NEW! Tuscarora Council Training Resolution
The Tuscarora Council Board adopted a resolution at its April 16, 2019 meeting mandating that ALL direct contact leaders must complete the latest training requirements for their position.
The resolution will be phased in over two years and will be split into two directives:
a. Directive One: Effective with all 2020 unit recharters, ALL TOP LEADERS (Cubmaster, Scoutmaster, Crew Advisor, Post Advisor and Skipper) will be RE-QUIRED to be trained for their position in order to recharter. (Also, NEW top lead-ers as of 01/01/20 will be REQUIRED to be trained for their position prior to
registration.)
b. Directive Two: Effective with all 2021 unit recharters, ALL DIRECT CONTACT LEADERS (Any leader that comes in direct contact with youth) will be REQUIRED to be trained for their position in order to recharter. (Also, NEW di rec contact leaders as of 01/01/21 will be REQUIRED to be trained for their po sition prior to registration.)
Completing training NOW will prevent recharter headaches later. Leaders have a seven-month window to update and comply with training requirements, please help us spread the word not to wait until the last minute.
The goal of the program is to help units and unit leaders succeed, to help leaders run suc-cessful Scouting programs, and to keep our Scouts (and Adult Scouters) safe and healthy. (The SAFETY of our youth is our TOP priority!)
The Tuscarora Council Training Team, Professional Staff and Council Board are committed to ensure that all of our leaders have the training they need to run safe, successful, and FUN programs.

WHAT MAKES A TRAINED LEADER? IT ALL STARTS WITH YOUTH PROTECTION! BSA Youth Protection Mission Statement
True youth protection can be achieved only through the focused commitment of everyone in Scouting. It is the mission of Youth Protection volunteers and professionals to work within the Boy Scouts of America to maintain a culture of Youth Protection awareness and safety at the national, regional, area, council, district, and unit levels.
New to Scouting? Log in at my. Scouting.org and take Youth Protection training . You do not have to be a registered member of the Boy Scouts of America to take Youth Protection training. However, ALL REGISTERED ADULT MEMBERS OF THE BSA MUST COMPLETE YOUTH PROTECTION TRAINING.
To take Youth Protection training go to My.Scouting.org and create an account. You’ll receive an email notification with your account information, including a member ID/reference number.
From the My.Scouting.org portal, click Menu then My Dashboard from the menu list. The My Training page displays to take Youth Protection training. Upon completion, you may print a training certificate to submit with a volunteer application. Your training will automatically be updated in our system and associated with the member ID/reference number issued when you created the account.
When your volunteer application is approved, you will receive a BSA membership card that includes your member ID number.
The Boy Scouts of America places the greatest importance on creating the most secure environment possible for our youth members. To maintain such an environment, the BSA developed numerous procedural and leadership selection policies and
provides parents and leaders with resources for the Cub Scout, Exploring, Scouts BSA, and Venturing programs.
Leadership Selection
The Boy Scouts of America takes great pride in the quality of our adult leadership. Being a leader in the BSA is a privilege,
not a right. The quality of the program and the safety of our youth members call for high-quality adult leaders. We work closely with our chartered organizations to help recruit the best possible leaders for their units.
The adult application requests background information that should be checked by the unit committee or the chartered organiza-tion before accepting an applicant for unit leadership. While no current screening techniques exist that can identify every potential child abuser, we can reduce the risk of accepting a child abuser by learning all we can about an applicant for a leadership postion—his or her experience with children, why he or she wants to be a Scout leader, and what discipline techniques he or she would use.
Required Training
• Youth Protection training is required for all BSA registered volunteers and is a joining requirement.
• Youth Protection training must be taken every two years. If a volunteer’s Youth Protection training record is not current at the time of recharter, the volunteer will not be re-registered.
The “three R’s” of Youth Protection
The “three R’s” of Youth Protection convey a simple message for the personal awareness of our youth members:
• Recognize that anyone could be an abuser.
• Respond when someone is doing something that goes against your gut or against the safety guidelines.
• Report attempted or actual abuse or any activity that you think is wrong to a parent or other trusted adult.
Youth Protection Reporting Procedures for Volunteers
There are two types of Youth Protection–related reporting procedures all volunteers must follow:
• When you witness or suspect any child has been abused or neglected—See “Mandatory Report of Child Abuse” below.
• When you witness a violation of the BSA’s Youth Protection policies—See “Mandatory Report of Youth Protection VIolation” below.
Mandatory Report of Child Abuse
All persons involved in Scouting shall report to local authorities any good-faith suspicion or belief that any child is or has been physically or sexually abused, physically or emotionally neglected, exposed to any form of violence or threat, exposed to any form of sexual exploitation, including the possession, manufacture, or distribution of child pornography, online solicitation, enticement, or showing of obscene material. You may not abdicate this reporting responsibility to any other person.
Steps to Reporting Child Abuse
1. Ensure the child is in a safe environment. 2. In cases of child abuse or medical emergencies, call 911 immediately. In addition, if the suspected abuse is in the Scout’s home or family, you are required to contact the local child abuse hotline. 3. Notify the Scout executive or his/her designee.

Camp Tuscarora is located at 965 Scout Rd., Four Oaks, NC. The property expands over 1,100 acres.
Kerr Lake camping property - Our camp at Kerr Lake is a primitive base camp consisting of over 100 acres located on the 50,000 acre John H. Kerr Reservoir in Virginia. Our camp has one of the only natural beaches on the entire reservoir and is popular for fishing, water activities and camping.
