Recruiting and Retention through Engagement, Action and Revitalization

Thank you for serving in the role of Post or District Membership Chairman during the 2019 – 2020

Membership Year; your time and efforts are greatly appreciated. I look forward to meeting each one of

you as I travel across the great state of Indiana visiting posts, districts, and attending special events

throughout this membership year.

Together we must work to increase our membership across the Department of Indiana by focusing on

recruiting new members and retaining existing members. We will be successful in this mission if we:

Engage our current members to increase retention

Act to increase The American Legion’s visibility in our communities

Revitalize our struggling posts with help from the department and national organizations

As a long-time Post Adjutant and Membership Chairman, I am thrilled with the recent improvements at

the MyLegion.org website which have significantly streamlined the process of post membership

management. Post Adjutants are now able to electronically submit membership cards with payment

(eCheck) to the Department of Indiana’s Membership Office at no additional cost – saving postage and

time while creating a receipt for efficient recordkeeping. Post Adjutants can even process transfers into

their post via MyLegion.org. Throughout the 2019 – 2020 Membership, all membership cards

transmitted to Department of Indiana’s Membership Office via MyLegion.org will count for all Target

Date Membership Turn-In’s. MyLegion.org is now the preferred method for all membership transmittals.

Indiana is home to a large contingent of actively serving Reserve Component (Army National Guard,

Air National Guard, Army Reserve, Navy Reserve, Air Force Reserve, Coast Guard Reserve and Marine

Corps Reserve) service members at armories, stations and reserve centers throughout the state. In order to

increase our market penetration of this eligible demographic, as an organization we must actively engage

these patriotic volunteers serving our nation. Post or District Membership Teams that actively engage

with Reserve Component (RC) units at their armory, station or reserve center may apply for one of a

limited number of grants of up to $300.00 for the purchase of refreshments or marketing items (t-shirts,

challenge coins, hats, etc.) in addition to the use of the Department of Indiana’s professional exhibitor

booth wrap with promotional literature.

Since the 2011 – 2012 Membership Year, the Department of Indiana has experienced membership

decreases at an average annualized rate of 4.5%. In an effort to reverse this trend rate, represented by the

dotted line on the chart above, the Department of Indiana has adopted a four-pronged approach to

membership improvement:

Recruiting

o Incentives for Individuals whom recruit at least 10 new members.

o Incentives for Posts that increase the number of new members recruited compared to the

2018 – 2019 Membership Year.

Retention

o Incentives for Posts that achieve at least 95% retention of their 2019 paid members (or

100% of all 2019 paid members still living).

Reserve Component (RC) Unit Outreach

o Incentives for Districts that conduct RC unit outreach events.

Post Revitalizations

o Incentives for Districts that conduct post revitalizations.

In addition to long-standing recognition programs such as the Department Recruiter of the Year, Gold

Brigade, Silver Brigade, and 100% Membership awards; several new recognition programs have been

established to incentivize increased new membership recruitment, increased membership retention,

outreach to Reserve Component units, and efforts to revitalize struggling posts.

SUBJECT: Accountability for Unused Membership Cards

Based on guidance from past Department Membership Chairpersons and the concurrence of the

Department Executive Committee, the Department of Indiana will enforce the constitutional mandate that

all unused cards issued to Posts be returned to the Department or otherwise accounted for, and that posts

are required to submit Department and National per capita ($35.00) for each card not returned or

accounted for.

The deadline for the return and accounting for of all unused 2019 membership cards is the closing of the

annual Department Convention, in accordance with the Department Constitution and By-Laws. However,

cards will be accepted beginning Sunday, June 9, 2019, the date established for the Close of Books on the

2019 membership year. Cards will be accepted during traditional Close of Books activities at the Indiana

Veterans Home that date.

The authority for this procedure is contained in the By-Laws of the Constitution of The American Legion,

Department of Indiana. Article IV, Section 5, entitled “Membership Cards,” provides that “Each post is

responsible for per capita dues to cover each card given to them at the beginning and during the year.

