Ask any police agency in the country if they are in need of equipment and they will be able to rattle off a lengthy list. However, budget shortfalls – which affect all agencies across the nation – limit law enforcement’s ability to satisfy their equipment needs.

Thelogicalnextstepistolookforgrantstohelpfillthosebudgetgaps.Unfortunately,thereareveryfewstraightequipmentgrantsavailable.Instead,mostcriminaljusticefundingistargetedatprogramsgrants,meaningthefundingismeanttosupportaspecificprojectoractivitywithclearoutcomes.FederalcriminaljusticefundingcomesthroughtheOfficeofJusticePrograms(OJP),andmostOJP grantsareprogramgrants.

Grant OpportunitiesOneofthemostrecognizablefederalgrantprogramsis the ByrneJusticeAssistanceGrant (JAG).TherearetwotypesofJAGfunding:localandstateawards.

1 Local JAG awardsareallocatedbasedonafundingformulathatiscalculatedonviolentcrimeratesreportedinUniformCrime

Reporting(UCR)dataandpopulationbasedonthemostrecentcensusfigures.Theseawardsareadministereddirectlytoqualifyinglocalgovernments.

2 States that receive JAG fundingmustpassthroughapredeterminedpercentageoffundstounitsoflocalgovernmentthroughtheirState

AdministeringAgency(SAA).

WhileJAGfundingmaybeusedtoprovideadditionalequipmentandsuppliestolawenforcement,thatrequesthastobepartofaprogramthatalignswithnotonlyyourSAA’sstrategicplanbutalsotheJAGpurposeareas.

JAG purpose areas include:

• LawEnforcementprograms

• Prosecutionandcourtprograms

• Preventionandeducationprograms

• Correctionsandcommunity correctionsprograms

• Drugtreatmentandenforcementprograms

• Planning,evaluationandtechnologyimprovementprograms

• Crimevictimandwitnessprograms

• Mentalhealthprogramsandrelatedlawenforcementandcorrectionsprograms,includingbehavioralprogramsandcrisisinterventionteams

EachSAAhasastrategicplanthatoutlinesitsmissionforcriminaljusticefunding.ThestrategicplansfortheStateAdministeringAgenciesdifferdependingonthecriminaljusticeneedsofeachstate.Forexample,inPennsylvaniatheSAAisthePennsylvaniaCommissiononCrimeandDelinquency,anditsstrategicplanhas13objectivesthatrangefromprotectingcrimevictimstoreducingviolentcrimeandanalyzingcriminaljusticetrends.NewMexico’sSAAistheNewMexicoDepartmentofPublicSafety,anditsstrategicplanhasthreeobjectives:drugtraffickingenforcement,highwayinterdictioninitiativesandgangactivitysuppression.

ItisimportanttobecomefamiliarwithyourSAA’sstrategicplansoyoucanbeginworkingondevelopingprogramsthatwilladdressyourdepartment’sequipmentrequirementswhilesupportingtheSAA’sobjectives.

Anotherexampleofaprogramgrantisthe OJPStrategiesforPolicingInnovation,whichacceptsgrantapplicationsbetweenApril1andMay21.Whilethisgrantcanbeusedtoaddresstechnologyneeds,thatrequesthastocorrespondwith“lastingoperationalandorganizationalchangesthatfosterrelianceonandeffectiveuseofevidence-basedpractices,dataandtechnologytoaddress”your mostpressingcrimeproblems.

Equipmentisoftenanallowableexpenseaslong asitispartofalargerstrategy.Governmentgrantsoftenhavespecificguidelinestheapplicantmustfollowthroughouttheapplicationsobesuretoread thesolicitationsandfollowtheseguidelinescarefully,andcheckthatyourproposedprogramalignswiththerequirementsofthesolicitation.

Developing a ProgramSohowdoyoumakeyourneedforequipmentpartofabiggerprogramthatwouldbeeligibleforgrantfunding?Theanswertothatquestionisanotherquestion: Whatproblemwillthisequipmenthelpyousolve? Thatiswhereyourprogramdevelopmentbegins.

