Foreword.
Croeso, Welcome to the Red Kite Stages Rally 2019.
For 2019 we offer you 6 stages totaling nearly 45 miles of competitive motoring of which 30 miles will be single use
using some of the best forest tracks in South Wales. Permission has been granted by Motorsport UK (R24.1.4) to
place all 2 wheel drive at the front of the field and run in reverse seeded order, (slowest first); followed by the 4 wheel
drive field in seeded order based on anticipated performance.
With central servicing in Resolven the event will comprise groups of two stages with service in between. Our aim is
always to bring you a cost effective rally, something we achieve through the support of our event sponsors.
The rally continues to be a round of the British Historic Rally Championship 2019; the Pirelli Motorsport UK Welsh
Stage Rally Championship 2019; The Brian Dennis Motorsport/ www.jelfmotorsport.com Welsh Historic Rally
Championship 2019; The West Wales Rally Spares HRCR Stage Masters Challenge 2019; and the FMP Rally
Challenge 2019.
We hope and very much look forward to seeing you all in Neath Valley in June and hope that you have a safe,
memorable and enjoyable day’s rallying.

1. ANNOUNCEMENT. Amman & District Motor Club Limited will organize a combined National 'A' & National B Stage Rally on Sunday 23
rd
June 2018. 2. JURISDICTION. 2.1 This event will be held under the General Regulations of Motorsports UK (incorporating the provisions of the International Sporting Code of the FIA) (GRs), these Supplementary Regulations (SRs) and any further Official Instructions that the Organizers may issue for the event.
2.2 The Championship Regulations of the Rally Championships listed.
3. PERMITS.
4. ELIGIBILITY. The event is open to all fully-elected members of the organising club, fully elected members of member clubs of the Welsh Association of Motor Clubs (WAMC), members of the Roger Albert Clark Motor Club and registered contenders of the championships listed in Section 5. All entrants must hold a valid Competition Licence issued by Motorsports UK appropriate to the permit grade (or higher) or foreign ASN equivalent.
5. CHAMPIONSHIPS. The event is a round of the Fuchs Lubricants Motorsport UK British Historic Rally Championship, Motorsport UK Pirelli Welsh Stage Rally Championship, Motorsport UK Welsh Historic rally Championship, Motorsport UK FMP Rally Challenge and the HRCR Stage Masters Challenge. 6. FORMAT.

7. SCRUTINEERING & DOCUMENTATION (SIGNING ON) All cars must be presented at scrutineering in the same condition as they intend to compete with the 2019 Motorsport UK Tyre, Technical and Safety Regulations. All competing vehicles must have a valid MSA/Motorsport UK/Motorsport Ireland Competition Car Log Book/Vehicle Passport that must be produced at scrutineering (with the exception of FIA Appendix K Historic Rally Cars), and comply with 2019 Motorsport UK Tyre, Technical and Safety Regulations. All cars will have to pass a sound test before proceeding to scrutineering and again during the event. These will be conducted in accordance with R4.1 - R4.1.7 all competitors' vehicles must pass these tests which will allow for a MAXIMUM OF 100 DB(A). This includes the display of competition numbers. A pair of Hi Viz numbers will be supplied by the organisers to be located on the rear near side & off side window. All competing cars must be taxed and insured for the public highway and a valid MOT Test Certificate be produced at scrutineering for any car required by law to have one. Failure to produce such documentation will result in a start being refused. Competitors should sign-on and complete all documentation as soon as possible after scrutineering. Competitors wishing to use an in-car camera during the event for non-commercial purposes are free to do so but must have the installation inspected during scrutineering. Competitors must sign a declaration in their authority that such use is for personal use only and must not be used for any commercial purposes. At the discretion of the Eligibility Scrutineer and the Clerk of the Course, certain vehicles may be selected for Post Event Scrutiny at the final MC. Failure to present the vehicle at the nominated place and at the appointed time. Failure to present the vehicle at the nominated place and at the appointed time may be penalised under R 32.2 Chart 32.2 Penalties.
All cars shall have fire extinguishing systems all Classes as per Motorsport UK requirements K3 and must carry a small spill kit. All used spill kits must be disposed of by the crew concerned in accordance with the appropriate regulations. Breach of this regulation will result in disqualification. Safety Helmets will be examined and must conform to current regulations to be worn on special stages R 25.3.1. Drivers and co-drivers shall use seat belts R 25.3.1 and wear flame-resistant overalls on all special stage rallies R 25.3.2. Safety Helmets will be examined and must conform to current regulations to be worn on special stages Drivers and co-drivers shall use seat belts K 2.1 K 2.1.11 and wear flame-resistant overalls on all special stage rallies K9 (R25.3, R25 3.2 R25.3.3). A seat belt cutter must be carried on board the vehicle at all times. It must be easily accessible for the driver and co-driver when seated with their harnesses fastened. R 48.10.11 Motorsport UK Fuel testing may take place during the year. 8. EVENT START & FINISH. The event will start from Rheola Mart at 09:00 on Sunday 23rd June finishing at the same location at approximately 14:27 hours. Comprising two stages, service, two stages, service followed by the final two stages. 9. ROUTE. The route is contained on Ordnance Survey Maps 1:50,000 numbers 170. Mileage will be approximately 132 miles of which approximately 45 will be special stages. The event contains Special Stages on private land, joined by Public Highway sections. Cars will start at one minute intervals. The Road Book will contain all the information specified in R 33.1. A coloured 1:50000 overview and 1:25000 stage map book for competitors is produced and supplied by the organisers. 10. CLASSES.