Deductions will be made by the receipt of per capita dues for each card, transfers, duplicates, deceased

members or the return of unused cards.”

Keep all deceased, online, post online, duplicate, non-paying in transfers and void cards for Close of

Books turn-in. The only cards that should be sent to the Department are paying cards for new members &

renewals.

That is to say that at the beginning of the membership year, upon receipt of its allocation of cards, each

post owes the Department of Indiana an amount equal to the number of cards issued times the total per

capita, which currently is $35.00 per member. That total is reduced by $35.00 for every card transmitted

with payment and every card accounted for as described in the paragraph above. The balance is payable to

the Department. This procedure is designed to assure our members that their payments, benefits and

continuous years are properly accounted for.

Additionally, the Indiana SAL Detachment plans to propose a dues increase at the 2019 Department

Convention. If passed, this would increase Detachment per capita to $3.00. Highlights of this increase create

more than a $65,000 surplus budget for the 2019-2020 membership year, allowing for SAL to cover salary

of an SAL Coordinator at Department Headquarters to process SAL membership cards, produce and publish

weekly reports, and troubleshoot SAL issues.

This procedure will be followed in all future membership years. Questions should be addressed to the

Department Membership Chairman.

Membership Turn-In Procedures

In order for Membership dues to be processed you need the following:

A properly completed transmittal (include the check number, the Post & District)

Correct Funds included in the envelope

o A check, money order, credit card or a credit on account at the Department (if

using a Post credit please mark CR in the check number area).

Both sides of the Membership cards

o 2 parts; one for the Department HQ & one for National

Best Practice Turn-in procedures:

Member Data Forms (MDF) need to be placed in a separate envelope from the cards

being submitted – always do this for conference/convention.

Place New member and paying in transfer cards on top. Make sure the number of

cards agrees with the transmittal.

Hand written membership cards need to have both parts completed - one part goes

to National & the smaller part stays at the Department of Indiana membership office.

Do not use staples or tape on the cards. Print neatly to prevent data entry errors.

Use the Member Data Forms (MDF) for any change to continuous years or Post

transfers.

Do not hold paid membership cards at your Post…they need to be processed! Your

members are not recognized as paid until this is done. Keep your member from being

repeatedly re-billed for dues already paid. This will prevent wasting money, paper and

our members will be happier.

Only submit cards that are being paid on the transmittal. All other cards (deceased,

duplicates, online, post onlines, non-paying in transfers, voids) are to be kept by the

Post until close of books. An envelope has been provided in this packet to keep these

cards in until close of books.

Keep the yellow copy of the transmittal for your Post records. Monthly, compare this

to your membership statement.

Please write your Post number on the lower right hand corner of the envelope. This

will speed up sorting the checks and transmittal into numerical order for processing

and filing. Thanks for this in advance!

Simplified Eligibility Guide

Constitutional Eligibility Requirements ALL WHO SERVED IN THE ARMY, NA VY, MARINE CORPS, COAST GUARD OR AIR FORCE OF

THE UNITED ST ATES ARE ELIGIBLE ONLY IF THEY HA VE THE FOLLOWING CONSTITUTIONAL QUALIFICATIONS:

"Any person shall be eligible for membership in The American Legion who was a member of the Army, Navy, Marine Corps, Coast Guard or Air Force of the United States and assigned to active duty at some time during any of the following periods: April 6, 1917, to November 11, 1918; December 7, 1941

to the date of cessation of hostilities as determined by the

Government of the United States; all dates inclusive ... provided, however, that such service shall have been terminated by honorable discharge or honorable separation, or continued honorably after any of said periods; provided, further, that no person shall be entitled to membership who, being in such service during any of said periods, refused on conscientious, political or other grounds to subject himself to military discipline or unqualified service."

(The language "or continued honorably after any of said periods" has reference to those remaining in service after the date terminal at which time eligibility may be established by all veterans having honorable active service during such periods, regardless of whether they have been discharged or stay on in the service).

