    Introduction

    The ComEd Municipal Portal is designed to be used by ComEd personnel to view detailed information about outages and to manage communication with municipal and county representatives about Area Prioritization & Restoration Lists (APRLs) when ComEd opens a Joint Operations Center (JOC) for their area.

    Municipal and county representatives access a different set of tools than ComEd employees and administrators, allowing them to view information about outages in their municipalities or counties and to manage APRLs when ComEd opens a JOC.

    Login

    The Municipal Portal is located on a website with access restricted by username and password. The municipal portal can be accessed at muniportal.comed.com.

  • NOTE: You must enter a username and password and click the checkbox to accept the Terms of Use before you can log in.

    Forgotten Password Reset

    If you have forgotten your password for the Municipal Portal, you can request a password reset by clicking on the Forgot Password link on the login page.

    You will receive an email from [email protected] with a link to a page where you can reset your

  • password. Passwords for the Municipal Portal are required to be a minimum of 8 characters and include at least one character from each of the four following categories: uppercase letters, lowercase letters, numbers, and non-alphanumeric symbols.

    Other Password Resets

    You are required to change your password every 90 days. When you attempt to log in to the municipal portal after your password has expired, you will be redirected to a page prompting you to update your password. Enter your username and current password along with a new password to update your password.

    Municipal Portal Tools

    Muni Outage Map The Muni Outage Map provides information about outages in ComEd's service territory . This version of the ComEd outage map contains information not available to the general public, such as Time Off, Feeder Name, and Outage ID for individual outages, as well as information about outages affecting Critical Accounts, Managed Accounts, or both Critical and Managed Accounts. There are two main types of map views - Locations and Areas - and there are three types of Areas views: County, ZIP, and Town-Ward.

  • Locations View

    When the Muni Outage Map is first opened, it will display Locations view. Locations view shows the approximate location of each outage in ComEd's service territory.

  • Outage Icons

    Outage location icons are color coded based on the number of customers affected, divided into ranges of 1-50 customers, 51-500 customers, 501-1,000 customers, 1,001-2,500 customers, and over 2,500 customers.

    An icon for a single outage - the color of the icon indicates the number of customers affected by the outage

    Groups of two or more outages close to each other are displayed under a "Multiple Outages" cluster icon at distant zoom levels to reduce cluttering on the map. A badge is displayed with the cluster icon to indicate the number of outages the cluster includes.

    Outage boundaries are shown behind the outage location icon as a shaded polygon when the outage includes three or more affected transformers. These polygons are not visible on the external map - they are only

  • visible to users of the ComEd Municipal Portal.

    If an outage affects a Critical Account, the outage location icon will have a badge with an exclamation point.

    If an outage affects at least one Critical Account and at least one Managed Account, or if an outage affects an account that is considered both Critical and Managed, the outage location icon will have a badge with a speech bubble.

    Outage Types

    When the Muni Outage Map is first accessed, Locations View will show all outage types. To filter the types of outages shown on the map, click the “Map Views” drop-down in the legend, and then click on the type of outages you want to view (regular, critical, managed and both).

    You can choose from the following options:

    • All Outages • Regular Outages - outages affecting Regular Accounts • Critical Outages - outages affecting Critical Accounts, including outages that affect both Critical

  • Accounts and Managed Accounts • Managed Outages - outages affecting Managed Accounts, including outages that affect both Managed

    Accounts and Critical Accounts • Both Outages - outages affecting both Critical Accounts and Managed Accounts

    Outage Information Boxes

    To view outage information, you will need to click the outage cluster icon or an individual outage icon to reveal a box with additional information about the outage(s).

    Customers Affected Table

    The information boxes for individual outage locations include a link to view a list of the customers affected by the outage. Click this link to open a separate web browser tab with a Customers Affected table.

    The header for the Customers Affected table includes information about the outage - the Outage ID, the number of Customers Affected, the Time Off (when the outage started), the Feeder number, the ETR (estimated time of restoration, if available), the Crew Status, and the Probable Cause.

