SAFETY PLAN - GLENMOORE EAGLE LITTLE LEAGUE

Mission Statement: “As a community of players, parents, and volunteers, we are the Glenmoore Eagle Youth Association Little League Baseball (the "GEYA Baseball"). The GEYA Baseball is committed to the pursuit of excellence in athletics. Together, we will make teamwork, good sportsmanship, and friendship the goal of all of our actions. We will commit ourselves to use our collective talents to promote confidence, goodwill, and leadership in all of our members.”

About the Safety Plan: This document represents the GEYA Baseball's 2018 Safety Plan for Little League Baseball®. The Safety Plan is intended to be a working document, i.e., it is intended to provide guidance for parents, players, and volunteers in three areas identified by Little League Baseball as essential to conducting a safe baseball program: Activities, Equipment, and Facilities.

The Safety Plan is reviewed annually by the Directors of the Glenmoore Little League.

· The first goal is to identify existing Activities, Equipment, and Facilities which are thought to be deficient or unsafe and to correct those deficiencies by whatever means are deemed appropriate. An example is the Board’s decision to improve our press boxes at Hickory Park, which was completed fall 2016.

· The second goal is to identify new Activities, Equipment, and Facilities, which will make the GEYA Baseball program safer for its members. An example is last year’s requirement that all volunteers, on and off the field, after passing the First Advantage background check would be required to wear a lanyard with their name at all times, while working with children.

* New in 2018 will be the requirement that all coaches, head and assistants, make a list of any parent who has a medical background and would be able to assist in an emergency.

The Annual Little League Facility Survey will be completed each year and submitted with the Safety Plan to Little League Headquarters.

Due to the importance Little League Baseball places on safety, compliance with the provisions of this Safety Plan by parents, players, and volunteers shall be deemed mandatory. The Directors reserve the right to discipline any parent, player, or volunteer who violates the Mission Statement or any provision of the Safety Plan by whatever means are deemed appropriate, up to and including banning offenders from participating in present and future GEYA Baseball and/or GEYA activities.

Please take a few minutes to review the Safety Plan. And allow me to thank each GEYA Baseball parent, player, and volunteer in advance for supporting our Safety Program.

Emergency Notification Procedure

When calling for assistance, provide the following information:

1. Your name. (This is Jane Smith.)

2. The nature of the emergency. (A player was hit in the head with a baseball and is unconscious.)

3. The location where assistance is needled. (Hickory Park is located on Park Road, Upper Uwchlan Township. The park is 0.7 mile west of the intersection of Park Road and PA Route 100.)

First Aid Kits are located in the equipment boxes at each Field and each team will carry a Kit in their equipment bag. Please inform League official it First Aid Kit needs new supplies.

Notification Requirements

In the event of a reportable injury or illness, the player's manager shall notify the player's parents,

if not present, immediately following notification of emergency medical personnel. A reportable injury or illness is one which requires medical treatment other than First Aid. First Aid is defined as emergency medical treatment given to an injured or ill player, parent, volunteer, or spectator which begins and ends at the ballpark.

If professional medical treatment is required to treat an injured or ill person after leaving the ballpark, it is a requirement that the incident be recorded on a Glenmoore Eagle Little League Baseball Injury/Illness Report Form and reported to the GEYA Baseball. If a person other than a player is injured, we ask that the home team's manager complete the form. The forms are included with each years Safety Plan. If you need a copy of the Safety Plan or the form, call Joe Bojko, Safety Officer or Bob Armstrong, GEYA President at the telephone numbers noted above. A copy is also available on our league website www.geyabaseball.org.

Coaches will be required to walk/ inspect the fields prior to practices and Games.

Umpires will also be required to walk the fields for hazards before each game. A copy of the field inspection check list is attached to this safety plan.

THE SAFETY PLAN

I. Responsibilities of Parents

A. Activities

1. Education

· Parents who own cellular telephones are encouraged to bring them to the games they attend. In the event of an emergency, the availability of a cell phone may save precious minutes. Dial 911 for all emergency services.

· Parents shall obey the posted speed limits within each facility and exercise extreme caution when entering and exiting parking areas.

· Parents shall ensure that all children they transport to a game remain under their supervision or under the supervision of another responsible adult. We define an adult as 18 years of age or older. "Drop-offs" are not permitted.

· Parents are further advised that managers and coaches are explicitly excluded from being responsible for child supervision, except as it relates directly to baseball. Managers' and coaches' responsibilities are limited to conducting the affairs of Little League Baseball.

· If your children walk to the ballpark, please have them use sidewalks, if available. If sidewalks are unavailable, instruct them to walk facing traffic.

To increase their visibility to motorists, have them wear white or light-colored clothing. We recommend that all pedestrians, especially children, use a flashlight after dusk to help guide their way and increase their visibility to motorists.

· If your children bicycle to the ballpark, please instruct them to bicycle with traffic. Never bicycle against traffic!

