SHIP‐IN TIMES All ship‐in horses must be on the grounds and in their proper assigned stall by a minimum of five (5) hours before the first post. Any horse leaving the grounds after being entered will be scratched. No exceptions.
COGGINS TEST, HEALTH CERTIFICATE AND INOCULATIONS.
Coggins Test
All horses (including ponies) must have a current negative Coggins test dated within the twelve (12)
months and which is valid for the duration of the meet. Furthermore, the Coggins test must be attached
to the horse’s Jockey Club certificate when placed on file in the horse identifier’s office. Coggins for two
year olds must be attached to digital certificates.
Health Certificate
A valid health certificate dated within 72 hours from the point of origin with proof of Equine Herpes
Type‐I (EHV‐1) vaccination (between 14‐120) days are required to enter Colonial Downs Stable Area.

THYROID SUPPLEMENTATION
Trainers may not have thyroid supplements on their premises on the racetrack or training centers, nor may they
administer such supplements, unless:
1. The horse has been diagnosed with hypothyroidism pursuant to a thyroid releasing hormone stimulation test
(TRH). A T3 or T4 test without stimulation of the thyroid is insufficient to diagnose hypothyroidism.
2. The results of the TRH stimulation test must be submitted to the Equine Medical Director or State Veterinarian.
3. If approved by the Equine Medical Director or State Veterinarian, the horse may be treated with only FDA
approved medications for hypothyroidism prescribed by a veterinarian. Possession on the grounds of any
racetrack or training center of any thyroid supplements that are not pursuant to a veterinary prescription and in
accordance with this directive is prohibited and will result in strict disciplinary action.
4. If a horse is currently being administered a thyroid supplement, administration of the supplement should be
discontinued and a TRH test conducted after a 30‐day washout period
NSAIDS
The Virginia Racing Commission prohibits the administration of Non‐steroidal Anti‐inflammatory Drugs (NSAIDs) within
48 hours to the scheduled post of a horse’s race, or official timed workout. The detection of two or more NSAIDs in a
horse’s plasma, serum and/or urine constitutes a NSAID stacking violation and is prohibited. Please consult with your
veterinarian and the Virginia Racing Commission’s Equine Medical Director for advice on the use and withdrawal times
of all therapeutic medications.
BISPHOSPHONATES BAN IN VIRGINIA
The use of drugs called bisphosphonates in all horses under the age of four (4) are strictly prohibited. Bisphosphonates
may only be used in horses four (4) years of age and older who have been diagnosed with navicular disease by a
veterinarian and for whom the use of such drugs is warranted. Violators of this prohibition will face the penalties for a
Class 1, Penalty Class A violation.
PULSED ELECTROMAGNETIC FIELD THERAPY (PEMFT)
Pulsed Electromagnetic Field Therapy treatments are not permitted within 24 hours of the horse’s post time.
EXTRACORPOREAL SHOCK WAVE THERAPY
All Extracorporeal Shock Wave Therapy equipment or Radical Pulse Wave Therapy equipment is not permitted for use
on a horse fewer than 10 days before the horse is to race or train at racing speed. Each use of therapy device is reported
to the commission veterinarian by the treating veterinarian within 24 hours of treatment. The horse will be placed on
the Vet’s List during the 10‐day stand down period.
FUROSEMIDE TREATMENT
Furosemide shall be administered by a single dose intravenously no less than four (4) hours prior to post time. The
furosemide dosage administered shall not exceed 6.0 ml (300 mg) and shall not be less than 3.0 ml (150 mg).
INTRA‐ARTICULAR INJECTIONS
Injecting a substance or inserting a needle into a joint space is prohibited within fourteen (14) days prior to the horse’s
race. The day of treatment shall be considered day one, the horse will be placed on the Veterinarian’s List, and then
released after 14 days has passed from the time of injection. An Intra‐ Articular Injection Report must be submitted to a
commission veterinarian within 24 hours of the injection. The detection of two or more corticosteroids in the horse’s
post‐race biologic sample constitutes a stacking violation.

