Rational: Creates a voting category for members that are involved and participate in Recreational Rider activities as defined in Chapter Seven of the Paso Fino horse Association Rule Book. Only members involved in or participating in any event recognized as part of the Paso Fino Sport Horse Program and/or Sanctioned Trail Ride as noted in Chapter Seven of the Paso Fino horse Association Rule Book should be allowed to have a say in how they are sanctioned, administered or have points awarded. These members have the necessary commitment and financial investment to have a valid opinion towards issues that affect these activities. With our new computer system, membership in this voting category can be easily identified. Financial Impact: None C-5 One Overall Dues Payment Constitution, III Section 2 Pg. 4 Proposed Change: Add the second sentence indicated in bold italic: Annually, the Board, on the recommendation of the Finance Committee, shall set the dues for each category of membership, including annual Association dues of Regional Groups, for the ensuing membership term at the spring or fall Board of Directors meeting. For Individual, Junior, Family and Business Membership, the dues set by the Board shall cover both national and Regional Group membership……. Rational: Having one membership payment would (1) eliminate much of the confusion that now exists concerning membership dues (2) make new members immediately a part of both the association and their region (3) put the membership administrative burden on the national office (4) help the regions by creating a system whereby the national office could create a policy to give regions a portion of each membership Financial Impact: C-6 Show Voting Member (Voting block with C4, C14 & C15) Constitution, III,1,5 Pg. 4 Proposed Change: add new number 5 as seen below: 5. Show Voting Member: A Voting Member (Individual, Farm/Business, Life, Golden Life) who during the previous show year has competed at a sanctioned PFHA horse show/competition, owned/owns a PFHA registered horse who competed at a sanctioned PFHA horse show/competition, is a PFHA licensed Judge or show Steward, participated in a sanctioned PFHA horse show/competition as show secretary or show chairperson, is the parent of a Junior member who competed at a sanctioned PFHA horse show/competition. Financial Impact: None C-7 Gold Life Member ________________________________________________________________________________ Constitution, III,4,A-4, Pg.5-6 Proposed Change:ADD bold: 4. Golden Life Members: Persons who desire to be a member for life and who have advanced appropriate dues for this classification to the Association, which shall constitute payment of dues and assessments for the life of the member. During the year membership is purchased, membership includes a gold lapel pin, five (5) free videos, special listing in the Farm Directory, special seating at the Grand National Championship Show, recognition at Grand National Championship Banquet and free stud book. Annual recognition will be given in the Grand National Championship Show Program and special listing on the PFHA website. The Association through BOD policy may from time to time create additional incentives to promote upgrading to this category of membership. Note: He/she must meet the age requirement for voting and office holding. Rational: Remove reference to items and practices that are no longer offered. Allow BOD to create policy to offer incentives for upgrading to Gold Life. Financial Impact: Purchase Gold life pens for members going forward. Committee Submitted: Yes, Membership Committee Comments: Currently the website offers 1 free year of business card advertising for new Gold Life members. Unable to determine when this policy went into place but suggest it is continued. C-8 Review of Hearing Committee Disciplinary Decision Constitution, V, 1,2,6 Pg. 6-7 Proposed Change: Add an Appeal process to the Disciplinary Procedures. Rule Book Chapter One, Rule IX, Disciplinary Procedures, Section C. Proposed new language in bold italic type. 7. Decision of Hearing Committee. The Association Hearing Committee will decide if a violation of these rules occurred. In regard to any violation of these rules, as a part of its disciplinary action, the Hearing Committee may revoke participation privileges in all Association approved events for determined or indefinite period and/or assess a fine. The decision and disciplinary action of the Hearing Committee shall be final and binding on all parties. Notwithstanding the foregoing, if the decision of the Hearing Committee is adverse to the person charged, such person shall have (1) the right to submit a written notice of appeal or review pursuant to Section 9 of this subsection and (2) the right to submit a written request for a rehearing pursuant to Section 10 of this subsection. 8. Notice of Decision. The Association Hearing Committee shall document its decision and forward

a copy of its decision to the respective parties involved in said hearing within fifteen (15) days after the conclusion of the particular hearing. 9. Review of Decisions. A person adversely affected by a decision of the Hearing Committee who wishes to request a review of the Hearing Committee's original decision must make such request to the Executive Director in writing, setting forth the reasons why a review is sought. Said request must be accompanied by a fee of $___, which fee is not refundable except in the discretion of the Hearing Committee. Said request and fee must be received within 30 days from the issuance of the ruling being reviewed. Reviews will not be granted as a matter of right, but are at the discretion of the Hearing Committee. 10. Rehearing. Upon the discovery of new facts not discoverable by due diligence prior to a hearing, a party may request a hearing before the Hearing Committee. Such request must be in writing and must contain a statement of the new facts upon which it is based and must be accompanied by a fee of $___, which fee is not refundable except in the discretion of the Hearing Committee. Said request and fee must be received by the Association within 30 days from the issuance of the ruling that is being contested. Rehearings will not be granted as a matter of right but are at the discretion of the Hearing Committee. Rational: Hearing decisions have occasionally been interpreted as arbitrary or political. An appeal process make the system more equitable by providing an opportunity to challenge a Hearing decision Financial Impact: none (Rules Committee comment- Any new Hearing would add costs) C-9 Designating President-Elect and Officers’ terms Constitution,V,1,2,6 Pg. 6-7 Proposed Change: Replace current language with the following (changes noted in bold italic) Section 1. President and Past President. There shall be a President who shall be Chief Executive Officer of the Association, Presiding Officer at Membership, Board of Director and Executive Committee meetings. He/she shall serve a single two (2) year term as a voting member of the Board of Directors and Executive Committee and for two full years as Past President following his or her term of office and have such other authority and responsibility as may be prescribed elsewhere in the Constitution. The President and immediate Past President shall have one (1) vote each on the Board of Directors and Executive Committee. No person shall be elected to the office of President who has served less than two (2) years on the Board of Directors. This service should be within the past three years. Section 2. Vice President. There shall be one (1) elected Vice President who shall serve as President-Elect and, in the absence or incapacity of the President, shall act as President. The Vice President shall have one (1) vote on the Board of Directors and Executive Committee. The President-Elect becomes the immediate subsequent President of the Association. Rational: The creation of a President-Elect is designed to provide continuity in PFHA by having an officer who is familiar with current leadership decisions, be primed and prepared to step up as President. Electing a President for a single term, yet having the Past President remain a voting member of the Board also provides continuity. This system should minimize potential detrimental impact of having a President campaign during his or her term in office. Financial Impact: None