In Pennsylvania, the use of an approved helmet is required for children 12 and under and encouraged for all bicyclists, including adults. If you ride after dusk, the bicycle should be equipped with a headlight and a taillight. Remember, bicyclists must obey all rules of the road!

· Parents shall keep all of their children and guests who are not players out of the dugout and batting cage areas. This is a Little League Baseball rule.

· Parents shall inform their children who are players that chewing gum or eating snacks during the game represents a choking hazard and is not permitted.

· It is the responsibility of parents to inform the team manager, in writing, of their child's special needs. Examples of special needs include:

· allergic reactions to insect stings (bees, wasps, hornets);

· exercise-induced asthma; and,

· a medical condition which emergency medical personnel should be made aware of in the event of a medical emergency.

· Umpires are in charge of the game. Parents are not to get involved in any disagreements between umpires and managers. The umpires' calls are final and may not be appealed. Disagreements regarding Little League Baseball Rules will be resolved by umpires and the teams' managers.

· In the event of an injury to a player which requires medical treatment other than First Aid, the parent or guardian shall obtain a medical release statement from the attending physician. The medical release statement shall be presented to the player's manager before returning to play.

The purpose of this requirement is twofold: 1) to ensure that the player's injury has been properly evaluated, and, 2) to ensure that the player has recovered sufficiently from the injury to resume playing baseball.

2. Compliance

· It is the responsibility of each parent to review and comply with the Parents' section of the Safety Plan.

· Any parent who fails to act in good faith with the Parents' section of the Safety Plan and creates an unsafe condition may be counseled by any GEYA Baseball volunteer. Serious or repeat infractions by any parent shall be referred to the Directors for remedial or disciplinary action.

3. Reporting

· Parents in attendance at a practice or game should report any unsafe activity to the player's Team Parent, manager, or coaches for immediate attention. (The responsibilities of a Team Parent are discussed below.)

· Team Parents have a much higher degree of responsibility for identifying and reporting activity-related safety issues. The GEYA Baseball description of a Team Parent states that he or she is responsible for communicating the GEYA Baseball agenda "downstream" (to parents and players) and ensuring important information is directed "upstream" (to Commissioners and Directors). The effectiveness of the GEYA Baseball Safety Plan will be determined, to a great degree, by the level of involvement of Team Parents.

· Any request by a parent to a team parent, manager, or coach to correct an unsafe activity which is ignored shall be reported to the Director of Safety and/or the President of the GEYA Baseball.

B. Equipment

1. Education

· Parents shall ensure that players (especially younger players) are properly attired for the weather conditions at game time. This means dressing the player so he or she will remain comfortable while out-of-doors for several hours. We emphasize this point because, in Spring, the fields at Hickory Park tend to remain wet (and cold) while the Upper Fields tend to be very windy (and cold).

· Parents shall provide their players with a water bottle to prevent dehydration, especially in hot weather.

· Parents are encouraged to have players use mouth guards. According to Little League Baseball statistics, nearly ten percent of all reported injuries are dental injuries.

· Parents of players who need corrective lenses are encouraged to purchase eyewear designed to protect the eyes when playing sports or to specify safety lenses for conventional frames. Safety lenses are thicker than standard lenses and are usually made of polycarbonate. Polycarbonate is a type of plastic with the greatest impact resistance.

· Parents of players who wear conventional eyeglasses are encouraged to provide a safety retainer strap for the eyewear. Retainer straps help prevent facial injuries and reduce the likelihood of breakage of the eyewear.

· Parents shall ensure that players are not wearing jewelry or metallic objects. These items can cut or scratch the player, teammates, and opponents.

· The single most important safety rule in the GEYA Baseball Safety Plan is probably the One-Bat Rule. This rule applies to all leagues except the Senior League.

· The on-deck position has been eliminated from Little League Baseball. There is no on-deck position, neither in practice nor in games. Only the batter may have a bat in his or her hands. If a player brings his or her own bat to a practice or game, he or she may not hold it until it is his or her turn to bat.

The obvious intent of this rule is to prevent unsupervised players and other children in attendance at practices and games from hitting others with a bat. Please impress the importance of this rule on all members of your family.

· Batting/pitching safety vests are available for the players. It is the responsibility of each player's parent(s) to ensure the player dons a safety vest prior to batting or pitching, if so desired. No manager or coach may accept this responsibility.

· The batting helmet rules. At any time when balls are being batted (with or without live pitching), the batter, base runners, and player coaches at 1st base and 3rd base must wear a league-appropriate batting helmet. The batting helmet rules shall also be observed when using a batting cage. Batting helmets shall be equipped as follows:

The athletic supporter/protective cup rule. GEYA Baseball strongly recommends that parents of male players have the player wear an athletic supporter with a protective cup for all practices and games. Male catchers are required to wear an athletic supporter with a protective cup during practices and games. This rule is applicable to all leagues except the Farm League.