ATTENTION HORSEMEN PARTICIPATING AT COLONIAL DOWNS All participants will need to be licensed by the Virginia Racing Commission before they will be able to race. In an effort to ease the financial burden of horsemen racing in multiple jurisdictions and encourage more horsemen to participate in the Commonwealth, the Virginia Racing Commission voted unanimously to eliminate license fees beginning January 1, 2020.
The license forms and instructions may be downloaded at www.vrc.virginia.gov by clicking on “Virginia Racing License” on the left‐hand side of the home page. Applications may be emailed prior to the live meet to avoid waiting in line at the Commission office. We will issue all participants a three‐year license. Please note: all participants must be fingerprinted upon making their initial application and pay a $30 processing fee. Participants with a record of being fingerprinted recently in Virginia will normally not have to go through this process again. WORKERS COMPENSATION
Trainer certifies that he/she has secured certification evidencing the maintenance of Workers Compensation Insurance coverage for all employed personnel in accordance with the statutory requirements of the Commonwealth of Virginia and Colonial Downs Racetrack House Rules and the insurance company providing such coverage, the policy number and its date of issue are as follows:
Trainers shall furnish to Colonial Downs a copy of a notice to trainer’s workers compensation carrier, directing such workers compensation carrier to notify Colonial Downs in the event of cancellation. Failure to maintain a current and valid policy will result in eviction from the grounds. A current workers compensation policy (WCP) indicating coverage specific to Virginia must accompany stall applications or a signed release of WCP exemption. Visit www.colonialdowns.com for forms.
CLAIMING, PREFERENCE, WEIGHT ALLOWANCES, PENALITIES AND PARTS OF ENTRY. It is the trainer’s responsibility to claim preferences, weight allowances, penalties and parts of entry.
Virginia Preference: Preference will be given to Registered Virginia Bred/Sired horses and Virginia Certified horses in all overnight races. Preference will also be given to Virginia resident trainers and owners and all horses stabled in Virginia for at least one month before commencement of the race meet. These preferences do not supersede the conditions of a race or condition eligibility and MUST be claimed at time of entry.
All Virginia Bred stakes with less than six entries will be opened to Virginia Certified horses.
Condition Eligibility consists of a preference to horses that are eligible for THAT specific condition when over‐allotted (Example: In races written for non‐winners of three races other than Maiden, Claiming or Starter, horses with two Allowance wins will be given first preference.) In allowance optional claiming races horses which meet eligibility for said condition, but are entered for the claiming price, will be equally preferred to horses entered for the allowance condition.
In turf races where the condition eligibility applies, horses which have started for a claiming price of less than $16,000 shall not be eligible for this preference unless they have thereafter finished first, second, third or fourth for $16,000 or above.

11VAC10‐120‐80. RESTRICTIONS ON A CLAIMED HORSE.
When a horse is claimed out of a claiming race other than steeplechase races, the following restrictions shall apply to the horse for 30 calendar days after the day that the horse was claimed:
1. The horse may only start in claiming races for a designated price of 25% more than the amount for which the horse was claimed.
2. The horse may not be sold or transferred wholly or in part to another person, except in another claiming race;
3. The horse may not remain in the same stable or under the control or supervision of its former owner or trainer, unless reclaimed;
4. Notwithstanding the 30‐day restriction above, the horse may not race elsewhere until after the close of the meeting at which it was claimed, except with the permission of the stewards; and
5. All horses claimed in other jurisdictions and racing in Virginia shall be subject to the conditions of the claiming regulation in the jurisdiction where the claim was made.
In the event a horse dies during a claiming race or is euthanized on the racetrack during a claiming race, or suffers an injury which requires euthanasia of the horse performed on the racetrack or in an adjacent area as determined by the commission veterinarian, any claims on that horse will be declared void.
A claim is voidable at the sole discretion of the new owner or trainer for a period of one hour after the race is made official for any horse that is vanned off the racetrack after the race at the direction of the commission veterinarian.
The owner of a horse shall order production and transfer of all health and medical records held by the individual or veterinarian providing services to the horse owned by them within seven days if the horse is sold, claimed, or transferred to a new owner, or if requested by the commission veterinarian.
