage to bring the Executive
Director’s Report. Autry presented highlights from the Ministry
Report. He shared some of the ways SBCV came alongside and
supported churches in various ways to navigate the pandemic. He
thanked the churches for their partnership in the Gospel,
faithfulness, stewardship, giving, prayers, willingness to care,
willingness to go and to send others.
Autry introduced Eddie Urbine, SBC of Virginia CFO and Vice
President of the SBC of Virginia Foundation, to present the
Stewardship Report. Urbine referred to pages 52-53 in the Ministry
Report for the 2019 statistics. Gifts from SBC of Virginia churches
totaled $17,886,499 with 75% forwarded to SBC missions and church
planting, and 25% used on the Virginia mission field. Cooperative
Program contributions totaled $9,547,726, which is an increase of
about $100,000 more than the previous year and is a record
for our convention. He thanked God and the churches for those
gifts. Since its inception 24 years ago, SBCV has received over
$184 million in contributions through the Cooperative
Program.
Urbine deferred back to Autry, who called Dave Velloney, Chairman
of the Business & Finance Committee; Pastor, River Oak Baptist
Church, to the stage to present the proposed 2021 Ministry
Investment Plan, located on pages 54-55 in the Ministry Report.
Autry then thanked the convention for their giving and shared the
2021 Ministry Investment Plan (MIP) goal of $10,000,000. He stated
that the 2021 Ministry Investment Plan is the same dollar amount
that was approved for the 2020 Ministry Plan. The SBC of Virginia
continues to give 51% of revenues to the SBC with 49% going to SBCV
endeavors. He hopes that SBCV churches will continue to give, pray,
and send, and that God will use the dollars that are invested to
get the Gospel to millions who do not know Jesus. Autry thanked
everyone for their trust and then thanked the Executive Board for
their work on the Ministry Investment Plan.
Velloney thanked Urbine and Autry and their teams for what they
have done this year to help our churches and then asked for a round
of applause.
Velloney read the recommendation found on page 55 in the Ministry
Report.

2020 Annual Homecoming that the Proposed 2021 Cooperative Program
Ministry Investment Plan in the amount of $10,000,000 be
adopted.

Velloney told messengers that Eddie Urbine would remain at the
front of the worship center to answer any questions after dismissal
for lunch.
Autry called Jim Drake, pastor of Parkview Baptist Church, and the
secretary of the convention, forward to pray and dismiss everyone
for lunch.
MONDAY AFTERNOON, NOVEMBER 9, 2020
The session began at 1:35 pm with Charles Billingsley and band
leading in worship.
A “Pressing On” video was shown featuring Josh Turner, Church
Planting Team Leader, SBC of Virginia, and Church Planting. Josh
stated, “we have not lost one church plant to COVID.”
Josh Carter, Senior Pastor, Hyland Heights Baptist Church came to
the stage and introduced Charles Wilson, Pastor, The Hill Church,
who gave a pastor challenge, Planting and Revitalizing from Psalms
137.
Wilson yielded to Autry who reiterated the importance of God’s
Word, read Acts 9:31, and then led in prayer.
Joey Anthony, Senior Pastor, Mount Pleasant Baptist Church came to
the stage to introduce Bruce Frank, Lead Pastor, Biltmore Baptist
Church. Frank presented a challenge from Matthew 17, Press In and
Press On.
Autry returned to the stage to pray over and for our pastors and
planters. He invited McFarland and former presidents to come
forward and participate in the special prayer time.
Following prayer time, special music “Through the Fire” was shared
by Pickett; Matthew Kirkland, Senior Pastor, Crosslink Community;
and Derek Futrell, Senior Pastor, Parkway Baptist Church.
Pickett introduced Shawn Ames, SBC of Virginia Disaster Relief
Strategist. Disasters were happening when COVID hit and masks were
scarce. As Ames talked about the disasters of 2020, several videos
were shown: Buchanan (VA) Flooding, Louisiana Hurricane Sally,
Richlands (VA) Flooding and Masks Donation. Mark Gauthier, former
SBC of Virginia Disaster Relief Director, helped distribute a
surplus of masks stored in SBC of Virginia’s Disaster Relief
warehouse in Lynchburg, to healthcare workers and churches.
Matt Gregory Church Planting Strategist, People Groups, SBC of
Virginia, came forward to introduce Fisseha Tesfaye, Pastor,
Fullness of Christ Church. Tesfaye presented a pastor challenge,
Reaching the Nations from Acts 20.
A “Pressing On” video highlight was shared featuring Spanish
churches and how they were trained, empowered, and encouraged
during COVID restrictions.
McFarland came to the platform, called the meeting to order and
invited Monty Guice, 1st Vice President, SBC of Virginia to the
platform. Guice called Hahn forward to make recommendations for the
election of officers.
MOTION Hahn made a motion to select all the current officers to
serve another year. Thomas seconded the motion. Motion was voted on
and approved.