Any male player without a protective cup will not be allowed to play the catcher position. Any team found to be playing without a properly protected catcher will forfeit that game.

· The baseball shoes rule. When purchasing baseball shoes for players, parents are advised that only plastic cleats (spikes) are allowed by Little League Baseball. Metal cleats (spikes) are not permitted.

2. Compliance

· It is the responsibility of each parent to review and comply with the Parents' Equipment section of the Safety Plan.

· Any parent who fails to act in good faith with the Parents' Equipment section of the Safety Plan and creates an unsafe condition may be counseled by any GEYA Baseball volunteer. Serious or repeat infractions by any parent shall be referred to the Directors for remedial or disciplinary action.

3. Reporting

· Parents in attendance at a practice or game should report any unsafe equipment-related problem to the player's team parent, manager, or coaches for immediate correction.

· As it is the responsibility of each player's parent(s) to ensure the player dons a safety vest prior to batting or pitching, (if so desired), the parent shall immediately notify the manager that the player must don a safety vest prior to batting or pitching. No manager or coach may accept this responsibility.

· Any request by a parent to a team parent, manager, or coach to correct an unsafe equipment-related problem which is ignored shall be reported to the Director of Safety and/or the President of the GEYA Baseball.

C. Facilities

1. Education

· Safe play begins with safe facilities. Parents are responsible to help prepare the fields for play prior to the start of each season. Field maintenance day is known as "Field Day". The GEYA Baseball is an all-volunteer organization. Please plan to assist your fellow volunteers on Field Day.

· All parents can contribute to a safer environment at each game by policing the area surrounding the playing field for empty cans, bottles, broken glass, and other debris which pose a hazard to everyone using the facility.

2. Compliance

· Since the primary responsibility of you, the parent, regarding facilities is Field Day, compliance with the Facilities section of the Safety Plan is voluntary and guided only by your conscience.

3. Reporting

· Parents must inform coaches, team parents, managers, commissioners, and Directors, as appropriate, of any facility-related safety issue. Unsafe conditions which go unreported remain unsafe and may result in an injury.

II. Responsibilities of Commissioners, Managers, and Coaches

A. Activities

1. Education

· GEYA Baseball volunteers will be required to undergo background checks via First Advantage. The Volunteer Application is available on the GEYA Baseball registration website.

· Commissioners shall become familiar with all activities addressed by the Safety Plan and encourage their managers and coaches to comply with the Safety Plan.

· Managers and coaches shall likewise become familiar with all activities addressed by the Safety Plan. As managers and coaches are directly responsible for teaching each player all aspects of the game, including safety-related issues, the success of the Safety Plan will be determined to a great degree by their efforts.

· Managers and coaches shall ensure that all players participate in warm-up and stretching exercises prior to each game.

· In the absence of an umpire, managers shall take the initiative to delay or cancel a practice or game immediately in the event of inadequate lighting, deteriorating weather conditions, and/or the threat or evidence of lightning.

· In case of lightning, seek shelter immediately in a building or an automobile. If "caught at the field," retreat to the dugout; sit on wooden seats with feet off of the ground. Never sit on metal seats; keep a safe distance from metal objects.

· In the event of an injury to a player which requires medical treatment other than First Aid, the parent or guardian shall obtain a medical release statement from the attending physician. The medical release statement shall be presented to the player's manager before returning to play. The purpose of this requirement is twofold: 1) to ensure that the player's injury has been properly evaluated, and, 2) to ensure that the player has recovered sufficiently from the injury to resume playing baseball. The manager shall forward the medical release to the Director of Safety.

2. Compliance

· Each commissioner will receive a copy of the Safety Plan prior to the start of the season. It is the responsibility of each commissioner to:

· Become knowledgeable about the activities addressed by the Safety Plan

· Encourage his or her managers to become knowledgeable about the activities addressed by the Safety Plan; and,

· Attend games in his or her league to ensure that all activities addressed in the Safety Plan are conducted according to the Safety Plan.

· A commissioner who fails to embrace the Safety Plan may be counseled by the Directors. A commissioner who commits a serious or repeat act of commission or omission which creates an unsafe condition or allows an unsafe condition to remain shall be referred to the Directors for remedial or disciplinary action.

· Likewise, each manager and coach will receive a copy of the Safety Plan prior to the start of the season. Each manager and coach has the responsibility to:

· attend annual First Aid & concussion training course; Date: TBA

· encourage his or her players to become knowledgeable about the activities addressed by the Safety Plan;

· to the best of his or her ability, ensure that all activities addressed in the Safety Plan are conducted according to the Safety Plan; and,

Managers or coaches who commit a serious or repeat act of commission or omission which creates an unsafe condition or allows an unsafe condition to remain shall be referred to the Directors for remedial or disciplinary action.

