1. INTRODUCTION

1.1. WELCOME End of June is for most of the rally fans in Belgium not only the beginning of the summer period, but an opportunity to join the biggest motorsport event in Flanders. Ypres Rally has created a reputation throughout Europe to be one of the most social rally happenings. Since many years the event brings with its traditional date many competitors and spectators together in the medieval town center. The crowded service park and the terraces of the local restaurants add some adrenaline to the event, which proofed in the last year to be one of the safest event in Europe. Thanks to more than thousand volunteers and especially the discipline of the many spectators we are able to run a compact and well timed rally. We are very proud to deliver an event which runs on time and gives all rally fans an opportunity to have a fantastic weekend. Hope to see you in June! Emilia Abel Clerk of the course

1.2. EVENT OVERVIEW As last year the Rally HQ and Race Control will be located in the city centre. The Media Centre will stay in Novotel, at the immediate surroundings of the service park. The Service Park in Ypres will be the only service park used during the rally, located as usual, on the town square and its surroundings, except for the Service Park in Nieuwkerke that is used during the Practice, Qualifying Stage and Shakedown. The route is consisting mostly of twisty tarmac farming lanes, challenging to both cars and crews. The total distance of the rally is about 570 km, the 23 special stages (1 stages repeated twice and 1 single stages) will cover 260 km in total, good for nearly 55% of competitive sections. The official start of the rally will take place in Ypres on Friday 22nd of June in the afternoon. The whole rally runs in the surroundings of Ypres within a maximum radius of 30 km. Day 1 will have 9 special stages – 5 different stages, 4 that will be driven twice and 1 that will be driven once. Day 2 will have 14 special stages – 6 different stages that will be driven twice. The Podium Ceremony will be held Saturday evening late on the town square of Ypres. In this Rally Guide Two you will find all the information necessary to prepare your visit and your participation in our rally. Should you require any further information, please do not hesitate to contact us. The whole organization is looking forward to helping you to make your participation as easy as possible. We hope this document will be helpful in your preparations for the event.

4. SERVICE PARK

4.1. GENERAL INFORMATION

4.1.1 Location GPS coordinates: N 50° 51.052 E 2° 53.146 (WGS 84) As in previous editions, the Service Park is situated in the town centre of Ypres. The centre of the Service Park is the historical Market Place (Grote Markt), reaching to Sint Maartensplein and Vanpeereboomplein in Ypres. The service area surface is tarmac and hard surface. There will be Remote Service Zone on the QS/Shakedown in Nieuwkerke. Each team/crew will be allocated a designated space at the Service Park, further information will be given in the Service Park distribution plan.

4.1.2 Access The Service Park will be opened on Grote Markt and Sint-Maartensplein at 08h00 on Wednesday 20 June, the remaining part on Vanpeerenboomplein will be opened at 08h00 on Thursday 21 June. All other locations in Service Park will open on Friday 22 June at 08h00. Teams/crews are asked to respect the opening times. Only duly accredited vehicles with the plates provided by the Organiser will be allowed to access the Service Park and corresponding vehicle parking areas (as specified by FIA regulations). SERVICE plates: access to the Team’s service area (only one of the two service vehicles allowed in Team’s service area). AUXILIARY plates: only one auxiliary vehicle allowed in Team’s service area. Service Park will close on Sunday 24 June at 20h00.

5. TWO-WAY RADIO

The approved GSM (mobile) telephones are exempted from licensing. Every use of other radio transmitters must be applied for at the Belgian authority in charge: B.I.P.T. 6. FUEL / TYRES

6.1. TYPES OF FUEL All competitors must use fuel, complying with FIA Appendix J, as approved by the suppliers of the 2018 Belgian or the 2018 British Rally Championship suppliers.

6.1.1 Allcompetitors,exceptregisteredcompetitorofthe2018MSABritishRallyChampionship,mustusefuelprovidedfromthedispensersofthesupplierofthe2018BelgianRallyChampionship,appointedbytheRACBSport,intheofficialrefuelzonestatedintheroadbook.

6.1.2 Registered competitors of the 2018 MSA British Rally Championship must use the fuel provided from the dispensers of the supplier of the 2018 MSA British Rally Championship, appointed by MSA, in the official refuel zone stated in the road book.