Constitution Requirements with Reference to Allied Armies "Any person shall be eligible for membership in The American Legion ... who, being a citizen of the United

States at the time of entry therein, served on active duty in the armed forces of any of the governments associated with the United States during any said periods; . . . provided, however, such service shall have been terminated by honorable discharge or honorable separation, or continued honorably after any of said periods; provided, further, that no person shall be entitled to membership who, being in such service during any of said periods, refused on conscientious, political or other grounds to subject himself to military discipline or unqualified service."

(The word "citizen" requires full citizenship and one who had only made application for citizenship and had what is commonly known as "first papers" was not admitted to full citizenship at the time of entry into the service and therefore is not eligible. Only full citizenship prior to service with an allied army entitles one to membership. The attainment of U.S. citizenship subsequent to such service does not fulfill the requirement).

NOTE: Section 1, Article IV, of the National By-Laws provides: Each post of The American Legion shall be the judge of its own membership, subject to the restriction of the Constitution and By-Laws, except that no person who is a member of an organization which has for its aim the overthrow of the United States Government, by force or violence, or who subscribes to the principles of any group opposed to our form of government shall be eligible to become or remain a member of The American Legion.

Dishonorable Discharge When a veteran has proper wartime service, with honorable discharge, but received a discharge other than

honorable by reason of a subsequent enlistment, if the later en) istment was outside of the ending dates of eligibility set forth in Article IV of the National Constitution of The American Legion, the person in question would be eligible, based on the first period of service which met the constitutional requirement. (The question of his acceptability being a matter of the post under Section 1, Article IV, National By-Laws.)

If the subsequent enlistment was during a period of eligibility set forth in Article IV of the National Constitution of The American Legion and ended on other than an honorable discharge, it would permeate the entire service for that period and would not be eligible for membership based on service for that period.

Target dates fall on the second Wednesday of the month unless there is a holiday on that day or at the beginning of that week.

Since Veterans Day falls on a Monday, the November target date will be on a Thursday.

To maximize the December renewal notice, the January target date will be on the third Wednesday of the month.

Transmittals received by the cutoff date may not prevent a subsequent renewal notice from being delivered at or around the renewal date.

Please note, renewals transmitted and received by the cutoff (which is also a National Target Date) will be updated prior to printing renewal notices, assuming they can be successfully scanned. Membership that must be hand-keyed (new members and renewals that can’t be scanned) will take longer to process. Please transmit as early and as often as possible in advance of the Target Dates to help avoid delays in processing.

General Membership Information *Rules & Regulations*

Please review the following IMPORTANT membership information.

1. Department Record Cards (membership cards), payment of $35.00 percard, and a transmittal form needs to be mailed together. Membership cardsmust always be accompanied by a Post check or money order. These are tobe mailed to:

2. Manually produced membership cards: When filling out a card for anew member, a paying in transfer member, or a member without a preprintedcard (who is paying his or her current dues), please be sure to fill out BOTH sides ofthe membership card completely. Print or type legibly so that next year themember will have a complete card that is correct. Any incomplete cards will bereturned to the Post for all missing information.

3. Membership Changes: The best way to make administrative changes(minus continuous years & non-paying transfers) is to go to mylegion.org andinputting the change at the post level. You can also fill out the Member DataForm (MDF) and submit it to Department with the changes, ensure that all theinformation is legible & always put a member ID number on the form. The MDFis available on our website under the member tab.

4. Attaching notes: DO NOT staple or tape anything to the membershipcards. Paper clipped notes or post-it notes may be used. If you do have anynotes, please put these membership cards at the top of you pile so that they maybe easily caught.

5. Member Data Forms: Submit the MDF in a separate envelope andcomplete the form legibly. You only need to put the information on the form thatchanges (i.e. deceased MDF’s does not need any other information than thename, member ID, Post & the block marked deceased) Do not submit MDF’s onnew members, just put all the information on the blank card.