3. Reporting

· Commissioners shall ensure that, in the event of an injury to a player, umpire, coach, manager, or spectator, each manager in his or her league knows to notify at least one GEYA Baseball official within twenty-four (24) hours of the incident and forward a completed Glenmoore Eagle Little League Baseball Injury Report Form ("Injury Report Form") to the Safety Officer via email at: [email protected] or via mail to: Glenmoore Eagle Little League (P.O. Box 164, Uwchland, PA 19480) within three (3) days of the incident.

If someone other than a team member is injured (e.g. an umpire). it shall be the responsibility of the home team's manager or acting manager to notify the Director of Safety of the injury and to complete and forward an Injury Report Form to the Director of Safety or the GEYA Baseball as stated above.

· Commissioners shall report any unsafe activity which goes uncorrected or is not addressed by the Safety Plan to the Director of Safety and/or the President of the GEYA Baseball.

· Managers, and in their absence, coaches acting as managers, shall complete an Injury Report Form in the event of an injury to a player, umpire, coach, manager, or spectator. If someone other than a team member is injured (e.g., an umpire), it shall be the responsibility of the home team's manager or acting manager to complete and forward the Injury Report Form to the Director of Safety or the GEYA Baseball as noted above.

· Likewise, managers, and in their absence, coaches acting as managers, shall report any unsafe activity which goes uncorrected or is not addressed by the Safety Plan to their commissioner and the Director of Safety and/or the President of the GEYA Baseball.

· Commissioners are responsible for ensuring that their managers and coaches understand and comply with the rules which pertain specifically to equipment:

· The one-bat rule. The on-deck position has been eliminated from Little League Baseball. There is no on-deck position, either in practice or in games. Only the batter may have a bat in his or her hands. If a player brings his or her own bat to a practice or game, he or she may not hold it until it is his or her turn to bat. The one-bat rule applies to all leagues except the Senior League.

· The batting-helmet rules. At any time when balls are being batted (with or without live pitching), the batter, base runners, and player coaches at 1st base and 3rd base must wear a league-appropriate batting helmet. The batting-helmet rules shall also be observed when using a batting cage. Batting helmets shall be equipped as follows:

It is important for the managers and coaches to make the players understand the reasons for these rules and the potential consequences of not complying with them.

· Managers and coaches are also to teach their players how to properly select, wear, and adjust protective equipment.

· In the event of an injury, managers and coaches may need supplies from a First Aid kit. First Aid kits are located in each field's equipment locker.

· There are two kits in each locker. One kit contains First Aid supplies (Band- Aids, adhesive tape, scissors, etc). The second kit contains ice packs. Both kits are clearly labeled as to their contents.

2. Compliance

· It is the responsibility of each commissioner to be knowledgeable about the equipment requirements set forth in the Safety Plan. Commissioners must insist that their managers understand and comply with Little League's rules regarding equipment.

· A commissioner who fails to enforce the rules regarding equipment, thereby creating an unsafe condition or allowing an unsafe condition to remain, shall be referred to the Directors for remedial or disciplinary action.

· Each manager and coach, to the best of his or her ability, must ensure that players abide by the rules regarding equipment.

· Managers and coaches have the added responsibility of inspecting the equipment before, during, and after each game. Equipment, which is missing, broken, or in poor repair must be reported to the Equipment Manager.

· Any manager or coach who fails to enforce the rules regarding equipment thereby creating an unsafe condition or allowing an unsafe condition to remain shall be referred to the Directors for remedial or disciplinary action.

3. Reporting

· Commissioners shall ensure that managers in their league understand that reporting broken, inadequate, or missing equipment to the Equipment Manager is their responsibility.

· Managers, and in their absence, the coaches acting as managers, shall notify the Equipment Manager of any broken, inadequate, or missing equipment.

· If a significant amount of First Aid kit supplies or ice packs are consumed treating an injury or injuries, the manager or coach shall notify the Director of Safety so that the First Aid kit and/or ice pack kit supplies can be replenished.

C. Facilities

1. Education

· Commissioners shall ensure that their managers and coaches are aware of their field maintenance responsibilities both before and after each game.

· Further to this point, commissioners shall ensure that their managers and coaches know exactly how to properly prepare the field for play.

· Managers, and in their absence, the coaches acting as managers, are directly responsible for the maintenance of the field on which their teams play. Pre-game field preparation and maintenance are the responsibilities of the visiting team. At a minimum, preparing the field for play means:

· lining the field (foul lines and batter's box lines);

· Each manager/umpire should walk the field prior to game to confirm safe environment;

· locating and removing rocks or other foreign objects;

· removing standing water; drying a muddy infield (specific work instructions for correcting these problems are found in GEYA Baseball Field Maintenance, Pre-game Responsibilities);

· filling in holes (to include holes around home plate and the pitching mound); and,

· checking the condition of the infield, pitching-mound area, and home- plate circle.

