2019BYE-LAWS

JURISDICTION1. TheUSGAA(USGaelicAthleticAssociation)shallbetheGoverningBodyoftheGaelicAthleticAssociationinNorthAmericaexcludingtheareasunderthejurisdictionofCanadaCo.CommitteeandtheNewYorkMetropolitanarea,NewJerseyandStamfordCTthatareunderthejurisdictionoftheNewYorkBoard.

ItshallbethegoverningbodyforLadiesGaelicFootballandCamogie,aswellasGaelicFootballandHurling.

BOARDELECTIONS2.TheUSGAACountyCommitteeshallbeelectedataConventiontobeheldinacitywithanaffiliatedG.A.A.Clubonthe2ndweekendofNovember.

Those entitled to attend are the outgoing Committee, two delegates fromeachmensfootballandhurlingclub,twodelegatesfromeachladiesfootballclub, two delegates from each Camogie club, two delegates from eachdivisionwhere there is a recognizedYouthProgram, and theChairperson,withavote,ofeachDivisionalBoard.Only clubs that have competed in the current years Junior or higher levelCompetitionsatdivisionallevelareentitledtohavedelegatespresent.

In accordance with Rule 3.12 OG 2018 the USGAA County Committee isauthorized by Co Convention to select the USGAA delegates to attendCongress.

Note: The Youth delegation from each Division shall consist of (a) theDivisional YouthOfficer and (b) another person involved in theDivisionalYouthProgram.


CONVENTION3.COUNTYCONVENTION(a) In accordance with R. 3.11 T.O. 2018 the Co. Convention shall elect the

followingofficerswhosetermofofficewilllastuntiltheconclusionofthefollowingyearsCo.Convention:

Chairperson,ViceChairperson,Secretary,Treasurer,Registrar,P.R.O.,andYouthOfficer.

ItshallalsoelectaCentralCouncilRepresentative.Allshallbeentitledtovote.

ConventionmayalsochoosetoselectanHonoraryPresident,ifanappropriatecandidateisproposed.Theposition,anon-Officerposition,withoutvotingrights,isinrecognitionofservicetotheUSGAA,andasanhonorarypositionmayonlybeheldforasingleone-yearterm.

(b)The Youth Officer must be involved in the Youth program in his/her

divisionalarea.(c) A delegate to the USGAA Annual Convention must be from the same

Divisionanddulyauthorized,inadvanceandinwriting,torepresentthatclubatConvention.


COMMITTEES

4. The Co. Committee shall consist of the Officers and the Central CouncilRepresentative.

5. In accordance with Rule 3.20 and subject to Rule 3.21 T.O. 2018 the Co.Committee shall appoint the following additional subcommittees whosemembershipshallbeassetoutinBye-Laws:

(a)ManagementCommittee:ItshallconsistoftheChairperson,ViceChairpersonandSecretaryoftheUSGAA.

(b)CompetitionsControlCommittee(CCC):Itshallconsistof5membersnamelytheChairperson,Vice-Chairperson,Secretary,RegistrarandPROoftheUSGAA.

(c)FinanceCommittee:ItshallconsistoftheUSGAATreasurer,ViceChairperson,Registrar,PRO&YouthOfficer.

(d)HearingsCommittee:Itshallconsistofatleast5namedmembers,noneofwhomaremembersofC.C.CorManagementCommittee.

ItshalladjudicateonallDisciplinarymatterswhereaHearingisprescribedandrequested,relatingtotheEnforcementofRulesarisingfrommattersunderthejurisdictionoftheUSGAA.

(e)AppealsCommittee:ItshallconsistoftheCentralCouncilDelegate,5othernamedpersonstogetherwiththe10DivisionalChairpersons.Noonewhohassatonacaseatanearlierhearingmaysitonafurtherhearing/appeal.

(f)Motions,RegulationsandByeLawsReviewCommittee:ItshallconsistofanappointedUSGAAofficerandallDivisionalChairpersons.

ItshallreviewthecurrentBye-Laws/RegulationsandmakeanynecessaryrecommendationstotheCo.Convention.Theclubs,underRule3.14OG2018,mayalsosubmitmotionstoenact,amendordeleteByeLaws.


(g)PlayoffCommittee:ItshallconsistofallUSGAAofficersandtheirfunctionshallbetomonitorandoverseeallarrangementsfortheplayoffweekendandafterwardstoevaluateandreportonallaspectsoftheplayoffs.