C-10 Regional Designation ___________________________________________________________________ Constitution, IV,Reg G, 4,Pg.7 Proposed Change: Section 4. Regional Designation. The official regional designation of all members will be determined by the geographical location of the permanent residence of the member unless the member notifies the Association in writing of his or her desire to be listed as (1) non-specified or (2) as affiliated with another Regional Group. . Any changes to regional designation, other than those done with the Membership application or Membership renewal, must be provided to the Association office in writing and must be signed by each member requesting the change in designation. Members may change their regional designation by 1) signed written notice to the Association office or 2) via the member account feature of the Association website using their membership # and their security pen. A member may designate “non-specified” if he/she chooses not to affiliate with a Regional Group to be represented on the Board of Directors. Rational: With the new Paso Key computer system and the security feature of a pen # user's can logo and update email, their address, their phone number, etc. Allowing the user to change their own regional status saves staff member time and the Association labor dollars. Financial Impact: Computer software change to add regional status field to the member dashboard. C-11 Change to Executive Director Section ________________________________________________________________________________Constitution, V,1, Pg.9 Proposed Change: REPLACE first paragraph with: The Board shall hire or contract an Executive Director to the run the day-to-day operations of the Association. Selection of candidate shall be through a hiring committee chaired by the Chair of the Personnel Committee. The recommended candidate would then be ratified by the Board, or the Executive Committee. The Executive Director shall be appointed Assistant Treasurer and as such will conduct the routine operations of the office of Treasurer upon his or her direction. The other duties of the Executive Director: Duties of are as follows: Rational: This process needed to be clarified for the best interest of the Association. Financial Impact: None C-12 Require Regional Delegates to have been a member of region for 1 year Constitution, VII, 9, Pg.11 Proposed Change: Add the wording in bold italic to 2. Is in good standing with the Regional Group and has been a member of the Regional Group for at least one (1) year prior to any Board or Membership Meeting. The vote tally for each Regional Group is determined by the number of designated voting members of that Region on record in the Association office thirty (30)

days prior to the meeting. No member shall be represented by a Director of more than one Regional Group. The Regional Director must have been designated voting member of the Regional Group represented and of the Association for thirty (30) days prior to the meeting. Substitute may be authorized. Rational: This requires a delegate to be a true representative of his or her region. S/he will have experienced the culture and expectations from his or her “home” region. This will also help avoid changing regions for political reasons. Financial Impact: None C-13 Voting for Board Meetings ________________________________________________________________________________Constitution, VII,9,Pg.12 Proposed Change: 2nd paragraph of Section 9 A-Change second sentence to read: Such Director shall be entitled to 10 votes plus one (1) vote for every 100 members who are designated as voting members of that regional group and who.. Rational: We have huge problems based on unequal voting when smaller regions essentially have no say in PFHA business. This proposal would help equalize voting while still giving larger regions a bigger vote Financial Impact: None C-14 Voting for Competition Related Issues (Voting block with C4, C6 & C15) Constitution, VII,9, A,Pg. 12 Proposed Change: Add to section 9 A as below: 3. As pertains to voting for affairs that affect horse show/competition rules, officials, judging system or conduct, only votes from show voting members in good standing will be considered. Only votes from official show voting members in good standing will count towards selection of National show judges, selection of the National Show judging system, changes/deletion/addition to horse show/competition rules found in the Paso Fino Horse Association Rule Book, selection of the chairperson of the Judges and Stewards committee. The official vote total for Show Voting members for each regional group members will be provided by the Association Secretary at the start of each Board of Director's meeting. Rational: Only members involved in or participating in showing, competing, officiating at or managing official PFHA horse shows should be allowed to have a say in how they are administered, judged or managed. Financial Impact: None C-15 Voting for Recreational Rider Related Issues (Voting block with C4, C6 &C14) Constitution, VII, 9, A, Pg.12