Yourprogramdesignshouldhavethe followingelements:

• Purpose statement (alsoknownastheproblemstatement)–Whyareyouseekingfunding,andwhatproblemwillgrantfundinghelpyouragencyaddress?Forexample:“Smithtownisrapidlygrowingand,asaresult,ourinfrastructurehasnotkeptpacewiththeconsiderableincreaseintraffic.Aspartofinitiativetoimprovetrafficflow,ouragencywouldliketopurchasetrafficmanagementequipmenttoredirecttraffictolesscongestedrouteswhenrequiredduetoaccidentsorotherdelays.Thesignwillbeusedfortrafficcalming, toalertdriverswhentheyarespeedingby flashingtheirspeedastheypass,alongwith aspeed-dependentmessage.”

• Program goals–Whatistheintendedresultofyourprogramorthepositiveimpacttheprogramwillmake?Forexample:“Theequipmentwillalleviatecongestionandkeeptrafficmovingwhereverrequiredandcanalsobeusedforemergencyalerts,announcements,inclement

weatherwarningsandotherroadsidemessagingneeds.ItwillalsoreducetheneedtodeployofficerswithLidardevicestoslowspeedingdriversandtoaddressspeedingcomplaints.”

• Activities –Whatmeasurablebenchmarksorspecificstepswillleadtotheaccomplishmentofyourgoal?Forexample:“Measurablebenchmarkscaninclude:by6months,ameasurabledropinspeedcomplaintsbyX%andareductionincongestiontimesbyX%;byyear1,areductionintheoverallnumberofspeedcomplaintsbyX%;by6months,wewillhavealleviatedcongestiontimesattributedtoweather,accidents,etc.bysuccessfullynotifyingdriverstotakeanalternateroute.Stepscaninclude:testinglocationsforeffectiveness,testingthebestwaytore-routetrafficthefastest,establishingalistofalternateroutesforhightroubleareas(mostwrecks, bridgesthaticeover,constructionzones,etc.).”

• Implementation plan with timeline–Whatarethemajorprogramactivities,whenwilleachoccur,andwhoisresponsibleforimplementingeachactivity?Forexample:majorprogramactivities:Month0–award;Month1–bidprocess;Months3-4–vendorselection;Months5-6–purchase;Month6andonward–projecttobeimplementedandcoordinatedbythedesignatedrepresentativeoftheapplyingagency.

• Evaluation plan–Howwillyoutracktheprogressofyourprogramanddemonstratesuccess? Forexample,howwillyoucollectandanalyze trafficdata?Thetrafficmanagementequipmentforwhichweseekfundingcollectsspeedandvolumedataandgeneratesreportsthatwecandownloadasneeded.Thesereportswillhelpouragencyprioritizeenforcementareas,comparespeeddatabeforeandafterthesignisdeployed,andsharewiththecommunitytodemonstrate theresultsofourtrafficsafetyprogram.

Supportyourproblemstatementwithdataaboutyouragency,suchascrimestats,populationanddemographicbreakdown,tohelpjustifyyourneed.Iftherewasaspecificincidentwhenaccesstotheequipmentyouarerequestingthroughtheproposedprogramwouldhaveledtoabetterpolicingoutcome,includethatinyourproblemstatement.

Everygovernmentcriminaljusticegrantisgoingtorequestinformationregardingyourprogramgoals, somakesureyourgoalsarewell-defined,specific andmeasurable.Partnershipscanalsobeacriticalpartofaprogramgrant.Reachouttootheragenciestodetermineiftheyhavesimilarequipmentneedsandiftheywouldbewillingtopartneronagrantapplication,makingtheequipmentasharedassetthatwilladdresstheproblemonalargerscale.

Atypicalequipmentneedforlawenforcementagenciesistosupporttrafficmanagementandspeedenforcement.Whetheryouragencyisinneedofaradarspeeddisplay,off-roadcounterclassifierora Lidardevice,therearesimplewaystomakethatrequestpartofaprogramthatwouldbeapplicableforgrantfunding.Considermatchingyourequipmentrequestwithspeedenforcementdetails,especiallyin and around schoolzones or workzones.Combinethatwithapublicservicecampaignonthedangersofspeedingandyouwillhavetakenasimpleequipmentrequestandturneditintoaprogramrequest.