(h)YouthCommittee:ItshallconsistoftheYouthOfficer(asitsChair)and8othermemberselectedbyYouthClubsattheAnnualYouthmeeting,fromcandidatesnominatedbythevariousYouthCommitteesthroughouttheUSGAA.SubjecttotheoverallauthorityoftheUSGAAthiscommitteeshallinitiateandcoordinateallyouthactivitieswithintheUSGAAarea.

DIVISIONS

6. Under the control of the USGAA, there shall be the followingDivisionalBoards:-

NORTHEAST: Boston and suburbs, All New England StatesincludingConnecticutwiththeexceptionofStamfordCT.

CHICAGO:Chicagoandsuburbs(withtheexclusionofNaperville),NorthernIllinois,NorthwestIndianasuburbsofChicago.HEARTLAND:Indiana(withtheexclusionofNorthwestIndianasuburbsofChicago),Iowa,Kentucky,Minnesota,Missouri,Naperville,Wisconsin,andSouthernIllinois.

WESTERN:SanFranciscosuburbs,Burlingame,Oakland,SanJose.

PHILADELPHIA:Philadelphiaandsuburbs,AllentownPA.

MIDWEST:Albany, Akron, Buffalo, Cleveland, Detroit, Pittsburgh,Syracuse,Rochester.


SOUTHEAST: Georgia-Atlanta, North Carolina – Charlotte, SouthCarolina,Florida–FortLauderdale,SOUTHWEST:NewMexico -Albuquerque,Texas-Austin,Colorado-Denver, Arizona – Phoenix, California South -Los Angeles, OrangeCounty,SanDiego,SanLuisObispo.

NORTHWEST:Oregon–Corvallis,Portland;Washington–Seattle,Spokane,Tacoma;Utah;Montana–Missoula;

MIDATLANTIC:Maryland,Virginia,WestVirginia,WashingtonDC.

7.DIVISIONALBOARDS:

(a)EachDivisionalBoardshallbeadministeredbyaCommitteeelectedatanAnnualGeneralMeetingoftheoutgoingcommittee,includingtheYouthOfficer,anddelegatesfromClubswhichcompetedinthemostrecentJuniororhighergradecompetitions.

TheclubDelegatesentitledtoattendandvoteareasfollows:

• TwodelegatesfromeachRegisteredClubUnit,subjecttotheyhavingparticipatedinUSGAAsanctionedCompetitionsinthecurrentyear.ARegisteredClubUnitisonethathaspaidRegistrationFeesintheseasonleadinguptoConvention.“DualClubs”thathavepaidoneRegistrationfeemaybeconsideredasoneRegisteredClubUnit.


(b)TheAGMshallelectthefollowingofficerswhoshallholdofficeuntiltheendofthenextAGM:Chairperson,Vice-chairperson,Secretary,Assistantsecretary(ifneeded),Treasurer,AssistantTreasurer(ifneeded),PRO,Registrar,andYouthofficer.

TheYouthOfficermustbeinvolvedintheYouthprograminhis/herdivisionalarea.

(c)EachDivisionalBoardshallconsistof(i)theOfficers,and(ii)two

delegatesfromeachaffiliatedadultclub.

(d)EachDivisionalBoardshallberesponsiblefortheorganization,control,disciplineandmanagementofHurling,Football,Ladies’FootballandCamogiewithinitsDivision.

ItshallconductitsbusinessinaccordancewiththeCurrentOfficialGuide,theOfficialGuidesofLadiesGaelicFootballAssociationandCamogieAssociation,theUSGAAByeLawsandRegulations,andanyotherRegulationsdrawnupbytheDivisionalBoardandapprovedannuallybytheUSGAA.

NoRegulationshallbecontrarytoanyRuleintheOfficialGuideotherthanwhereadeviationhasbeengrantedtotheUSGAAbyCentralCouncil.

8.EachDivisionalBoardshallappointaCompetitionsControlCommitteeconsistingofatleast5namedmembers,whoareassociatedwithdifferentregisteredadultclubswithintheirdivision,whoshallberesponsiblefortheorganizationofallgamesunderthejurisdictionoftheirDivisionalBoardanddealingwithallmattersarisingfromsuchgamesotherthanthosefunctionsreservedtotheDivisionalHearingsCommittee.


ItshallinvestigateandprocessmattersrelatingtotheEnforcementofRulesincludinghearingObjectionsandCounter-Objections.ThenamesofthemembersoftheDivisionalCCCshallbesubmittedannuallytotheUSGAAforapproval.