Proposed Change: Add to section 9 A as below: 4. As pertains to voting for affairs that affect any event recognized as part of the Paso Fino Sport Horse Program and/or Sanctioned Trail Ride as noted in Chapter Seven of the Paso Fino horse Association Rule Book, only votes from Recreational Rider voting members in good standing will be considered. Financial Impact: None C-16 Voting Change Constitution, VII & IX, Pg. 12 & 15 Proposed Change: Article VII Section 9 A; Second sentence change to: Such director shall be entitled to one (1) vote for a region with 200 members or fewer, two (2) votes for a region with 201-400 members and three (3) voted for regions with 401 members and higher. Article IX Section 1 Members This committee shall consist of the officials elected by the membership (ie: President, Vice President, Treasurer and Secretary), the immediate Past President and three (3) members (Directors at Large) appointed by the President ("who will each have their vote tallied within their region during all Board of Director and Membership Meetings voting procedures.) Executive Committee members will have one (1) vote each during Executive Committee meetings. Rational: More equitable voting procedure so all regions have an equal voice in the direction of the breed which is critical to our sustainability Financial Impact: None C-17 Term Limits for Directors (Delegates) Constitution, VIII, Pg.15 Proposed Change: Repeat section 6 on page 9 into section 6 page 15, replacing Elected Officials with Directors Section 6. Requirements for Directors. Directors: Eligibility shall serve for a two (2) year term: Term of Office. No director may serve in the same capacity for longer than two (2) consecutive two (2) year terms, and no person may hold more than one official position at the same time including that of an Elected Official. No person shall be elected as an officer of the Association unless such person has been an active member in good standing for at least one (1) year prior to the date of such election.

Each Director shall sit on at least 2 PFHA committees Rational: Ensures that each director is actively engaged in the association business. Financial Impact: None C-19 Committee Minutes and Number of Members Constitution, X, Pg.15 Proposed Change: Add to first paragraph, second sentence under Committees, after “ Committee Chairs shall appoint subject to the approval of the President, between 5 and 7 additional committee members… “ and add verbiage in bold italic to the last sentence to read: “A quorum is required for official committee meetings, and a vote must be determined by a majority of the full committee. In addition to the duties specified below, committees will record and submit official minutes to the Association office within 2 weeks of each meeting, stating what motions passed by majority vote of the full committee. Each committee shall perform such other duties as may be assigned on a regular or temporary basis by the President and/or the Board of Directors.” Rational: To help unify the Association by sharing information and issues decided in committee meetings. In addition, by submitting minutes of every meeting to the association office, there will be a record of discussions and actions taken throughout the organizational structure. Proposed Change: Add to committee list Section (20 ) International Committee This Committee shall consist of three (3) or more members of the Association. The duties of this committee shall be as follows: A. Represent the needs of the international members of the Association. B. Encourage growth and communication internationally Section (21) Historical Committee This Committee shall consist of three (3) or more members of the Association. The duties of this committee shall be as follows:

A. Maintain history of the association Rational: This allows flexibility and responsiveness to the association Financial Impact: None PFHA Staff Comments: These are standing committees which I feel should be in the rulebook. Others may be considered special committees which may change direction at the will of the board. C-21 Replace Description of Computer Committee Constitution, X, 4, Pg.16-17 Proposed Change: Strike Current and replace with: This committee shall consist of the Committee Chair, Executive Director, and at least two (2) other members selected by the Committee chairman. The duties of this committee shall be as follows: A. Investigate, evaluate and recommend to the President and the PFHA Board of Directors computer hardware and software needs of the Association. B. Develop a replacement plan for existing technology. C. Submit an annual budget to the Finance Committee. D. Manage the Committee budget as approved by the Board of Directors. Rational: This brings back into line the scope of what the committee is tasked to do. Much of the former verbiage involved day to day execution, which should be handled by PFHA staff. This allows the committee to focus on the larger picture. Financial Impact: None PFHA Staff Comments: This should make change and implementation more efficient. C-22 Add and/or Rec Rider Events Constitution, X, 4 Pg. 17 Proposed Change: Add: and/or Recreational Rider events Rational: This allows flexibility and responsiveness to the committee to promote all events Financial Impact: None

C-23 Establish a Standing Show Committee Constitution, X, 20, Pg. 21 Proposed Change: Create a standing “Show Committee,” made up of 5-7 professionals and amateur-owners with the purpose of monitoring and evaluation the interests of those who show in PFHA horse shows. The Chair of the Show Committee will be appointed by the President and will serve a 2 year term. Rational: The Horse Show sector of the Association needs representation equal to that of Recreational Riders, Amateur-Owners, Youth, etc Financial Impact: None C-23 Replace Events Chair with Ethics Chair on Hearing Committee Constitution, X, Pg. 21 Proposed Change: Replace current language as indicated in bold italics with “The Association Hearing Committee shall be composed of the Chair of the Rules Committee, the Chair of the Judges and Stewards Committee, the Chair of the Ethics Committee, one (1) Officer of the Association selected by the Board of Directors and three (3) voting members of the Association at large, each appointed by the President and serving a rotating three (3) year term, one (1) of which is also a member of the Registration Advisory Committee. Unless provided otherwise by the Association Board of Directors, Constitution or rules, the Association Hearing Committee shall be responsible to conduct all hearings. Rational: The Chair of the Ethics committee is a more appropriate Hearing Committee member than the Chair of the Events Committee. Ethics is directly related to conduct. Financial Impact: None C-24 Add Other Committees as Designated Constitution, X, 20, Pg. 22 Proposed Change: Add: Other Committees may be added as deemed useful by the Board or Executive Committee. Rational: This allows flexibility and responsiveness to the association Financial Impact: None 2-1 Re-classification of PFHA Shows Chapter 2, 1A, Pg.44 Proposed Change: Add the following language to after “Association approved shows shall fall into one of”: six classifications: All Breed (AB) A Show; All-Breed(AB) B Show; All Paso (AP) A Show; All Paso (AP) B Show; Local (L) A Show; Local (L) B Show. Continue second sentence. “These shows must be sponsored by a recognized Regional Group. These do not include the Association Grand National Championship Show”

