Position: Administrator, Centers for Medicare and Medicaid Services (CMS)
Seema Varna, as the Administrator
of the Centers for Medicare & Med-
icaid Services (CMS), Seema Verma
oversees an agency with a $1 trillion
budget, representing about a quar-
ter of the total federal budget, that
provides health coverage programs
for more than 130 million Americans
and ensures the quality and safety
of all hospitals participating in Medi-
care. Nominated by President Trump
on November 29, 2016 – the seventh
nomination by the President-elect
– and confirmed by the U.S. Senate
on March 13, 2017, she is one of the
longest serving CMS Administrators
in modern history.
Since then, the Administrator has set
a bold agenda to empower patients
and transform the healthcare system
to deliver better value and results
for patients through competition
and innovation. CMS has focused all
its efforts on 16 strategic initiatives
across programs within Medicare
and Medicaid as well as across the
healthcare exchanges as enacted by
the Affordable Care Act of 2010 to
move the healthcare delivery system
toward value.
Administrator Verma is a graduate of
the University of Maryland and holds
an MPH from Johns Hopkins Univer-
sity. Modern Healthcare ranked her
as the number one most influential
person in healthcare in 2019.

Alec G. Alexander, JD, is Deputy Ad-
ministrator of the Centers for Medi-
care & Medicaid Services (CMS) and
Director of its Center for Program
Integrity (CPI). Mr. Alexander’s role in
support of the CMS Administrator is
to develop and manage federal policy
initiatives that identify program vul-
nerabilities; prevent fraud, waste, and
abuse; and ensure the integrity of all
Medicare and Medicaid spending. As
CPI Director, Mr. Alexander oversees
all interactions and collaborations
between CMS and both state law en-
forcement agencies and federal en-
tities including the United States De-
partment of Justice, U.S. Department
of Health and Human Services, and
Office of Inspector General.
Mr. Alexander joined CMS in Decem-
ber of 2017. Prior to his current posi-
tion, he was an attorney in private law
practice representing a wide range of
providers in administrative, civil, and
criminal matters. His previous experi-
ence also includes several years as a
healthcare executive at in a large hos-
pital system where serving as Chief
Compliance Officer was among his
numerous responsibilities. From 2002
through 2010, Mr. Alexander was an
Assistant United States Attorney han-
dling a wide variety of healthcare fraud
investigations and prosecutions.

Michelle Block Schreiber, MD, is
Director of the Quality Measurement
and Value-Based Incentives Group of
the Centers for Medicare & Medicaid
Services. In this role, Dr. Schreiber
supports the CMS Administrator by
applying her interests in quality im-
provement, quality measures, and
the intersection with electronic med-
ical records to advance quality and
quality measures.
Dr. Schreiber is a general internist
with over 25 years of health care ex-
perience. Most recently, she was the
Senior Vice President and Chief Qual-
ity Officer of Henry Ford Health Sys-
tem (HFHS) in Detroit, Michigan. Prior
roles at HFHS included the Division
Head of General Internal Medicine,
and the Senior Vice President of Clini-
cal Transformation and IT Integration,
where she was the clinical lead of the
systemwide Epic EHR implementa-
tion (a proprietary electronic medical
record management software devel-
oped by EPIC and adopted by health
systems across the country). The
Epic implementation and use earned
HFHS a Healthcare Information Man-
agement Systems Society (HIMSS)
Davies Award in 2018. Dr. Schreiber
has also held senior leadership roles
at the Detroit Medical Center, where
she was the Chief Quality Officer, and
with Trinity Health System where she
was the national system Chief Medi-
cal Officer and acting interim Chief
Medical Information Officer.
In addition to her health system roles,
Dr. Schreiber has served on numer-
ous quality committees including
Michigan Hospital Association (MHA)
statewide quality committee, and on
boards of the MHA Keystone Center
and the Patient Safety Organization,
the Michigan Peer Review Organiza-
tion, Health Alliance Plan insurance
company, the National Quality Forum
Patient Safety Metrics Committee,
and the National Quality Partners.
She has worked with the Institute for
Healthcare Improvement (IHI) includ-
ing as part of its Leadership Alliance,
the Pursuing Equity initiative, and an
initiative to enhance Board of Trust-
ees engagement in quality through a
partnership with IHI and National Pa-
tient Safety Foundation. Dr. Schreiber
has also served as a member of the
Epic Safety Forum, and the Cerner Ac-
ademic Advisory Group.
Dr. Schreiber is married, with two
children (one a physician at Johns
Hopkins and one a committed
non-physician). She received her
medical and undergraduate degrees
(in humanities/comparative literature
and Biology) from Case Western Re-
serve University in Cleveland, Ohio.
She completed her internal medicine
training at New York Hospital/Weill
Cornell University Medical Center in
New York City.

