Distracted driving is against the law
There are many things that $136.00 can buy, don’t let a traffic ticket for dis-
tracted driving be one of them. If you are behind the wheel DON’T: • Hold your phone while driving even if you are stopped at a traffic light.
• Type messages on devices; cell phones, laptops
• Watch movies or videos
If you are behind the wheel DO:
• Use hands free devices or speaker phone
• Pay attention to the road.
• Pull over if you need to make a call or text.
• Focus, drive and stay alive!
Video Identification Program
Do You Have a Video Surveillance System and Want to Help Solve
Crimes? Become a Voluntary VIP (Video Identification Program)
Spokane County Sheriff’s Office and Spokane Valley Police would like to join with you to
potentially solve crimes or locate evidence of crimes, faster and more effectively. We are
asking business and private residences to advise us if they have recorded surveillance sys-
tems and whom we would contact if a significant incident occurred in their area.
The Video Identification Program (VIP) is a voluntary program where businesses or private res-
idences can let us know where camera surveillance systems are located, the direction the camer-
as are facing, how long the recordings are stored and whom to contact if the cameras are sus-
pected of possibly recording anything of evidentiary value.
This type of information would help investigators know where to start first, possibly leading to
suspect information, vehicle description or other needed information that could immediately aid
in the investigation. We will continue to go door to door and make contact to ensure we have
all the evidence possible, but with the VIP Program, we would know where video might be
within minutes instead of hours.
We are appreciative and thankful for our community’s support and with your help, the VIP Pro-
gram could be an extremely valuable asset to investigators and/or first responders, providing
them with exact locations and contact information of possible video locations immediately
while they work to keep our community safe.
To sign up, go to the Spokane County Sheriff’s Office website and click on the VIP icon, enter
your information and voilà, you’re a VIP.

We Want Your Help! National Night Out is an event that supports law
enforcement, businesses and the community in the
fight against drugs and crime. We are looking for
businesses that are interested in participating in
one of the many parties that will be happening in
and around the county this year on August 6th.
If you are interested in supporting a local party by
donating a product, space, food or would like to
take part, or would like more information, please
contact:
The Neighborhood Watch Coordinator,
Venus Delcambre-Morris @ 509-477-3055, or
The Spokane County Sheriff’s Office, Spokane Valley Police Department, and SCOPE invite you to National Night Out!
You’re invited to turn on your porch lights, lock your doors and spend the evening with neighbors and public safety officials to
join forces with thousands of other communities nationwide for the 36th annual National Night Out against Crime on Tuesday,
August 6th, 2019. Bring your neighbors in to collaborate ideas for fun activities for children and adults. You can have live
bands, bake off parties, BBQ’s, Ice Cream Socials, bounce houses or whatever else you can think of to keep your party fun and
lively. Remember, this is a great time to get educated about crime prevention and to think about starting a Neighborhood Watch!
There will be over 38 million neighborhood participating this year, will you be one of them?
Party Planning Idea list
National Night Out Planning guide and tips to help you get started.
Keep it simple! Order bounce houses for the kids, rent a movie screen or have a potluck where everyone brings a
dish. Spend as much or as little as you want.
Get people involved. • Talk to your neighbors about having a block party.
• Find out if anyone has any special skills or has items that they would like to share ( back-yard
pool, large grill, ice cream or ice cone maker)
•Ask local businesses to donate to your party
Plan early • At 8 weeks, start sending out information about your event.
• Meet often to stay on track
• Send out reminders at 6, 4, 2 and 1 week prior to the event
Host a party with a theme. • Luau’s
• 50’s, 80’s or roaring 20’s theme
• Western themed (red and white plaid table cloths, hay stacks to sit on, lemonade, cowboy hats,
boots and shirts, etc.)
• Fiesta
• Beach party
• Dessert only (cookies, make your own sundae, etc.), or best baked pie or dessert
• Coordinate something that can be distinct for your neighborhood (everyone on the block use blue
porch lights or dress the house in red, white and blue streamers
• Have a parade and dress up your animals or the kids and adults.
• Water Balloon Fights
• Pie Eating Contest
• Talent Show
• Bingo
• Scavenger Hunt
• Cake Walk
• Invite a band
• Have an evening campout and roast hot dogs and make smore’s
• Have a battle of the grills to see who can make the best burgers or the tastiest bbq chicken
*Have everyone dress up in red, white and blue in honor of National Night Out
Do something for your community.
• Invite a band
• Organize a community clean-up
• Donate time to SCRAPS, food kitchen’s or the Union Gospel Mission.
• Exchange items that are not being used
• Help a neighbor (home that needs painting or yard clean-up).
• Collect items to donate to charity
Please remember to get your registration form in to be able to receive visitors. And, don’t for-
get to have your form in by July 19th, 2019 for your chance to win a hot dog dinner for 25
guest!
A must read for all
residential block parties
Must register your party with the Neighborhood
Watch coordinator to receive visitors from the
County and City of Spokane Valley.
Consider registering your party on the
https://natw.org/registration website. Registra-
tion is free.
Coordinate with your neighbors about com-
ing together for the event, or what you would like
to do and let them know that their may be some
noise involved the evening of the gathering. If you do not live on an arterial street you can
close the street to traffic HOWEVER, please do
not close intersections and do NOT use cars to
block off your street. Remember that not all neighbors will want to
participate, so please be courteous. Your neighbors need to be able to drive in
and out of the area with ease. Please allow access for emergency vehicles
to enter and exit the block freely. Keep tables and other set up on one side of
the street to keep street open for residents that
need to pass. Lastly, you will not need a permit to have a
neighborhood party. NNO out parties that are
located on public property will need to pay a
$50.00 permit fee. Call the NW Coordinator to if
you need more information.