Rational: The ability to choose between an A or B level show will take the pressure off of judges in smaller shows who under the present rules would and should excuse those who are out of gait. Financial Impact: None 2-2 L & All Breed shows Chapter 2, I A, Pg. 44 Proposed Change: Add paragraph after sections 3 (L Shows and 4 (AB shows) Local and All Breed Shows may be sponsored by an individual club, group, association or PFHA Regional Group. A Steward is not required. A judge sanctioned by any recognized horse organization may be used with approval as a guest judge under these rules. All other show requirements must be met for points to be awarded for these shows. Rational: We need more show opportunities on a local "grass roots" level. By easing the personnel requirements it will be easier to provide more points and hopefully bring more participation & members to PFHA Financial Impact: None Committee Comments: This is taking all the requirements for a PFHA pointed show away, no PFHA Steward and no PFHA Judge. Does not have to be sponsored by a PFHA member or Region. 2-3A Change Publication Timing Chapter 2, 1, Pg.47 Proposed Change: Remove "Quarterly" Rational: Current practice is to list officials as changes are made. This allows for more flexibility Financial Impact: None 2-3B Add Email to Board of Directors Action by Mail Chapter 2, 1, Pg. 47 Proposed Change: Add "or email" to the first sentence Rational: Current practice is to communicate via email. Proposed Change: Pg 52 To be eligible for entry and exhibition in a show, a horse must be registered with the Association or have a valid Show Validation Certificate by an Association approved by PFHA and must be entered and exhibited under its full registered name and registration number or certificate number. All participants (owners, agents, lessees, trainers, riders, exhibitors and handlers) must be current members of, and in good standing with the Association. Pg 53 3. A copy of each horses entry's registration papers or Show Validation Certificate by an Association approved by PFHA(back side only if it contains the owner's name.) Rational: Allow international competitors to participate in our shows without dual registering. Makes PFHA more welcoming Financial Impact: May increase participation, which would mean more entry fees Committee Comments: Right now these horses must be registered with PFHA so there will be a loss of that income. 2-5 Establish Minimum Heights for Horses Chapter 2, IV, Pg. 54 Proposed Change: The following minimum heights are established for any horse competing in a PFHA show. Stallions Age 31 to 35 months- 1.34 meters Age 36 to 48 months- 1.35 meters Age 49 to 60 months- 1.36 meters Age over 61 months- 1.38 meters Mares Age 31 to 35 months- 1.32 meters Age 36 to 48 months- 1.33 meters Age 49 to 60 months- 1.34 meters Age over 61 months- 1.36 meters Rational: I am concerned that our Paso Fino horses are trending smaller and smaller. We need to stop that trend. People are stating that the Paso Fino horses are cute ponies unable to make sturdy mounts. This reduces our sales market. Financial Impact: This may reduce the number of horses eligible but that impact is to ensure the future of our breed Committee Comments: This will require that every show have a certified person to measure every horse. USEF Stewards now have the option to have a non-measuring card, this would require them to become measuring certified. Also a certified measuring stick would need to be purchased, the use of a typical stick would not be accurate. 2-6 Classic Fino Horses Must be Shown Shod Chapter 2 IV, C Pg. 54 Proposed Change: Replace 2nd sentence with:

All horses showing in Classic Fino must be shown shod. The length of the shod hooves is not to exceed four and one-half (4-1/2) inches, including shoes. Also add in Chapter 2 III, A at the end of the first paragraph: All horses showing in this division must be shown shod Rational: Majority of Fino horses are now shown shod. Soring will no longer be an issue. Shoeing allows for better evaluation of footfall evenness on sounding board. The Paso Fino is an international breed. This will bring us into alignment with international competition rules and norms. Financial Impact: None on association. -2-7 Create New Age Classifications for the Showing of Horses Chapter 2, VIII, C, Pg. 54 Proposed Change: Replace previous language with : For the purposes of the show year, horses will be classified by age according to the following groupings in months: 31-36, 37-48, 49-60, 61-78, 79-100, 101+ . If fewer than 3 horses are entered in any age group at a show, the class may be combined with the adjacent age group, either younger or older. Rational: Under the current system, in which most show horses must compete on a calendar year basis, there can be a huge gap in maturity and training levels, which sets up an inequitable class structure. This makes judging more difficult and can be discouraging to an amateur owner competing against older horses. This would strive to create a more understandable event for spectators, as well. This provides a pro-active approach to preventing the temptation to misrepresent a horse's age for show purposes. Financial Impact: This could potentially bring additional income to horse shows by allowing owners and trainers to enter and/or ride more horses through a broader class schedule. Committee Note: This rule change will change from 4 age classes to 6 age classes per division plus Open and Amateur so a total increase of 12 classes 2-8 Gait Allowance at B-Level Shows Chapter 2, X, Pg. 56 Proposed Change: In the introduction of Gait, Smoothness and Style, after “of the rider shall be penalized” add this sentence: “Entrants at PFHA B-level shows will not necessarily be excused for loss or mix of gait, but will be penalized by lower class placement. After the pinning of the class, the judge will be encouraged to make the entrant aware of how loss of gait affected class placement.” Rational: This will provide a way for those in the early stages of showing to receive constructive criticism from judges. When entrants are summarily excused in local shows, it may provide a negative showing experience for those just beginning in the breed. This rule change gives a judge the opportunity to encourage people at the lower show levels. It also provides an opportunity to help everyone understand the importance of gait.