Kimberly Brandt, JD, is the Princi-
pal Deputy Administrator for Policy
and Operations for the Centers for
Medicare & Medicaid Services (CMS).
Ms. Brandt supports the CMS Ad-
ministrator in the management of
organizational programs, Medicare,
Medicaid, and the Children’s Health
Insurance Program. She previously
served as Director of the CMS Medi-
care Program Integrity Group after
five years with the U.S. Department
of Health and Human Services, Of-
fice of Inspector General as a Senior
Counsel.
Her previous experience includes
positions as Chief Oversight Counsel
and General Counsel on the Majority
staff of the U.S. Senate Finance Com-
mittee from January 2011 through
August 2017 and Senior Counsel at
Alston & Bird LLP, a global law firm in
Washington, D.C.
Ms. Brandt received her JD from De-
Paul School of Law with a concentra-
tion in health law, her MA in Legis-
lative Affairs and Health Policy from
George Washington University, and
her BA from Valparaiso University.
She is a nationally recognized expert
in healthcare compliance and fraud
and abuse issues. In 2016 she re-
ceived the Healthcare Compliance
and Ethics Professional of the Year
award from the Society for Corpo-
rate Compliance and Ethics and the
Health Care Compliance Association.

Admiral Brett Giroir, MD
Position: Assistant Secretary for Health
Admiral Brett Giroir, MD, is the
16th Assistant Secretary for Health
in the U.S. Department of Health and
Human Services (HHS). He serves as
the HHS Secretary’s principal public
health and science advisor and is
responsible for coordinating HHS’s
efforts across the Administration to
fight America’s opioid crisis. He also
oversees the Office of the Surgeon
General and the U.S. Public Health
Service Commissioned Corps.
Dr Giroir’s office leads many criti-
cal national initiatives, including an
historic new plan to end the HIV
epidemic in America, the Physical
Activity Guidelines for Americans,
the National Vaccine Plan, and a
cross-agency effort to improve the
outcome of patients with sickle cell
disease.
Dr. Giroir is a pediatric critical care
specialist and physician-scientist,
who has served in several leadership
positions in the federal government
as well as academia. Most notably,
he was the first physician to serve as
an office director at the Defense Ad-
vanced Research Projects Agency of
the U.S. Department of Defense.
He received a bachelor’s degree in
biology, magna cum laude, from Har-
vard University, and a medical degree
from the University of Texas South-
western Medical Center. As a pedi-
atric critical care physician, Dr. Giroir
brings that hands-on, patient-cen-
tered perspective to his work as As-
sistant Secretary for Health, where
his primary goal is leading America
to healthier lives.

PLENARY SPEAKERS
Mary Greene, MD, is a senior ad-
visor in the Centers for Medicare &
Medicaid Services (CMS) Office of the
Administrator. She leads CMS’ Pa-
tients over Paperwork initiative, an
agency-wide regulatory reform and
burden reduction effort aimed to re-
duce the time clinicians and health
care providers spend on unneces-
sary administrative requirements so
they can spend more time providing
high quality care and an exceptional
patient experience. She also leads a
pilot program working with a state to
take a holistic, data-driven approach
to combatting the opioid epidemic.
Prior to her current role, Dr. Greene
was the Director of the Governance
Management Group in the CMS Cen-
ter for Program Integrity (CPI), where
she led CPI’s vulnerability manage-
ment, regulation development, strat-
egy development, and performance
oversight functions. Prior to joining
CMS, Dr. Greene led strategy and op-
erational support projects to stand
up new programs, improve opera-
tional efficiencies, build collabora-
tions, and foster professional devel-
opment. Dr. Greene, a pediatrician
and Fellow of the American Academy
of Pediatrics, completed her medical
education at the Yale School of Med-
icine, clinical training at the Johns
Hopkins Hospital, Masters in Public
Health at the Yale School of Pub-