Please, don’t be a victim of SCAMS
Scams are happening by phone, internet and mail.
There are lottery scams, IRS/ Government scams, Data Breach/ Bank scams, Jury Duty scams, Debt
collection scams, Grandparent scams and many more. The most common theme in these scams are:
High pressure for payment Payment has to be made right away, they want money now!
Threats of arrest Threats of immediate arrest if payment is not made at that time.
No face to face interaction Payment over the phone.
Constant contact The scammers want you to stay on the phone while you go to buy an I-Tunes card, prepaid Visa or Master
card, money order or some other form of payment or gift card. Once you the have card, they will ask you to
reveal the number on the back of the card and give it to them. They don’t want to lose the contact so as to
not give you a moment to think about what is happening.
STOP! Think before you act. Scammers want to keep you confused and in
fear. Look for these common themes in your interaction with the scammer and
never call a number that they give you. Instead, hang up and call the company
that they say they are calling you from using the Yellow pages.
Contact the Crime Prevention Unit for more information.

Vehicle Prowlings Deputy David Morris
Vehicle prowling: When a car is illegally entered and many times items get stolen
and sometimes damaged.
Spring is in full swing and many people are
heading out to enjoy the beautiful out-
doors! People are hiking, biking, fishing,
rock climbing, riding motorcycles and
more; it is easy to understand why this is
the favorite time of year for many people.
However, while you are going out and en-
joying your leisure and or fitness activities
and don’t forget that thieves are also out!
More thieves are out stealing this time of
year than in the winter months. One of
their easiest targets are motor vehicles
(cars, vans, sport utility vehicles, pickups
etc.). Thieves will get out to not only enjoy the weather, but to also break into your car and
steal your stuff! They particularly will target trailhead parking lots, and parking lots at busi-
nesses. Basically, anywhere people leave their car for a few minutes or a few hours, thieves
will come by and look for things to steal.
The first thing they might do is to jiggle the door handle to see if your vehicle is
locked. If it isn’t, then they get inside and look in your glove box, center console, under the
seats and of course look at your bags and containers inside. If your car is locked, the next
thing they will do is look through the windows for something to take. If they see something
with potential value, they will smash your window and get at it. Whether it might be an emp-
ty backpack or one stuffed with dirty gym clothes, it’s worth it to the thief to smash the win-
dow and see if you left something valuable inside. Thieves will smash your window for pock-
et change, a car charger, or sunglasses… even very inexpensive sunglasses. Just because you
think it is cheap, doesn’t mean a thief won’t break your car window to get it.
Your best defense is to 1) Lock your vehicle, and 2) Keep valuables out of sight. Put
your valuables in the trunk, or better yet, carry them with you. Don’t leave backpacks, diaper
bags, gym bags or purses in sight inside your empty vehicle. During times of darkness, park
in well-lighted areas so would-be thieves don’t have a good hiding spot to do their dirty
work.
Car alarms are highly recommended. Also, when you hear a car alarm go off, I hope
you will stop what you are doing and look. If it appears a crime is occurring, or just occurred,
please call 911. You might want to consider carrying your vehicle registration paperwork and
proof of insurance on you. If a thief prowls your car, they can get those documents and then
they would have your home address. You must have those documents on-hand to present to a
law enforcement officer if you get stopped, but you don’t need to leave them unattended in
your car. Also, please don’t ever leave your car running, “just for a second” while you go into
a store, business, or back into your house. It creates an opportunity for a thief to steal your
whole car!
Car prowlings can happen in any neighborhood or area, so be mindful while you are out hav-
ing fun and be watchful of your surroundings. If you see suspicious activity call 911 or Crime
Check at 509-456-2233. In fact, just about any time you need help from law enforcement an-
ywhere in Spokane, or Spokane County you should start by calling Crime Check at
509-456-2233.
If you have questions, feel free to reach out to a crime prevention deputy for more infor-
mation. [email protected].