This would also need to be reworded in the Tack Guide where it also states metal is allowed in Schooling Pleasure classes. TG 23. Rational: The way this rule is currently stated "Except for Schooling classes in the Classic Fino, Paso Performance and Paso Pleasure divisions, metal is not permitted in, under, over or attached to the caveson nosepiece except for necessary buckles." leads to confusion. Metal is not permitted in Pleasure divisions regardless of age of the horse. Financial Impact: None 2-10 Clarify Usage of Bumps, Knots and Balls on Nose/Chin Pieces Chapter 2, VII, A, Pg. 58 Proposed Change: A. Metal on Nosepiece/Bosal/Cavesson and Alzador/Barbada A curb chain or curb strap is permitted, but shall not be cruelly tight. Bumps, balls and knots are not allowed in either nose piece or chin pieces in any class. Except for Schooling classes in the Classic Fino and Paso Performance and Pleasure divisions, metal is not permitted in, under, over or attached to the cavesson nosepiece except for necessary buckles. Rational: This description exists only in the tack guide and has to be frequently clarified. 2-11 Allow Metal Decorations on Bridles and Breastplates Chapter 2, VII. B, Pg.58 Proposed Change: Delete current paragraph B add: B. Metal on Bridles and Breast Straps/Breastcollars. Flat and or engraved metal decoration is allowed on browbands, cavesons and/or cheek pieces of bridles as well as on the straps of breast straps/breastplates. Rational: Metal decoration on bridles and breast straps/Breastplates has been a part of Paso Fino competition history for decades. It is tradition in the native island of Puerto Rico. Allowing for tasteful and beautiful adornment not only will give beauty in the show ring, it will pay homage to the heritage of our horses. Financial Impact: None 2-12 Add Description of Curb Chain Requirements Chapter 2, VII.I Pg. 60 Proposed Change: Insert immediately following "All bits with shanks must have a curb strap or curb chain attached and used for leverage. "Curb chains and leather chin straps must be flat and at least 1/2" in width and lie flat against the jaws of the horse. Rational: The definition of a curb strap or chain no longer exists in our rulebook or in the tack guide. Financial Impact: None 2-13 Adjust Description of Allowed Bits to Match That Used in Other Breeds with Western Style Tack. Chapter 2, VII.I Pg. 60 Proposed Change: This change to the wording of Ch 2.VII.I Bits should then read: Bits are required in all classes except Schooling classes or other classes as specified. Bits may be of any humane approved type, curb or snaffle. See Paso Fino Tack Guide. There shall be no discrimination against any standard curb bit. A standard curb bit is defined as having a shank with a maximum length overall of 8 1/2". When a curb bit is used a curb strap or curb chain is required and must be at least ½ inch in width. The mouthpiece will consist of a metal bar 5/16" to 3/4" in diameter as measured one inch in from the shank. The bars may be inlaid but must be smooth or latex wrapped. Nothing may protrude above or below the mouthpiece (bar) such as extensions, prongs or rivets designed to intimidate the horse. Rollers attached to the center of the bit are acceptable, and may extend below the bar. Jointed mouthpieces are acceptable and may consist of two or three pieces and may have one or two joints. A three-piece mouthpiece may include a connecting ring of 1 1/4" or less in diameter or a connecting flat bar of 3/8" to 3/4" (measured top to bottom with a maximum length of 2"), which lies flat in the mouth, or a roller or port as described herein. The port must be no higher than 3 1/2" maximum with roller(s) and covers acceptable. Jointed mouthpieces, half-breeds and spade bits are

standard. Slip or gag bits, rigid donut mouth- pieces and flat polo mouthpieces are prohibited. Roping bits with both reins connected to a single ring at center of cross bar shall not be used.

Reins must be attached to each shank. Any rein design or other device which increases the effective length and thereby the leverage of the shank of a standard curb bit is prohibited. Anything that alters the intended use of the equipment as described in the appointments for a given class is considered to be an artificial appliance.