Jeet Guram, MD is a Senior Advisor
to Centers for Medicare & Medicaid
Services (CMS) Administrator Seema
Verma. In this role, he has led initiatives
including the agency’s cross-cutting ef-
forts to lower the cost of prescription
drugs and the overhaul of the CMS pro-
gram for Accountable Care Organiza-
tions called “Pathways to Success.”
Prior to joining CMS, Dr. Guram was an
Associate at McKinsey & Company. He

Cara V. James, PhD
Position: Director of the Office of Mi-nority Health (OMH) of the Centers at Medicare & Medicaid Services (CMS)
Dr. Cara V. James, is the Director of
the Office of Minority Health (OMH)
at the Centers for Medicare & Medic-
aid Services (CMS) and co-chair of the
CMS Rural Health Council. As OMH
Director, Dr. James supports the CMS
Administrator by leading CMS’s efforts
to meet the unique needs of minority
and underserved populations. Under
her leadership, CMS OMH developed
the first CMS Equity Plan to Improve
Quality in Medicare, created an ongoing
initiative to help individuals understand
their coverage and connect to care, and
strengthened the quality and increased
the collection and reporting of demo-
graphic data.
Dr. James has served as a member of
the Institute of Medicine’s (IOM) Round-
table on the Promotion of Health Equity
and the Elimination of Health Dispari-
ties and several other IOM committees
including the Committee on Leading
Health Indicators for Healthy People
2020. She is a nationally recognized
expert in health disparities, health eq-
uity, and improving health outcomes
for vulnerable populations. She has
published several peer-reviewed arti-
cles and other publications and co-au-
thored a background chapter for the
IOM Report, “Unequal Treatment.” Dr.
James received her PhD in Health Policy
and her AB in Psychology from Harvard
University.

Health. He is also Founder and CEO
of Oklahoma’s MyHealth Access Net-
work, the state’s non-profit health in-
formation network. MyHealth serves
three million patients statewide with
a healthcare IT system that ensures
secure health information exchange,
facilitates community-wide care co-
ordination, and supports providers
with a robust decision-support plat-
form. MyHealth provides region-wide
quality measurement for the Centers
for Medicare & Medicaid’s Compre-
hensive Primary Care Initiative as
well as for accountable care organi-
zations (ACOs) and value-based pay-
ment models across the state.
In addition to his faculty appoint-
ment, Dr. Kendrick is Chair of the
Board of the National Committee for
Quality Assurance (NCQA) as well as
a member of the board of the Stra-
tegic Health Information Exchange
Collaborative (SHIEC). Through Dr.
Kendrick’s affiliation with the latter,
he proposed the SHIEC Patient Cen-
tered Data Home™ model of nation-
wide interoperability, a health infor-
mation exchange (HIE) that enables
secure patient record exchange
among states and regions where in-
dividuals receive care.