9.EachDivisionalBoardmayappointaHearingsCommitteewhichwillconsistofatleast5members,noneofwhommaybemembersoftheDivisionalCompetitionsControlCommitteeorManagementCommittee.ItsmembersshallbedrawnfromdifferentclubswithintheDivision.

ItshalladjudicateonalldisciplinarymatterswhereahearingisprescribedandrequestedrelatingtotheenforcementofrulesarisingfrommattersunderthejurisdictionoftheDivisionalboard.ThepowersoftheHearingsCommitteeshallbeplenaryandappealsagainsttheirdecisionsshallbetotheUSGAAAppealsCommittee.IfaDivisionalHearingsCommitteeisnotappointed,HearingsshallbedealtwithbytheCountyHearingsCommittee

10.EachDivisionalBoardmayappointaManagementCommitteewhich

willconsistofatleast5namedmembers,noneofwhommaybemembersoftheDivisionalCompetitionsControlCommitteeorHearingsCommittee.Itsmembersshallbedrawnfromdifferentclubswithinthedivision.

ItshalladjudicateonalldisciplinarymattersrelatingtotheenforcementorrulesarisingfrommattersunderthejurisdictionoftheDivisionalBoardnotrelatingtogames.

ThepowersoftheManagementCommitteeshallbeplenaryandappealsagainsttheirdecisionsshallbetotheUSGAAAppealsCommittee.

11.IfanyDivisionalCommitteefailstofunctiontheUSGAAshallassumefull

controlofthatDivision.


REGISTRATION12.REGISTRATION:

AllRegistrationpacketsshallincludeaglossaryofdefinitionsofallplayerlevelsstatedinBy-laws,i.e.Senior,JuniorA–D,Resident/Non-Resident,Sanctioned,orInter-Countytransferred.(a)EachclubshallregisterwiththeUSGAARegistrarthroughitsDivisionalRegistraraccordingtotheUSGAArequirementssetoutinUSGAARegulations.

TheUSGAAfeeforregistrationforallclubsshallbe$100.00.

EachResidentmembershallregisterindividuallyusingtheUSGAARegistrationSystem,withafeeof$60-per-MalePlayingMemberand$40-per-FemalePlayingMember,and$10-per-individualforSocialmembers.ASocialMembercanswitchtoaPlayingMemberatanypointuptoJuly1st,oncetheyhavepaidtherespectivedifferential.

Non-ResidentmemberswillpayanInsuranceFee,atacosttobedeterminedbyUSGAACCC.

(b)AMembershipFeeof$3permembershallbeincludedineachregistrationandthisshallbeforwardedtoCentralCouncilbyUSGAAtocompletetheregistrationandaffiliationprocess.


(c)AmembermustbeapermanentresidentintheDivisionalareainwhichhe/sheisregistering.USGAAreservestherighttorequestproofofresidencypriortoRegistration.

Aplayerregisteredwithaclubinthepreviousyearmayelecttoremainwiththatclubwhenrelocatingoutsideoftheclub’sdivision.

Ifatanytimeamemberchoosestotransfer,subjecttoRegistrationDeadlinesoutlinedinrelevantByelawsandRegulations,he/shemustregisterwiththeappropriateteaminhis/herDivisionalareaandlosetherighttoplaywiththeirformerteam.


TRANSFERS,PLAYER&TEAMGRADING13.TRANSFERS:MensClubsOnly(LadiesFootball-Bye-law24,Camogie–Bye-law25)

(a)Asoutlinedin2018OG6.12(d)(i),thedeadlinesubmittingan

Inter-CountyTransfersapplicationintoUSGAAareaisMarch31st.

(b)AnyplayerthathasnotregisteredwithaGAAclubintheprevious24months,canregisterwithaUSGAAclubuptoJuly1stbysubmittingaNon-ClubPlayerForm.

Theplayercanonlyregisterforoneyearunderthisstatus,andmustgetanappropriatetransferinthesubsequentyear.

(c)Anapplicationfortransferbetweenclubsunderthejurisdiction

ofthesameDivisionalBoardmustbelodgedwiththeDivisionalBoardSecretaryonorbefore30thAprilinanyyear.

(d)AnapplicationfortransferbetweenclubsindifferentDivisionsmustbelodgedwiththeSecretaryoftheUSGAAonorbeforeApril30thinanyyear.

RecommendationsoftherelevantDivisionalCommitteewithregardtoTransfersmustbesenttotheUSGAAforfinaldecision.

