COVID-19 Industry Guidance: Schools and School-Based Programs
Current CDPH and CCHS Guidance - Purple Tier:
Schools may not reopen fully for in-person instruction until the county has been in the Substantial
(Red) Tier for two weeks. Local school and health officials may decide to open elementary
schools, and school officials may decide to conduct in-person instruction for a limited set of
students in small cohorts.
Note on exception: Schools that have already re-opened if the county was in a less restrictive tier
do not have to close. However, if a school had not already reopened for in-person instruction, it
may not reopen until the county moves back to the Substantial (Red) Tier for 14 days.
Surge in Local Public Health Data
Staff will continue planning for 2nd semester shift to the implementation of Hybrid
and Distance Learning Models.
The progression toward in-person learning will continue within the parameters of
public health guidance.
The timeline for the shift to the new Hybrid and Distance Learning Models will be
determined by the Governing Board in accordance with County and local public
health data and guidance from public health officials.

The following set of Governing Board approved core values and priorities are
maintained throughout the planning process of all instructional models:

AUHSD - Transition to In-Person Learning
Staff presented a phase-in plan to in-person instruction at the October 7 and
October 21 Governing Board meetings.
In preparation for the return to campus the following steps have been taken:
● Parents and Guardians were surveyed (October 14 - October 19) to
determine intent of each child to return to in-person instruction.
● Staff was surveyed to determine any potential changes in staffing due to the
return to in-person instruction.

Preparation and Initial Survey Results
● Based on the initial parent/guardian surveys, 78% of AUHSD students will
return to in-person instruction and 22% will remain in distance learning.
● 68% of the survey respondents stated their preference to return to in-person
instruction in January, 2021, versus starting immediately.
● AUHSD Human Resources department is working with individual staff
members to determine staffing implications and changes in employment that
may have implications on staffing and master schedules.

AUHSD - Instructional Learning Models
Rationale for Hybrid Instructional Model
● Contra Costa County Health Services guidelines state that there must be 4 to
6 feet of distance between students in classrooms and all other instructional
areas.○ AUHSD will be implementing 6 feet of distance.
● Given these requirements, AUHSD schools are able to accomodate half of
the students on campuses at one time.
● Hybrid model allows for half of the students to participate in in-person
instruction while the other half participates remotely.
AUHSD - Hybrid Instructional Model
AUHSD Instructional Models (Approved July 14, 2020)
● AUHSD staff developed a Hybrid Instructional Model in preparation for
implementation at the start of the 2020-2021 school year.
● The approved model was not implemented due to the County restrictions on
school in-person reopenings and schools were opened under the distance
learning model, which was subsequently approved on August 5.
● Based on the new legal requirements, community and staff input, and lessons
learned from distance learning implementation, AUHSD staff has reviewed
and is recommending changes to the originally approved AUHSD Hybrid and
Distance Learning Instructional Models.
AUHSD - Instructional Models (approved July 2020)
When schools reopen for in-person instruction, students will be in one of two instructional models:
● In-person model (Hybrid Learning)● Full distance model (Remote Learning)

● Two in-person student cohorts (A & B).● When one student cohort is attending in-
person instruction, the other cohort is participating in asynchronous instruction.
● Monday – asynchronous. ● Block schedule periods (85 minutes).● Academy is in-person and embedded in the
schedule. Full Distance Learning
● Online coursework primarily through Fuel
Education.
AUHSD - Model Revision Process
Staff work group has been engaged in the review and revision of the approved
Hybrid and Remote Learning schedules.
● Work group has met over the last three weeks and engaged in the design
thinking process to make schedule recommendations.
● Through the design thinking process we examined input from students,
parents, and staff; gathered information from other schools and districts
currently in a hybrid schedule; and reviewed and prototyped numerous hybrid
schedules.
AUHSD - Model Revision Process
Guiding values were developed based on the design process:
● Maximize instructional minutes (live; in-person or virtual).
● Minimize disruption to the student and staff schedules.
● Bring back the value of Academy.
● Ensure daily contact with students.
● Minimize time students spend in asynchronous (independent) learning.
● Limit student and staff “exposures”. (COVID-19)
● Schedule flexibility when student or staff are absent.
● Retain late start to the school day.
● Implement consistent daily school day start.
● Provide flexible spaces on campus for students who need a quiet learning
space.