· Post-game field maintenance is the responsibility of the home team. Post - game field maintenance means:

· raking the infield, pitching-mound area, and home-plate circle. Raking these areas after each game is mandatory.

Specific work instructions for post-game duties are found in "GEYA Baseball Field Maintenance, Post-game Responsibilities." Both sets of instructions (pre-game and post-game) are available from league commissioners or the Director of Facilities.

· Field maintenance equipment such as grader, mowers, etc, should only be operated by adults of at least 18 years of age. Absolutely no riders on the equipment other than the operator.

2. Compliance

· It is the responsibility of each commissioner to be knowledgeable about the facilities requirements set forth in the Safety Plan. Commissioners must insist that their managers understand and comply with the GEYA's field maintenance responsibilities.

· A commissioner who fails to enforce the rules regarding field maintenance, thereby creating an unsafe condition or allowing an unsafe condition to remain, shall be referred to the Directors for remedial or disciplinary action.

· Managers, and in their absence, the coaches acting as managers, are directly responsibility for either pre-game or post-game maintenance of the field on which their teams play. Compliance with the field maintenance responsibilities is essential for safe play.

· Any manager or coach who fails to comply with the rules regarding field maintenance responsibilities, thereby creating an unsafe condition or allowing an unsafe condition to remain, shall be referred to the Directors for remedial or disciplinary action.

3. Reporting

· Commissioners should serve as information conduits, i.e., they should use

their pivotal position in the organization to relay facility-related safety issues

from their managers to the Director of Facilities, and/or the Director of Safety, and/or the President of the GEYA Baseball.

· Managers, and in their absence, the coaches acting as managers, shall notify their commissioner of any facility-related safety issue. If the issue is urgent and the league commissioner is unavailable, the manager shall notify the Director of Safety and/or the President of the GEYA Baseball.

III. Responsibilities of Players

A. Activities

1. Education

· Base runners must make every effort to avoid a collision at 1st base. Runners must slide on a close play at any other base.

· Headfirst sliding is prohibited by Little League Baseball when a base runner is advancing to a base. A headfirst slide is only permitted when a base runner is returning to a base during a pick-off or run-down play.

2. Compliance

· Players must refrain from engaging in activities which are forbidden by Little League Baseball rules or the Safety Plan.

· Any player who fails to abide by the rules of Little League Baseball or the Safety Plan shall be instructed in the proper technique or behavior by his or her manager and coaches. Any player who commits a repeat act of commission or omission which jeopardizes the safety of other players, coaches, or managers shall be removed from the lineup.

Following the game, the player's parents shall be informed of the inappropriate behavior and the proper technique or behavior. The player shall be reinstated in the lineup. If the inappropriate behavior continues, the matter shall be referred to the league's commissioner and/or the Directors for remedial or disciplinary action.

3. Reporting

· Players have no direct responsibility to report unsafe activities; however, players should be taught to develop safety awareness and encouraged to report any unsafe activity to their manager or coaches.

B. Equipment

1. Education

· All batters and runners shall wear a league-appropriate batting helmet &/or facial protection.

· The only player allowed to be in possession of a bat at any time during a practice or a game is the batter. This rule is applicable to all leagues except the Senior League.

· The batter up must proceed directly from the dugout to home plate.

· Players must wear batting helmets when coaching 1st or 3rd base.

· Male catchers are required to wear an athletic supporter with a protective cup during practices and games. This rule is applicable to all leagues except the Farm League.

· Players are required to wear baseball shoes with plastic cleats (spikes).

2. Compliance

· Players, having been taught by managers and coaches of the importance of the one-bat rule, the batting-helmet rules, and the requirement to wear an athletic supporter with a protective cup (as gender and league dictate), are expected to exhibit age-appropriate compliance with these rules.

3. Reporting

· Players have no direct reporting responsibilities regarding equipment except to be encouraged to promptly report any equipment-related problem to their manager or coaches.

C. Facilities

1. Education

· Players should be encouraged to recognize obvious potential hazards. (Their safety awareness should increase, as they grow older.)

2. Compliance

· Players have no direct compliance responsibilities regarding facilities except to use the facilities in a manner becoming of a Little League Baseball player.

3. Reporting

· Players should be encouraged to bring any unsafe condition to the immediate attention of their manager or coaches.

IV. Responsibilities of Umpires

A. Activities

1. Education

· ALL GEYA volunteers must have the appropriate background checks completed before participating in any activities involving our youth.

· Umpires are in charge of the game and shall delay or cancel the game

immediately in the event of inadequate lighting, deteriorating weather conditions, and/or the threat or evidence of lightning.

· In case of lightning, seek shelter immediately in a building or an automobile. If "caught at the field," retreat to the dugout; sit on wooden seats with feet off of the ground. Never sit on metal seats; keep a safe distance from metal objects.