(e)Inter-CountyTransfersfromclubsoutsidetheUSGAAareamayonlybegrantedbyCompetitionsControlCommitteeoftheGAAonanInter-CountyTransferForm.


(f)ApplicationforalltransfersbetweenclubsunderthejurisdictionoftheUSGAAmustbemadeonanOfficialTransferFormwhichhasbeenpreparedbyUSGAAandcanbeobtainedfromtheCo.SecretaryorDivisionalSecretary.

14.REGRADING:

Players:(a)Junior:SubjecttoRule6.20T.O.2018allResidentSeniorand

IntermediateplayersintendingtoplaywithaJuniorClubshallregradenotlaterthanApril30th.

(b)Intermediate:AResidentSeniorplayer,intendingtoplay

withanIntermediateClub,shallregradenotlaterthanJuly1st(c)Noticeshallbesenttoallclubslistingallplayerswhoregrade

fromseniororintermediategradeandthisnoticeshallbereceivedbyallclubsnolaterthanJuly31stoftheyearinwhichregradingwillbeeffective.

Teams:(d)SubjecttoRule6.20T.O.2018anyclubthatwishestoregrade

ateam(orteams)toalowergrade,mustrequestwrittenapprovaloftheUSGAApriortoMarch31st.


USGAASANCTIONEDGAMEBYELAWS

15.EXTRATIME:IntheeventofatieoradrawinUSGAAplayoffgamestheteamsinvolvedshallplayaninitialtwoperiodsoftenminutesperperiod,followedbysuchperiodsoffiveminutesperperiodasarenecessaryuntiladecisionisreached.

16.SUBSTITUTES:InUSGAAgames,5substitutesshallbeallowedinHurlingand6SubstitutesinFootball(asper2018OG2.4(i)),withtheexceptionofLadiesIntermediateandJunior(A&B)Football,whereunlimitedsubstitutionsareallowedattheUSGAAFinals.ThenumberofsubstitutesallowedinMinor(Youth)GameswillbedeterminedbytherelevantYouthBoard.

InDivisionalgamessubstitutionsmaybeinaccordancewithDivisionalCommitteeRegulations.

17.NUMBERSONTEAMS:AllMensteams,regardlessofcodeorgrade,shallconsistof13players.

18.STATUS–USGAAFinals:AteamthatwinsJunior‘A’,Junior‘B’,Junior‘C’,orJunior‘D”competitionattheUSGAAFinalsisrequiredtocompeteatahighergradethefollowingyear,subjecttoratificationbytheUSGAABoard.

19.STATUS–DivisionalCompetition:AteamthatwinstheJunior‘A’DivisionalChampionshipmayplayintheJunior‘A’DivisionalChampionshipinthefollowingyear.AteamwinningthisChampionshipfortwoconsecutiveyearsmustmovetothenexthighergradeinthatDivisionthefollowingyear.


DISCIPLINARYPROCEDURES20.DISCIPLINE:ThefollowingDisciplinaryprocedureswilloperateduringtheUSGAAFinalsweekendandatDivisionalPlayoffs,ifnecessary:

(a)Noticeofintenttolodgeanobjectionmustbegiventothe

USGAACompetitionsControlCommitteeSecretaryorChairpersonnotlaterthan15minutesafterthefinishofthegameinquestion.

(b)SuchobjectionshallbelodgedinaccordancewiththeUSGAARegulations(TimeandFee)andotherwiseinaccordancewiththeOfficialGuide–Rule7.10.AnobjectionmustbelodgedwiththeUSGAACCCSecretaryorChairwithin60minutesoftheendofthegameinquestion.ObjectionsarisingfromQuarter-finals,Semi-finalsoraFinalmustbelodgedwithin30minutesoftheendofthegameinquestion.

(c)Noticeofintenttolodgeacounter-objectionmustbegiventothe

USGAACCCSecretaryorChairnotlaterthan10minutesafterreceiptofobjection.Suchcounter-objectionsmustbelodgedwiththeUSGAACCCSecretaryorChairnotlaterthan60minutesafterreceiptofobjectionAnycounter-objectionarisingfromaQuarter-final,Semi-finaloraFinalmustbelodgedwithin30minutesofreceiptofobjection.Allobjectionsandcounter-objectionsshallbeheardbythemembersoftheUSGAACompetitionsControlCommittee.


(d)Allobjectionsandcounter-objectionsshallbesubmittedonan

officialObjectionForm,tobefoundinregistrationpacketsuppliedattheUSGAAplayoffs,andaccompaniedbyafeeof$200.

