The Annual Report gives us a welcome chance to take stock of the Mono Lake Committee’s work in the past year. Combing through the year’s photos makes us realize just how much gets done here every single day as we work toward

our strategic goals. From Outdoor Education Center students hiking to the top of their watershed, to stream restoration field monitoring, to early morning logistics for bird researchers, to canoe tours, to public events—we are doing it all.

There is also work that is not photogenic, but is constantly underway. Conference calls and meetings with expert scientists, attorneys, agency and organization leaders, and the Los Angeles Department of Water & Power—that’s where we dig into details, ask hard questions, corral foot-draggers, lay plans, coordinate efforts, and work toward the best outcomes for Mono Lake and its tributary streams.

One of the most visible markers of progress is the lake level. As we head into 2020, we are single digits from the management goal of 6392 feet above sea level. While we can’t control the weather, we can maximize streamflows for the best restoration benefits—which we were able to do by securing the flows outlined in the Stream Restoration Agreement this year.

2019 again demonstrated that the future Grant Lake Reservoir Outlet remains as critical as ever for delivering a more natural regime to Rush Creek. No pretty pictures, but this year’s efforts move us closer to State Water Board approval for the new water license for DWP in 2020.

We hope you appreciate what you see and read in the following pages; none of it would be possible without you. Thank you for being a part of this effort, this work, and the Mono Lake Committee.

MISSION

where a remarkable salt lake lies at the center of a landscape and ecosystem unmatched. Our vision is of a healthy, protected, and wild Mono Basin and of an organization that seeks positive, principled, proactive solutions to problems.

The Committee’s landmark success—saving Mono Lake from excessive diversion of water to Los Angeles—is internationally known. We revitalized the Public Trust doctrine through a precedent-setting California Supreme Court decision, launched programs to meet Los Angeles’ real water needs through water conservation and reclamation, and achieved an extraordinary revision of

For over 40 years, the Mono Lake Committee has been inspired by a love for this beautiful place,water rights in the Mono Basin that ensures Mono Lake will thrive and its tributary streams will prosper.

Hundreds of thousands of people have united in support of Mono Lake, and we have learned that protecting this place requires us to do even more. Today the Committee tackles new challenges, advances the restoration of the lake and its streams, shares this special place through unique education programs, and broadens our knowledge of Mono Lake through scientific research. As always, we maintain constant vigilance to protect our collective hard-won victories.

The Mono Lake Committee is a non-profit citizens’ group dedicated to protecting and restoring the Mono Basin ecosystem, educating the public about Mono Lake and the impacts on the environment of excessive water use, and promoting cooperative solutions that protect Mono Lake and meet real water needs without transferring environmental problems to other areas.

Protecting Mono Lake, its streams, and surrounding watershed requires nimble

The Committee partnered with The Wilderness Land Trust and Eastern Sierra Land Trust to purchase a 49.3-acre inholding in Lundy Canyon for transfer to the Inyo National Forest.

advocacy, thoughtful planning, and continuing vigilance. Mono Lake needs ongoing citizen involvement to ensure that protections remain strong. Our history of engagement with Mono Lake water issues provides critical expertise needed to ensure that promised protections are followed.

2019 brought a range of issues that underscore the importance of the Committee’s day-to-day watchdog role. From securing long-term protection for an inholding in Lundy Canyon to lobbying for Wild & Scenic River status eligibility for Mono’s tributaries in the Inyo National Forest management plan, to a letter-writing campaign to steer the Tioga Inn development project toward a better outcome, we worked collaboratively and proactively throughout the Mono Basin.

Implementation of the 2013 Mono Basin Stream Restoration Agreement has been stalled by DWP, but the Committee has persisted in pressuring DWP to comply. In 2019 we secured implementation of the science-based Stream Ecosystem Flows that maximize stream restoration as outlined in the Agreement. In addition, DWP has committed to completing a key environmental document in January 2020. State Water Board revision of DWP’s water license includes the requirement that DWP builds a new dam outlet to meet stream and lake restoration obligations.

to Los Angeles. The goal in the Mono Basin is to rejuvenate the dynamic ecological processes of Mono Lake and its tributary streams to reestablish natural conditions that will thrive into the future.

The Committee plays a critical role in transforming restoration actions required by the State Water Board into on-the-ground progress. Once approved by the State Water Board, the Stream Restoration Agreement, and the subsequent new Grant Lake Reservoir Outlet, will better implement flow regimes that mimic natural runoff patterns and activate natural processes to restore the streams. In the meantime we continue an extensive monitoring program to track and inform the restoration process.

Progress has been made on returning some water to Mill Creek—Mono Lake’s third-largest tributary that is not diverted into the Los Angeles Aqueduct, but the creek suffers from antiquated hydropower infrastructure that deprives the creek of flow. While a solution is being worked on, volunteers continue to remove invasive plants from creek banks in order to give native seedlings a chance to establish and jumpstart restoration. In 2019, 44 volunteers worked 66 hours removing 478 pounds of invasive white sweet clover along Mill Creek and the Mono Lake Trail on Mono Lake’s west shore.

the Committee’s education programs offer a wide array of popular experiential opportunities for visitors, members, and enthusiasts to learn more about Mono Lake in addition to environmental education programs for thousands of students each year.

