Role of Safety Officer

Qualifications The Safety Officer shall, to a reasonable degree, have the following qualifications: Sufficient knowledge of baseball and softball to evaluate and suggest corrective measures for

hazards without conflicting with Little League rules. Prior experience with formal safety programs as well as a deep‐seated understanding of the

importance of safety. Ability to work closely and cooperatively with other league volunteers and participants in

developing and implementing safety procedures, standards and the understanding that safety is a primary consideration in all activities.

Distribute a hard copy of the Safety Plan to all Managers, Coaches, Volunteers, and District Administrator.

Authority

The Safety Officer shall act as an advisor to the president in all matters regarding safety recognizing that the league president has overall responsibility for the league’s safety program. The Safety Officer shall be empowered by the league president to enforce all safety rules, regulations and procedures as required to meet the safety goals of the league. The authority in no way diminishes the individual responsibilities of other board members, managers, coaches, umpires, players or player agents.

Responsibility

The Safety Officer is primarily responsible for the development and implementation of the league’s safety program. Other responsibilities may include the following:

● Perform spot checks at practices and games of compliance with safety rules and procedures as well as offer assistance, advice and encouragement to all participants.

● Ensure that appropriate first aid equipment is available at each field during practices and games.

● Facilitate, schedule and coordinate mandatory pre‐season safety training, including basic elements of first aid and guidelines for physical training and conditioning of players, for all managers and coaches.

● Advise the board of directors on control of unsafe conditions and situations. ● Handle all insurance claims under the direction of the league president. ● Ensure that procedures are in place for prompt reporting of accidents.

Volunteer Application

Shoreline Little League requires that all volunteers (i.e. manager, coach, umpire, board member, etc.) complete the Volunteer Application form for review by the Board. Before approval, a background check will be conducted. See Volunteer Form .

Safety Code for All Little League Activities

● Responsibility for safety procedures should be that of an adult member of Shoreline Little League.

● Manager, coaches and umpires are required to have training in first aid by April 1, 2017. Training sessions will occur on March 4th and March 18th at the Shoreline Fire Department training facility. Additional sessions can be scheduled if there is more demand for the training.

● First aid kits and ice packs are issued to each team manager and must be in the dugout at all times, as well as each player’s completed and signed Medical Release form.

● We have several Coaches Clinics for fundamental training of Managers and Coaches available through District 8 and are identified on the website and through direct e‐mail from our Coaching Coordinator. These include Dr. Smoll,s Clinic, Baseball Positive Clinic, and Michelle Smith Clinic, and the Double Goal Coaches Clinic. Clinic will be held on TBD.

● No games or practices should be held when weather or field conditions are not good, particularly when lighting is inadequate.

● The play area should be inspected frequently for holes, damage, stones, glass and other foreign objects before each practice and game.

● Only players, managers, coaches and umpires are permitted on the playing field or in the dugout during games and practices.

● Responsibility for keeping bats and loose equipment off the field of play should be the team’s manager or coaches or that of a player assigned for this purpose.

● A procedure should be established prior to each game or practice for retrieving foul balls or home run balls batted out of the playing area.

● Managers and coaches must develop an understanding of the importance of safety in their players.

● During practices and games, all players should be alert and watching the batter on each pitch.

● During warm‐up drills players should be spaced so that no one is endangered by wild throws or missed catches.

● Equipment should be inspected regularly for the condition of the equipment as well as for proper fit.

● Batters must wear Little League approved protective helmets during practice or games. ● Catchers must wear a catcher’s helmet, mask throat protector, shin guards, long model chest

protector. All players shall wear a protective cup with athletic supporter (males) at all times for all practices and games.

● On a 60‐foot diamond, headfirst sliding is not permitted except when a runner is returning to base.

● During sliding practice, bases should not be strapped down or anchored. ● At no time should “horse play” be permitted on the playing field. ● Managers and coaches may not warm up pitchers before or during a game or practice. ● On‐deck batters are not permitted except in the Junior Division and above. ● Parents of players who wear glasses should be encouraged to provide “safety glasses.”