Demetrios L. Kouzoukas, JD,
Position: Principal Deputy Admin-istrator and Director of the Center for Medicare for the Centers for Medicare & Medicaid (CMS)
Demetrios L. Kouzoukas, JD, is
the Principal Deputy Administrator
and Director of the Center for Medi-
care for the Centers for Medicare
& Medicaid (CMS). Mr. Kouzoukas
supports the CMS Administrator by
leading the staff that develops poli-
cies for and manages the operations
of the Fee-For-Service portion of the
Medicare program, and has respon-
sibility for the Medicare Advantage
Plan and Medicare prescription drug
programs.
From 2003 to 2009, he was a senior
official at the U.S. Department of
Health and Human Services (HHS),
serving as Principal Associate Deputy
Secretary and Deputy General Coun-
sel. While at HHS, he was responsi-
ble for regulatory policy across the
Department, and at various times
collaborated with or advised every
division of HHS. Mr. Kouzoukas has
also worked with a broad spectrum
of health care stakeholders in pri-
vate practice as a lawyer providing
strategic advice on legal, regulatory,
and public policy matters. In addi-
tion, he has been a senior execu-
tive at the nation’s largest Medicare
health plan business, where he led a
team of legal and regulatory affairs
professionals as General Counsel.
Until recently, Mr. Kouzoukas served
as a Public Member of the Admin-
istrative Conference of the United
States, an appointment made based
on expertise in administrative law,
government procedure, and public
administration.
Mr. Kouzoukas graduated with a de-
gree in Political Science and Public
Policy from George Washington Uni-
versity before receiving his JD from
the University of Illinois. He is orig-
inally from Chicago, IL, and enjoys
spending time with his wife and two
daughters.

Calder Lynch
Position: Director of the Medicaid and Children’s Health Insurance Pro-gram (CHIP) services for the Centers for Medicare & Medicaid Services (CMS)
Calder Lynch, is Director of the Med-
icaid and Children’s Health Insurance
Program (CHIP) services for the Cen-
ters for Medicare & Medicaid Services
(CMS). Mr. Lynch supports the CMS Ad-
ministrator as the agency’s senior ex-
ecutive overseeing the Medicaid/CHIP
programs, which have a combined en-
rollment of some 72 million Americans.
Calder began his career at CMS in May
2017, when he was named the Senior
Counselor to the Administrator.
Prior to his federal service, Mr. Lynch
was the Nebraska state Medicaid di-
rector under Governor Pete Ricketts. In
that capacity, he oversaw the division
responsible for the provision of health
coverage to nearly 240,000 aging Ne-
braskans. During his time in Nebraska,
Calder led the development and im-
plementation of the state’s integrat-
ed managed care program, Heritage
Health.
Early in his career, Mr. Lynch served
as the Chief of Staff to the Secretary
of the Louisiana Department of Health
and Hospitals. A Louisiana native, he
earned a degree in Business Adminis-
tration from Louisiana State University
and his MS in Health Administration
from the University of Alabama-Bir-
mingham (UAB).

Karen Matsuoka, PhD

Karen Matsuoka, PhD, is Chief Qual-
ity Officer for Medicaid and Children’s
Health Insurance Program (CHIP) ser-
vices for the Centers for Medicare &
Medicaid Services (CMS). She supports
the CMS Administrator by directing ef-
forts to assist states in providing safe,
efficient, and effective patient-centered
care for program beneficiaries and oth-
er uninsured and vulnerable popula-
tions. Her efforts extend to the overall
national health care system.
Dr. Matsuoka brings multi-sector and
interdisciplinary expertise to this work
and has held positions in the Maryland
Department of Health and Mental Hy-
giene, the Brookings Institution, The
White House Office of Management
and Budget, and the United States
House Ways and Means Subcommittee
on Health.
Dr. Matsuoka earned her Doctorate in
Social Policy from University of Oxford
as a Rhodes Scholar, and her BA and
MA degrees from Stanford University.
She was recently invited back to Stan-
ford University as a visiting fellow at the
School of Engineering’s Hasso Plattner
Institute for Design and the School of
Medicine’s Clinical Excellence Research
Center, applying human-centered de-
sign approaches to health system re-
design issues.

Precious McCowan, MS
Position: End Stage Renal Disease Patient Advocate, Educator, and Mentor
PLENARY SPEAKERS
Precious McCowan, is a two-time
kidney transplant recipient from
Lancaster, Texas.
She was diagnosed with kidney dis-
ease in 2010 and received her first
kidney and pancreas transplant the
same year. The kidney failed after
seven months, but it took eight years
to receive her second transplant in
April 2019. It was during the inter-
vening years that she spent on he-
modialysis that her patient advocacy
journey began. Precious believes
that having the opportunity to re-
ceive a transplant is a gift since it can
be hard to acquire for many patients.
Precious has encountered many
health challenges from a young age
and knows the difficulties of manag-
ing chronic illnesses; for this reason,
she strives diligently to advocate for
improved patient and family engage-
ment, and health literacy. As an end
stage renal disease patient advocate,
educator, and mentor, her advocacy
work includes:

is to increase kidney transplants by
modernizing the organ recovery and
transplantation systems. Precious

ty is built on efficient advocacy, and
change is established when voices
are heard.” And she stands firmly