A standard snaffle bit is defined as a center jointed single rounded, unwrapped smooth mouthpiece of 5/16" to 3/4" diameter metal as measured from ring to 1" in from the ring with a gradual decrease to the center of the snaffle. The rings may be from 2" to 4" outside diameter of either the loose type, eggbutt, dee or center mounted without cheeks. The inside circumference of the ring must be free of rein, curb or headstall attachment hooks. Snaffle bits do not require a curb chain. If a curb strap is used it must be attached below the reins. Measurement will be taken by placing a straight edge at the bottom of the bars to have an accurate line as the “bottom” when measuring the height. See drawing. The length of the shank shall be measured in a straight line from the inside of the uppermost part of the headstall slot to the point on the rein ring where the rein would pull from when pressure is applied to rein. See drawing. At any PFHA sanctioned show at any time, the show steward may require a rider or riders to dismount and drop their horse’s bit(s) for inspection. Show officials may select entire classes or individuals in any division for inspection. Rational: This change to the wording of Ch 2.VII.I Bits should follow "Bits are required in all classes except Schooling classes or other classes as specified. The statement beginning with the word "Measurement will be taken..." can continue to follow this. This change will adjust our bit rules to match those of other breeds in USEF, The Quarter Horse Association and Western Dressage. It also is clearly stated and we can continue to use pictures in the tack guide to illustrate what we mean. Financial Impact: None 2-14 Change to Breastplates Chapter 2 VII. G. Pg. 60 Proposed Change: Other. An English breast strap or breastplate not exceeding one inch may be used. Flat or engraved decorative metal adornment on the straps is allowed. No reflective vinyl is allowed on headgear, breast straps or breastplates. Rational: Metal decoration on breast straps or breastplates has been a part of Paso Fino competition history for decades. Financial Impact: None 2-16 Spurs Not Allowed in PFHA Competitions Chapter 2, VII, J Pg. 62 Proposed Change: Remove spur image from tack guide. Modify section J as follows: (pg 62) Crops and No Spurs. J. Spurs may not be used in any Paso Fino competition. A riding crop not exceeding thirty (30) inches in length may be used. Rational: The Paso Fino is an intelligent and naturally motivated horse breed. Spurs are not needed. Financial Impact: None 2-17 Add Further Description of Conservative Colors and Where to Find the Information Chapter 2, VII, M, 1, Pg. 62 Proposed Change: Modify the placement of "(see Glossary)" and the Glossary definition as follows: 1. Official Paso Fino Show Costume. In classes requiring the official Paso Fino show costume, the attire shall be a long sleeved bolero-type jacket and full length riding pant or jumpsuit which covers the boots. The bolero jacket and pant or jumpsuit must be conservative in color and trim. (see Glossary- Conservative) Glossary page 172 Conservative Colors - Conservative colors (including trim) are black, white, off white, darker/muted shades of grey, blue, green, red, brown and purple. Bright shades of any color (hot pink, lime green, fuchsia, fluorescent orange, etc.) are not conservative. Reflective stitching and fabric with reflective glitter threads are not conservative. Rational: This change clarifies where to look to determine what is meant as conservative. Financial Impact: None

2-18 Change to Official Paso Fino Show Costume Chapter 2, VII, M, 1 Pg.62-63 Proposed Change: Official Paso Fino Show Costume In classes requiring the official Paso Fino Show Costume, the attire shall be a long sleeved tailored Jacket and full length riding pants or jumpsuit which covers the boots (see Glossary), unless English style tall riding boots are used. Jackets may be no longer than mid-hip region. Riders may wear tuxedo style jackets and pants. A long sleeve, short sleeve, or sleeveless shirt or blouse may be worn under the long sleeve tailored jacket. A matching or contrasting cummerbund is optional. Colors and contrasting trim or embroidery is allowed. Sequins, glitter and other similar reflective adornment is allowed as long as it does not predominate the attire. Male riders shall wear a tie. The exhibitor must wear a black felt, leather or suede hat with a round, flat or contoured crown with a flat, rolled or shaped brim with a matching or contrasting hatband. The whole effect of the exhibitor’s costume is to be one of good taste Rational: The Official Paso Fino Show Costume has not been updated to match the current styles that are actively appearing in the show ring. By making a few changes to the wording of the rule, it allows show official to be able to effectively uphold the rules while adhering to current trends. These changes also give some freedom as far as style, details, shape and colors to ensure that every rider can feel comfortable and confident in the show ring. Financial Impact: None 2-19A Separation of Attire in Performance / Fino Chapter 2, II, M, Pg. 62 Proposed Change: Allow breeches with high boots as part of the official Paso Fino Show Costume, change section to allow breeches after full length riding pant or jumpsuit... and/or allow breeches with high boots. 1. Official Paso Fino Show Costume. In classes requiring the official Paso Fino show costume, the attire shall be a long sleeved bolero-type jacket and full length riding pant or jumpsuit which covers the boots and/or allow breeches with high boots. (see Glossary).. Rational: Ladies like the look of the breeches and high boots and feel that this would be a positive but still conservative change in attire for Performance. Therefore, any horse will be considered to be one (1) year old on the first day of January following the actual date of foaling and the same for each subsequent year. For example , a horse born in 2020 would be a yearling during the September 2020 to August 2021 show year, a two year old during September 2012 to August 2022 show year etc. Rational: Just an update to make it more in line with the current years of birth Financial Impact: None 2-21 Clarify Age Calculations Chapter 2, VIII.C, Pg. 64 Proposed Change: However when a horse's age is stated in months, as for saddle or driving classes, a horse is considered to be thirty months (30) to eighty four (84) as counted from its actual foaling date. Rational: Just an update to make it more in line with the current years of birth. And to clarify should show rules change to months Financial Impact: None 2-22 Concordance Requirement Between Horse's Age and Date of Birth on Registration Certificate Chapter 2, VIII, C Pg. 64 Proposed Change: Add to Section C: At the time of registration, the owner of a foal must submit certification from a veterinarian, licensed in the US, that the age of the horse as inspected is concordant with the age of the horse as determined from the date of birth on the registration application being submitted. Certification must be made within 30 days of submitting registration application for processing. Photographs submitted at the time of registration will include at least 4 photographs of the horses dentition at the time of registration along with the veterinarian's certification of the horse's age concordance with the submitted date of birth. Concordance will be noted in the PFHA Certificate of Registration, placed in the recorded information for the horse in question and will be available for inspection prior to participation at any PFHA horse show or competition. For horses currently registered with PFHA, concordance of horse's age with the age on the on the certificate of registration will be determined prior to participating at a PFHA sanctioned horse show or competition. This certification must be obtained at least 30 days