    The Customers Affected table includes the following columns:

  • • Transformer - the number of the transformer affected by the outage • Billing Account # - the number of the ComEd account • Name - the name of the business or individual associated with the account • Address - the address of the account • Phone Number - the main phone number on file for the account • Meter Number - the number of the meter for the account • Res or Com - indicates whether the account is Residential (R) or Commercial (C) • Account Type - indicates whether the account is a Regular account, a Critical account (JOC), a

    Managed account (LCS), or Both

  • • Category - indicates the JOC type or LCS type of the account (this column is left blank for Regular accounts)

    Click the Transformer number for an account that is Critical, Managed, or Both to open a map view at the 50 feet (20 m) zoom level centered on the transformer associated with that account.

    You can download a copy of the Customers Affected table in CSV format by clicking on the Download button in the upper right corner.

    Transformer Information

    At zoom levels including and closer than 250 feet (50 m), the locations view on the map changes to display icons for the locations of transformers included in outages affecting Critical Accounts and/or Managed Accounts.

  • Click the transformer icon to reveal a box with additional information about the transformer and the associated outage(s), as well as a link to the Customers Affected table.

    Click the transformer icon, so the info box for outage affecting 7 Managed Account appears.

  • Click the transformer icon, for the info box for outage affecting 7 Critical Account to pop up

  • m

    Click the transformer icon for outage affecting 7 account that is both Critical and Managed to appear.

    Areas Views

    The three areas views show shaded areas for Coun ties, ZIP codes, or Towns/Wards with customers affected by outages.

    Click a shaded area to reveal a box that tells you the number of customers affected by outages in that area.

    Outage Summary Tables

    The tool bar on the left side of the map includes a Summary section that provides outage summary tables by County; by Cities, Towns and Villages; and by Chicago Wards. The Summary section also provides the total number of active outages in ComEd's service territory.

    Click on the name of an item in any of these summary tables to cause the map to zoom to that area. For example, click on Boone County in the Outages by County table to center the map on Boone County, or click on Adams Township in the Outages by Cities, Towns and Villages table to center the map on Adams Township.

    Map Navigation

    You can navigate in the map window by clicking and dragging with your mouse to pan and using your mouse scroll wheel to zoom in or out.

    Alternatively, you can pan and zoom in or out by clicking the icons at the top of the map window.

    • The + sign will allow you to zoom in on the map • The – sign will allow you zoom out on the map • The [ ] sign will allow you to recenter the service territory and zoom out to default levels. • The Δ arrow (last icon) will allow the user to go to their location. This location feature

    must be enabled on the user's web browser for this to show on the map.

  • There are also some tools for navigating on the map to the right of the legend:

    Click the Go To Overview Map [ ] to zoom out to a view of ComEd's entire service territory.

    Click the Go To Your Location Δ (arrow or last icon) to zoom the map in to your current location (only available if you have location services enabled in your web browser).

    Type an address, ZIP code or county in the search box (next to Tools on legend) to pull up a list of related locations. To show on the map, you will need to click the location in the search box.

  • You can also save "Favorite" locations under the “Search section" for map views that you use frequently and pick a map view to use as "Home" (the starting map view when logging in to the Municipal Portal)

    Loadshed Map

    The Loadshed Map provides a map of ComEd's load shed operations.

  • Load Shed Operation Locations

    Load shed operations are displayed on this map as color-coded polygons.

    When the map is first opened, no load shed operations are displayed. To view the area for a particular load shed operation or set of load shed operations, click the check box(es) in the map legend next to the operation(s) you want to view.

  • NOTE: To avoid lag in the map navigation, minimize the number of load shed operations that you select and view at one time.

  • Click on the shaded area to reveal a box with the name and number of the load shed operation. The area that was clicked will become a shade darker and the info panel should open on the right-hand side.