* FIA homologated and previously homologated cars, complying with the FIA homologation papers. Vehicles in
these classes must comply with the current specifications. Homologation papers will be required and must be
available at any time for inspection, before and after the event.
Any vehicle with forced induction shall have its actual engine capacity multiplied by 1.7 to achieve a
notional capacity and that capacity shall determine its class. For rotary engines, the original capacity will be
multiplied by 1.7 to determine its class and, if it has forced induction, that figure will be multiplied by 1.7 again, to
determine its class. If fewer than 5 cars are entered in any one class in any event, the Organisers reserve the right
to amalgamate two or more classes and/or reduce or delete awards from the list as deemed appropriate.
Championships — Where classes in the various championships differ from those for this event, the relevant co-
ordinator is responsible for the allocation of championship points. All tyres used in Class 6 (Road Rally Cars) must
comply with R 18.4. and L 3.2. — please note January 2019 Rule Changes.
If fewer than 5 cars are entered in any one class in any event, the organisers reserve the right to amalgamate two or
more classes and/or reduce or delete awards from the list as deemed appropriate. Championships — where classes
in the various championships differ from those for this event, the relative coordinator is responsible for the allocation
of championship points.
11. VEHICLES' STARTING POSITIONS.
The order of starting will be at the organisers discretion, based on MOTORSPORT UK GR R24.1.4. The organisers
reserve the right to re-seed any change of car, driver and/or class. Permission has been granted by Motorsport UK to
place all 2 wheel drive cars at the front of the field and run in reverse seeded order, (slowest first); followed by the 4
wheel drive cars in seeded order based on anticipated performance, (fastest first).
12. IDENTIFICATION.
High visibility numbers will (to be adhered to the rear nearside & offside windows), front and rear rally plates and door
numbers will be supplied by the organisers. In addition, each entrant must provide a clear space above the
identification numbers (Door Square) for event sponsors' advertising material to be displayed (Door Header).
Each service vehicle must display an official service plate provided and this must be shown to enter the service area.
Only one service vehicle per competitor is permitted.
13. DSOs and JUDGES OF FACT.
DSOs and Judges of Fact, appointed by the organisers, will be on duty throughout the rallies to observe and report on
any competitor considered to be in contravention of R24.7 — R24.10 inclusive. The names of these officials will be
posted on the Official Notice Board. The Chief Scrutineer appointed to the event and the Championship Eligibility
Scrutineer are Judges of Fact in terms of vehicle eligibility. All officials and Start Timekeepers will be empowered to
judge whether a competitor has made a false start R24.7.3
14. REJOINING THE RALLY.
Having missed a Control or Special Stage a competitor may only rejoin the rally at MTC 3 or MTC 5 within but not
ahead of 15 places of their original seeded position. A competitor must inform the CLO of their intention and if the car
has sustained collision damage, the vehicle must be re-scrutineered and their Time Card countersigned by the Chief
Scrutineer.

