INTRODUCTION

The purpose of the Perinatal Directory (Directory) is for counties of California to have substance use disorder (SUD) treatment program referrals available for pregnant and parenting women (PPW.)

This Directory contains a list of publicly funded SUD treatment programs for each county. Counties are listed as headings followed by the county phone number. If the county has additional publicly funded SUD PPW treatment programs, the program information will follow the county phone number. Programs listed include the name of program followed by the contact number, address, and the treatment modality. Please note that some counties provide SUD treatment services at the county locations in the departments of either Health and Human Services, Alcohol and Other Drug Services, or Behavioral Health.

This Directory includes a list of the service modalities, and their definitions, offered by the county SUD treatment programs. Service modalities are listed after the address of each treatment program.

The Department of Health Care Services, Substance Use Disorder-Program, Policy & Fiscal Division, Prevention and Family Services Section, Perinatal and Youth Services Unit (PYSU), ensures that programs funded by the Substance Abuse Prevention and Treatment Block Grant follow the requirements set forth in the 45 Code of Federal Regulations (CFR), Part 96, Subpart L. Pursuant to CFR §96.131(d)(1), if a treatment facility does not have availability for a pregnant woman who seeks treatment, referrals must be provided to another treatment facility.1 In the event that no other program is available, treatment programs must provide interim services.2 When referring PPW to SUD treatment programs or interim services, please follow the Perinatal Practice Guidelines.

SERVICE MODALITIES

Withdrawal Management

Withdrawal management (WM), previously known as “detox,” or detoxification, is a service to assist a patient’s withdrawal. WM services may be provided at a residential facility, may vary in length, and are medically supervised.3

Narcotic Treatment Programs

Narcotic treatment programs (NTPs) deliver narcotic replacement therapy.4 NTPs provide medication assistance to opioid users to aid in relief from symptoms of withdrawal from narcotics. Treatment is prescribed by a physician.

Outpatient

Outpatient treatment services are provided in an outpatient setting, such as a counseling center, clinic, or facility. Treatment may include medications, counseling, groups, support, and/or a 12-step approach. The length of treatment and the number of weekly hours depend on the assessment of the client, and the

recommendation from the treatment team.5

Intensive Outpatient Treatment

Intensive outpatient treatment (IOT) programs are an organized service delivered by addiction professionals providing a structured treatment program that includes nine hours of treatment per week for adults, typically spread over three days.6

Residential

Recommendations for residential treatment is based on assessment of the person. Program length varies and depends on the design of the program, but length can range from 30 days up to 18 months. Some residential programs provide in-house WM, medical needs, classes, groups, counseling, and support for re-integration. Program design varies and may include transitioning the client from residential to transitional housing (TH) or other less-structured environments.7

Transitional Housing

Transitional Housing (TH) setting may be in a house or connected to a facility or campus. TH assists the participant with skills and resources to remain sober and to transition into permanent housing.8 In addition, THs are sober living environments shared with other participants and their children. Programs may offer daycare while the parent is in group counseling, individual counseling, and job searching. Programs vary in structure, requirements, and length. All of the transitional programs in this Directory allow children with their mothers.

Recovery Bridge Housing

Recovery Bridge Housing (RBH) is short-term housing program, usually 30 to 90 days. The structure is a sober living environment. This environment assists people transitioning in or out of treatment programs, including: anyone waiting for permanent housing and perinatal patients who are pregnant to 60 days postpartum.9