Robert A. Montgomery, MD, DPhil, FACS,
Position: Professor of Surgery and Director of the NYU Langone Transplant Institute.
Robert A. Montgomery, MD, DPhil, FACS, is Professor of Sur-
gery and Director of the NYU Lan-
gone Transplant Institute. He is
considered a global expert in kidney
transplantation for highly sensitized
and ABO incompatible patients and
has been referred complex patients
from around the world. He is cred-
ited in the 2010 Guinness Book of
World Records with the most kidney
transplants performed in one day.
As a transplant pioneer, Dr. Mont-
gomery was part of the team that de-
veloped the laparoscopic procedure
for live kidney donation, a proce-
dure that has become the standard
throughout the world. He collaborat-
ed with members of the Johns Hop-
kins University transplant team to
develop the Domino Paired Donation
(kidney swaps), the Hopkins protocol
for desensitization of incompatible
kidney transplant patients. Dr. Mont-
gomery performed the first chain of
transplants started by an altruistic
donor and led the team that per-
formed the first series of procedures
from the 2-way through 8-way paired
donation procedures and co-led the
first 10-way open chain procedure.
Dr. Montgomery’s clinical and basic
science research has received Na-
tional Institutes of Health support
throughout his career. His academic
interests include human leukocyte
antigen (HLA) sensitization, toler-
ance protocols including simultane-
ous solid organ and bone marrow
transplantation, and xenotransplan-
tation. He has received a Fulbright
Scholarship and a Thomas J. Watson
Fellowship and memberships in the
Phi Beta Kappa and Alpha Omega Al-
pha academic and medical honor so-
cieties. He has been awarded multi-
ple scholarships from The American
College of Surgeons and The Ameri-
can Society of Transplant Surgeons.
The National Kidney Foundation of
Maryland has recognized his con-
tributions to the field of transplan-
tation with the Champion of Hope
Award, the National Kidney Registry
with the Terasaki Medical Innovation
Award and The Greater New York
Hospital Association with the Profile
in Courage Award.
Dr. Montgomery received his Doctor
of Medicine with an honors distinc-
tion from the University of Rochester
School of Medicine and Dentistry and
his Doctor of Philosophy in molecu-
lar immunology from Balliol College,
University of Oxford, United King-
dom. Dr. Montgomery completed his
general surgical training, multi-organ
transplantation fellowship, and post-
doctoral fellowship in Human Molec-
ular Genetics at Johns Hopkins. For
over a decade he served as the Chief
of Transplant Surgery and the Direc-
tor of the Comprehensive Transplant

Jean D. Moody-Williams, RN, MPP, Position: Acting Director of the Center for Clinical Standards of the Centers for Medicare & Medicaid Services (CMS)
Jean D. Moody-Williams, RN, MPP, is the Acting Director of the Center for
Clinical Standards of the Centers for
Medicare & Medicaid Services (CMS). In
this capacity Ms. Moody-Williams sup-
ports the CMS Administrator as a mem-
ber of the leadership team responsible
for nearly 800 employees and a $3 bil-
lion budget. Ms. Moody-Williams helps
to lead one of CMS’ centers responsible
for working to develop and implement
policy activities for quality improve-
ment programs, end stage renal dis-
ease networks, survey and certification,
quality measurement and health as-
sessment, clinical standards, coverage
and analysis, innovation models and
many of the agency’s value- based pur-
chasing and public reporting programs
including the CMS Quality Payment
Program (QPP). She is one of the agen-
cy’s leaders in engagement activities for
both beneficiaries and families as well
as clinicians, serving as the chief strate-
gist and marketing officer for the QPP,
working with care coordination activi-
ties and helping to lead efforts with the
agency’s priority area of the Patients
over Paperwork, an internal process to
streamline regulations.
Prior to joining CMS, Ms. Moody-Wil-
liams served as an executive at several
state and private entities working to im-
prove care for patients and families in-
cluding the Maryland Health Care Com-
mission as well as quality improvement
organizations and a health care system
in Dallas. She is also a practicing nurse.
Ms. Moody-Williams is a 2016 recipi-
ent of the Samuel J. Heyman Service
to America Medal awarded by the
Partnership for Public Service and was
recognized as the Federal Employee
of the Year. She is also the recipient
of the 2016 Presidential Meritorious
Rank Award and the 2018 Presiden-
tial Distinguished Service Rank Award.
These awards are one of the highest
given to senior executives who have
demonstrated unparalleled leadership
skills and a strong dedication to achiev-
ing tangible results. She is the author
of the book, Transitions, Trust and Tri-
umph: A Daily Devotion for Caregivers.
She received her Bachelor of Science in

