WELCOMEWelcome to the 14th Risk Summit! The entire UC Office of the President Risk Services team looks forward to working with you at the conference and throughout the year.
The University of California’s risk services programs continue to evolve in response to the ever-changing world of risk. This year, Thursday’s general session is honored to present a distinguished group of keynote speakers who will discuss a wide variety of topics affecting the university.
• UC President Janet Napolitano heads the program with a discussion of “Risk and Opportunity at the University of California,” a reflection on almost six years of leading the university.
• Chief Financial Officer Nathan Brostrom will discuss the financial state of the university.
• Chancellor Howard Gillman, UC Irvine, will discuss the university’s approach to free speech on college campuses.
• Chief Margo Bennett and Deputy Campus Counsel Therese Leone, UC Berkeley, will discuss the reality of managing controversial events and speakers.
Risk Summit strives to bring fresh, innovative ideas and share information about successful risk and safety programs within the university. This year’s program features a presentation from UC Riverside Dining Services about their success story: “From Toxic to Safe: Changing the Safety Culture.”
For our medical center participants, the session on “Deliberate Indifference” promises to be of great interest.
Whether you’re from a campus or a medical center, we have a track for you, stocked with a wealth of information and tips that can be implemented at your location.
We encourage you to attend presentations outside of your discipline. The more you know and understand about the variety of the university’s activities, the more effectively we can all work together as we collaborate to improve risk mitigation.
Thursday also features a multitude of exhibitors which represent the university’s external and internal risk management partners. Their support of our efforts is a key element of the university’s long-term strategy. Please visit them and find out what’s new.

• Risk and Safety Solutions staff will be happy to show you the newest enhancements to UC’s suite of applications.

• WorkStrong, UC’s successful targeted-wellness program, will be providing health assessments.

Before You RegisterPlease take a moment to review this page before proceeding to the Sessions-At-A-Glance. The link to the conference registration is located at the bottom of this page; the link to the hotel registration is provided upon completion of the conference registration process. Acknowledgement of your completed registration will be immediately sent to the email address associated to the registration. If the message is not immediately received, please check junk/spam/clutter before contacting [email protected] for assistance.
For those attending Risk Summit for the first time: you are encouraged to consult with your manager or supervisor to select a personal agenda that will be of the most value to you.
Please create a new profile including user ID and password.
If you have dietary requirements: gluten or dairy-free, vegan, vegetarian, Kosher or other requirements, please so note as you create your new profile.
All meals at the conference are served buffet style. The menu is reviewed and approved by a UC-registered dietician to assure that meals include healthy options and cover a broad range of dietary requirements including gluten-free, dairy-free, vegan and vegetarian.
On-site registration for UC staff ONLY will be available.
Meals are as follows:
• May 29 - Reception with no-host bar
• May 30 - Breakfast, lunch and reception with no-host bar, including AM and PM snacks
• May 31 - Breakfast If you are attending a program workgroup meeting on May 29, please review the list of scheduled meetings. Note that these meetings are limited to workgroup members and invited guests ONLY. If you have questions, please contact the listed workgroup leader. Lunch will be included for those attending workgroup meetings. Also note that those attending only a workgroup meeting are NOT eligible for funded hotel nights.
UC will fund hotel nights of May 29 and 30 for UC employees registered for the entire conference.
• Hotel nights may be available May 28 at the conference rate; however, these are not funded.
• Eligibility for funded room nights is subject to UC policy G28.
• Reservations must be made against the conference block.
• The conference block closes May 7, 2019.
• Rooms are available on a first come, first served basis and subject to selling out prior to the close of the room block.
• To avoid charges for your hotel night, please make sure the name on your hotel registration matches your name as registered for the conference.
• A credit card is required at the time of reservation to hold your room.
• Special note to UCI, UCI Health, UCLA, UCLA Health, and UCR: Under policy G28, you may or may not be eligible for room nights. It has been determined that the appropriate course of action is to have your location make the determination regarding eligibility based on the policy at the traveler’s home location. The traveler’s home location will process the expense for reimbursement. If the traveler’s location deems the expense to be appropriate or the traveler has secured an exception through their location, post-conference: UCOP will reimburse the location via intercampus recharge for hotel nights of May 29 and 30 ONLY, limited to the actual cost of the hotel, not to exceed $209 plus applicable taxes. • IMPORTANT NOTICE TO UC STAFF: To complete your registration, you will be required to remit payment by credit card or recharge account. To pay via recharge, please use the promotional code RECHARGE, use your UC email address, and be prepared to provide the name, email address and phone number for your departmental recharge approver. The recharge will be processed after the conference. The recharge option is not available to LBL, LLL, or LAL staff.