Booth was recognized to give the Executive Board Report. Booth
directed messengers to page 55 in the Annual Report and reminded
the messengers that the 2021 Ministry Investment Plan (MIP) was
presented by Autry and Velloney during the morning business
session.

Report.

Autry returned to the stage thanking Allen McFarland and then gave
a brief word of closing.
Booth gave the benediction which included a closing song from
Charles Billingsley.

ARTICLE I – NAME
The name of this organization shall be Southern Baptist
Conservatives of Virginia, hereinafter sometimes referred to as
SBCV or SBC of Virginia.
ARTICLE II – PURPOSE
As an autonomous state convention cooperating with the Southern
Baptist Convention, the SBCV is a fellowship of Southern Baptist
Convention churches cooperating to assist local congregations in
their task of fulfilling the Great Commission as commanded by our
Lord Jesus Christ.
ARTICLE III – DOCTRINAL POSITION
We believe that the Bible is the verbally inspired Word of God,
wholly without error as originally given by God, and is sufficient
as our only infallible rule of faith and practice. We deny that
other books are inspired by God in the same way as the Bible. The
fundamental truths to which we are committed are expressed in The
Baptist Faith and Message, 2000, with the clarification of
inerrancy as described above. The doctrinal position of the
Southern Baptist Conservatives of Virginia shall not be binding
upon any local church; however, the SBCV recognizes its right and
responsibility to determine its identity, including doctrinal
parameters, and to include within its affiliation those churches
who can freely agree with it, and to exclude those churches that do
not.
ARTICLE IV – RELATIONSHIPS
While autonomous in its own affairs, Southern Baptist Conservatives
of Virginia, recognizing the autonomy of other Baptist bodies,
disclaims all right of exercising authority over any church,
association, or
convention. However, the Southern Baptist Conservatives of Virginia
may rescind the affiliation of any church, which shall, in the
judgment of Southern Baptist Conservatives of Virginia, depart in
doctrine or practice from the affiliation qualifications set forth
in the Constitution and Bylaws.
Southern Baptist Conservatives of Virginia is open to cooperation
with other Christian bodies insofar as the SBCV determines that
such cooperation does not compromise the doctrinal stance of the
SBCV.
ARTICLE V – AFFILIATION
A . A F F I L I A T I O N Q U A L I F I C A T I O N S : An
affiliated church must agree with the foundational beliefs of the
SBCV set forth in the Constitution and Bylaws. Affiliated Churches
must actively cooperate with the work of the SBCV through regular
financial support to the Cooperative Program.
B . M E T H O D O F C H U R C H ’ S B E C O M I N G A F F I L I A T
E D : 1. Any Baptist church desiring affiliation in this body shall
complete an affiliation application indicating agreement with the
doctrinal position of the SBCV and make an initial contribution to
the SBCV. Such application must be received at the state office at
least two months prior to the Annual Meeting.
2. All churches having submitted an affiliation application shall
be examined by the Executive Board (or a designated subcommittee
thereof) as to their qualifications. If found acceptable, the
Executive Board will grant provisional affiliation status to the
applicant church. The Executive Board will present all applicant
churches to the next Annual Meeting with an affirmative or negative
recommendation.