Each licensed owner will give consent and authorization for the transfer of the Horse Health Record for any horse that is claimed from the owner. The Horse Health Record will be completed by the trainer of the claimed horse and submitted to the racing office within seven (7) days of the claim, and transferred to the new owner by the racing office.
UNCOUPLING
Horses entered in the same race and owned wholly or partially by the same owner or spouse may run as
separate wagering interests with the following provisions:
1. No trainer shall enter more than two horses in an overnight race.
2. Two horses having common ties through ownership shall not start in an overnight race to the
exclusion of another horse.
3. The racing secretary shall be responsible for assigning horses to the mutuel field when the
number of wagering interests exceeds the numbering capacity of the infield tote board.

11VAC 10‐100‐100.PUBLISHED WORKOUTS FOR THOROUGHBREDS.
Except in steeplechase or as otherwise may be specifically exempted by the commission, no Thoroughbred may be entered or raced unless its most recent workouts have been recorded and made generally available to the public by being prominently displayed in the grandstand and clubhouse, published in periodicals of general circulation, announced to the public or included in the closed‐circuit broadcast. The following provisions shall apply to published workouts:
1. No horse may be entered to race for the first time in its life unless it has a minimum of two
published workouts;
2. No horse may start in a race unless it has a published workout within the past 30 days or has
raced within the past 30 days; and
3. No horse may start in a race unless the stewards, in their discretion, determine that the
horse’s published past performances, whether in races or workouts, are sufficient to enable
the public to make a reasonable assessment of its capabilities.
11VAC10‐60‐40. HORSE OWNER
Registration of ownership. Every certificate of registration or eligibility paper shall reflect the true
ownership of the horse, and the ownership of the horse printed in the daily program shall conform to
the ownership listed on the certificate of registration or eligibility paper.
11VAC10‐140‐290.USE OF WHIP.
Whips are to be used uniformly and the stewards shall conduct inquiries into excessive or non‐ use of a whip, or the dropping of a whip during the running of a race.
It will be mandatory for all jockeys to use padded crops during training hours and during races at Colonial Downs.
SHOE POLICY DIRT AND TURF Front Shoe Policy: Dirt and Turf Courses
Front horse shoes which have toe grabs greater than 2 millimeters shall be prohibited for racing or training on all racing surfaces at Colonial Downs. This includes but is not limited to the following: toe grabs, bends, jar calks, stickers and any other traction device worn on the front shoes of thoroughbred horses.
Hind Horse Shoes (Dirt) Any hind shoe with a turndown of more than one‐quarter inch (1/4”) will not be allowed on the dirt course.
Hind Horse Shoes (Turf) Hind shoes with calks, stickers, blocks, raised toes or turndowns will not be allowed on the turf course.
Steeplechase Horses Steeplechase horses will follow NSA shoe policy.

ENTRIES, NAMING OF RIDERS AND SCRATCH TIME.
Entries will not close before 10:30 am ET daily. Entry closing dates are listed at the top of each page of conditions. Steeplechase Races ‐Every Monday there will be two steeplechase races run immediately before the 5:30 pm post for the flat races. All Steeplechase entries and nominations close with Bill Gallo, NSA Director of Racing (443)‐553‐1882 Riders must be named by the close of entries. Furthermore, the stewards reserve the right to name a substitute rider (their intent is to name the best available rider). Scratches will be made off of the program and are irrevocable. With permission of the stewards horses may scratch by lot down to eight (8) betting interests by 10:00 am ET on race day. Horses scratching after 10:00 am ET will require a physical reason or other reason acceptable to the stewards.
Trainers wishing to scratch part of an entry must do so (or name a 2nd rider) no later than 3 hours prior to post of their race.
No horse may appear in two races on the same overnight.
A horse which is in the body of the race will not be permitted to re‐enter unless granted permission by the stewards. Attention Horsemen: Entries for horses that have not raced for 150 days or more will NOT be accepted
unless the trainer has completed and submitted a Layoff Report Form to Dr. Ada Caruthers
([email protected]). Forms must be submitted at least 30 days *prior to entry, and are
valid for 60 days. Layoff Reports will be made available at the stable gate, in the Racing Office, in the

11VAC10‐110‐180. SCRATCHES.
