The Blue Ridge Council is pleased to announce Michael Cogdill as
our emcee for the presentation of the Eagle honorees.
Michael Cogdill
American Journalist
Edward Michael Cogdill is an American Journalist, Anchor, Novelist,
Screenwriter, and Film producer. His work as a journalist has
appeared on NBC’s Today Show, CNBC, MSNBC, and CNN. He has been
the recipient of 29 Emmys and a National Edward R. Murrow Award.

The Blue Ridge Council would like to thank the thousands of volunteers
that lead of the district and unit activities throughout the year.
Bubba Fennell
Some of my fondest memories growing up were my years in the Boy Scouts. I started out
as a Cub, before joining Troop 57 at Greenwood First Presbyterian Church led by
Scoutmaster O.A. “Pepper” Martin. We enjoyed troop meetings, camping trips, working
on merit badges, trips to Camp Old Indian . . . it was a memorable experience with this
group of scouting friends. Thanks to “Pepper’s” leadership and his assistant Scout
Leaders, I earned my Eagle when I was 14 . One of my special memories is that “Pepper”
and I were both awarded the Silver Beaver.
In the Long Cane District, I served as a Commissioner in the 1980’s and for the past
ten-plus years I have been a leader assisting with the Friends of Scouting dinner that
raises money for our scouting program in Greenwood and Abbeville Counties. In 2006, I
was elected to the Blue Ridge Council Executive Board and continue to serve on it today.
While on the Board, I have served on the Executive, Finance, Budget, and Endowment Committees.
My scouting experiences helped me tremendously in business, where I was a Shareholder with Elliott Davis, a
regional CPA firm. During these years, I became very involved in my community and state. A few of my activities
during my professional career included Chair of the Deacons of Greenwood First Baptist Church and President of
the following: University of South Carolina National Alumni Association, University of S. C. Board of Visitors,
Greenwood Chamber of Commerce, Greenwood United Way and Greenwood Kiwanis Club. I was also Chair of
the S. C. Festival of Flowers and the Self Regional Healthcare Board, a Lieutenant Governor of the Carolinas
District of Kiwanis and the first Chair of the Bowers-Rodgers Children’s Home.
Currently, I serve on the University of S. C. Board of Trustees and during 2018, I was Chair of the
Bowers-Rodgers Foundation and Treasurer of the First Baptist Church Foundation.
As recognition for my activities, the Chamber of Commerce inducted me into the Greenwood County Hall of Fame
on February 9, 2017. Other awards include the S. C. Association of CPA’s Distinguished Public Service Award,
the WYFF Jefferson Award and the University of S. C. Friends of Accounting Alumni Service Award.
Perry Gravely is Scoutmaster for Troop 51 in Pickens where he has served as an adult
leader for 18 years—the same troop where he earned his Eagle Scout in 1976. Perry has
received the Silver Beaver Award and earned his Wood Badge beads. He enjoys the
monthly outings with his troop and highlights of his Scouting career include his trip to
Philmont as a scout in 1976 and again in 2006 with his son, who also earned his Eagle
Scout in Troop 51.
Perry also enjoys his weeks at Camp Old Indian where he will return for his 20th straight
summer this July, in addition to several trips to Camp Old Indian while a Scout.
Perry is married to Kathryn Gravely and they have 4 children and 1 grandchild, who is
hopefully a future scout, even though it would be in a Georgia council. Perry is a graduate
of Wofford College as a History Major and then a graduate of University of South Carolina School of Law and
practiced law for 30 years before being elected as a State Circuit Judge in 2015 for Pickens/Greenville. In addition
to Scouts, Perry has been involved in numerous community activities in Pickens and Greenville and enjoys hiking,
cycling, reading and playing his guitar (although others do not enjoy it as much)

2018 National Eagle Scout Association Outstanding Eagle Scouts
The National Eagle Scout Association Outstanding Eagle Scout Award (NOESA) is a distinguished service award of The Boy Scouts of America. It is awarded to an Eagle Scout by The National Eagle Scout Association (NESA) for distinguished service to his profession and
community upon the recommendations of his local BSA council NESA committee, Scout Executive, and Council President.
Fred Hyslop
Frederick W. Hyslop Jr. of Greer, South Carolina began his Scouting
adventure as a youth in 1961 and continued through 1972. His journey as an
adult leader in the Blue Ridge Council began in 1979 where he has served
in many unit, district, and council roles.
At the council level, he currently serves as council vice president of
programming. In the past, he as has served as council vice president of Cub
Scouting, Council commissioner, and as Wood Badge course director.