prior to competition. At least 4 photographs of the horses dentition at the time of inspection along with the veterinarian's certification of the horse's age concordance with the submitted date of birth must be provided to the show secretary by electronic means (email or data file). Show secretary who will forward the certification of concordance to the PFHA office for official processing. This will apply to horses that have previously participated in PFHA sanctioned competitions as well as those that have never participated. In case of discordance between horse's age on registration certificate with age as determined by a licensed veterinarian, review of horse's dentition by a second licensed veterinarian will be performed. Lack of concordance of horse's age on registration certificate with age as determined by a licensed veterinarian will result in the revision of the horse's certificate of registration to reflect the correct age. Rational: The Paso Fino is an International breed and the integrity of the data in our registry should be a top priority. Since PFHA horses that compete internationally will have their age verified to ensure they are competing in the correct age group, ensuring that our papers reflect the horse's age accurately is imperative. Verification of a horse's age will add to the correctness of the information in our registry. Photographs will serve as a permanent record of this verification. Financial Impact: Cost of preparation of new veterinarian age certification form. It is the responsibility of the member to provide accurate information for registration as per our rulebook. 2-23 Horses Age Measured in Months not Years (Voting Block with 2-27,3-7,3-11,3-12A ,3-12B, 3-12C) Chapter 2, VIII, C Pg. 64 Proposed Change: Change content of section VIII, C to read as follows: C. Horses Age A horse's age requirement will be counted in months. For separation into classes by age in months at horse shows, a horse's age is determined by the number of months it would be when counted from its foaling date to the month of the competition. Delete the rest of current section C. Rational: There are multiple advantages of having a horse compete in its age group instead of artificially becoming a year older in January. There will be no motivation to fake a foaling date for horses born late in the year and add to the accuracy and integrity of our registry data. The Paso Fino is an international breed, which is bred year-round. Year round breeding will not result in disadvantaged late season foal. Financial Impact: None 2-24 Delay of/Commencement of Classes Chapter 2, VIII, Pg. 64 Proposed Change: Following Ring Conduct and prior to Time Out Delay and/or Commencement of Classes. Show management may choose to apply a timing procedure if a delay occurs, such as follows:

a. When horses are competing collectively, if the first horse does not enter the in-gate within 1 minute after the in gate is open the class is cancelled. b. When the first horse enters the in-gate within 1 minute and there are remaining exhibitors who have not entered the ring, a 3 minute warning may be issued. If the remaining horses do not enter at the end of the 3 minute warning, the gate will be closed. c. Judging must commence when the gate is closed Rational: This rule is already in the USEF version of our rulebook - PF 102.7 - adding this to our rulebook provides cohesiveness, but the use of may does not require show management to use this exact process. Financial Impact: None 2-25 Jumps Chapter 2, VIII, H, Pg. 66 Proposed Change: In all classes calling for jumps, the jumps may be either horizontal bar jumps or cross rails. The jumps must include two vertical poles, appropriate jump cups, and a bar for a ground line. All material should be white or some other color that is in contrast to the ring. Jump rails for a horizontal bar jump must sit firmly in jump cups and cannot be on the cup edges. Ground lines must be on the approach side of the jump and no farther than two (2) feet away from the crossbar. The horizontal bar jump will be a minimum of eighteen (18) inches and a maximum of two (2) feet. The height of a cross rail may not exceed 18" and shall be measured at the top of the center of the intersection of the poles. The height of the jump cups should be set so the angle of the poles does not exceed approximately 30 degrees. Hay bales cannot be used as jumps. All jumps in the warm up area also must conform to the above guidelines. Rational: Cross rails are typically used as a less intimidating type of jump. Exhibitors may be more likely to enter these classes if the jump seems more reasonable. Increased entries in these classes may help interest others in our breed. Financial Impact: None 2-26 Change Schooling to Months (Voting block with 2-28) Chapter 2, IX, B, Pg. 67 Proposed Change: Schooling classes may be offered in the Fino, Performance and Pleasure Divisions, including the Amateur classes, as follows. There may be Open Schooling classes for horses three (30 to 47 months) or four (48-59 months) years old. Alternately, there may be two (2) schooling age sections within a division for: 1. Horses that are three (30 to 47 months) years old 2. Horses that are four (48 to 59) years old. Rational:

Amateur classes also may be offered. They may be Open or, if divided, they must be divided into Mares, Geldings and Stallions. Amateur Schooling classes may be offered and may be divided the same as provided in this Section X., 1., above. e. Amateur classes also may be offered. Amateur Schooling classes may be offered and may be divided the same as provided in this Section X., 1, above. Amateur Owned and Trained Classes also may be offered. They will be OPEN for all age horses. Exhibitor must be Amateur, and horse must not have been trained by a Professional for 6 months. Horse must be owned by exhibitor or their family. f. C. International Fino