Sandra M. Pace is Acting Director,
Survey Operations Group (SOG) of
the Centers for Medicare & Medic-
aid Services and supports the CMS
Administrator by planning and im-
plementing agency initiatives across
all SOG offices. In this capacity, Ms.
Pace provides national leadership
and advocacy, policy and regulatory
formulation, and legislative support
for the CMS lines of business. This

of the six geographic CMS locations
and state survey agencies that im-
plement the federal survey and cer-

Ms. Pace began her career with CMS
in 1991 as a nurse consultant re-
sponsible for surveying all types of

southeastern states in Region IV. Ms.

Cheri Rice
Position: Deputy Director of the Center for Medicare at CMS
Cheri Rice, is Deputy Director of the
Center for Medicare at the Centers for
Medicare & Medicaid Services (CMS).
In this role Ms. Rice is responsible for
managing policy development and op-
erations for the Medicare Advantage
and Medicare Part D prescription drug
programs. She was previously the
Director of CMS’s Medicare Plan Pay-
ment Group, where she led all aspects
of policy development and day-to-day
management of payments to Medicare
Advantage and Part D plans.
Prior to joining CMS, Ms. Rice served as
the Director of the State of California’s
Medi-Cal Managed Care Program, as

Anand Shah, M.D
Position: Deputy Commissioner for Medical and Scientific Affairs, FDA
Anand Shah, MD, is the Deputy
Commissioner for Medical and Scien-
tific Affairs at the U.S. Food and Drug
Administration (FDA). Dr. Shah leads
the agency’s operations as it relates
to medical and scientific affairs. He is
responsible for developing and lead-
ing high-priority FDA policy initiatives
and oversees cross-agency teams in
support of FDA’s public health mis-
sion.
Dr. Shah began his government ser-
vice at FDA. He has provided guidance
to industry and academia on medical
product development, clinical trial
design, and regulatory pathways to
accelerate public access to new and
effective therapies. He co-led and
scaled Information Exchange and
Data Transformation (INFORMED),
a science and technology incubator
designed to harness the power of
big data and advanced analytics to
improve disease outcomes. Dr. Shah
developed organizational and tech-
nical infrastructure for modern ap-
proaches to evidence generation in
support of regulatory decisions.
He is a widely recognized authority
on how innovative medical products
are developed, regulated, financed,
and delivered. Dr. Shah’s efforts have
focused on the development and
implementation of innovative ap-
proaches to value-based health care
delivery and expanding competition
and consumer choice. He recently
served in two senior leadership roles
at the Centers for Medicare & Medic-
aid Services (CMS). Dr. Shah was the
Senior Medical Advisor for Innovation
at CMS, where he was the primary
counselor to the Administrator for
agency-wide policy related to medical
and scientific innovation. Previously
at CMS, he served as Chief Medical
Officer of the Center for Medicare &
Medicaid Innovation (CMMI) where
he led the clinical design of novel
payment and service delivery models
including those for primary care, spe-
cialty care and prescription drugs.
At CMS, Dr. Shah established con-
sensus with our U.S. Department of
Health and Human Services (HHS)
partners on a number of critical pol-
icy initiatives including aligning pay-
ment and prevention to increase
Medicare beneficiaries’ access to
novel antimicrobials, expanding pa-
tients’ access to new cell and gene
therapies, and streamlining Medicare
access to breakthrough technologies
that have the potential to improve
health outcomes and the quality of
care. He led a significant cross-agen-
cy effort to bridge gaps in access that
patients often encounter between
FDA approval and CMS coverage of
medical products. Dr. Shah led CMS
efforts on innovation to deliver on
President Trump’s executive order
to protect and improve Medicare for
our nation’s seniors.