In Area 5 (Southern Region) he served as membership chair, program
impact chair, training chair, and Wood Badge coordinator. He has also
served on several summer camp assessment teams and assisted on the first
Summit Assessment Team in 2014.
His National Jamboree experience includes serving as Scoutmaster (1997), part time sub camp staff
(2001), subcamp mobilization lead (2005), Southern Region mobilization chair (2010), and deputy for
Messengers of Peace Day of Service (2013 and 2017). Fred Hyslop’s World Jamboree experience
includes assistant scoutmaster (2007), International Service Team (2011 and 2015), and is currently
serving as the BSA Logistics lead for the 2019 World Jamboree.
Through his years of Scouting he has been recognized and awarded with the God and Country religious
emblem, the Silver Antelope Award, Silver Beaver Award, District Award of Merit, Doctorate of
Commissioner Science, and Vigil Honor member of the Order of the Arrow.
Fred Hyslop is now retired and lives with his wife of 41 plus years, Marian. He has two sons, both of
whom are Eagle Scouts, and three grandchildren. Fred Hyslop volunteers at a local child development
center and is a member of Greer First Presbyterian where he performs in the church vocal and handbell
choir and has served as an Elder.
Charlie Warlick
2018 Class of Eagle Scouts Honoree
Charlie Warlick joined Scouting in 1948 on his 12th
birthday in the small town of Polkville, N.C. (Piedmont
Council). He was awarded Eagle Scout in February of 1952
while also earning 7 Eagle Palms and 92 merit badges. In
1953, he was Quartermaster for the Piedmont Council
contingency to the BSA National Jamboree at the Irvine
Ranch in California. In May of 1974, he joined Troop 159
(Dist. 7, Blue Ridge Council) as Scoutmaster for the next
31 years. In 2005, he moved to assistant Scoutmaster in the
Troop to the present time which completed his 50 years in Scouting.
During this time, the Troop recently Honored its 100th Eagle Scout. During his time as
Scoutmaster he camped with the Troop for over 1000 days. The Troop camped in 7
States, 40 South Carolina State parks, and completed 6, 50 mile canoe trips on the
Suwanee river in Florida. While Scoutmaster he took his entire Troop for 5 days of
camping to visit the BSA National Jamboree at Fort AP Hill in 1989, 1993, 1995, 1997,
2001, and 2005. Both of his sons are Eagle Scouts and both daughters are Gold Scouts.
Of his 9 grandsons, 6 are Eagle Scouts.

R. Bruce White graduated from Clemson University in 1971 with a BS
degree in Industrial Management. He served in the U.S. Army Reserves
from 1970-1976. Bruce went to work with the Bank of Travelers Rest in
1971 and served as its President from 1978 to 2015. He currently serves as
the bank’s Chief Executive Officer and Chairman of the Board.
He is a Past President of the South Carolina Independent Bankers
Association, Past President of the Up-State Chapter of Bank Administration
Institute and served on the Board of Directors for the Independent
Community Banks Association. Bruce is a Past Director of Greenville
County Mental Health Board, Past Director and Treasurer for Greenville
County Transportation Committee, Past Trustee for the Greenville Hospital
System and has served on the boards for the Alliance for Quality Education,
Greenville County Mental Health Association and Chaired the YMCA
Endowment Fund. He is currently serving on the Senior Advisory Board
for the Clemson University College of Business.
Bruce was a member of Troop 19 in Greenville and earned the rank of Life. Later he became involved
in Scouting when his sons entered the Scouting program. Bruce currently serves on the Blue Ridge
Council Executive Board as Vice President for Endowment.
Bruce has been married to Martha S. White for the past thirty-three years. They have five children, two
grandsons, two granddaughters and one grandchild on the way.

SILVER BEAVER AWARDS
BLUE RIDGE COUNCIL
SILVER BEAVER RECIPIENTS
The Silver Beaver Award is the council-level distinguished
service award of the Boy Scouts of America. Recipients of this
award are registered adult leaders who have made an impact on
the lives of youth through service given to the Council.
The Silver Beaver Award is given to those who implement the
Scouting program and perform community service through hard
work, self sacrifice, dedication, and many years of service.
The Silver Beaver Award is the highest award that a local
Council can present to a volunteer for distinguished service to
youth.
Gary Lee Dean
Gary Lee Dean started his Scouting career in the Blue Ridge Council, Troop 45
located in Walhalla, SC. He received his Eagle Rank in 1986. Gary is the Tim
Williams Memorial Distinguished Eagle Scout of the year for 1986.
He was inducted into the Order of the Arrow in 1983, receiving his Vigil honor in
2017 and currently serves as the AIA (American Indian Activities) Advisor for the
Atta Kulla Kulla Lodge. He was also awarded the Ted Dreibrodt Legacy Award in
2017.