6. Replacement Cards: Each Post is provided with blank cards in case amember loses their card or it is destroyed. If the current dues are already paid,keep these cards until close of books. On the green bar at the very back each ofthese blank card numbers is listed, make a notation on the line of the member’sname & address so you can reconcile your cards for close of books.

7. Transfers: DO USE blank cards for transfers. If a member is paying theircurrent year’s membership dues at your Post, you MUST use his/her ORIGINALID number on the card. This can be found on the member’s renewal notice, lastyear’s card from the previous Post or by calling Department at 317-630-1364. Ifthe ORIGINAL ID number is not used, there is a possibility that a card will beprinted for that member from his/her previous Post, as well as with a new ID fromyour Post. Renewal notices are sent by National Headquarters to all memberson the pre-printed rosters. If the previous’ Posts renewal notice is received byyour transferred member and that member pays the dues without noticing thePost number they are paying, the member will be processed in the previous Post.The ONLY sure way to prevent this is to FILL OUT A MEMBER DATA FORM forthe transfer and use the members’ ORIGINAL ID # on the card you turn intoDepartment.

8. DO NOT use “white out” on membership cards. When changing a blankmembership card ID number, draw a line through the number and above it putthe correct ID number. Cards with “white out” on them tend to stick together andmakes the information difficult to read.

9. Hand written cards: DO place all hand written membership cards on thetop of your card stack.

10. Card accountability: DO be prepared to account for and turn-in allunused membership cards at the end of the year to Department Headquarters.No exceptions!

MEMBERSHIP TRANSFER INSTRUCTIONS

MEMBER DATA FORMS MUST ALWAYS BE FILLED OUT FOR TRANSFERS!

1. Paying transfer: If a member is transferring into your Post and HASNOT paid the current years membership dues, issue that member a blank cardfor your Post, write his/her permanent ID number and all other information onboth parts of the membership card. Check both the Transfer box & the Renewalbox. You will then turn in the card WITH PAYMENT and process the card as ifthe member was a “Renewal.” Use the member’s PERMANENT ID number fromtheir previous year’s membership card or the renewal notice from the previousPost, if not found please contact Department Headquarters’ at 317-630-1364.

2. Non-paying transfer: If a member is transferring and HAS paid his/herprevious Post, you may issue that member a blank card from your Post, writehis/her permanent ID number and name on the large portion of the membershipcard, write the members information on the green bar corresponding to thenumber on the card issued and keep the card until close of books.

THE FOLLOWING INFORMATION PERTAINS TO TRANSFERS ONLY:

Transfer from one Post to another is a privilege granted to any paid-up Legionnaire ONLY with the approval of the Post in to which the member desires to transfer.

TRANSFERS MAY BE MADE UNDER THE REGULATIONS LISTED BELOW:

1. No transfer shall be made unless the member requesting transfer has amembership card showing that he is a member in good standing at the time thetransfer is requested.

2. No charge shall be made to the members for the privilege of membershiptransfer and no dues shall be transferred from one Post to another. Theaccepting Post may require payment of difference in dues on a pro-rate basis ifdues are higher than transferring member’s former Post.

3. A Legionnaire desiring transfer of membership must first secure approval fromthe Post in to which transfer is desired. He/she may do this orally or by letter.The adjutant of the new Post will then complete and route the parts of the formas instructed below.

4. National Headquarters will carry through necessary procedures to transfermember’s record to new Post, provided member’s current record is on file andprovided information on the Member Data Form is complete.

MEMBERSHIP CARD TRANSMITTAL FORM

Membership Card Transmittal Forms are required when submitting membership cards and monies to Department. These forms have been designed to be a summary of what you are submitting and provide you with a record of your membership transmittals. They have proven to be effective in solving questions relating to a difference between Post and Department membership totals.

Please send only cards being recorded on the transmittal – renewals, new members and paying-transfers.