    Transformer Information

    At zoom levels including and closer than 250 feet (50m), the map shows the locations of transformers that serve Critical Accounts and/or Managed Accounts instead of showing load shed operation areas.

  • Click on a transformer icon to reveal a box with the transformer ID number and the number of Critical and/or Managed Accounts connected to that transformer.

    If two or more transformers are located close together, they will be displayed using a cluster icon to reduce cluttering on the map.

    Municipal View

    Municipal users and Municipal Liaison users have a map view limited to their municipality, and they only have access to information about load shed operations that affect their municipality. If a load shed operation covers multiple municipalities, Municipal users and Municipal Liaison users from all affected municipalities

  • can see the entire load shed operation.

  • Transformer information for Municipal Users is limited to transformers associated with Critical Accounts within the municipality's boundaries. If an account is both Managed and Critical, Municipal Users will see the account as only a Critical Account.

  • Account Management Tool

    The Account Management tool allows you to subscribe to email and/or text message notifications for outages affecting Critical Accounts in your assigned municipalities.

    The table of Critical Accounts includes the following columns:

    • Primary - indicates whether you are the primary or a secondary contact for the account • Account ID - the ComEd Account ID for the account • Account Name - the name of the business or the person responsible for the account • Category - the type of location (for example, Water/Pump Station, Fire Station, Hospital, Police Station) • Account Address - the address for the account • Backup Generation - indicates whether the account has backup generation available (options are Yes

    or No) • Municipality - the name of the municipality associated with the account • County - the name of the county associated with the account • Email - indicates whether you are subscribed to email alerts for the account • Text - indicates whether you are subscribed to text message alerts for the account

    Add/Edit Contacts for Notifications

    The Municipal Portal will send any email notifications you sign up for to the email address associated with your Municipal Portal account. Your email address is listed above the table of Managed Accounts.

    NOTE: You cannot edit the email address used for notifications.

    To add a phone number for text message notifications, or to edit an existing phone number, click the Text

  • Notifications button at the top left side of the tool.

    You can type a phone number into the field at the top of the window that opens. Note that you can only have one phone number registered to receive text message notifications.

    To save a new phone number, click the OK button. To discard your changes, click anywhere outside of the Edit Phone window.

    Edit Subscriptions

    To edit your subscriptions for email notifications, click the Email Notifications button at the top left side of the tool. This will open an Edit Email window that shows the email address associated with your account and two options for outage alerts.

  • To edit your subscriptions for text message notifications, click the Text Notifications button at the top left side of the tool. This will open an Edit Phone window that shows the phone number associated with your account and two options for outage alerts.

    You can receive alerts either for all outages, or for outages with large kVa. If you choose to receive alerts for outages with large kVa, you can select a threshold of either 500 kVa or 1000 kVa.

    To change the type of outage alerts you receive, click the switch to the right of the alert description to change it from the off position (gray with X visible) to the on position (green with checkmark visible).

    In this example, the user is subscribed to receive alerts whenever an outage above 500 kVa affects one of the Critical Accounts in the user's area.

    To change the threshold for kVa alerts, click the arrow to the right of the threshold box. (The box shows an up

  • arrow when the threshold is 500 kVa and a down arrow when the threshold is 1000 kVa).

    To save your changes, click the OK button. To discard your changes, click anywhere outside the Edit Email or Edit Phone window.

    Select Accounts for Alerts

    The Email and Text columns in the table of Critical Accounts determine which accounts you will receive alerts about, and the channel on which those alerts will be delivered.

    To sign up for email alerts related to an account, click the checkbox in the Email column in the row for that account. To sign up for text message alerts related to an account, click the checkbox in the Text column in the row for that account.

    To sign up for email alerts for all Critical Accounts in your area, click the Select All button with the envelope icon at the top right of the Critical Accounts table.

  • To sign up for text message alerts for all Critical Accounts in your area, click the Select All button with the phone icon at the top right of the Critical Accounts table.