Shouldformnotbeavailable,objectionshallbesubmittedinwritingandincludethefollowinginformation,Objector,Division,Club,gameinquestion,i.e.teams,game,date,location,etc.andreason/sforobjection,includingtherulesallegedlybreached.

(e)Appealsagainstthedecision(s)oftheUSGAACompetitionsControlCommitteeand/ortheUSGAAHearingsCommitteeshallbeheardbytheUSGAAAppealsCommittee.SuchappealsshallbelodgedwiththeAppealsCommitteeSecretarywithin30minutesofreceipt,inwriting,oftheCCC’sortheHearingCommittee’sdecisionandaccompaniedbyafeeof$500whichshallonlybereturnediftheappealisupheld.ThereshallbenoappealagainstthedecisionoftheAppealsCommittee.Clubsinvolvedinlodginganobjection,counter-objectionorappealmayrequestorally,andreceiveorally,noticeoftimeandplaceatwhichthehearingwilltakeplace.

(f)TheBye-Lawsgoverningobjections,counter-objections,investigationsandappealswillapplytoanyDivisionalplayoffgameswithin14daysofthestartoftheNationalplayoffs.


(fcont)Inthesecircumstancesobjections,counter-objectionsorinvestigationswillbeconductedbytheDivisionalCCC.Appealsagainsttheirdecision(s)willbeheardbytheHearingsCommitteeoftheDivisionalBoardsoroftheUSGAAHearingsCommitteeasapplicable.

(g)Thedecision(s)oftheUSGAACCCorHearingsCommitteeinrelationtomeetingthetime-limitssetoutforobjections,counter-objectionsorhearingsis/arefinalandbindingonallunits.

(h)NON-PARTICIPATIONPENALTY:

(i)IfaclubwhohasenteredtheUSGAAplayoffsandwithdrawsthirtydaysormorebeforethefirstdayoftheUSGAAplayoffs,suchclubmaybefinedinanamounttobedeterminedbytheHearingsCommittee,upto$1,500.00.

Theclubshallstandsuspendeduntilallfinesarepaidandotherconditionsfulfilled.

(ii)IfaclubwhohasenteredtheUSGAAplayoffsandwithdrawslessthanthirtydaysbeforethefirstdayoftheUSGAAplayoffs,suchclubmaybefinedinanamounttobedeterminedbytheHearingsCommittee,upto$2,500.00.

Theclubshallstandsuspendeduntilallfinesarepaidandotherconditionsfulfilled.

(iii)IntheeventaHearingsCommitteeimposesafineuponaclubforviolationofthisBylaw20(k),suchfineshallbesplitevenlybetweentheHostCommitteeandtheclubwhohadbeenscheduledtoplaythewithdrawnclub.


CLUBGAMES,TOURNAMENTS&JURISDICTION21.GENERAL:

ToparticipateinagameotherthanagamescheduledbytheDivisionalBoardortheUSGAA,aclubmustapplyinwritingandreceivepermissionfromtheDivisionalBoardortheUSGAAasappropriate.

22.Theterritorialareaofaclubshallbeuptothehalfwaypointtothe

nextcityinwhichaclub/clubsis/areregistered.23.EachDivisionalCommitteemaydraftregulationstogovernitsown

operationssubjecttothefollowingconditions:

(a)AllsuchRegulationsaresubjecttotheapprovaloftheUSGAAandmustbesubmittedforreviewbyUSGAAbeforeJan1stintheyeartowhichtheyrelate.

(b)TheUSGAAshallforwardalistoftheapprovedRegulationsto

CentralCouncilbyFeb1stforexaminationandapprovalbyManagementonbehalfofCentralCouncil.

(c)Regulationsthathavenotreceivedthenecessaryapproval,have

nostanding.


AFFILIATIONS&VOTINGRIGHTS24.TheUSGAAwillaffiliateannuallywithCumannPeilGaelnamBan

inIrelandandplaytheLadiesGaelicFootballcompetitionsaccordingtoitsrules.

LadiesGaelicFootballinNorthAmericashallbegovernedbythecurrent/updatedPlayingRulesandtheOfficialGuideoftheLadiesGaelicFootballAssociationinIreland.Thiswouldapplytoallfixtures,National,DivisionalandInterDivisional(TheUSGAAwillapplyannuallyforadeviationtotherulesregardingthe“SinBin”andtoreducethenumberofplayersonapitchto13a-sideforIntermediate&Juniorgrades).