Reflective Address Sign
A reflective address sign or marker helps emergency responders find you quickly and
easily. Address numbers on curbs can erode and can get covered up with snow in winter,
and address numbers on homes are often not easy to find- day or night. These signs have
reflective material on both sides and are highly reflective day or night. They are pre-
ferred by responders, especially if placed right by the street at the entrance to your
home.
The signs are 6” x 18” and have 3” numbers on one or both sides of the sign. In addition,
they have pre-drilled holes that make them easy to mount.
Signs are $15 and help support S.C.O.P.E. (Sheriff Community Oriented Policing Ef-
fort).
If you’d like to order a sign, please contact S.C.O.P.E. East at (509) 922-3150.
Signs are available 2 weeks after purchase.

KNOW YOUR LOCATION
Spokane County 9-1-1
is conducting a “Know
Your Location” cam-
paign to educate and
remind the community
to be aware of their sur-
roundings at all times
as you may need emergency attention.
Spokane County 911 is reminding everyone how im-
portant it is to KNOW YOUR LOCATION. Today
people rely on their mobile devices and vehicles more
than ever to identify their location and assist with di-
rections. These advances are helpful for communi-
cating location information, however they are not fool
proof. No matter what, if you call 911 for help, the call
receiver is going to ask you where you are located. It
is necessary and best practice to confirm your location
with the data that is being transmitted. Our job is to
provide the most accurate information to those dis-
patching first- responders to they can get to you as
quickly as possible.
“If Uber can find me, why can’t you?” We hear this question often. When you use smart
phone apps (like Uber) that can find your location, you
are “opting in” or giving permission for your phone to
send your location. Cellular services have significantly
advanced in location information. However, your cell
carrier is the one who provides the technology to do
this (most do) and your phone must be able to accept
and transmit the information. Location accuracy can
range from hundreds of yards or within feet. Taking
the time to be observant and proactive with identifying
where you are can save valuable time in an emergen-
cy. This is why it’s important to,
“KNOW YOUR LOCATION”
Quick TIPS: TIP: Know the address of your workplace, including
suite or room number.
TIP: Know the address or locations of places you fre-
quent often such as friends and relatives homes, the
gym or church.
TIP: When enjoying the outdoors, know the general
area of where you are going and share your location
such as a trailhead or landmark with someone. Include
your expected time of return.
TIP: Pay attention t mile marker indicators on the
highways and rural areas when traveling.
TIP: Take note of cross streets and intersections, es-
pecially if you are new to the area.
TIP: Know your directions – North, South, East and
West!
TIP: Kids as young as 4 years old can learn important
addresses. Have fun with teaching them by making up
a fun sing-a– long that they can remember. Draw a
neighborhood map adding Grandma and Grandpas and
the babysitters information,.
TIP: Quiz each other on addresses and locations to
keep your memory fresh.
Help first responders to find you!