In 2019, canoe tours, South Tufa walks, and bird walks introduced over 2,770 people to Mono Lake. Thirty-two Field Seminars engaged over 300 people for a total of 71 program days. The 18th annual Mono Basin Bird Chautauqua drew over 280 participants.

The Mono Lake Volunteer Program placed 100 volunteers in the field for daily visitor services throughout the summer. Environmental education programs served over 690 students in 31 groups. This year the Mono Basin Outdoor Education Center celebrated 25 years of programs for Los Angeles youth by connecting 376 participants in 26 groups with Mono Lake for a total of 1,856 student education days in the form of week-long visits.

In the Information Center & Bookstore we helped over 70,000 visitors explore and learn more about the Mono Basin. Half a million individuals accessed monolake.org, and the Mono Lake Newsletter reached 16,000 members three times this year, in addition to the visiting public.

SCIENTIFIC RESEARCH

understanding Mono Lake. Scientific research has provided the ecosystem and landscape knowledge that is the foundation of Mono Lake’s protection.

The Committee works closely with researchers, hosts a research library and online clearinghouse of Mono Basin scientific information at monobasinresearch.org, and supports well-established projects like annual California Gull research and Eared Grebe surveys.

The Mono Basin Field Station provides research support facilities with the goals of enhancing the scientific knowledge of the Mono Basin, fostering collaboration and information exchange, and infusing our education programs with opportunities to engage scientists and give students opportunities to see scientific work in action.

Since its opening in 2004 the Mono Basin Field Station has supported 170 researchers working on 99 field season projects. Topics of study have ranged from Greater Sage-Grouse and Willow Flycatchers to paleoclimatology, geomicrobiology, air quality, and climate science.

This year the Committee’s “Refreshments with Refreshing ’Ologists” free public lecture series presented ten talks from local and regional researchers.

Each year the Mono Basin Bird Chautauqua awards a grant to support ecological research in the Mono Basin. In 2019, the Jeff Maurer Chautauqua Research Grant supported phalarope surveys at Mono Lake.

Mono Basin Field Station

The Mono Basin Field Station provides research support facilities with the goals of enhancing the scientific knowledge of the Mono Basin, fostering collaboration and information exchange, and infusing the Mono Lake Committee’s education programs with opportunities to engage scientists and participate in scientific work.

Research projects based out of and facilitated by the Mono Basin Field Station include:

Geomorphic and riparian monitoring at Rush Creek: Bill Trush, PhD, Co-Director Humboldt State University River Institute, Department of Environmental Science and Management, Arcata, California.

Greater Sage-Grouse monitoring and research in the Bodie Hills and Long Valley: US Geologic Survey field crew in collaboration with DWP, BLM, CDFW, and USFWS.

ECOLOGICAL FOOTPRINT

Evaluating our impacts in the course of protecting Mono Lake is an important part

of the equation. As we face the realities of climate change in the Mono Basin, one element of the Mono Lake Committee mission statement—“without transferring environmental problems to other areas”—takes on new meaning. In the course of protecting Mono Lake we track our resource use and challenge ourselves to increase efficiency and reduce impact.

ElectricityWe set a goal of generating all the power needed for the Information

Center & Bookstore and Committee headquarters offices to achieve net zero annual power demand on the grid. Starting with a concerted effort to conserve and upgrade fixtures and appliances we then moved on to installing solar panels. Now, with 57 strategically-placed solar panels, our investment has paid off and we have achieved net-zero power consumption for our headquarters operations.

Our next goal was to tackle the Mono Basin Outdoor Education Center. We replaced single-pane windows with new energy-saving, double-pane windows and installed 16 solar panels. Not only do these improvements make the students’ stay more comfortable, but they also reinforce the program’s conservation message, and this year we met our net-zero power consumption goal for the OEC too.

TravelTravel and mileage have a significant carbon footprint, and are part of the

reality of being in a remote location. We evaluate our travel needs carefully, carpool and combine forces where possible, and purchase carbon offsets in an effort to help mitigate greenhouse gas emissions.

WaterThe Committee’s water comes from the single-watershed system that

serves Lee Vining. In 2012 we installed the first water meter in town to monitor our use and to set a regional example. We also installed a greywater system connecting the public restroom sink with the landscaping so that thousands of visitors now water the storefront plants every time they use the sink, and we no longer need an irrigation system.

The Mono Lake Volunteer program is a joint initiative sponsored by the US Forest Service, California State Parks (the Mono Lake Tufa State Natural Reserve), and the Mono Lake Committee, with support from the Eastern Sierra Interpretive Association and the Bodie Foundation. Volunteers are a critical part of these agencies’ work on behalf of Mono Lake.