15. DAMAGE DECLARATION
Competitors will be required to complete and sign a report that they have not been involved in any incident resulting in
damage to private property or injury to persons or animals or, alternatively, giving details of any such incident where
damage or injury has occurred R 40.1.3. Information given will not incur a penalty, but failure to disclose details of any
such incident, or failure to hand in a duly completed form will be penalised in accordance with R 32.2 Chart 32.2-
Penalties (page 334) and may be reported to Motorsport UK for further disciplinary action. Competitors who do not
report at the finish of the event are required to forward the report to the Secretary within 72 hours of the finish of the
event R 40.1.4.

Competitors who fail to comply may be fined up to £100. If you have been involved in an accident, details MUST be
given to the Organisers the same day.
16. CONTROLS & TIMING.
The rally will be divided into road sections and special stages. All controls other than passage controls and route
checks will be time controls. Each road section will be allotted a target time based on approximately 30 mph or less,
and a competitor can calculate his due time of arrival at any time control by adding this target time to his actual time of
departure from the proceeding time control. On any road section following a special stage, extra time will be allowed
over the set average speed to account for any delays at the special stage finish. However, excessive lateness taken
over target on road sections and special stages is cumulative and once lost cannot be regained.
Maximum accumulated lateness between any two adjacent main controls is 15 minutes.
Should any recorded time not be legible or not appear authentic, the organisers may use any means at their disposal to establish the correct time. The following titles shall describe the various types of controls. Main Time Controls (MTC) Main time controls will be situated at the start and finish of the rally, or any other specified point. Competitors will start at one minute intervals in the order of their arrival at the previous control. At the main IN control, competitors will be given a due time for the next main OUT control. Each competitor will be given a due starting time from any MTC and the difference between this time and his actual time will be counted towards overall lateness. Also, a time penalty will be applied. A competitor will be penalised for each minute he is late at such OUT controls. Competitors will restart, subject to any penalties above, from any MTC with zero lateness, i.e. lateness is only accumulated between two adjacent MTCs. Special Stage Arrival Controls (SSA) At this time control, the marshal will enter the competitor's time of arrival and the provisional starting time for the special stage which must be a minimum of 3 minutes after the arrival time in order to allow the crew to prepare for the stage. The area between the Special Stage Arrival Control and the Stage Start is Parc Ferme. Any time in excess of these 3 minutes will be penalised accordingly. Special Stage Start Controls (SSS) The start will be signaled by traffic lights which will go from RED (15 seconds to go) through AMBER (5,4,3,2,1 seconds to go) finally to GREEN at the start time. In the event of equipment failure, the start procedure will revert to the manual system that is described in Motorsport UK R25.7 — R25.7.1 Special Stage Finish Controls (SSF) Stop At the SSF, a competitor will receive his finish time in hours, minutes and seconds. This time in hours and minutes will be his start time for the following road section. Any competitor who fails to stop at the STOP line must not, under pain of exclusion, reverse to the stop line but must return on foot. Service Areas (SV) The service areas will have 'IN' and 'OUT' Main Time Controls (MTC) and a target time will be marked as a road section. At the Service IN MTC, competitors will be given a due time for the next Service OUT MTC. Service time for competitors will vary to account for any gaps in the running order.
Passage Controls (PC) At certain points in the road book, the organisers will establish PCs in order to collect Time Cards from competitors or for other purposes. There will be no official times recorded at these controls but a competitor failing to provide necessary documents at any PC will be deemed not to have visited that control.
17. PENALTIES.
Assessment of Performance will be as printed in the appropriate section of Motorsport UK General Regulations
section R32.2 Target timed events except for the following which are modified:-
R31.2.5 Maximum permitted lateness (in excess of Target Time) between two adjacent Main Controls is 15 minutes.