2. Compliance

· As umpires are in charge of the game, each umpire bears direct responsibility for ensuring that rules of the game which pertain to safety are enforced. Rules which address players' activities and directly affect each player's safety include:

· avoiding collisions at all bases, but especially 1st base;

· sliding to avoid collisions at 2nd base, 3rd base, and home plate; and,

· prohibiting headfirst slides except when returning to a base.

· Umpires shall consider the players' safety as their top priority and shall delay or cancel a game immediately in the event of inadequate lighting, deteriorating weather conditions, and/or the threat or evidence of lightning. Umpires shall not allow their decision to delay or cancel a game to be swayed by managers' or coaches' poor judgment, i.e., managers or coaches who insist on finishing the game at any cost.

3. Reporting

· Umpires shall report any unsafe activity, which goes uncorrected or is not addressed by the Safety Plan to the league's commissioner and the Director of Safety and/or the President of the GEYA Baseball.

B. Equipment

1. Education

· Umpires shall ensure that players are wearing the proper equipment, especially batting helmets and catcher's equipment.

· Umpires shall ensure that male catchers are wearing a protective cup. This rule is applicable to all leagues except the Farm League. A male player without a protective cup shall not be allowed to play the catcher position. Any team found to be playing without a properly protected catcher shall forfeit that game.

· Umpires shall ensure that players are wearing baseball shoes with plastic cleats (spikes).

2. Compliance

· As stated above, each umpire bears direct responsibility for ensuring that the rules of the game, which pertain to safety, are enforced. Umpires have the final opportunity to ensure that players comply with the equipment rules before play is allowed to begin or continue, therefore, enforcement of the following equipment rules is absolutely essential:

· Players must be made to wear a league-appropriate batting helmet when batting, running the bases, and coaching 1st base or 3rd base.

· Male catchers must be checked to ensure they are wearing an athletic supporter with a protective cup. This rule is applicable to all leagues except the Farm League. A male player without a protective cup shall not be allowed to play the catcher position. An umpire who determines that a team is unable to field a properly protected catcher shall declare that the offending team has forfeited the game.

· Players must be checked prior to each game to ensure they are wearing baseball shoes with plastic cleats (spikes). Any player found to be wearing baseball shoes with metal cleats (spikes) shall not be allowed to play until the offending footwear is removed and replaced with approved footwear.

· Umpires shall consider the players' safety as their top priority and shall not allow play to begin or continue until compliance with the equipment rules described above has been confirmed.

· Umpires shall not allow their decision to be swayed by managers' or coaches' poor judgement, i.e., managers or coaches who insist on disregarding the rules so that play may continue.

3. Reporting

· With the exception of the catcher's equipment rules noted in the Compliance section, above, umpires' reporting responsibilities are limited to notifying a player's manager that the player is not wearing a required piece of safety equipment which must be donned before play can begin or continue.

C. Facilities

1. Education

· In terms of the Facilities section of the Safety Plan, an umpire's primary responsibility prior to the game is to ensure that the field is “ready for play.” “Ready for play” means:

· the field is free of holes and foreign debris;

· the field is lined; and,

· the infield is raked.

2. Compliance

· Umpires' compliance responsibilities regarding facilities are limited to ensuring that the field is ready for playas described above.

3. Reporting

· Umpires' reporting responsibilities are limited to notifying the home team's manager that a facility-related safety issue exists. (The home-team manager is specified because post-game field maintenance is the responsibility of the home team.

V. Responsibilities of GEYA Baseball Directors

A. Activities

1. Education

· ALL GEYA volunteers must have the appropriate background checks completed before participating in any activities involving our youth.

· In the event of an injury, managers and coaches are usually called upon to render First Aid and, to the best of their judgment, determine if the injury requires a call for assistance from emergency medical personnel. To ensure that injured players or others receive competent First Aid care, it is the GEYA Baseball's policy to require managers and encourage coaches to attend and successfully complete a First Aid training program.

· The Director of Safety shall use injury reports to identify activity-related safety issues and develop measures to reduce or eliminate the cause of the injuries.

· Directors shall review the Safety Plan at least annually to evaluate its effectiveness. Revisions to the Safety Plan shall be made by the Director of Safety and reviewed, adopted, and implemented by the Directors.

2. Compliance

· A Safety Plan will be submitted to Little League Baseball in accordance with ASAP standards with the appropriate ASAP safety registration form.

· League player roster data and coach and manager data will be submitted to Little League Baseball.

· Directors shall address any activity-related safety issue brought before them, regardless of its source. Each issue shall be discussed and, if an activity- related safety deficiency is identified, an appropriate corrective action shall be taken. An appropriate corrective action may include, but is not limited to, a change in the manner in which a certain activity is conducted or deciding that a remedial or disciplinary action shall be taken against an individual.

3. Reporting

· Activity-related safety issues shall be discussed and corrected by the Directors. Any activity-related safety issue, which cannot be corrected by compliance with or modification of the Safety Plan, i.e., an issue that transcends the scope of the Safety Plan, shall be referred to Little League Baseball for resolution.