Ifselectedforfunding,youragencywillbesubjecttoadministrativerequirementsthatgranteesmustfollowinordertotracktheprogressoffundedprograms.OJPgrantsrecipientstypicallymustsubmitquarterlyfinancialreports,semi-annualprogressreports,finalfinancialandprogressreportsand,ifapplicable,anannualauditreport.Thefinancialreportsaremeanttotrackyourspendingofgrantfunds,whereasthe

progressreportsaremeanttotrackyourability toachieveyourprogramgoals.

Whendevelopingyourprogramandselectingagrantopportunity,reviewinformationonpost-awardconditionsandbesuretoincludewhoisresponsibleforcompletingthereportingrequirementsinyourprogramplan.

Thebenefitofpursuingfederalandstatecriminaljusticefundingisthatthereareamultitudeofoptionstoaddressyourequipmentneeds.Onaverage,theOfficeofJusticeProgramsmakesmorethan3,000grantstocriminaljusticeorganizationsannually.Aslongasyouarewillingtotakeaprogrammaticapproach,thereisfundingavailabletofityourneeds.

TRAFFICEQUIPMENT

Traffic enforcement is one of the many responsibilities of police departments nationwide, and with this responsibility comes the need for equipment.

Web-enabled traffic calming and speed enforcement devices can augment the work of a police department by being on patrol 24/7, by their ability to record accurate information and in stealth mode without unduly influencing driver behavior, and

because they can be accessed remotely to check batteries, confirm location, program messages and other parameters and download traffic data in real time.

T hebenefitofsuchproductstopublicsafetyisobvious,buttherealityisthatdepartmentsoftenfacebudgetrestrictionsthatkeepthemfrombeingabletopurchase

equipmentthatwouldallowthemtodotheirjobmoreeffectivelyandefficiently.

Grants,therefore,areanexcellentandoftennecessarysourceoffundingforlawenforcementequipment.Whenitcomestotrafficenforcement, thereareavarietyofgrantresourcesthatdepartmentscantaptosatisfytheirequipmentneeds.Somegrantprogramsarespecifictolawenforcementandshouldmostcertainlybeconsidered,butwithalittlecreativethinking,lawenforcementagenciescanalsoaccessfundingbyapproachingorpartneringwithlesser-knownsourceswhoshareacommitmenttosolvecommunityproblemsandkeepcitizenssafe.

Common Grant ResourcesCommongrantsourcestoconsiderarethe ByrneJusticeAssistanceGrant(JAG),theleadingprovideroffundingtostateandlocalgovernments;otherDepartmentofJusticefundingsourcessuchasthe StrategiesforPolicingInnovation, whichtypicallyacceptsapplicationsinAprilandMay;andthefederalDepartmentofTransportation.

TheJAGprogramprovidestwotypesoffunding:localandstate.Localfundingisallocateddirectlytolocalgovernmentbasedonafundingformulacalculatedbasedonpopulationandviolentcrimerates.IfyourmunicipalityreceivesalocalJAGallocation,considerusingthatfundingtosatisfyyourtrafficenforcementequipmentneeds.EachstatealsoreceivesaJAGallocationthatispassedthroughtheStateAdministeringAgencytolocalmunicipalities.ContactyourStateAdministeringAgencytodiscussyourneedsandlearnaboutapplicationrequirementsandprocedures.

Federalandstatedepartmentsoftransportationarealsoexcellentoptionsfortrafficenforcementfunding.Yourstatedepartmentoftransportationoftenpassesthroughfederalfundingtolocalmunicipalitiesforbuckle-upsafetyinitiatives,red-lightenforcementgrantsorspeedenforcementaroundhightraveltimessuchasholidays.

Keepinmindthatgovernmentgrantopportunitiesareoftenrestrictedtoprogramfundingratherthan asimpleequipmentrequest,sotaketimetoconsidertheproblemyouarelookingtosolvethroughtrafficenforcementandthenstartdevelopingaplantoaddressthatprobleminawaythatisinclusiveofyourequipmentneeds.

Alternative Grant ResourcesThereareotheroptionsforgrantfundingfortrafficenforcementthatarelessobvious,rangingfromtourismeffortstoschoolsafetyprogramstodrugforfeiturefunds.Hereareseveralideastoconsider:

School Safety Initiatives. Schoolsafetyinitiativesfundedbybothfederalandstatedepartmentsofeducationofteninvolvetrafficenforcementinschoolzones.Useeducationfundingasanopportunitytopartnerwithyourlocalschooldistrictonacampaigntoeducatestudentsaboutthedangersofspeeding,distracteddrivinganddrinkinganddriving.Thisapproachwouldsatisfyanyprogrammaticrequirementwhilesupportingenforcementandequipmentneeds.