PRIOR MEMBERSHIP YEAR INSTRUCTIONS

If the Post has a member whose membership has expired and would like to renew and pay for the year(s) lost, the Department will accept prior year payments at the approval of the Post.

When transmitting prior year payments, you may submit lapsed years, along with current years, on one check, each lapsed year will be processed at the current Department per capita rate of $35.00. You will need to add a sticky note with the member’s name, ID number and which prior year(s) you are paying – or write it on the right hand side of the transmittal. The Department will fill out a blank two-part card for the member and transmit to National to update the member’s lapsed years. If you have any questions about prior year payments, please call the Membership Office at 317-630-1364.

MEMBER DATA FORM INSTRUCTIONS

1. The Member Data Form need be used to report continuous year’s changes,Post transfers and Honorary Life members. All other changes can be made bythe Post utilizing mylegion.org which makes the change happen more quickly &efficiently. You can also send a MDF into the Department to make thesechanges.

2. The Member’s ID Number, Current Post Number and Name ofDepartment are REQUIRED for a Member Data Form to be processed. TheMembers ID number is the Legion nine-digit number. Do not submit MDF’s onnew members unless there has been a change since joining, use the blank cardto record all the information.

3. Although the information requested under “Additional Information” is optional,whenever possible this information should be provided. This will permit NationalHeadquarters to maintain a more comprehensive database of American Legionmembers. You need only record the additional or changed information.

CREDIT CARD PROCESSING

If the Post processes: Upon receipt of the renewal notice, the member maydecide to pay his or her current year membership dues by credit card. In thatcase, the member will forward his or her credit card information and renewalnotice to the Post, just as they would any other form of payment. The Posthas the option of processing the credit card payment, if it is set up for creditprocessing. At that point, the credit card can be validated and the member’scard can be issued. The 2 part membership cards should be sent with yournext transmittal and payment from the Post.

If the Department processes: If the Post does not process credit cards, thePost should annotate the member on the Post roster, count him/her paid, andissue the card. The Post is required to send the credit card information, thisincludes a transmittal, dues notice, renewal notice and the two parts ofthe membership cards, to the Department. The Post may include with otherpaid cards or on a separate transmittal. After the credit card information isreceived by Department, the charge will be processed, we will automaticallycredit the Post the full amount of the charge and adjust for the Departmentper capita.

Problem payments: The Department will try to contact the member directlyby phone if there are any problems with the credit transaction. If we are notable to contact the member, we will return the submitted card information forfurther processing by the Post. The credit cards the Department of Indianaaccepts are Visa, MasterCard and Discover.

CONTINUOUS YEARS CERTIFICATES

Each year, National Headquarters issues special certificates to each member when first credited with 50, 60, 70 or 75 years of continuous membership. Eligible members receive each certificate only once. These certificates are sent to HQ and then mailed to the Post, Attn: Commander. National Headquarters sends the certificates out by the end of February. The list for the certificates is based on members paid by early in January. Please make sure you are paying the members reaching these milestones no later than the end of December. National recommends that appropriate presentation(s) be made, when possible, during the observance of The American Legion Birthday in March.

Other continuous years membership awards (certificates, emblem tabs, pins, etc.) may be purchased from Emblem Sales.

On the Post Membership Register, a figure printed in the “CER FLAG” column means that a certificate has been issued. Replacement certificates are available upon request through the Department for members who may have been omitted by National Headquarters or for if they are needed for an earlier presentation.

PAID-UP-FOR LIFE MEMBERSHIP PLAN

Who May Purchase

The privilege of purchasing a PUFL Membership is extended to all members in good standing.

To be in good standing for this plan, the member must have a valid membership card for the current membership year. The membership card is considered valid until December 31, after which time the member who has not renewed for the current year is delinquent.

Application Procedure

Easiest - Online: www.legion.org Members Paid Up for Life enter required data, get offer and pay online. Or if not wanting to pay online: click on the download and mail paper application and print. Please review, there will be a few items you need to add. Mailing address is at the bottom of the form.