Gary has been a Cubmaster for Pack 227 since 2012 where he earned the Cubmaster
Unit Award of Merit. Gary started Troop 227 in 2016, both are located at Flat Rock
Baptist Church in Liberty, SC.
Gary has also served numerous positions for the Pickens District including Day Camp Director, Cub Scout
Roundtable Commissioner and now Boy Scout Roundtable Commissioner. He received the District Award of
Merit 2015.
Gary has also served on numerous committees for Council events and is currently the Council Camping Committee
Chair. He has also served as the Council Day Camp Director, Cub Family weekend and Webelos Woods weekend
Camp Director. Gary attended Wood Badge in 2013 S5-551-13 as a proud Eagle. He also attended Powder Horn
training in the Atlanta Council.
Gary and his wife Emily have a 14-year-old son, Garrett. He has been in the Scouting program since he was a
Tiger and is now a Life Scout in Troop 227. He serves as the Lodge Secretary for Atta Kulla Kulla.
A little blond haired, blue eyed second grader came home begging his Dad to go to a
meeting about Club Scouts at East End Elementary School. Bryan’s famous last
words were, “We are only going to see what it’s all about”. He came home as a Cub
Scout leader and we had a new cubby in the house. It has been a true family
adventure ever since. That was 1998. Bryan has always been involved in church,
teaching youth Bible Fellowship classes, youth choir, RA leader/director, adult choir,
men’s quartet, and Discipleship Training Director to name a few. He is a supporter of
Pickens County United Way and The Dream Center of Pickens County. Bryan has
not served on a lot of boards or been in a lot of “clubs” because he is truly a family
man. Bryan gives unselfishly to his family, as well as his scouting family and
personal friends. His God, family and friends is his focus. When he is not “scouting”
he is busy doing something to help others. He is always on call and willing to help out whenever or wherever
needed.
Bryan crossed over in 2001 in Scouting. He became scoutmaster of Troop 37 in 2002. During this time he has
seen 33 boys reach Eagle Scout. He does everything in his power to make that happen for all the boys who go
through the scout ranks. He has participated in several hundred camping trips and troop activities with hundreds
nights of camping and thousands of hours of community service. Annually, he enjoys spending a week attending
summer camp with the troop. Bryan has received the Cub Scouter Award, Den Leader Award, Den Leader
Award (Webelos), Scoutmaster Award of Merit (District), Scoutmaster of the Year, Good Shepherd Award,
Scouter Award of Merit (National), Adult Religious Service Award and the James E. West Fellowship Award.
He has attended many scout training opportunities, Wood Badge, and participates in Roundtable planning
meetings as well as participating and assisting with District Camporees. When I think of Bryan the song by Tim
McGraw “Humble and Kind” is a perfect reflection of the man Bryan is. When you ask him what the hardest part
of being a scoutmaster is he would readily tell you that keeping the boys encouraged, achieving at their fullest
potential and keeping them motivated to be the type of young men our country needs. To him, it’s not about a
title but a chance to be a role model of Christian character and mentoring boys to become successful and
contributing members of our society.
Bryan has been married to Ginger Houston Dickard for 35 years. They have two married children and their son,
Matthew, is a Troop 37 Eagle Scout. They have one granddaughter who calls him Ugga which means “I love
you”. Bryan has worked with Duke Energy for 32 years. He attends Rock Springs Baptist Church in Easley and
enjoys hobbies related to working in his shop and being outdoors.
Bryan Dickard
Lee Dixon
Lee Dixon is the youngest of three boys, and as the son of a career Marine his family
moved seven times from his birth through high school. During those formative years,
his experience in Scouting was instrumental in helping him assimilate into each new
location and develop the leadership skills and desire to serve that he still lives today.
His mother, Augusta Dixon, was a den leader during the Cub Scout years and his
father, King Dixon, was a Scoutmaster during his Boy Scout years.
Lee earned his Eagle Scout, joining his two older brothers, Gus and King Dixon III,
as Eagle Scouts. While a Scout, Lee was Senior Patrol Leader of his Troop, a mem-
ber of the Order of the Arrow, and attended both Philmont Scout Ranch in New
Mexico and the National High Adventure Camp in Maine. As an adult Scouter in the
Blue Ridge Council, Lee is currently a member of the Executive Board and the
Council Treasurer. He has also served as the Chair of the annual Friends of Scouting
campaign, Chair of the Strategic Planning Committee that completed the Council’s most recent Strategic Plan in
2017, and a member of the Nominating Committee and the Audit Committee.