For flat racing, a horse may be withdrawn from or “scratched out” of a race after closing of entries
under the following conditions:
1. Scratches shall be made in a manner prescribed by the racing secretary;
2. Scratches are subject to the approval of the stewards;
3. A horse may be scratched from a stakes race, futurity or other special event until 45 minutes
before post time for the race for any reason;
4. No horse may be scratched from an overnight race without the approval of the stewards;
5. In making a determination on whether to permit a horse to be scratched from an overnight
race, the stewards may require a report from a veterinarian, who possesses a permit issued by
the commission, attesting to the physical condition of the horse;
6. Scratches, once approved by the stewards, are irrevocable; and
7. Any horse that has been scratched or excused from starting by the stewards because of a
physical disability or sickness shall not be permitted to race again until the horse has been
removed from the Veterinarian’s List by the commission veterinarian and the expiration of ten
(10) calendar days following the day on which such horse was scratched or excused.
PURSE DISTRIBUTION
Association purse money shall be divided as follows: 60% to the winner, 20% to second, 10% to third
and 5% to fourth. All owners who start a horse at Colonial Downs will receive the greater of $800 or
their share of the purse money from the race. All trainers will receive $250 per horse started.

DORMITORIES
1. A dormitory room at Colonial Downs will only be made available to personnel currently
permitted by the Virginia Racing Commission.
2. Each dormitory room resident must maintain steady employment and be on a trainer’s badge
list. The following stable area employees are eligible for use of the dorm rooms:
Groom, Hot Walker, Exercise Rider, Night Watchman and Foreman
3. Each dormitory room resident is responsible for maintaining their assigned room (clean and
sanitary) at all times.
4. No animals of any kind or type are allowed in the dormitory rooms.
5. Trash is to be deposited in bins or receptacles provided by Colonial Downs.
6. Each dormitory room resident is responsible for furnishing his or her room.
7. Any overnight guest of a licensee assigned a dormitory room must be specifically authorized by
track security on a daily basis.
8. Any damage to assigned dormitory rooms accidental or otherwise must be immediately
reported to track security and financial arrangements made for the cost of repair.
9. Children (under 18 years old) are prohibited from residing, at any time, in any dormitory room.
10. All dormitory rooms may be inspected at any time by track security or other personnel for
general condition and property damage, or health and fire safety, or in response to
circumstances requiring immediate action. Any illegal or unauthorized human and/ or equine
drugs, or prohibited, unsafe or suspicious items found in the room during such inspection(s) will
be confiscated. The use of electrical hot plates, propane, or other fuel sources cooking
appliances is prohibited within the dormitory rooms. These items will be confiscated.
11. Portable electric heaters or flammable liquid/gas type heaters are prohibited.
12. The sale of any product (food, beverage, phone card, etc.) is strictly prohibited.
13. The use of, or possession of any controlled substances, paraphernalia, or prescription
medication without a prescription, and/ or positive urinalysis or blood test for a controlled
substance will result in the loss of room and exclusion from Colonial Downs.
14. Possession of any hypodermic needle and or syringe is prohibited.
15. Firearms of any kind (BB and Pellet guns included) are prohibited and will be confiscated.
Excessive use of alcoholic beverages and/ or other occurrences where the use of alcohol are
mitigating factors may result in the loss of privileges.
16. The volume on radios, TVs, iPods and cell phones must be kept at levels that do not disturb
other dormitory room residents.
17. Tampering with smoke detectors, fire alarms, sprinkler systems, or fire extinguishers is strictly
prohibited.
18. Colonial Downs will not be responsible for any abandoned and/ or unclaimed property. All
abandoned and unclaimed property will be deemed refuse and will be disposed of.
19. Violation of any one or more of the foregoing dormitory rules and regulations as condition of
occupancy may, in the sole discretion of Colonial Downs result in revocation and loss of room
privilege and exclusion from the entire track premises. Violation of one or more dormitory rules
may result in fines, which shall be determined at the sole discretion of Colonial Downs.