3. All churches receiving at least 3/4 affirmative majority at the
Annual Meeting shall be granted affiliation (hereinafter known as
Affiliated Churches).
C . R E P R E S E N T A T I O N A T M E E T I N G S O F T H I S B O
D Y . 1. Affiliated Churches shall be entitled to send Messengers
to the Annual Meeting. Each Affiliated Church shall be entitled to
two (2) Messengers. The number of Messengers after the first two
shall be calculated as follows: One additional Messenger for each
$250 given to the work of the SBCV with the total number of
Messengers not exceeding fifteen (15). Giving shall be determined
for the most recent twelve- month period for which giving records
are available.
2. Messengers shall be approved by the Affiliated Churches for
which they represent.
D . T E R M I N A T I O N O F A F F I L I A T I O N Any Affiliated
Church may withdraw from this body at its discretion. This body may
revoke a church’s affiliation should that church cease to concur
with the body’s doctrinal position or cease to contribute to the
Cooperative Program through the SBCV for four consecutive
quarters.
The Executive Board shall have all doctrinal disputes and issues
related to the seating of Annual Meeting Messengers arising on the
floor immediately referred to them for study without further
discussion. The results of such studies shall be presented to the
Messengers not later than the next Annual Meeting. It is required
that anyone with a doctrinal concern should indicate the same in
writing by letter to the Executive Director sixty (60) days prior
to the Annual Meeting.
ARTICLE VI – MEETINGS
The Messengers shall meet at least annually at such time and place
as may be designated at a preceding Annual Meeting. Additional
meetings may be called by a two-thirds vote of the Executive
Board.
ARTICLE VII – AMENDMENTS
This Constitution may be amended by the Messengers at any Annual
Meeting of the Southern Baptist Conservatives of Virginia by
two-thirds vote of those voting, provided that notice of the
proposed amendment shall have been given to the member churches at
least 60 days prior to the Annual Meeting.

The rules contained in the current edition of Robert’s Rules of
Order Newly Revised shall govern SBCV, its meetings of Messengers
at the Annual Meeting, committees and Executive Board, in all cases
to which they are applicable and in which they are not inconsistent
with the Articles of Incorporation, Constitution and Bylaws and any
special rules of order the Messengers or Executive Board
respectively may adopt.

ARTICLE I - OFFICERS AND COMMITTEES
A. General requirements for Officers, Executive Board members and
all other elected or appointed positions.
To be elected or appointed to any position, an individual must be a
member of an Affiliated Church that is in good standing with the
Southern Baptist Conservatives of Virginia. Further, all those
filling elected positions (i.e. officers, Executive Board, and
elected committee members) shall be required to sign a statement of
concurrence with the doctrinal position of the SBCV.
B. Officers.
The Officers of the SBCV shall be a President, First Vice
President, Second Vice President, Secretary, Treasurer, and
Executive Director, plus other officers as deemed necessary by the
body. In accordance with the Restated Articles of Incorporation,
these officers shall be ex officio members of the Executive Board
with full voting rights, except the Treasurer. The Executive
Director shall be elected by the Executive Board and confirmed at a
called meeting or the next Annual Meeting, to serve until
termination either by resignation, retirement, or by decision of
the Executive Board.
The Treasurer shall be nominated by the Executive Director and
elected by the Executive Committee, to serve until termination
either by resignation, retirement, or by decision of the Executive
Director. The Treasurer shall serve as an ex officio non- voting
member of the Executive Committee and the Executive Board.
In the event there is a vacancy in the position of Executive
Director, the Executive Board shall elect an individual to fill the
temporary position of Interim Executive Director until such time as
the position of Executive Director is filled. All officers except
the Executive Director and Treasurer shall be elected annually by
the Messengers to the Annual Meeting and shall serve without
remuneration for the position except for reasonable expenses with
adequate documentation. No individuals (except the Executive
Director and the Treasurer) shall serve more than two consecutive
one-year terms in the same office.
C. Duties of Officers.
1. The President shall preside over the deliberations of the Annual
Meeting, appoint the Annual Meeting committees as provided for in
Bylaws, Article IV, and their chairmen and such other duties as may
be assigned to him by the Executive Board.
2. The Vice Presidents, in order, may, in the absence of the
President, or when requested by the President, preside over the
Annual Meeting and shall perform other duties as requested by the
President.
3. The Executive Director shall serve as the Chief Executive
Officer of the SBCV and shall cooperate and coordinate with the
Executive Board to implement the affairs and actions of the SBCV.
He shall have such other authority as the Executive Board shall
authorize for the normal operation of the SBCV.
4. The Secretary of the SBCV shall keep accurate minutes of all
sessions of the Annual Meeting and the Executive Board meetings and
shall perform other duties as