Dr. Shah is an attending radiation
oncologist at the National Institutes
of Health (NIH) where he specializes
in the early detection, surveillance,
and treatment of prostate cancer.
He developed and leads an NIH sur-
vivorship clinic in the care of patients
on cancer clinical trials. Prior to his
government service, Dr. Shah served
as an advisor to a U.S. venture capital
firm.
Dr. Shah served as an Adjunct Senior
Fellow at the Leonard Davis Institute
of Health Economics at the Univer-
sity of Pennsylvania. He has led the
development and evaluation of nov-
el risk-based Medicare payment and
service delivery models at Columbia
Business School. He completed a
health economics fellowship at the
University of Pennsylvania where he
developed and applied significant ex-
pertise with economic, financial, and
valuation modeling of emerging ther-
apeutics. Dr. Shah was on the Duke
University faculty where he led the
Center for Excellence in Surgical Out-
comes as its Associate Director. He
has received research funding from
government and philanthropic sourc-
es. His scientific track record includes
publications in the New England Jour-
nal of Medicine, Cancer (the journal
of the American Cancer Society), and
Nature Reviews Drug Discovery.
Dr. Shah was chief resident during
his radiation oncology residency at
Columbia University. He concurrently
earned his MD from the University of
Pennsylvania and an MPH in health
care management and policy from
the Harvard T.H. Chan School of Pub-
lic Health. Dr. Shah graduated with
honors from Duke University with a
degree in economics. He also served
as a Canada-U.S. Fulbright Scholar.

Brad Smith is a successful healthcare
entrepreneur with a proven history of
improving care for some of our na-
tion’s most vulnerable patients. Brad
was the Co-Founder and Chief Exec-
utive Officer of Aspire Health, Inc.,
which he grew from an idea into the
nation’s largest home-based palliative
care provider operating in 25 states
and over 70 cities. Mr. Smith also
served as Chief Operating Officer of
Anthem’s Diversified Business Group
(DBG), which included companies
specializing in primary care, specialty
benefit management, healthcare re-
search, program integrity, and behav-
ioral health. Aspire’s interdisciplinary
care team of physicians, nurse prac-
titioners, nurses, and social workers
has provided in-home visits and 24/7
support to over 100,000 patients fac-
ing a serious illness. Aspire was sold
to Anthem, Inc. in June 2018.
Prior to entering the private sector,
Brad served as Chief of Staff at the
Tennessee Department of Economic
and Community Development and
as the founding Executive Director
of the Tennessee State Collaborative
on Reforming Education (SCORE), a
non-profit focused on bringing di-
verse stakeholders together to im-
prove K-12 education in Tennessee.
Mr. Smith was born and raised in
Knoxville, Tennessee. He graduated
summa cum laude from Harvard Uni-
versity and received a M. Phil from the
University of Oxford, where he was a

Position: Assistant Secretary for MassHealth and Medicaid Director for the Commonwealth of Massachusetts, Department of Health and Human Services (HHS).
is responsible for developing new
policies, payments, models, and op-
erational processes that ensure a
sustainable MassHealth program and
improve the way health care is deliv-
ered to each of its 1.8 million mem-
bers. During his time as Assistant Sec-
retary, MassHealth has undergone
the most significant restructuring
since the 1990s with the implemen-
tation of its Accountable Care Orga-
nization Program. The agency has
also contained spending growth from
historical double digits to single digits
while maintaining robust coverage for
members.
Before joining HHS, Tsai was a Part-
ner and leader in McKinsey & Compa-
ny’s Healthcare Systems and Services
practice. He has significant experi-
ence on the design and implementa-
tion of innovative, state-wide health
care payment systems for Medicaid,
Medicare, and Commercial popula-
tions, and has worked closely with
multiple state Medicaid programs,
private payers, and health services
companies. He received a Bachelor of
Arts in Applied Mathematics and Eco-
nomics from Harvard University.
Assistant Secretary Tsai lives with his
wife and son in Cambridge. He vol-
unteers at a local community health
center in Boston’s South End.

