Technical standards on wireless systems
All that emit radio waves (all equipment) to which the technical standards are applicable in order to guarantee fair and efficient usage of the finite and valuable radio waves.
・ Designating wavelength, radio wave format, power; transmission, and such (ex to avoid interference; is sharing available).
Technical standards of terminal facilities
Technical standards indicating elimination of effects on facilities of the business, when users※2 connect terminal facilities to telecommunication circuit facilities of the telecomm service provider.
To guarantee fair & efficient usage(Radio Act Art 1)
Technical Standards under the Radio Act vs the Telecommunication Business Act
Radio ActTelecommunication Business Act
Proper & reasonable [blank] of operations of telecomm service providers; Promote competition; Providing telecomm services without troubles; Protection of the users’interests. (TBA※1 Art 1)
To ensure sound development of telecommunications
Radio waves are finite & valuable
※1 TBA: Telecommunication Business Act
・ Damages to the telecommunication circuit facilities; functional troubles・ Effects on other users who use the telecommunication circuit facilities・ Clarification of the division of responsibilities over the facilities
3
※2 users: persons who have concluded a contract with the telecommunications carrier to receive telecommunications services (TBA Art 12-2 sect 4 item 2 (b) )
The technical standards for connection shall apply to terminal facilities connected to telecommunications circuit facilities of telecommunication carrier by users.
Technical Standards for Connection of Terminal Facility
Basis of technical regulations of Terminal
facilities
Technical standards shall ensure following .
1 The technical standards shall not result in damage to the telecommunications circuit facilities nor cause problems to their functions.
2 The technical standards shall not cause trouble to other users of the telecommunications circuit facilities.
3 The demarcations of responsibilities between the telecommunications circuit facilities installed by the telecommunications carrier and the terminal facilities
connected to them by users shall be clearly specified.