20. Violation of any federal, state, county and/ or local criminal laws and ordinances and Rules and
Regulations of the Virginia Racing Commission may result in loss of dormitory room privileges
and exclusion from Colonial Downs.
COLONIAL DOWNS STABLE AREA RULES
1. There shall be NO SMOKING in the barns, stalls, shedrows, tack rooms and feed sheds.
2. Containers of flammable material or which hold flammable material are prohibited in the barns,
stalls, shedrows, tack rooms, feed rooms and grooms’ quarters.
3. Storage of gasoline, kerosene and drums of alcohol is not permitted in the stable area.
4. CDRT shall not be responsible for loss from fire unless it can be shown that some action or
inaction on the part of CDRT or its employees was the primary cause of fire.
5. Keep fire extinguishers in proper places. No discharging fire extinguishers except in case of fire.
Also, do not remove at any time except for in use of a fire and do not break seals or remove
tags.
6. Fire hydrants and extinguishers are not to be blocked. (Allow clearance of two (2) feet for fire
extinguishers and fifteen (15) feet for hydrants).
7. The use of electrical or other appliances for personal heating in the stable area is prohibited.
8. There shall be no heat lamps at any time in any of the barns or shedrows.
9. Cords with multiple outlets, 2 or 3 –way plugs and lightweight cords are prohibited. Cords must
be of heavy‐duty type; UL approved and free of tape and splices with tape.
10. The use of electrical appliances or cooking in dormitory room(s) is prohibited.
11. No open fires allowed in or around barn or dormitory area.
12. Heaters/ oat cookers shall be used in steel containers, placed on fire‐proof bricks or blocks and
no closer than ten (10) feet from the structure and/ or flammable material. Use of such
“cookers” in any tack room, feed bin, shedrow or stall is prohibited. All electrical components
must be UL approved and attended while plugged in and in use.
13. No articles permitted on top of, or around hot water heaters.
14. Dormitory rooms are to be issued to the stable employee who is on a valid trainer’s badge list.
Individual employees must make a $50 refundable key deposit for room. Individuals occupying a
dormitory room not assigned by security will result in disciplinary action taken against such
individual and the individual for whom the room is assigned.
15. Storage will not be permitted at any time in the dormitory room except inhabitants’ personal
items unless approved by management.
16. The tack room, stalls, shedrows and any part of the barns, vans or campers shall not be used for
sleeping or dwelling purposes or for cooking (unless approval is specifically given for overnight
use only in designated areas).
17. Feed, etc. shall be unloaded after training hours and prior to the first post unless specifically
authorized otherwise.
18. All areas are to be kept free of loose hay, shavings, or other materials, except as properly stored
in feed bins or rooms.
19. The use of any material, other than shavings as bedding is prohibited, unless approved by the
Racing Secretary.

20. Manure must be placed in bins. Under no circumstances will manure be placed outside the bins.
Debris, trash, wire, feed bags, etc. must be placed in trash barrels, not in the manure bins.
21. NO DOGS ARE PREMITTED in the stable area. No animals of any kind or type are allowed in the
dormitories.
22. All horse owners, trainers, grooms, hot walkers, exercise riders, etc. In short, all persons that
deal with horses in the stable area are required to have a VRC license. VRC license must be
shown when you enter the stable area and carried on person at all times while in stable areas.
23. No part of any vehicle is permitted inside of barn or shed row.
24. Speed limits in the stable area are 10 MPH unless otherwise posted.
25. No motorcycles are permitted in the stable area.
26. Any vehicle not displaying a valid state registration/ license or that is apparently abandoned will
be towed away at the owner’s expense.
27. No parking or operating of motor vehicles including golf carts between barns, except
veterinarians, maintenance, security and TRPB tattoo technician. This will only be allowed when
they are conducting business, not for drive‐through purposes.
28. The road/ horse path immediately adjacent to the track is closed to vehicle traffic including golf
carts.
