National Emergency Communications Plan

7

The Plan is designed to provide guidance to those that plan for,

coordinate, maintain, invest in, and use communications to support

public safety operations.

It helps stakeholders enhance and update the policies, governance

structures, planning, and protocols that enable responders to

communicate and share information under all circumstances.

The NECP navigates the complex mission of maintaining and improving

emergency communications while also integrating new technologies and

capabilities for emergency responders.

The National Emergency Communications Plan (NECP) is the Nation’s

strategic plan to strengthen and enhance emergency communications

capabilities.

Mandated by Title XVIII of the Homeland Security Act of 2002, the NECP was

first published in 2008, and its latest update was published in 2019.

Cyber Risks to NG911

11

▪ NG911 systems enable interconnection

among a wide range of public and private

networks

▪ As cyber threats grow in complexity and

sophistication, attacks could be more

severe against NG911 systems

▪ The Cyber Risks to Next Generation 911

NG911 Self-Assessment Tool

12

The NG911 Working Group collaborated with

government, industry, trade associations, and

academic stakeholders to develop the NG911 Self-

Assessment Tool

The Tool is available at 911.gov

https://www.911.gov/project_ng911tool.html

The Tool helps:

▪ ECC/PSAPs evaluate their NG911 maturity state

▪ Provides 911 authority stakeholders with a more

granular understanding of essential NG911 system

elements

▪ Assists ECC/PSAPs to plan for the multi-year NG911

implementation process and identify next steps for

deployment

▪ Provides the 911 community with consistent

terminology regarding NG911 maturity

State Markers Success Stories

▪ A state has utilized state marker data to successfully receive

funding for a full-time SWIC

▪ Several states have invited CISA to present marker data to

their full SIEC

▪ States have used the self-assessment to improve Priority

Service participation rates

▪ Several states have utilized the markers to identify

interoperability gaps and set strategic goals in their new

SCIP

▪ Several states have utilized the markers to identify gaps and

ask TA

▪ Ecosystem works together to drive interoperability within

states
