8:30 AM - 9:30 AM Seminar: FBI Next Generation Identification System Description: Beginning in July 1999, the CJIS Division operated and maintained the IAFIS, the world’s largest person-centric database. The IAFIS provided automated tenprint and latent fingerprint searches, electronic image storage, electronic exchanges of fingerprints and responses, as well as text-based searches based on descriptive information. Because of growing threats, new identification capabilities were necessary. Advancements in technology allowed further development of biometric identification services. The CJIS Division, with guidance from the user community, developed the NGI System to meet the evolving business

needs of its IAFIS customers. Building on the foundation of the IAFIS, the NGI brought the FBI’s biometric identification services and criminal history information to the next level. The NGI system improved the efficiency and accuracy of biometric services to address evolving local, state, tribal, federal, national, and international criminal justice requirements. New capabilities include a national Rap Back service; the Interstate Photo System; text-based searches for images of scars, marks, and tattoos; fingerprint verification services; more complete and accurate identity records; and enhancements to the biometric identification repository. In September 2014, the CJIS Division launched the final phase of NGI services, thus replacing the remaining IAFIS functionality. Speaker: Gregory E. 9:45 AM - 10:45 AM Seminar: Securing Our Nation’s Borders Description: This seminar is designed to convey a greater understanding of existing challenges and tools immediately available for law enforcement in responding to threats in the air and maritime domains, with an emphasis on CBP’s Air and Marine Operations Center (AMOC). The AMOC is an international, multi-domain federal law enforcement center that has been focusing on suspicious general aviation and non-commercial maritime activities in the Western Hemisphere for over three decades. AMOC conducts air and marine surveillance operations, and provides coordination to law enforcement officers performing interdiction missions and other federal, state, and local law enforcement agencies conducting criminal investigations. AMOC also coordinates operations with North American Aerospace Defense Command (NORAD) and the government s of Mexico, Canada and the Bahamas. Utilizing sophisticated technology, AMOC detects, identifies, tracks and coordinates the interdiction of suspect aviation and maritime threats at the national and international levels. Various proposals have been and are being considered at the Federal level and in state legislatures. However, drug importation repeatedly has shown to be ineffective and opens the U.S. up for dangerous counterfeit prescription drugs, including fentanyl-laced counterfeit opioids. Because of the overwhelming evidence of the dangers of these proposals, the NSA passed a resolution in 2017 in opposition. This workshop will provide a deep-dive into the topic. Why does drug importation not work and produce significant unintended consequences. Why does importation result in counterfeit drugs. What are the potential risks for law enforcement from these proposals and how could importation negatively impact law enforcement. Description: Workshop Summary: The FBI Criminal Justice Information Services Division deployed the Next Generation Identification (NGI) Rap Back Service to assist local, state, and federal agencies in the continuous vetting of individuals in a position of trust. The Noncriminal Justice Community who have legal authority and meet policy and technical requirements utilize this service through establishing Rap Back subscriptions on persons in positions of trust for employment, licensing or volunteer work. The Criminal Justice community establishes Rap Back subscriptions on persons under supervised release or under current investigation resulting in immediate notification of any subsequent criminal activity by the subject. The submitting agency receive immediate notification if there is any activity on the identity history for a subscribed individual. This workshop will provide a high-level overview of how NGI Rap Back enhances public safety – one notification at a time. Public Safety Professionals’ (PSP) will be able to identify and potentially manage critical incident stress, VT, and chronic post trauma stress reactions. VT is a concept that was designed to provide a framework for understanding the negative effects of exposure to trauma on crisis workers, first responders, police officers, and public safety personnel whom work within the domain of trauma exposure. The attendee will learn the differences between defusing and critical incident stress debriefings and the importance for such support. The story is about five heavily-armed men who attempted as takeover robbery that resulted in three dead, eight police officers and five civilians wounded, a sheriff’s helicopter grounded by gunfire and 32 police vehicles disabled or destroyed by gunfire and explosives. Norco had an enormous impact on the way American police forces arm and train officers. The lessons learned are still used by law enforcement training academies today.