At International Competitions: After the initial PFHA class procedures, the following will be performed: Exhibitors shall enter the ring to the right on the rail and circle the arena in a counterclockwise manner until instructed to reverse or halt. Horses must work both directions, reverse, halt and proceed in gait and traverse the sounding board. Breaking gait on reverses, stops or starts shall be penalized. Only inanimate objects may be used as “posts” for the figure eight as long as they do not present a danger to horse or rider. A solid, continuous surface allowing no more than one-half inch of space between the boards, ground level, hard surface sounding board forty-eight (48) feet or longer shall be used in this class to clearly exhibit the rhythmic consistency of the horse’s cadence and impact when available. The Performance of the horse on the sounding board shall not be given preference over the horse’s work on the rail. During competition while being judged, exhibitors are not allowed to turn on the sounding board. After line up inspection is complete- all horses moving forward in competition will be required to perform 3 figure eights (2 in one direction, make a straight line then one additional eight in opposite direction); halt in the center between post; back 4 to 6 steps; traverse the sounding board in both directions. Should additional work offs be requested it must be requested in the following order: 1) Reverse of directions on the rail four times. 2) Traverse the sounding board in both directions. 3) A parallel comparison up and back. 4) Circle the entry 3 times in one direction then change direction to perform 3 additional circles in the opposite direction. Rational: Best Conditioned Horse is a prestigious award which involves an excellently prepared and cared for horse, objective data and close examination by licensed veterinarians. For a horse to obtain this award on a ride which includes numerous other horses of many different breeds is truly a worthy accomplishment and should be recognized. YES Committee(s) Comments: 7-2 Endurance Points ___________________________________________________________________ Proposed Rule Change: I propose re-instating the points earned in Endurance/LD trail competition for placings 1-10 and for the Best Condition exam.

Endurance Rides. A.The Association shall award points for miles ridden and completed with a fit horse with an ‘official completion’ recorded by a veterinarian on Vet Ride Book/Card, and placement for Time Finished, for Best Condition and Post-Ride Vet Check Overall Impression Score at the following rate: One (1) point shall be awarded for each five (5) mile increment completed on the endurance ride with a fit horse earning a completion recorded as such on the veterinarian ride book or card for a ride of twenty five (25) through twenty nine (29) miles; two (2) points for each five (5) mile increment for rides of thirty (30) miles up to and including forty nine (49) miles; three (3) points for each five (5) mile increment for rides of fifty (50) miles up to and including seventy four (74) miles; four (4) points for each five (5) mile increment for rides of seventy five (75) miles up to and including ninety nine (99) miles; and five (5) points for each five (5) mile increment for rides of one hundred (100 ) miles. For example, horse that completes a fifty(50) mile ride will be awarded thirty(30) points for mileage. The Association also shall award points for placement in the following categories, with a fit horse with an ‘official completion’ recorded by a veterinarian on Vet Ride Book/Card established by the endurance ride management as shown below: 1. Placement for Time Finished. Points for first (1st) through tenth (10th) place are as follows:

• First (1st): eighteen (18) points, • Second (2nd): sixteen (16) points, • Third (3rd): fourteen (14) points, • Fourth (4th): twelve (12) points, • Fifth (5th): ten (10) points, • Sixth (6th): eight (8) points, • Seventh (7th): six (6) points, • Eighth (8th): four (4) points, • Ninth (9th): two (2) points and • Tenth (10th): one (1) point.

Rationale for the Proposed Rule: Endurance/LD riding is a tough, athletic sport over many miles and within a time limit and pulse/respiration parameters, among other factors. These points indicate the top athlete who can finish the course at the front of the pack and in fit athletic condition. To earn a qualified completion, each horse must be judged "fit to continue." It is not just the first horse across the finish line like a flat track race. The national sanctioning organization, AERC, recognizes only one equine among an event's Top Ten finishers for the Best Condition award; however, it does not have to be given, and Top Ten finishers do not have to "stand" for the exam. This award requires a second, more careful scrutiny of the horse's fitness by the control judge/vet and is often esteemed as a higher achievement than First Place. Without points to recognize the equine athlete competing at this level of fitness, the current system is only recognizing mileage and an easy-to-achieve vet score. Almost any horse in decent working condition and sound can complete an LD distance (under 50 miles) within the time limits (e.g.12 hrs. for 50 miles; 6 hrs. for 25 miles). Horses can walk half that distance in that time frame and earn a decent vet score coming in near the end of the time limit. Yes, the distance is an accomplishment, but it is not the same as an equine finishing in the Top Ten. Recognizing only mileage and the easy vet score does not do justice to the true athlete who finishes in excellent condition within the Top Ten placings. AERC/PFHA already give a mileage award; the High Point Award should identify the equine who competes at the top of the game, with fitness to spare as indicated by the placings and Best Condition exams. These points were surprisingly removed in the last round of Rule Changed; I would like to see them reinstated so the top athletes earn their just recognition. Only 2 foals may be PFHA registered by the registered genetic parent mare per calendar year. Rational: To limit the possibility of diluting the quality of the registry and breed. To entrust the breeding of Paso Finos to those genuinely interested in the show and pleasure aspects of the breed. To ensure the health and future breeding of Paso Fino mares. Financial Impact: None 8-2 Age Verification a Registration Requirement Chapter 8, IV, A, Pg. 147 Proposed Change: Modify as follows: A. Microchip and Age Concordance Verification. 1.All horses being registered with PFHA after 2018 shall be microchipped. 2. After 2020, the concordance of a horse's age as determined by a licensed veterinarian at the time of registration, with the date of birth listed in the registration application, must be certified by a veterinarian licensed in the US. Rational: The Paso Fino is an International breed and the integrity of the data in our registry should be a top priority. Since PFHA horses that compete internationally will have their age verified to ensure they are competing in the correct age group, ensuring that our papers reflect the horse's age accurately is imperative. Verification of a horse's age will add to the correctness of the information in our registry. Photographs will serve as a permanent record of this verification. Financial Impact: Cost of preparation of new veterinarian age certification form. It is the responsibility of the member to provide accurate information for registration as per our rule book.