Lee is a Certified Public Accountant and began his career with the global accounting firm, PricewaterhouseCoop-

terian Church of Winston-Salem, seven years as the Chief Operating Officer and Chief Risk Officer of The Palmet-
to Bank, and two years as the Chief Strategy Officer for United Community Bank. Lee is currently the Chief Oper-
ating Officer for the law firm Nelson Mullins Riley & Scarborough.
Lee is an active member of First Presbyterian Church of Greenville, currently serving as an Elder, Chair of the
Leadership and Governance Committee, member of the Finance Committee, and, with his wife, Margaret, leads a
young adult Sunday School class. He is also a member of the Advisory Board of the Greenville Chamber of Com-
merce and a past President of the Greenville Symphony Orchestra.
Lee is married to Margaret Edwards Dixon from Greenville, and they have two daughters, Anna (24) and Sarah
(21). Lee is a dedicated family man, having coached his daughters’ sports teams, chaperoned their Church mission
trips and school trips, and taught their Sunday School classes.
Michael S. Kirby
Michael Kirby was born and raised in Anderson, SC. He received his
Bachelor’s degree in Elementary Education from Lander University. During
his second year of teaching, he met the love of his life while taking a class
through the school district. Michael and Candace have been married for eleven
years and have two beautiful children, Lucas and Savannah. Michael also holds
a Master’s degree from Southern Wesleyan University and is a National Board
Certified Teacher.
Michael joined Scouting as a Cub Scout where his dad served as Cubmaster
and later on as Scoutmaster of Troop 280. Michael attained the rank of Eagle
in 1996. He began working at Camp Old Indian when he was 15. He has
worked in numerous departments over his thirteen summers on camp staff
including: Waterfront, Scoutcraft, and Pathfinder. He was named Outstanding
Staff Member in 2004. Michael served as Program Director in 2005, and
returned again for two more years in that position with his family in 2016. He
is a Vigil Honor member of the Order of the Arrow where he served as lodge chief and section chief. Michael
was presented the OA’s Distinguished Service Award in 2009.
Michael has served in various roles at the district level from Activities Committee Chairman, Chapter
Adviser and even District Chairman of Long Cane District. He was recognized with the District Award of
Merit in 2012. On the council level, Michael served as the Associate Lodge Adviser of Administration for
several years. He currently serves as Venturing Chairman, NCAP Chairman and Program Director for Cub
Scout Resident Camp. He has been a member of the Council Executive Board for many years, and serves as a
Den Leader for Pack 997. Michael received his Wood Badge beads in 2018.
He teaches Sunday school, and does the puppets for the Awana’s Program at New Life Fellowship.
Michael gives credit to God, his family and Scouting for making him the man he is today.
Ashley Steigerwald
As Ashley began her Scouting career as a Girl Scout in Miami, FL. Upon
crossing over to the rank of Juniors, she learned that the Troop required both
full uniform and camping. She began playing sports. Ashley attended Florida
International University in Miami and Simmons College in Boston, MA where
she began dating her future husband, Dr. William R. Steigerwald, Jr., at an
optometry event aptly named the “EyeBall.” Together they have three sons,
William III (13) – Star Scout, John (8) Bear Scout, and Matthew (6) Tiger
Scout. Ashley and Bill became Den Leaders when their oldest son joined as a
Tiger; she was not thrilled about the uniform or camping.
She worked behind the scenes as Pack Trainer and attended her first Pow Wow
in 2013. At that event she experienced the community of Scouting for the first
time and learned how the program makes a lifelong impact on the youth. She
was hooked and ponied up the money for the uniform, but she still wasn’t sold
on camping.
Ashley attended Wood Badge in 2013 and left with a goal to charter a new Pack at St. Mary Magdalene
Catholic Church in Simpsonville. The Pack has since grown to a height of 90 scouts in less than five years.
Ashley has served in various roles including Day Camp Director, District Committee Member, Wood Badge
staff, Cub Scout Roundtable Commissioner and Pow Wow Chair. She has even started to enjoy camping.
Ashley has a passion for training and she is currently serving on the Executive Board as the VP of Cub
Scouting. For Ashley, her husband, and their children, Scouting is a family vocation and a ministry.
Outside of Scouting, Ashley has volunteered on the Chapter Advisory Board for Sigma Sigma Sigma and was
an active member of the Junior League of Roanoke Valley for many years. Professionally, she is a Realtor
with Wilson Associates Real Estate serving clients with excellence and distinction. She has garnered a
reputation of going above and beyond for her buyers and sellers, putting into action the words – On My
Honor I Will Do My Best.