requested by the President. He shall cause these to be published
together with such other information as the Executive Board deems
necessary. He shall also compile and make available the official
minutes of all statewide meetings, providing a copy to each member
of the Executive Board.
5. The Treasurer shall serve as the Chief Financial Officer and
shall cooperate and coordinate with the Executive Committee,
Executive Board, and the Executive Director to implement the
financial affairs and actions of the SBCV. He shall have such other
authority as the Executive Director the Executive Committee, and
the Executive Board shall authorize for the normal operation of the
SBCV.
ARTICLE II - EXECUTIVE BOARD
A. Composition.
The body shall, at its Annual Meeting, elect an Executive Board as
recommended by the Nominating Committee. In addition to the
officers serving ex officio, this Board shall have no less than
three (3) and no more than thirty (30) voting members, who fairly
represent the areas/regions of the SBCV as determined by the
Executive Board. An effort will be made to insure that Board
membership shall be both lay and ministerial with not less than
one-third from either category. The members of the Executive Board
shall constitute themselves at their first meeting after election,
electing the Chairman, Vice Chairman, and Secretary, and
constituting the various committees. The Chairman shall not be
eligible to serve more than two consecutive one-year terms in that
office. No person shall be eligible to be elected Chairman who has
not served for the previous year as a member of the Executive
Board. The President cannot serve as Chairman of the Executive
Board. No paid staff of the SBCV shall be elected as an officer or
director except for the Executive Director and Treasurer.
B. Term of office.
Elected Executive Board members shall serve three-year terms and be
eligible for re-election to a second three-year term.
Individuals completing a second consecutive three-year term will
not be eligible for re- election to the Executive Board until the
lapse of one year. Terms shall be constituted such that
approximately one-third of the Board’s terms expire in each
year.
C. Function.
The Executive Board shall act for the Southern Baptist
Conservatives of Virginia between Annual Meetings, but it shall not
alter any directive of the Messengers. The Executive Board may make
recommendations at any meeting of the Southern Baptist
Conservatives of Virginia.
D. Quorum.
A majority of the Executive Board members in office shall
constitute a quorum.
E. Removal and Vacancies.
Executive Board members shall attend all Board meetings unless
providentially hindered, and in such cases, notice shall be given
to the Chairman of the Board, Secretary of the Board, or Executive
Director. The Executive Board may declare a Board seat vacant in
the event of two consecutive unexcused absences, death of a member,
resignation of the member, the Committee member becoming a member
of a church not affiliated with the SBCV, or the member becoming a
member of a church not located in the same ministry area. In the
event a vacancy occurs on the Executive Board between Annual
Meeting sessions, the President shall appoint an interim
replacement to serve until the next Annual Meeting.
F. Meetings.
1. The Executive Board may hold regular or special meetings in or
outside of this Commonwealth of Virginia.
2. The Executive Board may permit any or all Board members to
participate in a meeting by, or conduct the meeting through the use
of, any means of communication by which all Board members may
simultaneously hear each other during the meeting. A Board member
participating in