Shootings, bombings, natural disasters or other incidents during an event can cause things to quickly get out of control. So how do we keep a bad situation from getting worse? One way is by having trained crowd managers and supervisors who can assess the events, conduct a risk assessment, create communication protocols, plan safe egress and manage the situation as it unfolds. Did you know the National Fire Protection Association (NFPA) requires trained crowd managers for every assembly over 50 persons? That would include special events, large parties, performing arts productions, sporting events, student productions, concerts, graduations and the list goes on. Do these happen on your campus? Do you already have a program? Come join us for a presentation, sharing of ideas and discussion.

Student organizations exist on all of our campuses. However, the approach we take to “manage” the organizations can vary significantly from campus to campus and even within a campus. Lawsuits alleging deliberate indifference to serious medical needs related to the provision of healthcare to inmates. This presentation addresses the elements of claims for deliberate indifference in contrast to claims for medical malpractice, as well as the unique legal and procedural considerations for defending such actions.

This workshop will provide risk management information that participants can use to assist UC staff, students and faculty who engage in off-campus research and educational activities. Presenters will share how hazard assessment, skills-based training and emergency planning can support international and remote fieldwork. Resources include safety guidance, field and travel medicine, international safety and security planning and evacuation processes. Case studies from biology, archeology, seismology, climate studies and international research will illustrate good practices that promote safe, successful research.

Preventing Accidents: Analysis of Safety Culture and Incidents in UC Research Laboratories

Campus laboratory-related injuries and illnesses of the past 10 years were analyzed with respect to types, rate of occurrence and academic departments where they occurred. How can injuries be prevented? Analysis of survey data identifies risk assessment to be significantly correlated with incidents. Principles and methods will be presented to design safer experiments and will be illustrated using laboratory accidents that could have been avoided.

President Janet NapolitanoPresident, University of California
Janet Napolitano is the 20th president of the University of California, and the first woman
to serve in this role. She leads a university system of 10 campuses, five medical centers,
three affiliated national laboratories and a statewide agriculture and natural resources
program. The UC system has more than 273,000 students, 223,000 faculty and staff, an
operating budget of $36.5 billion and two million living alumni.
A distinguished public servant, Napolitano served as the U.S. Secretary of Homeland
Security from 2009 to 2013, as governor of Arizona from 2003 to 2009, as attorney general
of Arizona from 1998 to 2003 and as U.S. attorney for the District of Arizona from 1993 to
1997.
Since she became UC president in September 2013, Napolitano has been a steadfast
advocate for California students, working to stabilize in-state tuition and to enroll historic
numbers of California undergraduates. She has aimed to increase the number of qualified
community college students who transfer to UC and expanded efforts to support California
high school students from all backgrounds in their pursuit of a higher education.
Howard GillmanChancellor, University of California, Irvine
Howard Gillman became the sixth chancellor of the University of California, Irvine in
September 2014. Under Chancellor Gillman’s leadership, UCI has been consistently ranked
in the top 10 of all public universities in the nation by U.S. News & World Report; received
national acclaim as the university “doing the most for the American dream”; and expanded
its capacity to improve lives in our region and around the world.
Chancellor Gillman grew up in North Hollywood and was a first-generation college student,
earning bachelor’s, master’s and doctoral degrees in political science at UCLA. An award-
winning scholar and teacher of the American Constitution and the Supreme Court, his most
recent book, co-authored with Erwin Chemerinsky, is Free Speech on Campus.