6.1.3 The specification of the fuels and from the suppliers appointed by the RACB Sport are available in the appendix 6 of the RACB Belgian Rally Championship.

6.1.4 Addition of any compliments to those fuels is strictly forbidden.

6.2. ORDERING PROCEDURE

6.2.1 No later than 3 weeks prior to the day of the start of the rally, competitors must notify their fuel requirements to one of the suppliers at the address given hereunder:

6.2.2 Competitors are responsible for settling direct with the supplier, or supplier’s agent, all matters relating to supply and payment.

6.3. TECHNICAL REQUIREMENTS

6.3.1 The RACB Sport and MSA reserves the right, at all times and without having to state the reasons, to replace the fuel with another fuel conforming to the Code (Appendix J).

6.3.2 All competitors are required to fit FIA-specified refuel couplings, except drivers using a car which retains the standard tank.

6.3.3 The RACB Sport and the MSA cannot be held responsible for any consequences arising from the use of any fuel.

6.3.4 The RACB Sport reserves the right to check the fuel of any competitor at any time.

6.4. DISTRIBUTION - PROCEDURES (2018 FIA RRSR ART. 58) Refuelling Zone All competitors may only refuel in the refuelling zone. Practise / QS and Shakedown: • Competitors must ensure that they have enough fuel on board to complete the Qualifying /

Shakedown as refuelling is forbidden in the Qualifying/Shakedown service area. There will be a refuelling zone: • During the rally at the crossing of N308 and N38, GPS coordinates N 50°51’04.8’’ / E 2°50’40.1 (see

road book). Team members are not allowed to access refuelling zone. Refuel zone opening hours: Thursday 21 June 13.00 - 19.00 Friday 22 June 13.00 - 22.00 Saturday 23 June 09.00 - 21.00

6.5. TYRES

6.5.1 Tyres specified for use during the Rally In addition to complying with the Art 60, V1-60, V1-62 and Appendix V of the 2018 FIA RRSR, the following quantities and type of tyre are confirmed for use. All cars must be fitted with moulded tyres. Hand cutting of the specified tread pattern is not allowed.

Art 14.4 of the RACB Belgian Rally Championship regulation regarding the tyre control card (“Tyre card”) will be applicable to all cars. “Tyre cards” will be distributed during scrutineering. List of eligible asphalt tyres is available on: https://www.fia.com/regulation/category/117 The tyre barcodes must always be visible from the outside off the vehicle. The tyre barcodes will only be registered at the tyre marking area after the Service Park and checked in the technical zone at the end of each section (2018 FIA RRSR Art. 60.11). Tyres used during Shakedown are not marked and are not part of the quantity of tyres used for the competition. Only eligible asphalt tyres can be used during shakedown.

6.5.2 Tyres for use on reconnaissance Only road-homologated series production tyres for asphalt are allowed.

7. IMPORT OF VEHICLES AND SPARE PARTS

7.1. FROM THE EUROPEAN UNION Competitors coming from the European Union do not need to make any special custom clearance for temporary import of cars and equipment with the purpose to participate in Ypres Rally 2018.

7.2. FROM OUTSIDE THE EUROPEAN UNION If you are importing the rally car, service vans and/or spare parts/equipment from outside the European Union you must report to customs at arrival in Belgium. Please contact the Custom authority in Belgium in advance.

8. HELICOPTERS

Only helicopters from the organization are allowed to overfly the area of the event in order to guarantee the safety of the spectators and competitors. Commercial helicopter flights are thus not authorized within the rally area during Ypres Rally and landing in the neighborhood of the special stages will be sanctioned by the authorities.

11. RECONNAISSANCE

11.1. PROCEDURE FOR REGISTRATION The registration for reconnaissance is compulsory and will take place as following: Location: Rally Office - Neermarkt, 8900 Ypres, Belgium GPS coordinates: N 50° 51.035 / E 2° 53.081 Option 1 Date and time Tuesday 20 June 14h00 - 19h00 Option 2 Date and time Wednesday 21 June 09h00 - 14h00 For Gold entries and Priority Drivers (See Art 4.4 here above), materials and documents may be collected and reconnaissance registration may be done by a team member duly designated in writing ([email protected]). Other teams/crews will be obliged to attend in person.