a meeting by this means is deemed to be present in person at the
meeting.
3. The Executive Board may act without a meeting if all members of
the Executive Board approve the action in writing or email. The
action shall be evidenced by one or more written or email consents
stating the action taken, approved and signed by each member of the
Executive Board either before or after the action taken, and
included in the minutes or filed with the corporate records
reflecting the action taken. Such action shall become effective
when a majority of the signed consents approving the action are
received, unless the consent specifies a different effective date,
in which event the action taken is effective as of the date
specified therein provided the consent states the date of execution
by each member. A unanimous consent approved has the effect of a
meeting vote and may be described as such in any document.
4. Regular meetings of the Board shall be held at a time and place
set by the Executive Committee or established pursuant to a
directive of the Executive Board. Special meetings of the Board
shall be held upon the call of either the Executive Director,
Chairman of the Executive Board or President. Notice of special
meetings shall be given to each member of the Executive Board by
the Executive Director, Chairman of the Executive Board or the
President in writing and by first class mail, deposited at least
ten days prior to the date of the special meeting.
ARTICLE III – EXECUTIVE BOARD COMMITTEES
A. Composition of Executive Board and Committees.
The Executive Board shall have an Executive Committee, a minimum of
three (3) standing committees of the Board and may create other
committees and sub-committees, as required to carry out the work of
the SBCV. The creation of any new committee
or elimination of a committee shall only occur by action of the
Executive Board passed by a majority of all members present at the
Executive Board. The Chairman of the Executive Board shall consult
with the Executive Director and the President, and upon agreement
(by consensus or by majority vote) shall appoint members and
chairmen of the Executive Board committees. Executive Board
Committee members shall be Executive Board members.
B. General Rules Apply.
The rules declared herein for the Executive Board regarding quorum,
notice of special meetings, and action without meetings shall apply
to Executive Board Committees.
C. Authority of Executive Board Committees.
A committee may exercise the authority of the Executive Board only
to the extent specified in the Articles of Incorporation, the
Constitution or Bylaws, or by resolution of the Executive Board. In
no event shall a committee fill vacancies on the Executive Board or
any of its committees.
D. Executive Committee Composition.
The Executive Director and the other officers, Executive Board
Chairman, and the standing Board committee chairmen shall serve as
the Executive Committee with the Executive Director serving as
Chairman of the Executive Committee. The Treasurer shall be a non-
voting ex officio member.
E. Executive Committee Responsibilities
1. The Executive Committee shall meet as often as necessary to work
in cooperation with the Executive Director and the Executive Board
to coordinate the work of the Executive Board and its committees to
carry out the work of the SBCV. The Executive Committee has all
authority of the Board to accomplish the objectives between Board
meetings unless prohibited by the Constitution and Bylaws.

2. In the event of a vacancy in the office of the Executive
Director, the Executive Committee shall be responsible for
recommending to the Executive Board a Search Committee of seven
members who shall be responsible for seeking out and recommending a
person for the office of Executive Director of the SBCV.
3. In the event of such vacancy, the Executive Committee shall also
be responsible for recommending an interim Executive Director to
the Executive Board.
ARTICLE IV – COMMITTEES OF THE ANNUAL MEETING
A. Annual Committees.
The President shall annually appoint the following committees and a
chairman of each committee.
1. RESOLUTIONS COMMITTEE. This Committee shall be composed of six
members who shall meet before and/ or during the Annual Meeting to
receive proposed resolutions from Messengers, to collate and
clarify the resolutions received, and to present the resolutions
deemed appropriate in finished form to the Messengers for
action.
2. NOMINATING COMMITTEE. This Committee shall consist of six
persons who shall nominate at the Annual Meeting persons to fill
vacancies on the Executive Board.
3. CREDENTIALS COMMITTEE. This Committee shall consist of six
persons and shall examine the credentials of churches desiring to
seat Messengers at the Annual Meeting. This Committee shall be
responsible to examine qualifications and credentials of Messengers
whose seats are contested and to recommend action by seated
Messengers. The Committee shall also be responsible for
registration of Messengers. Any Messenger or church whose
credentials are rejected shall be able to appeal such decision to
the Executive Board.
4. TELLERS AND USHERS COMMITTEE. This
Committee shall consist of six persons and shall be responsible for
securing and leading volunteers in distributing information and
collecting and counting ballots, offerings, and other related
responsibilities.
5. ORDER OF BUSINESS COMMITTEE. This Committee shall consist of six
(6) persons (officers, Executive Director and Executive Board
Chairman). This Committee shall be responsible for planning the
Annual Meeting and its program.
B. Special Committees.
The President shall nominate special Committees as the need arises.
They shall have the number of people deemed necessary and shall
serve until their assigned work is completed.
C. Committee Vacancies.
A vacancy in any committee occurs in the event of death, two
consecutive unexcused absences, resignation, or the committee
member becoming a member of a church not affiliated with the SBCV.
The President shall fill vacancies to serve for the remainder of
that year.
ARTICLE V – GENERAL PROVISIONS
A. Dates of Rotation
Terms of office for outgoing officers, Executive Board members, and
other committee members shall end on the last day of the Annual
Meeting, allowing the newly elected officers and committee members
to assume their responsibilities as of the conclusion of said
meeting.
B. Resolutions
Resolutions by Messengers to be adopted by the SBCV shall be
submitted in writing to the Resolutions Committee before the
beginning of the first session of the Annual Meeting. Resolutions
submitted for adoption by the Executive Board or other standing
committees shall be published at least five weeks before the Annual