General Aspects of the In-Person Hybrid Model:
● Students are split into two cohorts (A and B). Split is alphabetical with the exception of some specialty classes.
● Cohorts attend school on campus on alternating days. ● Mondays are fully remote with all students required to
meet virtually in their Cohort Academy followed by asynchronous instruction.
● Tuesday through Friday are synchronous with two days being on campus and two days virtual.
● Both cohorts will begin each period together. Amount of synchronous time will be decided by the teacher depending on the lesson.
● Lunch and Academy will be in-person and will be staggered. Half of the in-person students will be assigned to “Academy 1” and “Lunch 2” while the other half of the students will be assigned to “Lunch 1” and “Academy 2”, allowing for more individualized attention during Academy and fewer students on campus during lunch.

General Aspects of the In-Person Hybrid Model:
● Staff will be provided with time for staff meetings, professional development, collaboration and preparation on Mondays.
● The block periods are 75 minutes.● Each day begins at 8:30.● Schools will provide flexible spaces for students who need
quiet time to work during their remote days.● Staff will utilize known technology through the use of
Zoom and in class iPads and webcams on existing computers. (No new stand alone cameras will be introduced.)
● Cohort C support is time dedicated for the students in remote learning only.
● Immunocompromised staff members will be allowed to live stream into their classes.

General Aspects of the Fully Remote Option:
● Students unable to return to in-person instruction will be assigned to a Cohort C and will remain in the existing schedule.
● Cohort C will be “grouped” with, and will follow the Cohort A or B schedule (AC or BC).
● On Mondays all cohorts (A,B,C) are fully remote.● During Remote Synchronous days, Cohort C will follow a
regular Hybrid In-Person schedule as it is remote for those cohorts.
● During In-Person days, Cohort C will live stream via Zoom into the classrooms.
○ Live streaming may be replaced by a different activity depending on subject area and based on teacher discretion.
● Support will be provided during designated Cohort C time on Mondays or during “0” period time.

● Recommended models align to number of established guiding values.
● In-person and fully remote models allow for students and staff to keep
existing schedules and minimize disruption.
● The recommended schedule allows for flexibility due to required quarantine
rules and potential student and staff absences.
● The schedule does present challenges for teachers:○ Difficulty in management of three cohorts at the same time.
○ Significant change in instructional model mid-year.
○ Significant undertaking relating to curriculum planning, technology training and
implementation.

A student alternates between attending classes on campus and learning at
home.
1. Fully Remote
Student engages in fully remote classes, learning from home, 5 days a week.
Declaration decisions will be in effect through the end of 2020-2021 school year
with minimal changes allowed within the first 10 days of the start of the new
schedule.

Implementation Timeline Considerations
● Monitor public health data, follow CDPH guidance, and work with local public health officers for safe
implementation timeline of Hybrid model. Consider implementation of in-person learning models
after Contra Costa Conty is two weeks in Red Tier.
● Determine Hybrid/Distance Learning program commitments (# of students in Hybrid and DL) and
modify master schedule for beginning of 2nd Semester to accommodate needs.
● Should implementation require delay from beginning of 2nd semester, master schedule adjustments
will allow for quick shift from Distance Learning for all to separate Hybrid/DL models. AUHSD
schools will be ready for in-person hybrid learning at any time beginning January 5.

Implementation Timeline Considerations
● Consider adjustments to the instructional calendar to allow for professional
development at the start of second semester.○ Shift may include moving March 12 Professional Development Day and February 12 non-
instructional day.
● Consider initiating the transition to Hybrid/DL learning with all students in an
adjusted schedule (full remote) for a brief period to implement on campus
(small group) student orientations, and protocol and safety training.

● Continue progression of in-person learning and connection opportunities on school
campuses within parameters of public health official guidance.
● Finalize classroom school site preparation for new Hybrid Learning and Distance
Learning Models.
● Support and confirm family commitments for Hybrid or Distance Learning Models.
● Modify master schedules to accommodate student/staff needs.
● Finalize school site and classroom safety protocol and procedures and develop
orientation and training for staff and students. Implement “Community Compact.”
● Monitor public health data and follow guidance for shift from distance learning for all to
implementation of new Hybrid and Distance Learning Models after Contra Costa
County is two weeks in Red Tier.

SACRAMENTO, CALIF. — In today’s COVID-19 press briefing, Governor Newsom and Dr. Mark Ghaly from the California Department of
Public Health (CDPH) disclosed that the release of updated youth sports guidance has been postponed. Therefore, the current guidance
remains in effect, and CIF competitions are not allowed until new guidance is provided.