(a) Not completing or missing a stage – 15 minutes plus stage maximum per stage. (aa) Not complying with a reasonable instruction by an official, provided warning is given that a penalty will be applied – 5 minutes penalty. This penalty will also apply if any member of a Service Crew fails to follow an instruction of an Official of the event and will result in their Competitive Crew being penalised … this includes not complying with GR R38.3. (bb) Second offence under R32.2 (b) (c) (d) (e) (k) (l) or (m) – Disqualification. (cc) Repeated misbehavior of Service Crew - Disqualification of related competing crew. (ee) Misuse of SOS and/or OK boards - Disqualification (please refer to R25.4.9) (ff) Unauthorised testing or practicing - Disqualification (GR R26.7) (gg) Causing an obstruction – Disqualification (GR R24.6) R40.1.6 R40.1.7 – Designated rejoin point will be Service (Out) Controls, MTC 3 & 5 (Out) Controls. To be classified as a finisher, a car with its crew must complete the course without incurring the penalty of exclusion.
18. SERVICING.
Service crews will be subject to the same regulations as competitors regarding noise, bad driving manners, etc.
Competitors are responsible for ensuring that their service crews understand and comply with this regulation and that,
at all times, service vehicles bear an official service plate showing the competitor's rally number. Competitors and
service crews are requested to keep the service areas tidy. Any competitor or service crew found leaving litter in the
service area will be Disqualified.
19. RE-FUELLING PROCEDURE.
Competitors may ONLY refuel in areas specifically designated by the organisers or by using commercially available
pump fuel dispensed directly from pumps at filling stations on the rally route. These will be identified in the road book.
No one must be within the vehicle, e.g driver, navigator, service crew, and the engine must be stopped throughout
any refuelling operation.
MOTORSPORT UK GR R38.1.7 (As updated from 1st January 2019).
The designated refuel area is adjacent to the service area where a segregated zone has been allocated for the
specific companies supplying fuel for Competition Cars.
Refuelling is not permitted within the main service area.
Other than using commercially available fuel dispensed directly from pumps at a filling station, competition cars may
only be refuelled by the specialist company; or by a maximum of 2 Team Personnel in the designated refuel areas
providing they do so using an appropriate hand pump or similar safe system. It is forbidden to pour fuel from a can.
Vital Equipment will also have stock of scrutineering essentials ranging from, Belt butters, SOS/OK Boards, FHR
devices, Nomex Underwear, Simpson Race Products, Zenith Race wear & much more
SERVICE AREA SPACE IS AT A PREMIUM. NO TRAILERS ARE TO BE LEFT WITHIN THE SERVICE AREA
DURING THE COURSE OF THE RALLY.
(A trailer park has been provided, remember this is NOT secured, and so ensure your trailer is locked.)
All persons participating or assisting in the Red Kite Stages Rally, in any capacity, shall take reasonable care for the
health and safety of themselves and other persons, who may be affected by their actions or omissions during the
operation of the event.
20. ROUTE NOTES.
Unauthorised pre-event reconnaissance, practising or testing over the Special Stages used on this event is forbidden.
Any Competitor or their agent observed on private land without the relevant permission within the area covered by the
maps specified in these Supplementary Regulations after their publication will be Refused a Start or Disqualified from
the Results as appropriate. The only exception to this regulation will be for persons who live on or whose employment
causes them to travel along part of the route used on the event. Route Notes for the events are permitted (R 25.9)