29. All horse trailers and vans must be parked in designated areas for such. All horse trailers and
vans must be parked at least three (3) feet from all fences and ten (10) feet from all buildings.
30. Approved safety helmets and vests must be worn by anyone on horseback while on any part of
CDRT property.
31. Horses or any other animals, must be kept in a stall overnight; no animal can be left out all night.
32. No jogging horses in the shed rows or galloping between barns.
33. All shippers must report to and stay in the stall to which assigned. In addition, they must have
someone available for the pre‐race soundness examination by the state veterinarian.
34. All foal papers of horses stabled on the grounds must be turned into the Racing Secretary’s
Office.
35. Only VCR licensed trainers and owners may sign in guests.
36. All licensees are expected to keep stable areas clean and orderly.
RODENTICIDE ADVISORY
Rodenticides containing anti‐coagulants should under no circumstances be used in any location, including but not limited to barns, stalls and grazing areas, where a horse might ingest them (orally or inhalation), or where they may be carried from a trap into an area where they may be ingested by a horse. Active ingredients in rodenticides interfere with the liver’s ability to make vitamin K, which is needed to help coagulate blood, and have been found in necropsy in racehorses that experiences exercise associated sudden death. Examples of anti‐coagulants rodenticides: Brodifacoum , Bromadiolone, Chlorophacinone, Difenacoum, Difehtialone, Pindone, Warfarin or Warfain sodium.
Please check the labels of all rodenticides used in the stable or paddock area and immediately discontinue use of all those that contain anti‐coagulants.

DATE PREFERENCE SYSTEM
(1) All horses intended for racing at Colonial Downs will be assigned preference dates by the Racing
Secretary. Turf and Dirt Dates will be kept separately. Dates assigned will be of four types with
the following order of preference:
E‐0 Date. All horses’ foal papers must be on file with the Racing Office on or before Tuesday,
July 21, 2020 to receive an E‐0 date.
E Date. This date corresponds to the day of the races entered if a horse is excluded from a race
that appears on the overnight; or when a horse’s foal papers are submitted to the horse
identifier.
*To receive an E‐0 Date Foal Papers must be submitted to the Racing Office by
Tuesday, July 21, 2020
R‐Date. This date corresponds to the day of a horse’s most recent race at Colonial Downs.
S‐Date. This date corresponds to the day a horse is scratched from an overnight race.
(2) Preference dates remain the same regardless of a change of ownership or trainer.
(3) Horses which have established a date at the current meeting will lose that preference date
should their papers be drawn from the Racing Office or demonstrate intent to race elsewhere,
and must re‐establish a preference date.
(4) The draw of Stakes and Handicap races are not subject to the date preference rules.
(5) Date preference rules will not supersede race conditions or preference on any race as follows;
condition eligibility, winners’ preference, Virginia Bred preference or any other race condition or
preference written for any races.
(6) Winners are preferred in all non maiden races.
(7) Preference will be given in order of assigned preference dates, earliest dates being first. Second
part of same owner entries cannot exclude a single interest with the exception of Stakes Races.
(8) Maidens entering in winners races shall not receive a date unless they run.
SURVEILLANCE
By entering horse(s), owner trainer, their respective agents, employees and affiliates
(“Entrant”) acknowledges and agree that Colonial Downs has the right to inspect and maintain
surveillance on all horses located at Colonial Downs, including without limitation, horse’s stall,
barn and all grounds in general proximity to the physical location of the horses as Colonial
Downs selects and deems appropriate in it’s sole discretion.
All licensees acknowledge that security officers may be authorized to search any stall, tack or
feed room that is assigned to them and/or their vehicle while on the grounds of the
Association.

April 20, 2020 1. Medroxyprogesterone
The RMTC recommends that medroxyprogesterone, often known as Depo Provera, not be used. It has been administered to mares in an attempt to control behavior during heat (estrus) but its use has been associated with serious and life-threatening allergic reactions and in some cases has resulted in sudden death. The United States Equestrian Federation (USEF) established medroxyprogesterone as a prohibited substance as of December 1, 2019. The American Association of Equine Practitioners (AAEP) issued the following statement in 2019:
Medroxyprogesterone acetate (MPA) is a synthetic progestin hormone administered to mares off-label in an attempt to suppress behavioral estrus. However, a controlled research study found that MPA was not effective at suppression of behavioral estrus. (1) Many veterinarians believe MPA modifies behavior by producing a calming effect in the horse and does not have a therapeutic benefit that goes beyond this behavior modification. Therefore, the AAEP recommends that MPA should not be administered to horses in competition.