By paper application: The applicant for a PUFL Membership fills out the top portion of the application form in full, signs it, and turns it in to the Post Adjutant. Unless the membership is to be charged to MasterCard or Visa or is going to be paid using the time payment plan, remittance in full should be submitted with application-personal check, money order, or bank draft. It may be sent to the Department or directly to the address at the bottom of the form.

National will provide the Department with a monthly printout of memberships that are processed and those will be sent to the Post’s that are affected.

Paid-Up-For-Life Membership Cards

After the application has been verified and processed by National Headquarters, the member will receive directly from National Headquarters a permanent PUFL Membership card, which should be carried as proof of continuing membership. The member will also be sent each year thereafter an annual membership card that will be similar in appearance to the regular card. This card is also mailed directly to the member by National Headquarters. If the member purchases a PUFL after National has mailed out the annual paper PUFL card for the year, it will be the responsibility of the Post to give the member their paper membership card, National WILL NOT mail one out to the member unless requested by the Post. If a member has chosen to do time payment plans, he or she WILL NOT receive their permanent plastic PUFL card until the PUFL has been completely paid.

Cost of a Paid-Up-For-Life Membership

The cost of a PUFL Membership is based on two factors: 1) the age of the member at the time the membership is purchased, and 2) the total dues of the Post at that same time. The total dues of the Post include the Department and National per capita and the amount of the annual dues retained by the Post. The dues amount used to compute the cost of a PUFL Membership may not be less than the sum of the Department and National per capita of $35.00.

Minimum Dues (Waive Post’s Portion)

Posts have the option to allow a member to purchase a PUFL membership at the per capita rate of $35.00. Keep in mind that when Post PUFL checks are issued during the month of August, the Post will NOT be reimbursed for their portion of the dues amount for members they’ve allowed to purchase PUFL at the discounted, per capita rate.

Paid-Up-For-Life Registers & Payment of Annual Dues to Posts

The rosters, along with the post’s portion of the PUFL dues money, will arrive at the Department around the second week in August and forwarded to the Post in the monthly mailing. The PUFL count will appear on the membership statements around the same week in August as well.

PUFL members whose record is coded ‘U’, or ‘Undeliverable’, will NOT appear on the PUFL rosters. These members MUST submit written notification to National Headquarters alerting National of any changes to the member’s address. If this is not corrected, PUFL members will not get counted on the post’s total PUFL count. The member will not be updated for the current year until the ‘U’ code is removed from the member’s record. It is very important for the Post to follow up with these members.

New Members

A veteran wishing to join The American Legion and purchase a paid up membership at the same time must first pay their initial year membership dues, and after receiving a permanent nine digit membership number from National, they may then send in their PUFL application.

Transfers

PUFL members will be permitted to transfer to a Post in the same Department with the approval of the Post. A Post accepting a PUFL member as a transfer will receive annual dues at the rate in effect in the original Post at the time the membership was purchased. The new Post will not receive credit for the transferred member until the following year if the transfer takes place after July 1st.

New Memberships – Recruiting:

New member recruiters will earn a limited edition, specially designed and uniquely

numbered challenge coin specifically designed to recognize Hoosier Legionnaire

Recruiters for recruiting at least ten (10) new members (a new member is any Legionnaire

recruited into a Department of Indiana Post whom was not a 2019 paid member).

Recruiters certify their eligibility by submitting the New Member Listing Certification Form

to the Department Membership Office no earlier than October 1, 2019.

Active Posts

New Memberships – Recruiting:

Posts that increase their new member totals from the 2018 – 2019 Close of Books Final

Membership Report will receive one entry for each additional new member recruited beyond

their 2018 – 2019 total of new members into a drawing held at the 2020 Department

Convention to win one of two cash prizes of $2,000 and $1,000.

Posts will be automatically entered into the drawing following the issuance of the 2020

Close of Books Final Report; each American Legion Post may win only one of the four

announced membership incentive drawings (no repeat winners).