Community Development Block Grants. Ifyouareplanningondoingtrafficenforcementinalow-incomearea,besuretocheckwithyourstateorlocaloffice ofcommunityandeconomicdevelopmenttodetermineiftherearecommunitydevelopmentblockgrantsavailable.Ifyouareinaprimarilyruralarea,contactyourU.S.DepartmentofAgricultureruraldevelopmentrepresentativetolearnabouttheirfundingopportunities.

Travel and Tourism Grants.Equipmentusedfortrafficenforcementisoftenversatileandcanbe usedforothereventsandinitiatives.Ifvariablemessagesignsorrelatedtoolswillbeusedfortrafficcontrolatlargeeventssuchasconcertsorfestivals, talktoyourstaterepresentativesabouttheavailabilityoftourismdollars.Recreationalfunding mayalsobeanoptioniftheequipmentwillbeusedaroundparks,greenwaysortrails.

It’simportanttobecreativewhenlookingatgrantfundingforequipmentneeds,becausethereisn’talwaysaclear-cutgrantopportunityimmediatelyavailable–buttherearealmostalwaysotheroptions.Inadditiontofederal,stateandlocalgovernmentgrants,therearealsoprivateandcommunityorganizationstoconsiderapproachingforsupport.

Community Foundations. Communityfoundations arecharitiesthatprovidegrantsinaspecific localgeographicalareaandarespecifically dedicatedtoidentifyingandsolvingproblems inthecommunitiestheyserve.VisittheCouncil onFoundationscommunityfoundationlocator tofindoutifyourcityorcountyhasacommunityfoundation,thenreachouttostafftodiscussyourneeds.Theymaybeabletohelpyoucustomize yourapplicationtofittheirguidelines.

Private Business.Privatebusinessesmayalso beagoodoptiontoconsiderapproachingforat leastpartofthefunding.Manycompanieshavecommunitygivingprogramsinthegeographic areawherethecompanyoperates.Itisespeciallyadvisabletoreachouttofoundations,businessesanddonorsthathavepreviouslyworkedwithyourdepartmenttoseeiftheywouldbeinterestedinsupportingyourproject.Manylocalbusinessesmayenjoythepositiveexposurethatcomesfromsupportingpublicsafetyinitiatives.

Civic Groups and Chambers of Commerce.Besure thatareacivicorganizationsandchambersofcommerceareawareofyourproject.Communityleadersarepartofthesegroupsandmaybeabletoprovideadonationorsponsorshiptosupportthepurchaseofthedesiredequipment.Aslocalboosters,theymaybeparticularlyopentoinitiativesthatpromotepublicsafety.

Lawmakers.Onesourceoffundingyoumaynothaveconsideredisyourdistrictattorney,whomayknowifthereisdrugforfeiturefundingavailable.Alsoreachouttoyourstaterepresentatives–theymayknowifthereisanyresidualfundingorstateappropriationsavailablethatwouldbeapplicabletoyourprogram.

Communicationwithorganizationsandindividualsthatcontrolgrantfundingiskey.Help–andfunding–cansometimescomefromunexpectedplaces,sodon’tbeafraidtoreachouttomakeyourneedsandtheissuesyouwanttoaddressknown.

AllTrafficSolutionsoffersproductsthatareeffectiveatslowingtraffic,conductingquickspeedstudiesandcommunicatingwithdriverswhilesavingmoneyandservingasaforcemultiplierforlawenforcement.Byemployingthesetechnologiestogatherdata,passivelyenforcespeedlimitsanddisseminatetraffic,weatherandotherhelpfulinformationtodrivers,publicsafetyagenciescankeeptheircitizenssaferontheroadswhileallowingofficers tobedeployedtootherareaswheretheyareneededmore.Whenincludedaspartoftrafficsafety,drivereducation,schoolsafetyortourisminitiatives, theseproductsmayfitintogrant-fundedprograms.