11.2. RECONNAISSANCE REGISTRATION FORM The reconnaissance registration form, duly completed, must be submitted during the registration or sent by e-mail to [email protected] previously to registration. The form will be available on the official RYR 2018 website under section "Competitors". When a competitor's reconnaissance car should be replaced for any reasons, the competitor must inform the Clerk of the Course and provide the details of the replacement car. The reconnaissance sticker must be placed on the replacement car.

11.3. IDENTIFICATION NUMBERS Identification numbers, given at the registration shall be affixed on the car (windscreen at the top right corner) and kept visible for the duration of the reconnaissance period.

11.4. PASSAGES Crews are authorised to drive a maximum of 2 times through each special stage in accordance to the schedules given in Appendix 2. The passages must be driven in the same direction as the rally, at a reduced speed and fully respecting the Traffic Laws. Special stages that are run twice during the rally may only be driven as one stage during recce. All passages through the special stages will be recorded by GPS tracking device. Time cards will be used.

Speeding during reconnaissance will incur a fine applied by the Clerk of the Course as follows: Per km/hour over the speed limit: € 25 The amount of the fines will be unaltered by any fine imposed by the police. The fine will be doubled in case of a second speeding offence is committed during reconnaissance in the same rally. Teams/crews will only be permitted to enter and leave special stages through the start and finish controls. Further random checks may also be carried out within the special stages.

11.5. SPEED LIMITS Maximum speed allowed during reconnaissance is 70 km/h on special stages, unless another speed limit is indicated by traffic signs or by written instructions in the Road Book (or in bulletins). All crews are reminded of Art. 20.2 in the 2018 FIA RRSR.

12. SCRUTINEERING, SEALING AND MARKING

12.1. SCRUTINEERING VENUE AND TIMETABLE Location: Škoda Lagrou Pilkemseweg 117, 8900 Ypres Date and time: Wednesday 20 June 18:00 - 22:00 Thursday 21 June 07:00 - 15:00 Any team/crew taking part in the rally, or their representative, duly designated in writing must arrive at the scrutineering and present the car in accordance with the timetable published in the Competitors documents section on the website. Sealing of components and weight checking of the cars will be done during scrutineering, following the same timetable. Any lateness upon this schedule will be sanctioned with a fine of € 150 per hour or part of an hour lateness. The cars, of the FIA Priority Drivers, should be presented with dismantled sump guard, which must remain with the car for weighing purpose. All car must be fully prepared and ready for all necessary sealing and marking (FIA RRSR Art 63 2018), (if the car and spare parts are not prepared for the sealing, wiring included, the car will not be authorized to access to the scrutineering and fine for lateness will be applicable). • Body shell (painted seal) and engine block for all competitors (Prior to scrutineering, all cars

must have a drilled hole of at least 2 mm diameter on the engine block, at a visible place when the bonnet is open, to allow the affixing of a seal on the wire already placed in advance).

• Compressor (turbocharger) and the spare one for all compressor equipped cars • Transmissions (gear box and differentials) and the spares ones for all cars of FIA priority

drivers. • For all R5, S2000, Super1600 and RGT cars the FIA Technical passport must be presented

and its marking is recommended (optional for cars entered in a rally of an FIA Cup or Trophy). • RGT cars must have a valid FIA RGT technical passport, in compliance with 2018 Appendix J,

Art. 256. For all the cars, the complete original FIA homologation and/or technical passport form must be presented with the car (if applicable).

At scrutineering, all competitors must present their car together with the supplementary headlight bank, which they will use during the rally.

12.1.1 Road books The following road books are located in Appendix 3. • Rally HQ to Scrutineering • Scrutineering to Rally HQ

12.2. PREPARATIONS REQUIRED PRIOR TO SCRUTINEERING Administrative Checks must be completed before the car is presented at scrutineering. Competitors will receive a Scrutineering Form, which must be submitted at scrutineering.

12.3. SAFETY TRACKING SYSTEM

12.3.1 Collection All cars must be fitted with a Safety Tracking System (STS) device provided by the organiser. The STS devices will be distributed during the material collection (see Art 3.2.) against the cash deposit of a € 200 guarantee refundable upon timely, undamaged return. Foreign competitors from outside the

Eurozone, will be allowed to deposit a cash guarantee in their national currency for the equivalent value of € 200, in an envelope which will be sealed at the moment of the deposit.