Nathan BrostromExecutive Vice President, Office of the Chief Financial Officer
As CFO, Brostrom oversees all aspects of financial management for the University
of California system, which includes 10 campuses, five academic medical centers
and the Lawrence Berkeley National Laboratory and has an annual budget of
more than $25 billion. His areas of responsibility include asset management, debt
management, the systemwide operating budget, capital finance and planning,
procurement, financial accounting and risk management.
Cheryl LloydAssociate Vice President and Chief Risk Officer, University of California Office of the President
Cheryl Lloyd is the Associate Vice President and Chief Risk Officer for the University
of California system. Cheryl is an experienced Risk Manager with over two decades of
experience. As AVP and Chief Risk Officer, Cheryl oversees a myriad of programs for UC’s
ten campuses and five medical centers. Those programs include the University’s varied
global research activities and the many safety and health programs for students, faculty and
staff.
Major initiatives and programs for the department of Risk Services include implementing
Enterprise Risk Management (ERM) throughout the University, reducing the overall cost
of risk, implementing systemwide safety and loss mitigation programs, improving claims
management systems, and developing risk financing strategies. Cheryl also has oversight of
the University’s Environmental, Health and Safety programs (EH&S), Business Continuity
programs, Emergency Management and travel and risk security programs.
Cheryl also serves as President of Fiat Lux, the University’s wholly owned captive insurance
company. In addition, she is President of the Regents three other captives, UC Health RRG
(Risk Retention Group), a medical malpractice insurance company offering insurance to UC
affiliated physician and physician groups. Eureka, PCC, a protected cell captive, and Eureka
One, a cell captive which now provides reinsurance to the University’s voluntary benefits
programs.

Cheryl began her career in the insurance and risk industry with Chubb Insurance. Before
joining University of California in 1998, she was the corporate risk manager for Core-
Mark International.
Cheryl has a dual degree in Mass Communications and Sociology from UC Berkeley.
Kevin ConfettiDeputy Chief Risk Officer, University of California Office of the President
Kevin Confetti is the Deputy Chief Risk Officer for the University of California in
the Office of the President, Office of Risk Services. He is responsible for the UC’s
Employment Practices, Workers’ Compensation, General Liability, Auto, Property,
Construction, and Hospital Professional Liability Programs that insures over 200,000
employees across ten campuses, five medical centers, a national laboratory and the
Office of the President.
Kevin began his career in insurance and risk management with California Compensation
Insurance Company. Other than California, he has experience in risk management and
workers’ compensation in Hawaii, Oregon, Alaska, Idaho, Ohio and Montana. He also has
experience as an auditor and claims consultant with Ernst & Young, LLC.
Kevin joined UC in 2006, but has worked with the University since 2001 where he was
the Program Manager for the University’s then TPA, Octagon Risk Services. He has a
degree in Rhetoric & Communications from the University of California, Davis and is a
certified Self-Insurance Administrator.
Kevin’s experience in multi-state and international claims and loss prevention programs
is derived from his work from the employer, TPA, consultant and insurance company
perspective.
Therese M. LeoneDeputy Campus Counsel, University of California, Berkeley
Therese M. Leone serves as Deputy Campus Counsel for UC Berkeley. In her role, she
advises UC Berkeley’s administration on a broad range of higher education legal issues,
including labor and employment, discrimination and harassment, student affairs, Title

IX and Clery compliance, free speech and protests and internal investigations. Therese
also served as University Counsel for the systemwide legal office of the Regents of the
University of California for almost six years. She provided labor and employment advice/
counseling regarding faculty, staff and student employees to leadership at the 10 campuses
and 5 medical centers in the UC system and was Chief Campus Counsel for UC Merced.
From 2008-2012, Therese was Vice President and General Counsel at Mills College
in Oakland, California where she was a member of the College’s executive leadership
team. She oversaw all legal matters for the college and also was counsel to the Board of
Trustees. Before becoming a higher education attorney, Therese worked as a labor and
employment attorney for Littler Mendelson, P.C. and Hanson Bridgett in San Francisco,
California.
Therese served on the Board of Directors for the National Association of College and
University Attorneys (“NACUA”) from 2010-13, and has served on numerous board
committees, in addition to presenting at conferences and CLEs. For the State Bar of
California, Therese served on the Council on Access and Fairness and the California Law
Academy Strategic Task Force (CLAS). She is a former Board member for the Alameda
County Community Food Bank.
Therese received her undergraduate degree from Northwestern University and her JD
from the University of California, Berkeley School of Law (Boalt Hall).
Margo BennettPolice Chief, University of California, Berkeley
Margo Bennett has over 40 years of law enforcement experience. She spent 13 years
in the Federal Bureau of Investigation and investigated white collar & reactive crimes.
Assigned to the FBI Academy in Quantico, Virginia, Margo developed training expertise
in the areas of Interview & Interrogation, Contemporary Issues in Law Enforcement,
Violence in the Workplace, Hostage Negotiations, and various other fields of study.
Margo holds a Master’s Degree in Counseling and Educational Psychology. In 2002,
Margo moved to California and was the Administration and Outreach Captain for the
University of California Police Department, Berkeley. She was selected as the UCPD
Berkeley Chief in April 2013. Margo resides in Sonoma.