No other route notes are authorised for use on this event and, if found, will be penalised in accordance with R 32.2.
Competitors are advised that the organisers accept no liability or responsibility for the use of the Subjective Route
Notes.
21. FINAL INSTRUCTIONS.
Final instructions will be emailed to crews latest on Sunday 16th
June. Please ensure that the email address box is completed correctly and legibly. 22. INSURANCE The Organisers have applied to Jelf Motorsport for a Blanket Cover Note under the above scheme. This will provide competitors who need to use the scheme with the Third Party Cover necessary to meet RTA requirements on the Road Sections of the event. The basic rate for the event before any loadings will be £25.00 All applicants wishing to use the scheme must be able to comply with all points of the Jelf Motorsport’s Declaration: -
- I do not have the Third Party Road Section extension on my current Motor Insurance. - I am aged 20 or over. - I have had no more than 1 fault claim in the last three years - I have no more than a maximum of 6 conviction points or a licence ban on my UK driving licence - I have the appropriate competition/club membership licence as well as a UK/EU driving license and if
my license is provisional I will be supervised by an adult over 25. - I have no physical or mental disabilities - My vehicle is MOT’d, Taxed and Insured for the road - I have no other material facts to disclose - Anyone aged less than 20 years old will also be accepted at the same price should their co-driver be
a more senior member of their family or over 25. If you comply with all points above no Letter of Acceptance will be required. If unable to comply with any of the above points you will be required to complete the Declaration form (the form can be obtained by contacting the event secretary or Jelf Motorsport) which should be forwarded either to the organisers or direct to Jelf Motorsport prior to the event to allow sufficient time for a letter of acceptance to be issued.

Third party insurance excess recovery. In the event of a claim having to be made for damage caused to third party
property by a competitor, the organisers and promoters of the event reserve the right to reclaim the insurance excess
under the Motorsport UK Master Policy (currently £425.00) from the competitor(s) involved.
23. ENTRIES.
The maximum entry for the event is 130 cars. The organisers reserve the right to cancel the event if less than 80
entries are received, offer reduced mileage, or amalgamate classes as necessary. Entries will primarily be accepted in
the order of receipt and by reference to Championships and Series eligibility.

Online entries are accepted by completing the entry form at www.redkitestages.co.uk website. For online, BACS,
payments please see details published on the entry form.
Accepted entries will be listed on the website once full payment has been received. The Entry Fee is £595. The fee is
inclusive of MSA Insurance & Permit Fees (including Insurance Premium Tax) one service pack and a colour map
book. All entries must be made on the official form and be accompanied by the entry fee.
For the entry to be accepted it must be accompanied with the full payment.
If payment is not forthcoming at time of entering this fact will be stated on the electronic entry list until cleared funds
are received by the organisers.
Fees for accepted entries withdrawn up to Friday 14th June 2019 will be refunded less £20. Those withdrawn after 14
th
June may only be refunded at the discretion of the organisers. Withdrawn entries must be advised to the Entry
Secretary in writing, either by post or email. Reserve entries that are not accepted will have their entry fees returned in
full. Entries are at the discretion of the organisers and entries may be refused without any reason given. The order of
starting will be at the discretion of the organisers but, to assist seeding, competitors should give their previous results
on the entry form. Once the entry list has been published no communication will be entered into regarding it.The entry
fee has been based on the current Rally4Wales road charges. Should there be any variation in these charges it may
be necessary to levy an additional entry supplement, which will be collected at signing-on.
24. POSTPONEMENT OR CANCELLATION.
In the unlikely event the rally is cancelled or postponed; entrants will have their entry fees refunded in full.

26. RESULTS.
Provisional results will be published as soon as possible after the event. If competitors have a query regarding the
interim or provisional results, query forms are provided in the road book and at Rally HQ. These should be handed to
the Competitor Liaison Officer. The results will become final after 30 minutes subject to the resolution of any protests,
which must be made in accordance with the provisions of C 5.1 — C 5.7 and Appeals in accordance with C 6.1 -C
6.6.
Online results will be available and updated after each stage. A link to results will be given in the Final Instructions.

b. Should any class have less than 5 entries, the organisers reserve the right to amalgamate two or more
classes or to reduce the awards list as deemed appropriate.