· Directors shall report on substantive matters regarding activities to the members of the GEYA Baseball, the community, and Little League Baseball via telephone, newsletters, public notice, the League's web site, or by other means, as deemed appropriate by the Directors.

B. Equipment

1. Education

· Directors shall assist in measuring the effectiveness of the Safety Plan as it pertains to equipment by attending games and observing whether players:

· are properly attired for the weather conditions at game time;

· have removed their jewelry prior to the game;

· are wearing sports glasses or have safety retainer straps for their conventional eyewear;

· are observing the one-bat rule (this rule is applicable to all leagues except the Senior League.); and,

· are wearing league-appropriate batting helmets when batting, running the bases, coaching 1st base or 3rd base, or using a batting cage.

· The Director of Safety shall ensure that all First Aid kits contain appropriate supplies and that all First Aid kits and ice-pack kits are adequately stocked throughout the season.

· Observations regarding equipment shall be offered to the Director of Safety and other Directors for consideration throughout the season and at-the time of the Safety Plan's annual review.

2. Compliance

· Directors shall address any equipment-related safety issue brought before them, regardless of its source. Each issue shall be discussed and, if an equipment-related safety deficiency is identified, an appropriate corrective action shall be taken. An appropriate corrective action may include, but is not limited to, budgeting for, selecting, purchasing, and replacing equipment which is missing, broken, or in poor repair.

· Directors have the responsibility to be knowledgeable about the equipment requirements mandated by Little League Baseball and set forth in the Safety Plan. They must ensure that commissioners and managers understand and comply with safety rules regarding equipment.

· A commissioner or manager who fails to enforce the rules regarding equipment, thereby creating an unsafe condition or allowing an unsafe condition to remain, shall be referred to the Directors for remedial or disciplinary action.

3. Reporting

· Directors who have been informed of an equipment-related safety issue shall discuss the issue and take the appropriate corrective action. Any equipment - related issue which cannot be corrected by compliance with or modification of the Safety Plan, i.e., an issue which transcends the scope of the Safety Plan, shall be referred to little League Baseball for resolution.

· Directors shall report on substantive matters regarding equipment to the members of the GEYA Baseball, the community, and Little League Baseball via telephone, newsletters, public notice, the League's web site, or by other means, as deemed appropriate by the Directors.

C. Facilities

1. Education

· The Director of Safety shall develop and maintain a facilities checklist. The purpose of the checklist is to ensure that the items listed below are inspected at regular intervals. The checklist will include at a minimum the items which follow:

· Fields. The condition of the playing fields shall be constantly monitored

· Scoreboards. The scoreboards shall be kept in good operating condition

· Press boxes. The press boxes shall be kept in good repair. The press boxes are elevated structures with at least one open side; therefore, the press boxes are off-limits to children under thirteen (13) years of age unless they have obtained the permission of and are directly supervised by a responsible adult. A responsible adult is at least eighteen (18) years old.

· Rest rooms. The rest rooms shall be kept clean and adequately stocked with supplies.

· Bleachers. The bleachers shall be kept in good repair.

· Dugouts. The dugouts shall be kept in good repair,

· Fencing. All fences shall be kept in good repair. Good repair shall include the installation of a “batter's eye” on fences in dead center field at least 24 feet wide. A “batter's eye” is a dark area which provides a field of contrast for the white ball allowing hitters to better see pitched balls.

Likewise, good repair shall include the installation of a “pitcher's eye” on backstops of a height and width appropriate to each field. A “pitcher's eye” is a dark area which provides a field of contrast for the white ball allowing fielders to better see batted balls.

The status of the items on the checklist shall be reviewed by the Directors at regularly scheduled meetings and at the time of the Safety Plan's annual review.

· The Director of the Snack Shops and the Director of Safety shall jointly develop and maintain written operating and safety procedures for the snack shops. The purpose of the checklist is to ensure that the items listed below are inspected at regular intervals. The checklist will include at a minimum the items which follow.

· Permits. The Director of the Snack Shops shall ensure that all necessary permits are obtained prior to the commencement of operations each year.

· Staffing. The snack shops are to be staffed by adults. Children who are sixteen (16) years of age or older may assist adults in the snack shops; however, only adults (18 years of age or older) may operate cooking appliances (ovens, stoves, grilles, deep-fat fryers).

· Security. Locks and alarm systems shall be kept in good operating condition

· Fire extinguishers. Fire extinguishers shall be of the appropriate size and type, kept in good operating condition, and inspected at least annually.

· First Aid kits. Each snack shop's First Aid kit is primarily for the use of snack-shop volunteers and patrons; however, it may be removed from the snack shop if needed to treat an injured person.

· Electrical wiring. The condition of electrical cords and wiring should be inspected on an ongoing basis. Defects should be reported immediately to the Director of Safety.

