SAN BERNARDINO COUNTY SHERIFF’S DEPARTMENT
This year is my 34th year in law
enforcement and sixth year as
Sheriff of San Bernardino County.
Throughout my career, I have seen
many technological, policy, and
social changes in law enforcement.
As law enforcement continues to
evolve and the demands change,
our staff has proven ready to meet
the challenges and remain focused
on our mission of serving the public. Our sworn members,
professional staff and volunteers continue to provide high
caliber service throughout the county.
In 2018, our department was required to implement the Racial
and Identity Profiling Act (RIPA) of 2015 (AB953). RIPA made
it mandatory for our deputies to collect specific information
when people are detained. It requires additional paperwork
which reduces the amount of time deputies are able to conduct
proactive patrol. Although this law makes our job more
challenging, our deputies remain committed to ensuring the
safety of the community.
As the largest county in the nation, with a wide variety of
terrain, we rely heavily on our department’s volunteers. These
dedicated individuals are always eager to assist in any way
they can. They patrol neighborhoods, help with community
events, and rescue lost or stranded hikers. In 2018, our
volunteers donated more than 333,000 hours to the residents
and visitors of our county.
As Sheriff, I am grateful for the opportunity to interact with
community leaders and advocates in our county. The success of
public safety is dependent upon productive partnerships and
community collaboration. I am proud of these relationships
and look forward to opportunities to work collaboratively
toward positive impacts in our communities.
In an effort to reduce recidivism and support successful
reintegration into communities, our jails provide vocational,
academic, and cognitive program opportunities to our inmates.
Through these programs, inmates develop the necessary
skills to better themselves, their families and change their
circumstances. One example is our Pathways Vocational
Program which trains inmates in careers and allows them to
establish a career support system that will put them on the
path to success.
Our department is determined to strengthen our communities
and keep people safe. Our Juvenile Intervention Program
began in 2001 and has shown more than 5,000 at-risk teens
what can happen if they continue down the wrong path. The
program exposes them to the dim future of negative choices. It
also provides parents with tools to improve the relationships
with their teens. Our goal is for the teens to recognize their
potential and focus on their future.
Our Safe Return Program has been successful in bringing
home loved ones who wander away and become lost. Families
or caretakers can register individuals with developmental
or intellectual disabilities into the Safe Return database on
our website. The program is free and continues to expand
throughout our communities, schools, and surrounding
jurisdictions. It has been a helpful tool for deputies, enabling
them to reconnect families.
I am proud of the dedicated men and women of the
San Bernardino County Sheriff’s Department and their
commitment to the communities we serve.

Fighting Crime Using Specialized Investigations Teams
On July 7, 2018, the San Bernardino County Board of
Supervisors authorized $1,000,000.00 to assist with
crime suppression throughout San Bernardino County.
The funding was used to add nine additional deputies
to the Jail Intelligence Team, Valley Gang Team, Desert
Gang Team, and the Human Trafficking Task Force. The
funding also assisted with the investigative efforts of
the Gang Intelligence Team.
The Sheriff’s Department targets criminal street
gangs, as well as their membership and associates, who
prey on the people of San Bernardino County. Since its
implementation in July, 2018, through December 2018,
this funding has helped make all of the teams more
successful.
During the 10-month program, the Jail Intelligence
Team, Valley Gang Team, Desert Gang Team, and the
Human Trafficking Task Force, were able to make a
significant impact in the community.

In 2018, the Department added Corrections Bureau statistics to DOJ reporting. Corrections Bureau crimes are reported under the Unincorporated County Areas. Previous year-to-year comparisons are unavailable.Consequently, the inclusion of these Correction Bureau crime statistics has caused a significant increase to the Part I Violent Crime total primarily in the categories of Rape, Aggravated Assault, and Simple Assault.
Corrections Bureau crimes are included in the Unincorporated County Areas.

Jail Crime Reporting Effect2018 was the first year we included our Jail crimes with our County statistics
reported to Department of Justice.
This reporting change resulted in the following:1,923 jail crimes were added to the Unincorporated County area resulting in a
24% increase in Part I crime for 2018.1,186 jail crimes were added to the Unincorporated County area resulting in a
10% increase in Part II crime for 2018.85% increase in Rape
21% increase in Aggravated Assault122% increase in Simple Assault

During the past four years, reported Assaults on Deputies have risen dramatically by an additional 211 incidents, which is a 91% increase.Beginning in 2018, the Department began reporting to DOJ Assaults on Deputies within the Corrections Bureau. There were a total of 242 reported assaults during this first year of reporting.