• AplayerwishingtotransfertoaUSGAAclub,fromanyjurisdictionoutsidetheUSGAAcontrol,mustcompletetheOfficialTransferFormoftheLadiesGaelicFootballAssociationandsubmitthisformtoLGFAbyMarch31stofthecurrentyear.• AnapplicationfortransferbetweenclubsunderthejurisdictionofthesameDivisionalBoardmustbelodgedwiththeDivisionalBoardSecretaryonorbefore30thAprilinanyyear.• AnapplicationfortransferbetweenclubsindifferentUSGAADivisionsmustbelodgedwiththeSecretaryoftheUSGAAonorbeforeApril30thinanyyear.RecommendationsoftherelevantDivisionalCommitteewithregardtoTransfersmustbesenttotheUSGAAforfinaldecision.


• ApplicationforalltransfersbetweenclubsunderthejurisdictionoftheUSGAAmustbemadeonanOfficialTransferFormwhichhasbeenpreparedbyUSGAAandcanbeobtainedfromtheCo.SecretaryorDivisionalSecretary.• TheUSGAAwillsendaRepresentativetoLadiesCongresseachyear.• AllteamsplayingatJuniorandIntermediategradewillconsistof13players.

25.TheUSGAAwillaffiliateannuallywiththeCamogieAssociationin

IrelandandadoptitsplayingrulesforallCamogiecompetitions.

(a)CamogieintheUSGAAwillbegovernedbythecurrentOfficialGuideoftheCamogieAssociationinIreland,whichincludesplayingrules.

(b)Allteamsregardlessofgradewillconsistof13players

(c)AplayerwishingtotransfertoaUSGAAclub,fromanyjurisdictionoutsidetheUSGAAcontrol,mustfullycompleteSectionAoftheCamogieAssociationTransferFormCC4andsubmittotheCamogieAssociationbyMarch31stofthecurrentyear.

(d)AnapplicationfortransferbetweenclubsunderthejurisdictionofthesameDivisionalBoardmustbelodgedwiththeDivisionalBoardSecretaryonorbefore30thAprilinanyyear.

twovotesthroughoneclubdelegatewhenitdoesnothaveitsfullquotaofdelegatesatCoConvention.ThisconcessionappliesonlyatUSGAAConvention.

Developmentalclubswithlessthan13RegisteredPlayersdonothaveVotingRightsatUSGAAConventionorEGMs.

27.Aclub’sapplicationforaffiliationtotheUSGAAwillnotbeacceptedif

thereareanyoutstandingdebtsowedtotheUSGAAortotheDivisionalBoard.

28.OfficersoftheDivisionalBoardsshallremovethemselvesfromany

disciplinaryhearinginvolvingtheirownclub.USGAAofficersshallremovethemselvesfromanydisciplinaryhearinginvolvingaclubfromtheirownDivision.

29.AnewBye-Lawmaybeenacted,ataUSGAAConvention,byasimple

majorityofthosepresent,entitledtovoteandvoting.Tobesuccessful,ataUSGAAConvention,amotiontodeleteoramendanexistingBye-Lawrequiresathree-fifthsmajorityofthosepresent,entitledtovoteandvoting.

ThePre-playoffmeetingcannotacceptorproposebye-lawsorregulations.

USGAAwebsiteordistributedtoDivisionalSecretarieswithinsevendaysofthemeetingorsoonerifimmediateactionisrequiredbyclubs/divisionsfrommattersdiscussedatthemeeting

ALL-IRELANDTICKETS31.AllIrelandhurlingandfootballticketsshallbedistributedtothe

DivisionsonapercentagebasisdependingonthetotalregisteredclubsintheDivision.

Developmentalclubswithlessthan13RegisteredPlayersarenotincludedincountof“totalregisteredclubs”.

NCGAA32.TheNationalCollegiateGaelicAthleticAssociation(NCGAA)willelect

itsownBoard,appointitsownsubcommitteesandgovernitsownaffairsinaccordancewithitsby-lawsandregulationswhichwillberatifiedbytheUSGAAfollowingtheNCGAAconventioneachyear.

ABye-LawmustnotbecontrarytoanyruleintheOfficialGuideandrequirestheratificationoftheManagementCommitteeonbehalfofCentralCouncilbeforeitbecomeseffective.N.B.Pleaseensure that theUSGAAcomplieswith theCivilAuthoritieswithregardtoChildProtectionRegulations.
