2020 North Central District Conference Report – Iowa Licensing School

2019 Graduates

There were 24 students who graduated from the 2019 Iowa Licensing School. Thirteen students were from Iowa, ten were from Wisconsin, and one was from Northern Illinois.

There are 17 Iowa students enrolled in the 2020 Iowa Licensing School. Because of Covid-19, we are partnering with Emory’s on-line Licensing School for the majority of the content. There will be a retreat scheduled for a later date to

build relationships with faculty and colleagues, and to assimilate into the Iowa ministry context

Matthew 25 Ministries Report The North Central District Matthew 25 Committee award grants to the following Ministries. Due to a significant reduction in apportion support of churches in the District, these grants were reduced. However, the mission statement for this ministry remains the same “to provide grants to mission and ministry programs within each district of the Iowa Annual Conference to assist local congregations that engage directly in hands-on ministry that propels us, as the body of Christ, toward the Kingdom of God.” With this statement as our guiding rule, these projects were partially funded:

All applicants are applauded for taking on a ministry to be the eyes, heart, hands and feet of Jesus Christ. It is a blessing to support the ministry they provide. The North Central District provides funds to ministry in the District that extend our ability to make disciples of Jesus Christ for the transformation of the world. We support ministries of New Places for New People (NPNP) to invite many and various newcomers to become world-changing disciples of Jesus Christ; and Multi-Cultural Ministries (MCM) that to build the household of God through diverse, inclusive and spirit-filled ministries that bind us together with bonds of Christian love. Congregations of the NCD support the District Asking through a voluntary apportion of $5/member.

Church Building & Location Committee Report District Conference 2020 The District Committee on Church Building and Location committee works with the District Superintendent to act in an advisory capacity to assist congregation, trustees’ committees and administrative boards in the decision-making process regarding property owned by churches. The committee also acts as a District Parsonage Committee consulting with the District Superintendent’s family and the Conference Board of Trustees. It is recommended all churches and pastors contact their district committee for consultation about our involvement in any project your church is considering. We advise and guide churches with regard to church land, building structures, heating and electrical facility plants and equipment, and parsonages. This includes their acquisition, or sale, maintenance, remodel, and repair. we also provide assistance for dissolution and sale of said properties and make recommendations to the local churches and to the conference cabinet.

This committee meets on as as-needed basis dictated by guidelines set in the Book of Discipline and by request of local churches. Follow-up meetings are often required, and our committee will be available to help the church through the process of its project. Some of our committee’s work can continue with a church over several years.

As chairperson of this committee I would like to thank all of its members, who have given of their time, knowledge and service in an unselfish manner to assist our churches and their congregations.

North Central District Lay Servant 2020 report If we want our churches to thrive, not merely survive, then the laity must take their rightful places alongside paid staff to make that happen. Only when our laity assume leadership roles and willingly step up to be deeply involved in our congregational life will we see the kind of spiritual growth we desire in our churches. Helping laity grow into these roles is one of the responsibilities of the Lay Speaker committee. The committee has worked very hard to develop a plan for ongoing training in the district for Lay Speakers and Lay Servants. We hold, every year, at least three trainings moving around the district. We are offering both the Basic and two Advanced classes at each session. In addition, at Rev. Kress’s suggestion, we are focusing one of our Advanced classes at each site on those six core courses that are necessary for Lay Servants to become Lay Speakers. The other advanced class will be selected from among the many offerings that are different from the core classes. We have about ten Lay Speakers, and about 25 Certified Lay Servants in the district. We need a lot more lay persons to take the courses that will help train them to help their pastors and churches. The role of laity goes far beyond pulpit supply. Taking the Basic course, or the spiritual gifts advanced course, will help laity identify the particular gifts God has given them to help their local churches thrive. In addition, trained Lay Servants and Lay Speakers are in short supply when a pastor needs someone to full a pulpit due to vacation or illness. Our committee would strongly urge pastors and laity to identify those persons in your own congregations who have the gifts for such service and would benefit from these trainings and tell them so. It is amazing the effect we can have on others when we identify their gifts and assist them to fully develop them. You do not need to desire to become a Lay Servant or Lay Speaker to take one of these courses. The content ranges from Methodist doctrine, to preaching, to teaching small groups; as well as understanding missions or a robust understanding of stewardship. If there is a particular class, or content, that you would like to see offered, please contact me and we will try to accommodate you. 2020 North Central District Conference Report The NCDOT (North Central District Operational Team) discerns and visions a new purpose for the team in the coming transition – a resource, enabler, facilitator of circuit ministry establishment. We have come to this after considering our values, context, strengths, and limitations:

1) we feel we have a level of trust with local pastors and leaders the Conference staff does not currently enjoy

2) we feel we have an agility and timeliness in response to gatherings and questions 3) we feel some uncertainty with current Conference budget conditions to the sustainability

of paid conference staff to the end of this transition We do want to be clear that we do not see ourselves as an instead of, but an addition to the work of the Conference and District. We will require knowledge, training, and guidance by the Conference and District to bear fruit. We have discerned, alongside of Conference leadership, that circuit ministry is our future toward sustainable and excellent local ministry and mission in line with our Mission and Vision as a conference, but we have also discerned that being closer and in the midst of that local ministry, we could be a valuable asset in the creation of viable, workable, and strong circuits. We acknowledge we don’t exactly know how this will be accomplished, no MAP (Ministry Action Plan) has been completed. We have scheduled a Transitional Conversation gathering for May 5, 2020 at 9am at the Iowa Falls 1st United Methodist Church to further vision and clarification. We plan to be in conversation with the District Parish Development Team as well a Conference leadership. We look forward to how together we might emerge from this transition positioned to be a relevant, healthy and powerful representative of Christ in our local parishes and the world. NCDOT; Rev.