Member Retention Incentives

Each Post that retains at least 95% of their 2019 paid members (or 100% of all living 2019

paid members) will earn a distinctive Retention Honor Ribbon for their Post colors. Posts

that earn the Retention Honor Ribbon will be entered into a drawing at the Department

Convention to win one of two cash prizes of $2,000.00 and $1,000.00.

Posts will be automatically entered into the drawing following the issuance of the 2020

Close of Books Final Report; each American Legion Post may win only one of the four

announced membership incentive drawings (no repeat winners).

Reserve Component Outreach Incentives

Posts or Districts may request one of a limited number of grants of up to $300.00 per

Reserve Component unit event in addition to the use of the Department of Indiana’s

professional exhibitor booth wrap with promotional literature to ensure a professional

appearance and successful impression of our organization.

The top three Districts conducting the greatest number of Reserve Component unit events

will be recognized on the stage and receive a distinctive plaque at the Department

Convention.

All volunteers participating in Reserve Component unit events will receive a signed

Certificate of Appreciation signed by Department Commander Allen Connelly and

Membership Chairman Rich Brown.

Revitalization Incentives

The top three Districts conducting the greatest number of Post Revitalization events willbe recognized on the stage and receive a distinctive plaque at the Department Convention.

only exceptions to this competition are the Target Date Turn-In’s in conjunction with

Department Conferences, the Department Convention, and the Close of Books and mail-in

dates.

The American Legion Member Data Form

INSTRUCTIONS

The Member Data Form (MDF) should be used to report:

Name/Address Changes Date of Birth Continuous Years Changes Deceased Members Post Transfers

Always clearly print the information in black or blue ink when completing the form. The Member ID number, Post number and the name of the Department are required for an MDF to be processed by National Headquarters. The following pertains to Post transfers only: The transfer of membership from one Post to another is a privilege granted to any paid-up Legionnaire with the approval of the Post to which the member is requesting transfer. TRANSFER GUIDELINES:

1) No transfer shall be made unless the member requesting transfer has a membership card showing the member is in good standing at the time the transfer is requested. Members whose dues for the current calendar year are not paid by February 1 of that year are suspended and are not in good standing, deeming them ineligible for transfer.

2) No charge shall be made to the member for the privilege of transfer and no dues shall be transferred from one Post to another. The accepting Post may require payment of the difference in dues on a pro-rated basis if dues are higher than the transferring member’s former Post.

3) A Legionnaire requesting transfer of membership must first secure approval from the Post TO WHICH transfer is requested. This may be approved verbally or in writing. The Adjutant of the new Post will complete and route the parts of the MDF as instructed.

4) National Headquarters will carry through by transferring the member’s record to the new Post, provided the member’s current record is on file and provided the transfer information on the MDF is complete.

5) Paid Life Members in the Departments of Kansas and Nebraska should check with their Department Headquarters prior to requesting transfer.

Route the parts of the Member Data Form as follows: Parts 1-2-3: Send to Department Headquarters. The Department will forward Part 1 to National retain Part 2 and mail Part 3 to the member’s former Post. Part 4: Post retains for its files. NOTE: The signature of the Post Adjutant is required in reporting an Honorary Life Membership, a deceased member, a Post transfer or a continuous years change.

The American Legion cover is usually worn during all official meetings and formal functions.

We are a veteran organization dedicated to veteran needs and services. Most posts have an active Honor

Guard for funerals of veterans, to respectably provide an honorable service for a fellow veteran’s.

I would also like to invite you to attend the District and Department meetings. I have included the

schedule for your District’s meetings. Our Department (State) meetings are held four times per year and

are always held at the Indianapolis Marriott East near 21st & Shadeland Ave. I look forward to seeing you

there.

I have also included a few applications for you to use to recruit other veterans you may know into our

fine organization as well as applications for the Sons of The American Legion and The American Legion

Auxiliary that you can use for your family members to join the Post. Please use them.

Having enjoyed my affiliation in The American Legion for many years, I am sure you too will find that