12.3.2 Return The competitors must dismount the complete STS device kit during the last Service H and return it to Parc Fermé End of Rally at last on Sunday 25 June 01:00. In case of an earlier retirement the competitor must contact the Rally HQ on the emergency telephone number mentioned in the Road Book or on the back of the timecards. The competitor must return the complete STS device kit to Rally HQ (Neermarkt, 8900 Ypres) Friday 22 June 23:00 - 24:00 or Saturday 24 June 21:00 - 23:00.

12.4. FINAL SCRUTINEERING Cars subject to final checks (decision by the Stewards and announced to the competitor concerned at the finish TC) must have two mechanics present at the final check. On Saturday 23 of June, at 22:45, called cars will be brought by the mandated representative, in convoy from the Arrival Podium to the final scrutineering garage and afterwards to the final Parc Fermé YBP - Ter Waarde, Ypres. 13. SHAKEDOWN

Qualifying stage with Practise (for Gold Entries and FIA priority drivers only) Location Location: Shakedown Nieuwkerke Date: Thursday 21 June at 19:35 See Appendix 1. Itinerary and Appendix 5. Qualifying Stage hereinafter. Start Order for Qualifying will be published in a separate Start list. For further details see Appendix 5 hereafter. Shakedown stage Location Location: Shakedown Nieuwkerke Date: Thursday 21 June at 20:15 See Appendix 1. Itinerary Further details will be provided in Rally Guide 2. Shakedown will be held on Thursday 21 June under application of Art 29 of 2018 FIA RRSR just after finalising of the Qualifying Stage. The non-Gold entries must register their participation to the shakedown on their entry form and pay an additional fee of €50 for shakedown participation. For the Time Schedule see Art 3 here above. There will be a Service Park in Nieuwkerke village with competitor allocated areas. The access restrictions for vehicles will be identical to the rules for the main Service Park in Ypres. Distance from Ypres: 18 km. Length of Shakedown Stage: approximately 5 km. Gold Entries will be allowed to participate to the shakedown after the cars are released from the Parc Fermé. Due to the limited space trailers are not allowed in the Service Park of the Qualifying stage and Shakedown.

Trucks longer than 10m are not allowed to leave Service Park of the Qualifying stage and Shakedown before 23h00.

14. START PROCEDURE

There is no Ceremonial start. The Rally start will take place on Friday 22 June at 16:20, from TC0 on the Start podium situated on Ypres market place. Start order and intervals during the whole rally will be in accordance with 2018 FIA RRSR Art 45. The time interval will be 1 minute for all competitors.

15. FINISH PROCEDURE

Following the final service at Grote Markt in Ypres all teams/crews will continue to the end of rally podium at TC 23C. The finish of the rally will be at TC 23D (holding in). From there, competitors will be under Parc Fermé conditions and must follow instructions of the officials to drive over the finish Podium on Ypres market place. This area will be open only to officials with appropriate pass. After the finish podium ceremony, cars will be driven to the provisional Parc Fermé under the control of the Organisers. From there the rally cars will be escorted by the organizer under Parc Fermé conditions to the final scrutineering and/or the final Parc Fermé at IBP Ter Waarde. At the Podium Ceremony, there will be a specific protected area for Media photographers with corresponding pass. Prize giving: Podium ramp, Grote Markt in Ypres, Saturday 23 June at the arrival of the first cars.

General facts about Belgium Climate Belgium has a temperate maritime climate influenced by the North Sea and Atlantic Ocean, with cool summers and moderate winters. Since the country is small there is little variation in climate from region to region, although the marine influences are less inland. Rainfall is distributed throughout the year with a dryer period from April to September. There are other limits indicated by traffic signs. Traffic rules Drive on the right and overtake on the left hand side of the road. It is illegal to use a hand-held mobile phone whilst driving. The blood/alcohol limit in Belgium is 0.5 milligrams of alcohol per litre of blood. The police have the power to carry out random alcohol tests on drivers at any time and a blood sample will be taken if a driver refuses a breathalyser test. Drivers can request to wait 30 minutes before taking a breath test. A driver found to have more than the legal limit of alcohol is fined an amount that depends on the blood alcohol level and in some cases the driver’s license may be confiscated immediately or for a period of a few hours.