Altrenogest (Regumate) has FDA approval for use in the suppression of estrus and its use is permitted in fillies and mares in training and racing (in compliance with restricted administration times as required by individual racing jurisdictions).
2. Updates to the Uniform Classification of Foreign Substances
Acetylcysteine is used in racehorses as a mucolytic agent, decreasing the thickness of mucus in the trachea and lungs. It is available in FDA-approved formulations for oral, inhalation, or injectable use. Acetylcysteine has been assigned a classification of 4/C consistent with other mucolytics, such as guaifenesin, having FDA-approval.
Ethamsylate is an anti-thrombolytic agent used to promote blood clotting. Ethamsylate has been recognized by international racing regulatory authorities as an illicit substance in controlling EIPH. Ethamsylate has been detected in a post-race sample in a North American racing jurisdiction. There are no ethamsylate containing products that carry FDA approval and so it is assigned a classification of 4/B.
Botulinum toxin is a muscle paralyzing agent produced by the bacteria Clostridium botulinum. It is used human cosmetic medicine to decrease facial wrinkles and is also used to treat several other medical problems such as chronic migraine. Veterinary research has identified botulinum toxin as an aid in the treatment of laminitis, specifically in preventing rotation of the coffin bone. A botulinum toxin product labelled for use in the horse in the treatment of laminitis is anticipated to receive FDA approval within the next 12-18 months. A horse with laminitis

should not be in training or entered to race. For this reason, there is no legitimate justification for botulinum toxin to be administered to a horse or in the possession of any individual at a facility under the jurisdiction of a racing regulatory authority. Botulinum toxin is assigned a classification of 2/A
Selective Androgen Receptor Modulators (SARMs) are a class of drug that elicit androgenic (male characteristics), anabolic (muscle building) effects. Within the SARMs class, specific drugs can be developed to have differing ranges of anabolic and androgenic effects. SARMs are on the World Anti-Doping Agency’s Prohibited Substance list and are also included in the ARCI’s Prohibited Substances List. Specific examples of SARMs are andarine, ostarine, ligandrol, and testolone. Many other SARMs in varying stages of research and development are designated only by letters and numbers (for example, LG121071). SARMs have been used in human clinical trials, but no FDA-approved product exists. SARMs, both as a drug class, and individually as andarine, ostarine, ligandrol, and testolone are assigned a 2/A classification.
Bisphosphonates are a class of drug that inactivate osteoclasts, the cells responsible for removing damaged bone. Tildren (tiludronate sodium) and OsPhos (clodronate), FDA approved for use in the horse, are labelled for the treatment of navicular disease in horses 4 years of age and older. No other bisphosphonates are approved for use in the horse. Serious concern has been raised about the potential for bisphosphonates to impede or prevent bone remodeling associated with high-speed exercise in young horses. Failure to adapt and remodel in response to high-speed exercise is associated with an increased risk of fatal bone fracture. ARCI-011-015 (Prohibited Practices) requires that FDA-approved Bisphosphonates be used only in accordance with label specifications. Veterinarians and horsemen are advised to consult their regulatory authority prior to bisphosphonate administration to ensure that treatment requirements are met. All bisphosphonates, both FDA-approved and those lacking FDA-approval, are assigned a classification of 3/A.
Altrenogest is a synthetic hormone with FDA approval for the suppression of heat (estrus) in mares. Off-label use has included short-term administrations to intact males to suppress aggression and other adverse reproductive behavior. Altrenogest also exerts an anabolic effect, and therefore its use is currently prohibited in geldings, stallions, and ridglings engaged in training and racing. Spayed mares have been added to the list of horses in which altrenogest is prohibited.