C. Meetings
The Annual Meeting of the SBCV shall convene alternately in various
regions of the state as determined by the Executive Board. The
Executive Board may call special statewide meetings provided a
notice is given thirty days in advance stating the specific purpose
for such meeting. Action at such meetings will be limited to
matters specified in the advance notice of the meeting. Those
Messengers present shall constitute the quorum.
D. Ministry Areas / Regional Groups
For the sake of geographical identity for Executive Board
representation and for ministries and services, the SBCV shall be
divided into as many region/ministry areas as deemed necessary.
Local groups may form for the purpose of fellowship and training
according to clusters of population of churches and the
availability of meeting facilities and leadership.
E. Member Church Obligations
Member churches are urged to be involved and supportive of the
direction of the SBCV. It is expected that member churches of the
SBCV will endeavor to maintain a positive Christian witness, and
involve themselves in the operation and success of the SBCV and,
that said participation involves time investments and financial
contributions given regularly as Cooperative Program support
through the SBCV. The Executive Board shall be responsible to
contact any church failing to maintain a positive Christian witness
and/or failing to financially support the Cooperative Program
through the SBCV for a period of one year, and seek to restore the
member church; and, if necessary, recommend to Messengers in the
Annual Meeting that the church’s affiliation be rescinded.
F. Baptist Faith and Message
All Board Members, Officers, Missionaries, and managerial staff of
the Southern Baptist Conservatives of Virginia and its subsidiaries
are expected to agree with and fully support
SBCV’s current doctrinal position and shall complete a signed
statement of such doctrinal affinity. Failure to demonstrate
concurrence with the doctrinal stance of the Southern Baptist
Conservatives of Virginia shall be sufficient reason for
termination from their respective positions.
G. Fraternal and Other Relationships
1. NON-AFFILIATED CHURCHES. Southern Baptist Conservatives of
Virginia welcomes individuals who are members of non- affiliated
churches to attend any of its general meetings insofar as seating
will allow. Such individuals may attend but may not vote, speak to
business matters, or hold any elected office within the Southern
Baptist Conservatives of Virginia.
2. MINISTRY BASED, OTHER NON-PROFITS, AND FOR-PROFIT ENTITIES. The
SBCV welcomes opportunities to work with other organizations that
may enhance the goals and ministries of the SBCV and its
affiliates.
H. Amendments
These Bylaws may be amended by the Messengers at any Annual Meeting
of Southern Baptist Conservatives of Virginia by majority vote of
those present and voting, provided that notice of the proposed
amendment(s) shall have been given to the Affiliated Churches at
least sixty days in advance of the Annual Meeting.