Position: Director of the Quality, Safety & Oversight Group of the Centers for Medicare & Medicaid Services (CMS)
David R. Wright is the Director of the
Quality Improvement and Innovation
Group in the CMS Center for Clinical
Standards and Quality. Dennis and
his team support healthcare provid-
ers who are using systematic quality
improvement to make care better in
tens of thousands of hospitals; nursing
homes; clinical practices; and commu-
nities across the nation. This team of
public and private quality improvers ac-
tively works to spread the best practic-
es of highest performers, so that “best
practices become common practice.
Prior to his current role at CMS, Den-
nis served as the Associate Director for
Campaign Leadership in the Centers
for Medicare and Medicaid Innovation
(CMMI), and as Deputy Director and
then Acting Director of CMS’ Office of
Clinical Standards and Quality. Dennis
worked for 12 years at the Health Re-
sources and Services Administration
(HRSA), including a final stint as Acting
Director of HRSA’s Office of Health
Information Technology and Quality.
While at HRSA, Dennis led major na-
tional initiatives to increase the dona-
tion and transplantation of organs. Af-
ter years of relatively flat national organ
donation levels, this work generated
unprecedented and lasting national in-
creases in organ donation over a four-
year period.
Dennis is a national and international
leader in the fields of healthcare qual-
ity improvement, the environment,
and social marketing. He is a frequent
keynote speaker at national confer-
ences and symposia, and has received
numerous honors and awards for his
work in public service. Dennis is recog-
nized by his peers as an enthusiastic,
thoughtful, and strategic person who
believes in committing to and deliver-
ing on bold goals in work and in life.
Dennis received his undergraduate
and graduate degrees from Montana
State University. He attended a one-
room country school in rural Montana
for grades K-8, where he discovered
that helping others to learn is one of
the best ways to learn. Dennis recent-
ly co-authored a chapter entitled “The
Key Elements of Effective Collabora-
tive Design” in the book, All In: Using
Healthcare Collaboratives to Save Lives
and Improve Care.
Dennis is also a recipient of the Samu-
el J. Heyman Service to America Medal
(known as the “Sammies”) 2016 Fed-
eral Employee of the Year Award. This
award is from the nonprofit, nonparti-
san Partnership for Public Service. He
was awarded for CMS’s work on dras-
tically reducing preventable medical
harm on a national scale. The Sammies
are a highly respected honor with a vig-
orous selection process and are known
as the “Oscars” of federal service.

Position: Deputy Director for Policy
Jeff Wu, JD is Deputy Director for Poli-
cy, Center for Consumer Information &
Insurance Oversight, Centers for Medi-
care & Medicaid Services (CMS) where
heleads the center’s work promulgat-
ing policy and regulations for many
of the Affordable Care Act’s (2010)
health insurance reforms, including
the Health Insurance Exchanges, the
premium stabilization programs, ad-
vance payments of the premium tax
credit and cost-sharing reductions, the
CO-OP program, regulation of qual-
ified health plans, and eligibility and
enrollment standards. He oversees the
center’s communications, stakeholder
outreach, and data analysis work, and
serves as a member of the center’s se-
nior leadership team.
Mr. Wu previously served in various
policy positions at CMS Center for
Consumer Information and Insurance
(CCIIO), as an attorney at the law firm
of Covington & Burling LLP, and as a
management consultant with Oliver,
Wyman & Company. He received a
bachelor’s degree. in economics from
Harvard College, a J.D. from Stanford
Law School, and an M.B.A. from Stan-
ford Business School.