· Plumbing. The condition of the plumbing and plumbed fixtures should be inspected on an ongoing basis. Defects should be reported immediately to the Director of Safety.

The status of the items on the checklist shall be reviewed by the Directors at regularly scheduled meetings and at the time of the Safety Plan's annual review.

2. Compliance

· Directors shall address any facilities-related safety issue, regardless of its source. Each issue shall be discussed and, if a facilities-related safety deficiency is identified, an appropriate corrective action shall be taken. An appropriate corrective action may include, but is not limited to, budgeting for, purchasing, installing, repairing, or replacing any structure, equipment, or area of the facilities as deemed appropriate by the Directors.

· Directors who have been informed of a facilities-related safety issue shall discuss the issue and take the appropriate corrective action. Any facilities- related issue, which cannot be corrected by compliance with or modification of the Safety Plan, i.e., an issue that transcends the scope of the Safety Plan, shall be corrected by any means deemed appropriate by the Directors.

An appropriate corrective action may include, but is not limited to, requesting the Board of Supervisors of Upper Uwchlan Township or Wallace Township to make repairs to a facility, or, budgeting for, purchasing, installing, repairing, or replacing any structure, equipment, or area of the facilities, which require improvement or enhancement.

· Directors shall report on substantive matters regarding facilities to the members of the GEYA Baseball, the community, and Little League Baseball via telephone, newsletters, public notice, the League's web site, or by other means, as deemed appropriate by the Directors.

VI. Concession Stand

Policies and Procedures

· A “Snack Stand Chair” will be elected to the GEYA Board.

· The “Snack Stand Chair” elected to the Board will have a valid Food Handlers License.

· Menu will be “simple”. Foods from approved sources will be used.

· Foods that require refrigeration will be cooled to 41 degrees F as quickly as possible and held at that temperature until ready to serve.

· All workers in Snack Stand will frequently and thoroughly wash hands.

· All workers in Snack Stand should be healthy. If, for any reason, a worker is ill or has infected cuts or open sores, they should not be permitted to work.

· When handling food, avoid hand contact with any raw, ready-to-eat foods and food contact surfaces.

· Dishes and utensils should be washed in a four-step process:

1. wash in hot, soapy water,

2. rinse in clean water,

3. chemical or heat sanitizing,

4. air drying

· Ice should be stored separately. Scoop should be used to dispense

· Wiping cloths should be rinsed and stored in bucket of sanitizer. Change solution every two hours.

· All foods should be covered to protect from insects. Pesticides should be stored away from food.

· Place all garbage and paper waste in refuse container with tight fitting lid.

· After event is finished, clean the concession area and discard unusable food.

· All Snack Shop workers will be trained in above procedures.

A team manager (or a coach acting as manager) shall use this form to record information following reportable injury or illness to a player, parent, volunteer, or spectator. A reportable injury or illness is one, which requires medical treatment other than First Aid.

First Aid Is defined as emergency medical treatment given to an injured or ill player, parent, volunteer, or spectator, which begins and ends at the ballpark. If professional medical treatment is required to treat an injured or ill person after leaving the ballpark, it is a requirement that the incident be recorded and reported to the GEYA Baseball. It's estimated that nearly l0 percent of all participants inathletics will suffer a concussion within each respectiveseason, some more severe than othersr. Often timesathletes can return full form, both mentally and physically.However, knowing the signs and symptoms of aconcussion are critical in making proper decisions onwhen to return to the playing arena.

Many states have passed laws that impact organized youthsports programs such as Little League. The brain is the most powerful organ in thehuman body, taking all precautions in determining its wellbeing is essential for long term health and participation inathletics. More information on concussions is expected tobe available through the Little League website.

Knowing the SymptomsConcussions are an injury like none other. One cannotsee the damage on the outside, there is no blood, andoften times little or nothing to see that would resemble aneveryday wound. Concussions occur when a persons headis hit causing the brain to pound against the wall of theskull, without noticeable exterior damage. Here's what theMayo Clinic suggests athletes, coaches, and parents to lookfor rvhen an athlete has been hit in the head and concussionmay have occurred: 2

Cognitive Response. Not thinking clearly. Feeling slow. Inability to concentrate or remembernew information

Should I take my athlete to the doctor?One of the toughest decisions for parents is to know whento take their young athlete to the doctor, mainly becausethe wound is internal. It's suggested that anyone whoexperiences a head injury, despite the level of emergencycare needed, should seek the opinion of a doctor withintwo days of the incident. If any of the following symptomsoccur the athlete should be taken immediately to the properemergency care facility:

. Vomiting, vision impairment, or slurred speech

. Any changes in the breathing pattern

. Any sign of blood or fluid that is coming fromthe nose or ears

. Bruises or large bumps

. Continued confusion, dizziness, or irritability

. Prolonged headache that continues to get worse