Basic Guidelines for Addressing Injuries ● Reassure and comfort the injured individual. ● Promptly provide, or assist in obtaining, medical attention for those who require it

following accepted guidelines. ● Wear gloves (additional gloves are available – contact the Safety Officer) when treating

injuries to prevent unprotected contact with blood or other body fluids. ● Know your limitations in providing aid. Always ask for assistance from others if you are

unsure of how to treat or otherwise deal with an injury. ● If there is a life threatening injury, or any question as to prompt medical response, you

should contact local emergency medical response units by dialing 9‐1‐1. The field locations are listed in this manual and should be provided to the responding unit. Send a reliable parent volunteer to the street to direct emergency responders to the individual needing aid.

● Look for signs of injury (blood, bruising, deformity of a joint, etc). Gently examine the injured area for signs of swelling, grating of broken bones, etc.

● Listen to the injured individual’s description of what happened and what hurts. ● Never administer any medications. ● Never offer an injured individual anything by mouth other than water. ● Never move or offer anything by mouth to an unconscious individual. ● Never transport injured individuals except in extreme emergencies and only when

emergency transport by trained, professional personnel is unavailable. ● Bleeding must be stopped, the open wound covered, and the uniform changed (if blood

stained) before the player may continue playing. ● Immediately wash hands and other skin surfaces if contaminated with blood or other body

fluids. ● Clean and disinfect all blood contaminated surfaces and equipment. ● Properly dispose of any dressings or other articles contaminated by blood or other

body fluids. ● Report the injury to the Safety Officer as quickly as possible following the incident. ● Attachments B and C provide an excellent resource for handling common Little League first

aid incidences. These materials supplement but are not a substitute for the required training.

Accident Reporting Procedure

● Any incident that causes any player, manager, coach, umpire, volunteer, spectator or other non‐participant to require or receive first aid and/or medical treatment must be promptly reported to the Safety Officer (Allen Alston 206‐327‐2311) by the manager. If the injured individual parent/guardian declines first aid treatment and wishes that their player be treated by their own private physician or be seen at an emergency room, the incident must still be reported. This report (generally by telephone) should include the date, time and location of the incident, the names and telephone numbers of all parties involved including witnesses (if appropriate), a detailed description of the incident, general description of the nature and extent of the injury, and any other relevant information.

● An Incident/Injury Tracking Report” form must be completed and submitted to the Safety Officer (Allen Alston 206‐327‐2311) within 24 hours of the incident. A copy of the report is attached to this handbook and also available on the website under the Forms tab.

● The Safety Officer will report the incident to the president, player agent and coordinator for

the division.

● The Safety Officer will contact the injured party (or parents/guardians) to verify information received in the manager’s incident report, to obtain any other information deemed appropriate, to check on the status of the injured party and to determine if the injured party received or will receive any further medical treatment.

Concession Stand Safety

1. Use only foods from approved sources, do not distribute any items that are prepared at home.

2. Always use a food thermometer to check the cooking and holding temperatures of food. All Cold items must be maintained at 41o F or below, and all hot items must maintain a temperature of 140o F or above. Ground beef & Pork must be cooked to an internal temperature of 155o F and poultry must be cooked to 165o F. Check temperature of all items periodically.

3. Frequently and thoroughly wash hands. Disposable gloves may be worn as an additional barrier for contamination, but hands still must be washed.

4. If you are sick, don’t work in the concession stand. Anyone who is showing any symptoms (cramps, nausea, fever, vomiting, diarrhea, jaundice, etc.) or who has open sores or infected cuts on the hands is not allowed to work in the concession stand.

5. Do not handle any raw, ready‐to‐eat foods or food‐contaminated surfaces. Dispensing utensils should be used at all times when serving food.

6. Use disposable utensils for food service, and discard after use.

7. Ice used for storing items is not to be used in cup beverages. Use scoop to dispense ice, never use hands.

8. Use disposable sanitation cloths, and only one use per cloth.

9. Keep all food covered to protect from insects.

10. Garbage cans must have tight fitting lids.

11. Food is to be stored a minimum of 6 inches off the floor.

12. No one under the age of 16 is allowed to work in the concession stand.
